3.1 BROOK STREET, COOGEE (C)

Signage Parking – 1P

This matter was deferred from November 2014 Traffic Committee meeting and was

discussed toward the end of this meeting.

To standardise the parking space as the space between the driveway of 114-116 Brook

Street and the No Stopping sign is unsuitable to fit two cars.

Relocate the existing 1P parking and the No Stopping sign located on the western side

of Brook Street (located to the north of the driveway of 114-116 Brook Street),

Coogee, 2m north from its current position to allow one vehicle to park in this space.

Mr Lehmann informed the Committee that following a review of this location with the

relevant RMS technical direction requirements, it was discovered that there would be

no reduction in the length of No Stopping required.

He further advised that he would provide all the details relating to the calculations

required to the Member for Coogee.

The Committee agreed that the previously proposed No Stopping restriction

adjustments should be endorsed.

Traffic Committee Recommendation:

That the existing 1P parking and the No Stopping sign located on the western side of

Brook Street (located to the north of the driveway of 114-116 Brook Street), Coogee,

2m north from its current position to allow one vehicle to park in this space.

4. Items for Consideration

At this time the Chair will ask those present at the meeting to nominate those items

about which they would like some discussion or elaboration.

The Recommendations on all other items, not so nominated, will be considered as

being endorsed by the Committee.

4.1 BARKER STREET, KINGSFORD (C) Linemarking – Lane Lines

(ITD-TL) (AD)

Members of the community have occasionally contacted the Council with concerns

about eastbound Barker Street motorists turning right into the McDonalds outlet (just

east of Anzac Parade) and occasionally blocking all eastbound movements.

To address this concern it is proposed to mark lane lines from Anzac Parade through to

a point beyond the McDonalds driveway. A plan detailing the proposed linemarking will

be tabled at the meeting.

It is expected that this linemarking will assist with better vehicle positioning, such that

eastbound traffic flows are not completely blocked.

Mr Lehmann informed the Committee that this proposal required further investigation

and that it was his recommendation that this matter be deferred, at this time.

Traffic Committee Recommendation:

That this matter be deferred at this time.

4.2 BLENHEIM STREET, RANDWICK (C) Signage Parking – Works Zone

(D02201368-LM) (AD) The Council has received an application for the installation of a 28.5m Works Zone to

be located along the southern side of Blenheim Street, commencing 10m west of Clara

Street, Randwick. The Works Zone is required for approximately six months in order to

facilitate construction works at no. 36 Blenheim Street. The section of road is currently

unrestricted.

Traffic Committee Recommendation:

That:

1. A 28.5m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on the southern side of Blenheim Street, Randwick, commencing 10m

west of Clara Street; and

2. The Standard Works Zone Conditions, as detailed in Item 7, apply.

4.3 BROOK STREET, COOGEE (C) Signage Parking – Works Zone

(D02225401-LM) (AD) The Council has received an application for the installation of a 12m Works Zone to be

located along the eastern side of Brook Street, commencing 20m north of Coogee Bay

Road, Coogee. The Works Zone is required for approximately three months in order to

facilitate construction works at nos 200-204 Coogee Bay Road. The section of road is

currently signposted as 1P, 8am-6pm.

Traffic Committee Recommendation:

That:

1. A 12m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on the along the eastern side of Brook Street, commencing 20m north

of Coogee Bay Road, Coogee; and

2. The Standard Works Zone Conditions, as detailed in Item 7, apply.

4.4 BYRON STREET / CARR STREET, COOGEE (C) Pedestrian Safety Concerns

At the previous meeting the current status of investigations into the safety of the

pedestrian crossing at this intersection was raised. These matters were reported upon

at the meeting.

1. That a wombat crossing (raised threshold) be installed, in Carr Street at the

intersection with Byron Street, Coogee, as per the attached concept plan.

This project has been processed and is with our Technical Services team

for design.

2. That this project be included upon the list of unfunded Traffic Committee works;

This project will be assessed at year’s end against other endorsed projects.

That the residents be advised about the proposed changes, when

construction is imminent.

This will occur at the time of construction

3. That a 30 metre length of double centreline be installed in Carr Street,

extending east from the zebra crossing at Byron Street.

Completed.

4. That maintenance of the double centreline and zig zag pedestrian crossing

warning markings in Carr Street, to the west of Byron Street be undertaken.

Completed.

5. That the installation of a kerbside chevron lane marking on the southern side of

Carr Street, just prior to the zebra crossing at Byron Street (to reduce the

likelihood of two lanes of traffic traversing the crossing at the same time) be

investigated.

This aspect is under investigation – caution regarding mixed messages

to people walking / riding bicycles or driving vehicles.

6. That the current parking prohibitions near to the zebra crossing be examined

with a view to ensuring that they meet the minimum requirements of RMS.

This is to be examined as a component of the design – sight lines from

each direction are straight and clear however they could be improved

with kerb build outs or similar.

Traffic Committee Recommendation:

That the matter of the current status of investigations into the safety of the pedestrian

crossing in Carr Street, at Byron Street, Coogee, be reported upon at the meeting.

4.5 COOK STREET, RANDWICK (C) Signage Parking - Motor Cycle Parking

Council has received a request for the removal of parking between the driveways of 17

and 19 Cook Street in Randwick. It has been stated that when vehicles park in this

section of road access for residents is restricted.

The space between the driveways measures 2.73 metres. A list of small vehicle

lengths for popular makes is shown below:

Honda Jazz (2012) 3.78 metres

Mazda 2 (2012) 3.90 metres

Hyundai i20 (2013) 3.99 metres

Honda Jazz (2013) 3.90 metres

Ford Fiesta (2012) 3.95 metres

Mini Cooper (2012) 3.73 metres

Given that even modestly dimensioned cars can not park at this location without

compromising access to the driveway, it is considered appropriate that the parking be

restricted for passenger vehicles and replaced with a ‘No Parking Motor Cycles

Excepted’ control.

Mr Allan Sangster (representative for the Member for Coogee) expressed his

appreciation of the thoroughness of the report and thanked the Council officers for

their efforts. Mr Lehmann acknowledged that this was the good work of Council’s

Coordinator, Integrated Transport, Mr Robert Rosadi.

Traffic Committee Recommendation:

That a ‘No Parking Motor Cycles Excepted’ control be signposted for the 2.73 metre

section of kerb between the driveways of 17 and 19 Cook Street, Randwick.

4.6 HIGH STREET, RANDWICK (C) Signage Parking – Works Zone

(D022203892-LM) (AD) The Council has received an application for the installation of a 59m Works Zone to be

located along the frontage of no. 61 High Street, Randwick (Nelune Cancer Centre),

commencing 20m west of Avoca Street. The Works Zone is required for approximately

twenty months.in order to facilitate construction works within the Prince of Wales

Hospital complex.

The following parking restrictions are currently in place:

High Street, southern side

measured west of Avoca Street

12.5m – 40.2m 2P, 8:30am-6pm, Mon-Sun

40.2m – 47.9m No Parking (driveway)

Mr Rosadi (Council) informed the Committee of some minor changes to the proposed

timings of the Works Zone; these are reflected in the recommendation below.

Traffic Committee Recommendation:

That:

1. A 59m long Works Zone, 6:00am-6:00pm, Mon-Fri, 6:00am-4:00pm Sat be

installed on the southern side of High Street, Randwick, commencing 20m west

of Avoca Street;

2. The applicant ensure that there will be no delays to traffic flow along High

Street; in particular that there are to be no delays to any State Transit

Authority bus services; and

3. The Standard Works Zone Conditions, in Item 7, are applied.

4.7 OCEAN STREET, CLOVELLY (C) Signage Regulatory – Other

(D02201079-RR) (AD)

Council has received a request for a review of the intersection of the Costal Walkway

and the private road access to the Clovelly Bowling Club. It has been reported that

motorists enter the private road at speed to the detriment of pedestrians using the

costal walkway.

The intersection layout at Ocean Street is conducive to high entry speeds, with

motorists not having to slow considerably to manoeuvre into the private road. The

situation is exacerbated by the topography which restricts forward vision to

pedestrians on the Costal Walkway.

It is therefore proposed to make the section of private road from Ocean Street to the

Clovelly Bowling Club car park a 10km/h Shared Zone (Category 2). Traffic calming

measures will be installed at the entry off Ocean Street to slow motorists accessing the

club.

A detailed plan for the 10km/h shared zone will be brought back to the Committee for

approval

Traffic Committee Recommendation:

That:

1. The Committee endorse a 10km/h Shared Zone for the private road access to

the Clovelly Bowling Club between Ocean Street and the Club car park;

2. A detailed design for the 10km/h Shared Zone proposal in accordance with the

Category 2 requirements of RMS Technical Direction TTD2014/003 be brought

back to the Committee for approval, and;

3. Once approved, that the proposal be included in the list of capital works for

future funding consideration.

4.8 RAINBOW LANE, RANDWICK (C) Signage Parking – No Parking

(D02228159-RR) (AD)

Council has received a request to formalise a single parking space opposite the

driveway access of 305 Avoca Street (in Rainbow Lane).

The laneway is approximately 5 metres wide. In the event of a vehicle parked

opposite the garage the resulting manoeuvring room is approximately 4 metres which

is insufficient to manoeuvre a vehicle out of the garage.

It is therefore proposed to erect a No Parking control on the eastern side of Rainbow

lane from the point commencing 4 metres north of the driveway to 10 Titania Street to

immediately south of the driveway of 6 Titania Street (encompassing all of the

driveways).

Traffic Committee Recommendation:

That a No Parking control be installed on the eastern side of Rainbow Lane from the

point commencing 4 metres north of the driveway to 10 Titania Street, to a point

immediately south of the driveway of 6 Titania Street, Randwick.

4.9 EASTERN AVENUE / GARDENERS ROAD, KINGSFORD (H) Traffic Device - Intersection Adjustment

(D02192754-TL)

Correspondence from the Member for Heffron was tabled at the last meeting regarding

a resident’s concerns relating to the Eastern Avenue / Gardeners Road intersection.

Council’s Manager, Integrated Transport met the resident onsite and discussed his

concerns. Generally the concerns related to the possibility of side swipe collisions

between Gardeners Road buses turning left into Eastern Avenue. A subsequent

review of the crash history at this location revealed that in the last ten years there had

been no incidents of this type.

This information has been relayed to the resident and he has thanked the Council for

it’s investigations.

Traffic Committee Recommendation:

That the information be received.

4.10 ANZAC PARADE, KINGSFORD (M) Signage Parking – Mobility Impaired Person’s Parking Space (MIPPS)

A local resident has requested the installation of Mobility Impaired Person’s Parking

Spaces (MIPPS) in the public car park opposite the South Sydney Junior Rugby League

Club (Souths Juniors) in the Anzac Parade median strip to the south of Wallace,

Kingsford, to assist the less mobile residents to access the Club more easily.

It is proposed that two spaces be signposted as MIPPS - one at either side of the

concrete median on approach to the access to the signalised pedestrian crossing and

access to the Souths Juniors’ Club.

Traffic Committee Recommendation:

That a Mobility Impaired Person’s Parking Space (MIPPS) be created, within the Anzac

Parade median car park, on each side of the concrete island adjacent to the stairs near

the signalised pedestrian crossing which is close to the Souths Juniors’ Club (north of

Sturt Street), as shown in the plan.

4.11 BUNNERONG ROAD, MATRAVILLE (M) Signage Parking - 2P

Notwithstanding the fact that Bunnerong Road is a State Road, under the care and

control of the Roads and Maritime Services, it is considered that the following matter

should be discussed at Traffic Committee prior to a formal request being placed before

the Authority. It is noted that the TMS representative will be unable to endorse, on

behalf of the RMS, any Traffic Committee Recommendation rising out of this item.

A resident has contacted Council to request a review of the existing parking restrictions

outside No. 483-485 Bunnerong Road, Matraville. The resident highlighted that time

restricted parking would improve customer turnover for local businesses.

It is proposed that a 30m length of “2P, 8:30am-6:00pm, Mon-Fri, 8:30am-4:00pm,

Sat” parking restriction be introduced outside the frontage of 483-485 Bunnerong

Road, Matraville to allow for customer turnover at this site.

Traffic Committee Recommendation:

That RMS be requested to consider the installation of a 30m length of ‘2P, 8:30am-

6:00pm Mon-Fri, 8:30am-4:00pm Sat’ time limited parking, on the eastern side of

Bunnerong Road, Matraville, near nos 483-485, between ELPs MA07825 and MA07826.

4.12 MURRONG PLACE AND GOOLAGONG PLACE, LA PEROUSE (M) Signage Parking – Parking Issues

Recently a meeting was held between the Council and the representatives of the La

Perouse Local Aboriginal Land Council with regards to traffic, parking issues and road

safety issues, in Murrong Place and Goolagong Place, La Perouse.

At the meeting the Land Council’s Chief Executive Officer explained in detail the nature

of their concerns.

It was agreed that an appropriate method to address these concerns would be to have

a meeting with the Traffic Committee technical sub-committee (Council officers, RMS

and Police officers).

Traffic Committee Recommendation:

That the Traffic Committee’s technical sub-committee be delegated authority to make

minor changes to traffic and parking controls in Murrong Place and Goolagong Place, La

Perouse, following the proposed onsite meeting with representatives of the La Perouse

Local Aboriginal Land Council.

4.13 SEVERN STREET, MAROUBRA (M) Signage Parking – No Parking

The Council has received an application for the installation of a Works Zone on the

southern side of Severn Street, outside no.3. It is proposed that the zone would

commence 6m east of the driveway to no.3. The section of road is currently

unrestricted and the Works Zone is required for approximately nine months.

Traffic Committee Recommendation:

That:

1. A 20m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-5:00pm Sat, be

installed on southern side of Severn Street, extending westerly from a point

6m east of the driveway to no.3; and

2. The Standard Works Zone Conditions, as detailed in Item 7, apply.

4.14 YARRA BAY - GREEK EPIPHANY FESTIVAL 2015 (M) Event – Temporary Road Closure

Every year the Greek Orthodox Archdiocese of Australia organises the celebration of

the Greek Epiphany Festival, in Bicentennial Park, at Yarra Bay. This year, the event is

to be held on Sunday, 11 January, 2015.

This event attracts thousands of members of the Greek community and imposes

significant parking and traffic pressures on this area.

In order to control this parking pressure the Council has, in the past, placed barricades

in areas where parking is prohibited; particularly at local intersections. Also, due to

the narrowness of the road, a temporary one way traffic control has been imposed on

Elaroo Avenue, between Yarra Road and Oorana Avenue, Phillip Bay.

Given the success of these parking and traffic controls in previous years it is proposed

to again introduce these for the celebration of the Greek Epiphany for 2015.

It is noted that a Traffic Management Plan (TMP) for the proposed temporary One Way

traffic control in Elaroo Avenue will be prepared for RMS consideration.

Sgt Grayson expressed concerns about the numbers of participants likely to attend this

year’s celebrations. After some discussion it was agreed that a meeting be called, with

the organisers and that the Police, Council Rangers and SES be invited.

Traffic Committee Recommendation:

That:

1. the previous parking and traffic controls introduced in Yarra Bay, as detailed

above, be applied for the Greek Epiphany celebrations on Sunday, 11 January

2015; and

2. A planning meeting, as detailed, be arranged.

The following three items were tabled at the meeting.

4.15 BROOK STREET, COOGEE (C) Signage Parking - No Parking

(D02231346-DA) (AD)

At the July 2010 Traffic committee meeting the following approval was given in regards

to No Parking restrictions across the driveway of 109-111 and 107 Brook Street,

Coogee;

1. Install No Parking signage across the driveway of 109-111 Brook Street,

extending to the driveway of 107 Brook Street, Coogee and amend the existing

1P signage accordingly; and

2. Remove the existing angle parking line marking and replace it with a painted

cross similar to that over the driveway of 107 Brook Street, Coogee.

Since then, another driveway has been installed at the property of 105 Brook Street,

Coogee and the residents are experiencing similar accessibility issues to their off street

parking spaces as cars are often parked across the driveway.

Therefore, it is recommended to extend the No Parking restrictions up to the northern

end of the driveway access of 201-211 Coogee Bay Road properties.

Traffic Committee Recommendation:

That:

1. The existing No Parking restriction (arrow right) located on the eastern side of

Brook Street at the frontage of 107 Brook Street be extended up to the

northern end of the driveway access of 201-211 Coogee Bay Road properties;

and

2. A "1P 8:00am–10:00pm, Permit Holders Excepted, Area CO2" arrow LEFT sign

be installed at the ELP located near the northern end of the driveway access of

201-211 Coogee Bay Road properties.

4.16 BOTANY STREET, RANDWICK (C) Road Safety - Intersection

(F2014/00162-RR) (AD)

As part of the redevelopment within University of NSW, Council has received plans for

the re-design of the Gate 11 access off Botany Street.

The current design is such that an intersection will be formed from the internal road

network within the UNSW and Botany Street, Randwick. Notwithstanding that the

roads within the UNSW are private roads, formalising an intersection at this location

was considered appropriate given that to the average motorist and pedestrian the

intersection reads as a road intersection and not as a private driveway access.

A Stop control will be provided at the property boundary to ensure that motorists

leaving the UNSW yield to pedestrians. A speed hump on the exit lanes will also be

installed to ensure motorists slow on approach to the Stop line.

Traffic Committee Recommendation:

That the proposal be approved, in principle, with final approval being dependent upon

Council and RMS officers endorsing detailed plans yet to be submitted.

4.17 LISTER AVENUE, LITTLE BAY (M) Signage Parking – No Stopping

A member of the Strata Committee of 42-46 Pine Avenue has contacted Council to

request the installation of “No Stopping” signage at the frontage of the property.

Council has received information that vehicles regularly park in front of the nature strip

on Lister Avenue, blocking access to rubbish bins during collection times. The resident

has suggested that timed “No Stopping, 6am-12pm Fridays” on the corner of Lister

Avenue and Pine Avenue, Little Bay, be sufficient to facilitate easier garbage collection.

7. Schedule of Conditions

The following standard conditions may be referenced within these papers.

7.1 WORKS ZONES That:

a. The applicant be informed that if they intend to use traffic controllers for

activities associated with the Works Zone, such activities must comply with

a formal Traffic Control Plan (to be held on site following preparation by

person/s with the appropriate RMS authorisation) and that any traffic

controllers utilised must have current appropriate accreditation from RMS;

b. The Council be given authority to replace the Works Zone with a No

Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or

ii. add significantly to traffic congestion in this area

iii. allow access/egress to/from the site which creates

safety concerns or traffic flow delays, or iv. does not ensure that the Council fees payable for this

private use of the public road are met,

with the zone being reinstalled once the issue of concern is

properly addressed;

c. The Council Rangers enforce the restriction; and

d. Authority be given to the Council to remove the Works Zone and reinstate

the previous restrictions, when the applicant advises that it is no longer

required.
