Tuross Head Open Space Facilities Plan
Executive Summary This plan has been prepared for the management of the seats, picnic tables, shelters and barbeques
(open space facilities) within Tuross Head. The assets are those that have been provided for the
greater community and therefore do not include assets provided for specific use such as tennis courts,
play grounds or toilet blocks which are all accounted for through other specific asset management
plans.
Maintenance of these assets is the responsibility of Council. Maintenance is based around risk
management and is reliant on regular inspections and timely repairs. Maintenance will be undertaken
within council’s existing management systems.
As assets have a defined life, decisions need to be made on a whole-of-life basis. Renewals will be
based upon replacing unsuitable assets as they are deemed to have reached the end of their useful
lives.
Wherever possible, in the future, assets will be aggregated to provide the best service possible and
reduce duplication. The current location of facilities has been considered and suggestions are made
for new facilities based on current provision, views, and community need.
The location and distribution of these assets has been considered and recommendations have been
made regarding options, locations and arrangements.
Council is committed to works programs that are outlined in Council’s Operational Plan and Delivery
Plan. These are based on a long-term financial plan that has been developed taking into consideration
the community’s ability to fund works, the need to renew assets and maintenance required.
It has been identified that funding for these types of assets is not guaranteed. The funding of any
works by council is subject to the usual budget considerations and allocations each financial year.
Works may be supplemented by community effort and/or fundraising, or through donations (e.g.
memorial seats).

1 Introduction The purpose of this document is to establish a maintenance management plan for the seats, picnic tables and shelters and barbeques within Tuross Head. This plan includes:
- A review of the existing seats, picnic tables, shelters and similar assets within Tuross Head as
of 31 October, 2013;
- Recommended locations and proposed arrangements for additional facilities;
- A range of options for the selection of seats, picnic tables and shelters within Tuross Head,
including replacement of existing seats.
The plan may require the removal and/or relocation of existing assets within Tuross Head. The plan
also identifies a number of proposed assets including memorial seats.
The plan does not guarantee funding for the proposals outlined herein. The funding of any works by
council is subject to the usual budget considerations and allocations each financial year.
Works may be supplemented by community effort and/or fundraising, or through donations (e.g.
memorial seats).
This plan should be read in conjunction with council’s adopted Recreation Strategy, council’s Parks
and Reserves Facilities Asset Management Plan and the Parks and Reserves Facilities Asset Inspection
and Risk Management Code. Council is also currently documenting a Memorial Seats Policy, that when
adopted should be considered accordingly.
This plan is also to be read in conjunction with relevant policy documents including Council’s
Workplace Health and Safety Policy, Risk Management Policy and Asset Management Policy.
2 Consultation This draft plan has been prepared by Eurobodalla Shire Council in conjunction with the Tuross Head
Progress Association.
Engagement with the wider community will be undertaken by exhibiting the plan within the local area
for a minimum of 21 days, in accordance with Council’s adopted procedures.
3 Existing Facilities Council and the community have provided a range of seating and associated assets around Tuross
Head over many years. These include seating (ranging from basic benches to more elaborate seats),
picnic tables, shelters, barbeques and other minor assets. As at 31 October 2013 there were:
- 23 seats,
- 7 benches,
- 15 picnic tables without shelters and 3 picnic tables with shelters,
- 1 barbeque without a shelter and 2 barbeques with shelters,
- 3 cycle racks,
- 3 (beach) showers,
- 1 information board/shelter.
The details and location of the existing assets are shown in Table 2.1 and are depicted on
locality maps in Appendix B.

4 Asset Maintenance The maintenance of facilities entails:
- Resource management through all actions necessary for retaining an asset as near as practicable to its original condition, i.e. to slow down deterioration,
- Providing a safe environment for users.
Council undertakes a risk management approach to managing and maintaining its assets and does this through;
regular routine inspections of the network to identify defects;
initiating additional inspections of issues raised by the community or council employees through
Customer Service Requests (CSRs);
recording defects which result in a potential risk to the public;
assessing the potential risk to users due to the defects identified;
prioritising repair of the defects based on the assessment of the risk, taking into account the need
to complete work in an efficient and cost-effective manner and the need to protect the asset;
preparing appropriate work schedules;
undertaking works;
recording and documenting actions taken at the various stages throughout the process.
To properly track actions taken as a consequence of the above approach, Council has developed
systems to manage the large amounts of information generated.
4.1 Accountabilities
1. Council’s Parks Co-ordinator is responsible for the management and upkeep of all assets within
public areas.
2. Council’s Parks Co-ordinator is responsible for the development and implementation of planned
maintenance activities for the assets within public areas.
3. The Parks Co-ordinator reports to the Works Manager for the upkeep of assets and facilities
within Council’s public areas.
4. Council’s Parks Co-ordinator is responsible for advising Council’s Asset Information Support
Section regarding the purchase or disposal of assets.
5. Council’s Works Manager is responsible for the implementation of actions identified in Council’s
annual Operational Plan.
4.2 Types of Maintenance
4.2.1 Reactive Maintenance:
Reactive maintenance will be required from time to time as a result of failure, damage or
vandalism. This will be managed by maintenance requests to Council or work requests by
Council staff. Requests will be lodged through council’s Customer Request System.

4.2.2 Planned Maintenance:
4.2.2.1 Routine Maintenance
Council’s Parks staff are responsible for the following activities:
- Regular inspections
- Occasional cleaning
- Minor repairs to furniture including replacement of slats, etc.
- Cleaning of graffiti
4.2.2.2 Preventative Maintenance
Protection of council’s assets and the safety of the public requires a regular cycle of preventative asset maintenance. The Parks Maintenance Coordinator is responsible for arranging the renewal of surfaces every five years.
4.3 Methodology
Council has developed a Parks and Reserves Facilities Asset Inspection and Risk Management
Code. This plan should be read and considered in accordance with that Code.
The method of control proposed is to prioritise defects (potential hazards) based on the risk-
rating factor. The repairs will then be scheduled based on this risk score, taking into account
the need to protect the asset from long-term degradation and to undertake the work in an
efficient and cost-effective manner.
4.3.1 Identifying Hazards
Hazards (defects) will be identified by:
(a) formal scheduled inspections;
(b) complaints/advice received from the community, users and employees. All of these
are to be treated as Customer Service Requests.
The information collected is to be recorded, centralised and evaluated.
Where the complainant identifies that the defect poses a high risk requiring urgent response,
an inspector or crew will be dispatched to review the condition of the asset as soon as
practicable and preferably within 24 hours with appropriate actions taken to reduce the
hazard (repair/barricading/etc).
4.3.2 Evaluation
Customer Service Requests (CSRs) will be dealt with in accordance with Council’s adopted
Maintenance Management Systems.

5 Renewals, Replacements and Disposals It is recognised that all assets have a useful life. This may be either a physical life or an aesthetic life.
Whilst on-going maintenance and repairs may prolong the life of assets, eventually they will require
replacement. At the end of its useful life, it will be determined by council, in conjunction with the
community and in accordance with the principals and directions outlined in this plan, whether the
asset will be replaced or removed.
Priority for replacement will be given to the replacement of unsuitable materials. An example of this
is treated pine.
The type of facility used in the replacement will be determined at the time of proposed replacement
and generally shall be in accordance with the standards outlined in this plan.
Wherever possible, the asset will be replaced in a location that is the most appropriate, with the aim
of aggregating assets. This may mean that some assets will be relocated. An example of this is the
possible relocation of the seat in Nelson Parade overlooking the river entrance to the nearby viewing
platform.
6 New Assets and Upgrades As indicated above, wherever possible in the future, assets will be aggregated to provide the greatest
benefit for the community and visitors alike. This will be achieved by either relocation of existing assets
or the removal of existing assets and replacement with a new asset in a more appropriate location.
The community’s desire for memorial seats is respected and council and the community will work to
locate these in agreed, suitable locations as outlined in this plan. Council is also currently documenting
a Memorial Seats Policy, that when adopted should be considered accordingly.
6.1 Suggested Improvements
Whilst the provision of seats and associated facilities are considered adequate, some minor improvements to the network are suggested. These are:
1. Memorial seats be continued to be encouraged. Seats to be of a similar style to current seats with
plaques attached to indicate for whom the memorial is and within the locations specified in this
Plan.
2. All replacements and new seats be of the park bench style (as illustrated in Figure 1) to provide
unity across the community with recent placements. The seat ends are to be in aluminium due
to its resistance to corrosion, given the exposed location of many of these assets, to reduce future
maintenance costs and ensure adequate service life.

As an alternative, the style of seat used at Plantation Point and One Tree Point will be
considered for exposed situations where conditions may reduce the life expectancy of the
proposed asset.

3. It is proposed that additional seats be provided at:

4. Where the existing seats or benches are inappropriate, they will be replaced with a new memorial
seat including
Removal of the two benches under the pine tree between Beach Street and Island View
Road
The existing benches on One Tree Point headland
5. Additional aluminium benches being provided at either end of the Tuross pathway, and at the
intersection of Monash Ave and Anderson Ave. Aluminium benches are proposed as they will be
often used for stretching, etc. by more active users, rather than for seating and may be subject
to greater stresses than usual.

6. All replacement and new picnic tables in those prominent locations agreed to by the
community and identified in this plan, to be of the style as illustrated in Figure 4 to provide
unity across the community with recent placements.
7. A small “pavilion” be installed at One Tree Point to complement the existing picnic benches.
8. The uncovered picnic table at Sandy Point be provided with a shelter, similar to the existing
shelters.
9. A shelter be provided over the table at Kyla Park Boat Ramp
10. The existing assets at the Tennis Courts remain the responsibility of Tuross Tennis Club.
11. The existing uncovered picnic tables within Evans Road Reserve, near the shops, be removed as
they become unusable.
7 Funding Council is committed to a works program that is outlined in Council’s Operational Plan and Delivery
Plan. These plans are based on a long-term financial plan that has been developed taking into
consideration the community’s ability to fund works, the need to renew assets and the maintenance
required to ensure these assets continue to function safely.
It is recognised that Council has limited funding for not only the provision of new assets but also on-
going maintenance of existing facilities. As a result, Council has included in its Asset Management
Policy that before any new assets are constructed and council is committed to on-going management,
the whole of life costs are to be considered.
It is recognised that the community often desires additional facilities which council has not planned
for and therefore offers alternative funding for those assets such as memorial seats, community
fund raising, etc. Council will not agree to these additional assets unless the whole of life costs are
reduced to a manageable amount and the costs are able to be managed within existing adopted
budgets.
