Intramural Eligibility Policy

UBC Affiliation Policy

Participation in most Intramurals events, tournaments and leagues is restricted to current UBC Staff, Faculty and UBC students only. Proof of UBC status is required for participation in all such events. Intramural programs that are open to the community include Day of the Longboat, Pumpkin Run, Lace Up for Kids, UBC Triathlon/Duathlon, Point Grey Triathlon, Storm the Wall, and the UBC Summer Soccer League. Note –Students who are associated with the university but do not pay an Athletics and Recreation fee (ELI, Affiliated Colleges) are eligible to participate in the same manner as Staff and Faculty, but must have a valid UBC ID #. In addition, these students must be on rosters submitted by their affiliated group to UBC Intramurals and meet the individual requirements of the affiliated group. Please check with the administration of your affiliated group to determine requirements.

Intramural Elite Athlete Restrictions

The following restrictions apply to an elite athlete. Definition: An Elite Athlete is a person who is currently:

o a Varsity athlete (individual or team) o a current “Red-Shirt” or athlete that has been a “Red-Shirt” within the academic year o a professional player (paid to play) o a representative of their province/state or country at a National or International level

Current and Former Athletes Ineligible Elite Athletes: Elite athletes who have participated at an elite level (varsity, professional, national, or international) within the current academic year are ineligible to participate in any intramural activity in their same or associated sports (See Below). The exception to this rule occurs in the UBC Triathlon Duathlon and Point Grey Triathlon in which elite divisions in the Sprint and the Olympic Distance are available for elite athletes. Eligible Elite Athletes: Former elite athletes who have participated at an elite level prior to the current academic year are eligible to participate in all programs, but are encouraged to register in more competitive divisions where applicable.

Elite Athlete Associated Sports o Sport: All Traditional Sports (Basketball, Volleyball, Hockey, Soccer, Football)

Associated Sport: Intramural equivalent leagues, tournaments and events (Nitobe Basketball League, Ivor Wynne 3on3 Basketball Tournament, Cross Volleyball League, Howl at the Moon Volleyball Tournament, Todd Ice Hockey League, Handley Cup Soccer League, Point Grey Flag Football, and Tailgater Flag Football Tournament)

o Sport: Running (as in Track and Field or Cross Country Running) Associated Intramural Sport: Adventure Runs; Sprint/run portions of Storm, Great Trek, Tri-Du Relay run component

Identification Policy Intramurals requires each participant to be visibly identified each time they participate for the purposes of waiver authentication. To ensure this, Intramurals will require either government or University issued Photo ID to sign in each time someone participates. Failure to produce appropriate ID will result in being barred from participation in that Intramurals Program Participants that attempt to circumvent the Identification Policy through illegal means (using another person's ID, forging ID, etc) will be subject to possible RCMP intervention, or other non-academic disciplinary processes at UBC. This process will be conducted through the Intramurals Supplementary Discipline System

Waiver Policy All participants in Intramurals programs must sign a valid waiver before they will be allowed to participate. Intramurals requires that participants sign a waiver under the following conditions:   On-site: or Online: Online Waivers must be completed by 5:00pm of the previous business day in order to apply to the program. In the event that Intramurals does not have an accurate record of an online waiver being completed, the participant will be required to sign one on-site.

Events, Tournaments and Races: If an online waiver has not been completed by 5:00pm the previous business day, the participant must sign a paper waiver at the event, tournament or race in front of Intramurals full time staff and/or student administrators.

Intramural Designated Imports Policy The Designated Import Policy only applies to those teams competing in the Divisional categories of participation. For those teams, the following criteria are applicable:

Definition A person, who meets all other participation requirements, and in addition, is not a member of the declared Divisional Unit of the team is considered a Designated Import. Unclassified students are designated imports as well.

Staff Participation Staff and Faculty participating on a student team, whether outside a Unit identification or not, are considered designated imports.

Allowable Imports A maximum allowable number of designated imports is permitted in each intramural program. Please reference the “Number of Players” chart for corresponding information.

Intramural Team Name Policy Intramurals would like to encourage each Divisional Unit (Faculty, School, Residence, Greek Society) to select a name which will stay with that Unit (eg. Law Eagles) into the future and which will identify that Unit regardless of the level of competition. In addition, when choosing a team name for either the Divisional, or AMS Club and Campus Wide programs, please:

ensure that the selected name is in good taste, and

ensure the name is not offensive to individuals or groups identified in the UBC Policy on Discrimination and Harassment.

The characteristics protected under the Policy are age, race, colour, ancestry, place of origin, political belief, religion, marital status, family status, physical or mental disability, gender, sex, sexual orientation and unrelated criminal convictions. Note: Intramurals reserves the right to refuse inappropriate names.

Intramural Roster Submission Policy For all Intramural programs, an initial roster must be submitted online by the roster submission deadline. Failure to submit an initial roster meeting minimum requirements by the deadline will result in the removal of a team from competition without refund.

Please note that teams will not be able to access roster functions until after registration closes for their program

Intramural Leagues Playoff Roster Policy Players must sign in for and play in a minimum of 2 regular season games for a team before they will be deemed eligible to play for that team in the playoffs.

Intramural Roster Declaration Policy A final roster must be declared and submitted by 5PM on the final roster deadline date. Once a roster has been declared and approved by Intramurals, it is frozen and no other changes or additions can be made.

Goalie Exception The exceptions to this policy are with the Todd Ice Hockey. Goalies are allowed to play for a second team, for a maximum of two games, replacing an injured or absent goalie. Teams may replace their goalie for a maximum of two games and any replacement goalie must be from the same tier or lower. Teams cannot use substitute goaltenders in playoffs. During playoffs, using a substitute goaltender will result in a loss.

Intramural Team Membership Limit Policy Intramural participants are limited to playing simultaneously on a maximum of 1 competitive CoRec team and one competitive Non-CoRec Team per intramural league or event per semester. Levels of competition (Tiers) do not count as separate leagues or events.

If a participant is on more than the allowable number of teams for that program, it is their responsibility to be on the correct number of teams by the final roster deadline. Otherwise, that participant can be removed from ALL rosters for that program. Participation on a “Just for Fun” Team is not subject to this policy.

Intramural League Uniform Policy Numbers and Colors For the purposes of player and team recognition, each team must have similar colored team uniforms with numbers that make the team both unified and uniquely identifiable with respect to the opposing team. At the game official’s discretion, if both teams wear uniforms that are too similar in color, one team will be required to wear pinnies provided by the league.

Numbers must be clearly displayed on the back of the uniform

Numbers must be a minimum of 6” in height

Numbers must be permanent (no tape, chalk, etc)

Each member of a team must have a unique number in relation to the rest of their team

Players who enter the game in violation of these rules after the uniform deadline will be subject to the sports associated penalty listed in the Rules of Play for each Sport:

“Just for Fun” league teams are not subject to this policy.

Uniforms do not need to be professionally made/printed.

Teams that are in violation of the Uniform Policy after the Uniform Deadline are subject to sport-specific penalties for each player that does not have a uniform. The penalty for each sport is listed in its Rules of Play

Names and Logos

In reference to team uniforms, teams are responsible for adhering to the UBC policy on Harassment and Discrimination

Any team whose uniform breeches this policy will be reported through the Intramurals Supplementary Discipline System and will be given a “Uniform Forfeit Loss”. This loss is considered a regular forfeit, and all associated penalties will apply. Uniforms under review will not be considered legal until cleared by the SDS Commissioner and the League Administrator.

Intramural Program Protests Policy

1. Protest Timeline All protests must be made in writing and delivered to the Student Recreation Centre at Operations Centre or via email to the specific program coordinator by 4:30PM on the day following the game or event. If the event falls on a Friday or a weekend, the protest must be received prior to 4:30PM on Monday unless Monday is a holiday in which case the deadline will be extended to the first business day following the holiday. Please note: protests against an official's call will be reviewed, although they are unlikely to be overturned.

In some cases, such as Storm the Wall, a protest involving a Tuesday Heat, for example, would have to be resolved immediately. In cases like this, the protest must be received at the Operations Tent (located behind the finish area) within a 1/2 hour after the heat in question. In these circumstances, consultation amongst those involved will occur and a decision will be made at the earliest possible time.

2. The Rights of UBC Intramurals Administration Where a question of an ineligible player arises, Intramurals has the right to go back in past games to determine the extent in which the ineligible player has participated and to take appropriate action. In this instance the review and decision will be referred to the Intramurals Supplementary Discipline Commissioner.

3. Protest Procedure The party launching the protest must state the case clearly on the Official Protest Form, including all necessary facts and information pertaining to the protest, accompanying this with relevant names of persons involved (Units and participants), phone numbers, witnesses and the situation being protested. It should be noted that it is the sole responsibility of the person launching the protest to state all necessary facts and then to relay this information to the reviewing party. The Intramurals administrator organizing the activity will be responsible for handling all Protests in consultation with other administrators. The onus for the truth rests with the individual/team launching the protest. Once all information has been gathered (within the appropriate time limit) a decision will be made.

4. Appeals of Protest Decision All appeals must be received in writing at the Student Recreation Centre or via email to the specific program coordinator no more than 48 hours after the decision has been made public. Appeals to the Protest decision will be reviewed by the next appropriate administrator senior to the original decision maker. A review and decision on appeals will be made within 24 hours unless all parties involved are informed and in agreement that the timeline be extended to conduct a further investigation.

5. Protesting an Officials' Decisions Officials' decisions made during the course of the game cannot be overturned but will be reviewed by the administration in charge of the official. If necessary, appropriate disciplinary action towards that official will be taken.

Default Policy

Definitions A default occurs when a team is unable to start a race or provide a game with the required minimum number of people within 15 minutes of the scheduled start of the activity.

Defaults In the Leagues Program, a default occurs when a team fails to sign in with and be able to play with the minimum # of players for their respective sports.

The minimum number of players to avoid a default in each respective league is: 4v4 - 3 BB, FB, ITWP, FUT – 4 ULT, Adult Summer Soccer – 6 IH, VB, DB, 6 vs 6 Soccer – 5 11v11 Soccer – 9

Any fewer players than outlined above and an inability to utilize the League Forfeiting Substitution Rule, will result in a team receiving a default. Defaulting teams will record a loss for the defaulted game by the same score by league as with the Forfeit Policy (see below)

Default Prevention Deposit New for the 2018/2019 School year is the Default Prevention Deposit. Due to a large rise in the number of teams defaulting each semester, we have implemented a new policy to help address this issue.

Each Leagues team will now pay a $50.00 deposit ($200.00 in the Todd Ice Hockey League) in addition to their team registration fees. This deposit will be held by Intramurals until the conclusion of playoffs each semester.

If a team defaults at any point during the season, $25.00 ($100.00 in the Todd Ice Hockey League) will be removed from their deposit and be used to compensate the team that was defaulted against in some way (Teams defaulted against will not be compensated with money directly). The defaulting team loses the game as well.

If a team defaults a second time in the same season, the remaining $25.00 ($100.00 in the Todd Ice Hockey League) will be removed from their deposit and again be used to compensate the team that was defaulted against. However, as they defaulting team no longer has any deposit left on their account, they will now be removed from the league without refund.

If a team does not default during the course of the season, the entirety of the $50.00 ($200.00 in the Todd Ice Hockey League) Default Protection Deposit will be returned to the person who registered the team after playoffs conclude.

Teams that defaults once during the course of the season will receive $25.00 ($100.00 in the Todd Ice Hockey League) of their Default Protection Deposit back at the end of the season.

Notice of Cancellation If 3 school days or more prior notice is given by a team, the game is canceled and the requesting team records a loss (1-0) and will not receive a default. If less than 3 school days’ notice is given in League play, the team is required to play. If the team fails to show up to a game, a default is charge. If the team does show up, but with insufficient numbers,

they may attempt to use non-roster players to avoid defaulting. If this occurs after the roster deadline, the team will incur a Forfeit (please see below). Teams may cancel a maximum of 2 games in a season before they are ineligible for playoffs.

Forfeits A Forfeit occurs when a team requires the use of non-roster players to provide the minimum number of players for a game to avoid a default. This can only occur after the roster deadline. Additionally, a forfeit is applied when a CoRec team does not have minimum/maximum gender requirements (see CoRec Policy below).

Forfeiting teams will record a loss for the forfeited game by the following applicable score:

4v4, ITWP, FUT, IH, 6v6SOC, ULT: 5-0

BB: 10-0

VB: 2-0 or 3-0 (Elite)

FB: 14-0

DB, 11v11 Soccer: 3-0 All teams are allowed a maximum of one forfeit during each session or term of play. Any team receiving a second forfeit will be automatically be ineligible for playoffs.

Exceptions – Double Header Leagues (Volleyball, Ultimate, Dodgeball). Your team must forfeit in different weeks to become ineligible for playoffs. Forfeiting both games in a day will not disqualify you from playoff eligibility

League Forfeiting Substitution Rule Teams in danger of defaulting may use anyone with a valid student/staff card to avoid defaulting. However, a forfeit will still be recorded and the team will receive a loss for the game if this occurs after the roster deadline

League Default Rescheduling Procedures The gaps in the schedule that occur when a team has defaulted out of a league will be re-scheduled by Intramurals. Other teams of the same Tier may be asked to play on in an exhibition game or on a competitive basis. This is at the discretion of the League.

Point Deductions Teams that default out from an intramural league will lose all individual participation points and will also have twice their unit participation points deducted from their Unit Point Total.

Events and Tournaments Forfeit and Default Policy

Defaults In Events and Tournaments absolutely no defaults are allowed. After a default, the team or individual will be removed from competition, unless otherwise approved by Intramurals staff. Defaulting teams will not be eligible for advancements, awards or competition points.

For the purpose of fairness, in determining round-robin standings, all games played by teams which have subsequently defaulted will be removed from the results.

In races or events that do not feature round-robin play (i.e. Day of the Longboat or Storm the Wall), defaulting teams will be placed in another heat or time slot if space permits. These teams will not be eligible for advancements, awards or competition points.

Forfeits In Events and Tournaments featuring round-robin play, one forfeit is allowed per team. After a second forfeit the team will not be eligible for advancements, awards or competition points, but will still receive their participation points.

For the purpose of fairness, in determining round-robin standings forfeited games are counted when determining win-loss record, but will not be counted when determining tie breakers.

Events and Tournaments Forfeiting Substitution Rule Forfeiting teams may add any current UBC student to their roster in order to avoid defaulting; however, a forfeit will still be recorded and the team will not advance. Upon completion of the event or tournament, Intramurals staff will verify that the substituting participants were valid UBC Students and in cases where the substituting participants are determined to be illegal players, a default will be issued to the team. Additionally, Intramurals may pursue further disciplinary action according to the Intramurals Supplementary Discipline Policy. In the specific case of Storm the Wall advancements, a team may use the substitution rule and still be eligible to advance if the substitute is drawn from a team with the same unit designation that did not advance past the first round.

Point Deductions Teams or individuals that default at an event or tournament will result in a loss of all participation points and will also have twice the participation points deducted from their Unit Point Total.

Please note that teams that default in playoff rounds will not lose any participation points.

Just for Fun Policy Teams choosing to compete as “Just for Fun” are not eligible for advancements or playoffs. Just for Fun teams are not subject to any CoRec policies. They are subject to Default and Default Protection Deposit Policies however.

CoRec Policy For all programs, gender is self-identified. This category welcomes all individuals to participate regardless of gender; however, teams must adhere to a maximum number of self-identified men during gameplay. In situations where the number of required players is odd (3, 5, 7, 9, etc.), the additional player may be of either gender. In the event that a goalie is required, the maximum number of self-identified men must remain equal amongst the other players. If a team is unable to maintain the ratios established above, the team will automatically receive a forfeit and be awarded a loss. The

Tie Breaker Policy Situations arise where, after round robin or regular season play, teams or individuals are tied in their win percentage standings. In this situation, their rankings must be further developed to determine the team that will advance to the next round or playoffs, or ranked higher going into playoffs.

Ties will be decided using the following criteria in order:

1. Result of Head to Head Match – If the two tied teams have played against each other, the

results of the match played in the round robin or regular season between the tied teams will be used to determine the advancing team.

2. Highest Point Differential - If still tied, then the team with the greatest point differential,

determined by subtracting the total number of points against from the total number of points for, will be used to determine the advancing team. This total will be divided by the number of games played if unequal.

3. Lowest Points Against - If still tied, then the team with the lowest total points scored against will

advance. Forfeited games will not be counted in this calculation.

4. Coin Toss - If still tied, the decision will be determined by a toss of a coin with representatives of each team present.

Demerit Policy In all sports there is the expectation that players will be penalized as part of the inherent nature of sport. The Demerit Structure of the Intramurals League Sports program is in place to discourage the repetitive behavior on the part of both spectators and players. For each league there is a maximum allowable Demerit total for both the team and individual players. Once a certain level has been reached, the team or individual is reported to the League Sports Coordinator and will be ineligible for playoffs. If more demerits occur until the next level, the team is reported to the Supplementary Discipline System and is removed from further competition until any discipline has been served and is subsequently reinstated by the League Administration.

Individual maximums within a single game: In all games a player can receive a maximum amount of infractions before being removed from the game. It is the responsibility of the game official to monitor each player’s total (except Ultimate). Scheduling Policy Once registration is complete there will be no participant requested rescheduling allowed. There are too many restrictions on the use of facilities to allow for rescheduling. Rescheduling will only be considered in cases of program cancellation, booking cancellation and double bookings.

Appropriate Level of Play Policy

Intramurals reserves the right to move teams from one tier to another at any point during the season, including playoffs, as well as the right to seed teams that are moved at its discretion.

UBC Alcohol and Illegal Substance Policy In accordance with UBC's Alcohol Policy, (UBC Policy #13 http://universitycounsel.ubc.ca/files/2014/06/policy13.pdf) consumption of alcohol or illegal substances is not permitted at any Intramurals event, league, or facility. Any person or team found consuming alcohol or an illegal substance at an event or league or in a facility (including dressing rooms) will be immediately removed from all further participation (including both staff and participants alike). Any person arriving at a league, event or facility under the influence will likewise be removed.

Intramurals Supplementary Discipline Policy

Introduction Individuals who are in attendance at any Intramurals activity are responsible for conducting themselves in an appropriate manner as designated by the UBC Recreation Code of Conduct and the UBC Student Conduct policy. Individuals or teams that breech these guidelines while participating in any Intramurals activity, or are involved in an incident of misconduct in, at, or surrounding a Intramurals activity or facility that is beyond the reasonable and acceptable limits of that activity, will be subject to review and, if necessary, appropriate disciplinary action. Disciplinary actions can include, but are not limited to, monetary fines and suspensions from play with a range of severity from temporary suspensions from an individual activity up to a complete ban from access to UBC Recreation activities and facilities. Depending on the nature and severity of the incident these actions may affect single participants (UBC Students and UBC Faculty/Staff), team captains and/or entire teams. In cases where the severity of the incident is extreme, Intramurals reserves the right to report any incident to the University Committee on Student Discipline and/or the RCMP for review and possible further sanctions following the disciplinary actions taken within the UBC Recreation program. For information regarding the classification of incidents and minimum penalties, please see below.

The Process 1. The incident is reported by an Intramurals staff member (Manager, Official, Volunteer Staff,

Building Operations Staff, etc.) 2. After an initial review of the incident by the area coordinator/manager, a temporary suspension

of privileges is put in place, until such time as the parties responsible have arranged to meet with the SDS Commissioner.

3. Team Captains, and where possible, individuals involved in the incident, will be notified via email, and where possible, via phone, of the incident and the immediate consequences and procedure. It is the team captain’s responsibility to make sure that all necessary information involving their teammates is relayed to the appropriate parties.

4. The incident will then be reviewed by the SDS Commissioner with all necessary parties and a decision will be made.

5. Individuals involved in the incident, will be notified via email of the decision. 6. After serving the necessary suspension or other disciplinary consequence, the team or player

will be automatically reinstated in most cases into the program(s) by the Intramurals Coordinator/ Manager responsible for the area that the suspension occurred. However, there may be circumstances that require the team or player to be manually reinstated by the Intramurals Coordinator/ Manager responsible for the area.

7. All incidents are kept on file and can affect future disciplinary actions taken by Intramurals.

Suspensions from Participation Suspension of privileges are issued in “Intramural Days” – This refers only to days of play in which Intramurals is in operation. For example, a 14-day suspension issued for a League Sport on February 14th, 2017 would end on March 12th, 2017 as the 9 days of spring break are not counted.

Spectator Conduct Policy Intramurals expects the spectators of its intramural league games and events to uphold and abide to the same standards as its participants. All Intramural League games and events are dry (Non-alcoholic) events, unless otherwise posted. In cases, where spectator conduct is unacceptable, Intramurals staff reserve the right to stop or cancel and a game and charge the team whose supporters are at fault. If incidents continue, the unit in question may be reprimanded with spectator bans, elimination of sports points, or disqualification from participation.
