Inspection Rules - Certificate of Conformity
As of 03/12/12, Uganda National Bureau of Standards (UNBS) resumes its Pre Export Verification of Conformity to Standards (PVoC) program. According to the program, first introduced in 2010, all the goods subject to it, will have to be accompanied by Certificate of Conformity (CoC). UNBS officers at border points will verify certificates for integrity. No destination inspection is envisaged. UNBS has contracted 3-international companies - SGS, Intertek and Bureau Veritas to carry out this exercise. The aim of the program is to establish a quality import inspection regime that is in harmony with member states of the East African Community [EAC]. Uganda has been hit by cheap substandard goods, putting the public at risk, and crowding out local enterprises. The Program
Under the PVoC program UNBS requires that imported products whose standard specifications were declared compulsory under the UNBS Act 1983 must be inspected for conformity to the country’s technical regulations and standards, or their approved equivalent. Its aim is to establish a quality import inspection regime that is in harmony with member states of the East African Community. The above contracted companies help demonstrate compliance and issue a Certificate of Conformity which gives access to the Ugandan marketplace, avoids delays in customs and reduces potential losses from the import of non-compliant products. Depending on the certification route we provide one or a combination of the following interventions:
Physical inspection prior to shipment
Sampling, testing and analysis in accredited laboratories
Audit of product manufacturing processes
Documentary check and assessment of conformity with the requirements of the applicable technical regulations and standards, for example KSS, GSO, IEC
Goods Exempted from CoC
Ugandan standards take precedence where applicable. Conformance to international/regional standards like IEC, ISO, EN etc. is acceptable provided the Ugandan requirements are met

All soaps and cosmetic products containing mercury.

Postal franking machines except and in accordance with the terms of a written permit granted by a competent authority of the partner state.

Armoured fighting vehicles under heading No 8710 of the Customs Nomenclature.
Used refrigerators, freezers, computers and television sets.
Telescope sights or other optical devices suitable for use with arms unless mounted on firearms or presented with the firearms on which they are designed to be mounted under Chapter 90 of the Customs Nomenclature.
Bows, arrows, fencing foils or toys under chapter 95 of the Customs Nomenclature. Collector’s pieces or antiques of guns and ammunition under heading No 9705 Finance Act, 2006.

Bureau Veritas verifies, in the region of export and prior to shipment, the conformity of the goods toUgandan and/or international standards.
The verification consists of several steps such as verification of existing certificates and test reports,inspection of goods prior shipment, testing/analysis when necessary, registration and licensing
Upon satisfactory verification, certificate is issued and provided to Importer/Exporter.
From June 9th, 2010, the pre-export Verification of Conformity(pVoC) program set by Uganda National Bureau of Standards(UNBS) requires that goods imported into Uganda shall beaccompanied by a pVoC certificate.
The primary objectives of the program are to improve the safetyand quality of products, as well as to ease clearanceprocedures, promote fair competition and fight againstcounterfeiting of goods.
Nowadays, Governments give high priority to promotinginternational trade and protecting the health and safety ofcitizens as well as care for the environment.
Bureau Veritas has been appointed by UNBS for theimplementation of the program and for the issuance of therequired certificate

OPERATIONAL FLOWCHART
1. Request for verification
The Exporter/Importer lodges a request for verification with Bureau Veritas.This request should include:
1. The list and designation of goods intended to be exported, name and address of the importerand exporter (pro forma invoice,…)
2. Conformity documents (usually provided by the exporter) that may be available for the goodsintended to be exported, such as: Third party certificate / Test reports / Reports of analysisaccording to safety/hygiene standards
3. Information related to the location and provisional date of availability of goods to carry out thephysical inspection of goods before shipment. (Filling up of the Request for Certificate (RFC)Form).
2. Routes to compliance
To facilitate trade and to adjust intervention according to the risk, the pVoC program offers 3 differentroutes to demonstrate compliance:•Route A: applicable to any goods and any trader•Route B: for frequent traders of homogeneous goods that have been registered by Bureau Veritas•Route C: for manufacturer who had their goods licensed for Uganda
Documentary review / testingBureau Veritas reviews the information provided by the exporter and checks the adequacy against theUgandan Standards. If necessary, samples are taken and laboratory testing/analysis is carried out.
InspectionThe objective of the inspection is to check that:
• Goods presented for inspection are the ones identified during the documentary review,• Products comply with applicable standard.• Goods match the description in the import documents.
In case of doubt, Bureau Veritas inspector may take samples for additional assessment.
3. pVoC certificateBureau Veritas verifies the inspection report against the provided documents. Upon satisfactory result,the secured certificate of conformity is issued.This certificate shall be used for the clearance of the goods.When major non conformities are detected, a non conformity report is issued.

4. Conformity requirements
Compliance of goods to applicable standards in priority order* shall be demonstrated with conformity documents issued by accredited entities and/or testing.
*Applicable standards in priority order: Ugandan standard (KS), then EAS standards, then International standard (ISO, IEC, Codex Alimentarius UN ECE), then National standard, then Manufacturer specification in the absence of US, EAS, International and national standards applicable to the product. If US and EAS are both applicable, the more recent standard must be chosen. The PVoC programme offers 3 different routes to demonstrate compliance:
1. Route A for unregistered suppliers/products with ad-hoc shipments to Uganda;
2. Route B for registered suppliers/products with regular goods or frequent shipments to Uganda;
3. Route C for Licensed Products

11. Geographical inspection zones
The programme applies to all the countries except the East African Partner States namely, Kenya, Tanzania, Rwanda and Burundi.
The information contained herein is for the purpose of facilitating Pre-Shipment Inspection and does not relieve Exporters or Importers from their obligations in respect of compliance with the import regulations of the country of importation. Although every effort has been made to ensure the correctness of the information, as at the date of issuance of this data sheet, Bureau Veritas does not accept any responsibility for errors or omissions and, furthermore, the information may subsequently be subject to change as may be announced by the Authorities in the country of importation. Consequently, Exporters are advised to check with Bureau Veritas, prior to shipment of the goods, if there is any doubt concerning the issuance of a Certificate of Conformity.

1) Certificate fee (except registration): (Ad Valorem fee as a percentage of the declared FOB value) Route A (with testing): 0.500% of FOB Route B (registered goods): 0.45% of FOB Route C (UNBS certified): 0.25% of FOB Minimum fee: 220 USD, maximum fee: 2,375USD
The above fees cover the documentary verification and the physical inspection of goods.
2) Registration fee (route B): Could be 350USD for up to 15 products
The following activities are subject to additional fees:
• Sampling and testing: to be quoted on a case by case basis; • Containers sealing: to be quoted on a case by case basis; • Licensing: to be quoted on a case by case basis.
Note: Shipment under 2000 USD FOB value is not subject to PVoC programme (such shipments will be inspected by UNBS at arrival)
