Biography Albion H. Bowers

Mr. Al Bowers received a Bachelor of Science degree in Aeronautical Engineering from California Polytechnic State University (Cal Poly) in 1982, a Master’s of Engineering in Aerothermodynamics from California Polytechnic State University (Cal Poly) in 1989. He has 25 years of professional experience at the NASA Dryden Flight Research Center. Mr. Bowers is currently acting as the Deputy Director of the Research and Engineering Directorate. His major areas of research included low Reynolds number airfoil development in both flight research and computational method validation, aerospace vehicle flight mechanics, aerodynamic and thrust vectoring interaction, boundary-layer development research at high-subsonic conditions, reentry vehicle aerodynamics, subsonic and hypersonic aerodynamics and stability and control of single stage to orbit and reentry vehicles, helicopter performance research, high angle of attack aerodynamics of high performance jet aircraft research, aerodynamic parameter estimation of hypersonic flight data, aerodynamic and thrust vectoring parameter estimation from flight data, and induced drag minimization coupled with flight mechanics and structural optimization. This research has led to 29 publications, including four peer-reviewed jounal articles, a chapter of a textbook on advanced control for graduates used at MIT, and six other books to which he has contributed. He has been selected for several significant awards, including the NASA Exceptional Service Medal and multiple honors for mentoring and technical leadership. He is a technical consultant to the Soaring Society of America and is a senior member of the United States Hang Glider Association.

Mr Bowers has served as the Chief Engineer for seven major aircraft projects at Dryden (the SR-71A Aerodynamic Experiments Project, the F-18 High Angle-of-Attack Research Vehicle, the F-106 Eclipse Aero-Tow Project, the X-48A Blended Wing-Body Low Speed Vehicle, the X-38 Boost Launched Aerodynamic System Test, the X-37A Approach and Landing Test Vehicle, and the AIAA/NASA Wright Flyer Instrumentation project) and as Principal Investigator for five major experiments (X-30A National Aero Space Plane aerodynamic model, the F-18 High Angle-of-attack Research Vehicle aerodynamic and thrust vectoring interaction model, the F-18 High Angle-of-attack Research Vehicle Thrust Vectoring Model, the APEX high altitude aerodynamic airfoil experiment, and the In-Flight Schlieren Flow Visulaization System for Sonic Boom Survey research). Al has mentored over 54 students, 11 engineers (two of which are now supervisors), five university professors, and is currently the supervisor of a directorate of about 140 scientists, researchers, and engineers at Dryden. He is married with two sons, and lives in Lancaster CA.

The President’s PageHello and welcome to the 2007 – 2008 Program Year! As the new President for the Antelope Valley NCMA Chapter, I look forward to a successful and exciting program year. I would like to welcome our new members and thank current members for your continued support.

We have a great start for the year with many Chapter volunteers busy at work planning a year filled with great educational, networking, and fun programs and events for this program year. We look forward to gaining many new members throughout industry and government this year. We want you and your co-workers to have the NCMA experience and gain knowledge and friends you may not have without being a part of NCMA. Our first meeting will be held on 20 September and will be an opportunity to meet your Chapter officers and learn more about NCMA, our chapter, and the upcoming events we have planned for the year.

We still need more volunteers and welcome any help or ideas. Please contact me or any of your chapter officers if you are interested in helping make this program year successful for our chapter and its members. Being a volunteer in NCMA brings with it opportunities to share your knowledge and creativity while enhancing your resume and professional experiences. I look forward to meeting all of our members and will work hard on providing you with what you expect out of a professional organization. If there is something you want to see our chapter do or a speaker or topic you want to hear at a meeting, please take this opportunity and contact me and we will do everything we can to meet your NCMA needs. I look forward to seeing you all at our first program meeting in September!

Our congratulations go out to Antelope Valley Chapter member, Tom Haikin on receiving his CPCM. Because Tom travels in the other direction at night (toward Tehachapi) he doesn’t get a chance to come to many meetings, but as a member of the Antelope Valley chapter, he wanted us to know that we have another CFCM among the ranks.

Tom took the CFCM, CCCM, and General Knowledge exams in Las Vegas earlier this year and said “if anyone has questions on preparing for the exams I am more than willing to help.” Tom Haikin CPCM, BAE Systems, Mojave, 661-823-3456.

While we had Tom’s attention we asked him a few questions about his Contracts and NCMA career:

Tom, how long have you worked for BAE? “I started my career in September 1979 as a GS-1102 working for DCASPRO Litton in Woodland Hills. From there I moved to NAVAIR, and then on to the Naval Regional Contracting Center in Newport RI where I became a contracting officer for the first time.  Looking for a change, I moved to the private sector with Computer Sciences Corporation. CSC sent me to Ridgecrest California in 1985 and I worked there for several years before shifting back to the government with NAWC-WD.  Taking advantage of the voluntary separation program in late 1994, I moved back over to the private sector with BAE Systems.  Except for a few years in Texas, I have been with them ever since.”  What type of contracting do you find the most beneficial for all parties? And why? “I love it when an 8(a) works right.  Nothing is more rewarding than seeing an 8(a) take off.  When they are good, they are outstanding. The government receives maximum value from a motivated supplier and the company sees its dreams realized. A very special type of entrepreneur lives in those small offices. Of course I’ve seen some bad ones, but the good ones outnumber them many times over.”   How long have you been an NCMA member?  Has NCMA certification helped your career? “I have been an NCMA member off and on since 1983.  I am waiting to see if certification has any effect, but since BAE Systems was a platinum sponsor of the NCMA World Congress in 2006, I have high hopes”

Leadership by Example

Mark Gibson, a former gymnastics coach who worked with many elite athletes, tells a wonderful story about a 15-year-old girl whose work ethic and attitude brought out the best in everyone.

Cindy wasn’t a great gymnast, but when she was in the gym everyone complained less, worked harder, and, not surprisingly, achieved more. Cindy was such a powerful motivator because she was blind.

When it was her turn to do the vault, her mom would run alongside telling her how close she was to the vault. When her mom said, "Vault!" Cindy would reach out and jump -- trusting her mother and herself.

Cindy loved the sport and kept improving because she and her mom refused to be defeated by her disability.

Mark called her the most important member of the team, not because of her athletic ability, but because of her heart and standard of fortitude and courage that inspired others to get more out of themselves. Everyone who watched her strive to be the best she could be realized how much more they could be.

This is leadership -- leadership by example. We see similar examples not only in sports but in families and in the workplace. Often the most important members of a team are not the smartest, strongest, fastest, or most skilled. Their power and influence are in their attitude and their ability to energize and encourage others with their optimism, enthusiasm, and determination.

People who know how to get the best out of themselves get the best out of others.
