Subject: Goodhope Street, Paddington – Parking Changes Consultation Results

Reason for Report: To report on the results of the trader consultation for parking changes.
Recommendation:
Based on the results of feedback received from the recent trader and resident survey, it is
recommended that Council:
A. Receive and note the contents of this report.
B. That all affected traders and residents be informed of Council’s decision.
Background:
Council has received representations from some Traders in the Fiveways commercial precinct
requesting for some short term parking bays in this local area. The Traders have suggested
converting the existing three “1P” parking bays on the western side of Goodhope Street along
properties 8 to 14 Goodhope Street to “1/4P” restrictions.
All the businesses and some residential properties were surveyed to determine their level of support
for the suggested parking changes. The consultation letters were hand delivered to all affected
properties. The consultation letter and survey questionnaire are attached as Annexure 1.
The following parking changes were proposed:-
Convert the three “1P 8am-11pm Mon-Sat Permit Holders Excepted Area PGTN 3” parking bays
between No. 8 and No.14 Goodhope Street to:
“1/4P 8am-6pm 2P 6pm-11pm Mon-Sat Permit Holders Excepted Area PGTN 3”
Consultation Results:
A total of 77 letters were delivered to all businesses and residential properties. 16 responses (21%
response rate) were received generally from properties in close proximity to the section of
Goodhope Street under review. The table below details the summary of survey responses.

Comments from Traders received are detailed below:-
“1/4 parking will relieve residents parking in other areas although I doubt 3 spaces will
be sufficient. Perhaps increasing time to 7pm will be necessary to help the number of
shoppers on their way home from work. However nothing will work without strong and
regular support from rangers. Only parking rangers can improve the situation by paying
greater attention.
Permit holders should not be excepted. The 1/4P should apply to all otherwise it is
pointless changing.
Remove the permit holders exception as the occupant of number 8 already constantly
uses one of the three bays as his own proposed car space.
I think it is a great idea. It works very well near the post office on Ormond street and I
think is great for many who just want to stop quickly to pickup some food and
groceries, take away and coffee. It will be a good thing for all business in Fiveways.
Remove the right for permit holders to be exempted.
Already a dangerous area with pedestrian crossing and parking. Such changes would
increase activity and risk, adding to congestion and dangerous overtaking.
1/4P is insufficient for any use in a retail area. The person who has requested this
change has personal agenda, not for benefit of the retail shopping.
Need more motorbike spaces across the road. Customers need 1P parking for lunch and
haircuts not everything is 15 min quick takeway.
When clients come to our office our meetings are always well over 15 min. Parking is
already too hard in the area, this will make it more difficult.
I think changing to 1/4P 8am-6pm is a good idea but not with permit holder excepted
area pgtn3 restriction. There is no point of having 1/4P if residents park it out.
Changing the existing parking restriction has no benefit for the majority of business
owners at Fiveways. I think it would harm the effort of local business owners to
encourage trade at Fiveways. If it is approved there should be no exception for permit
holders.
Removing resident parking from the section would be important.”
Discussion On Resident Feedback
56% of the respondents supported changing the 1P restrictions to 1/4P restrictions and 44% were
opposed to the changes. A clear majority was not determined and there was no consensus even with
the properties directly abutting the parking area under review.

A number of respondents said that should the parking period be changed, residents should not be
exempt. Traffic Engineering concurs that for the 1/4P parking restrictions to work effectively,
residents should not be given exemption.
However based on the feedback results with no clear majority, it is recommended that no changes
be made at this time.
Conclusion:
Based on the feedback received from the local traders and residents, it is recommended that the
current parking restrictions remain.

Reason for Report: To submit the proposed Traffic Management Plan for the event to the
Woollahra Traffic Committee for approval
Recommendation:
A. That no objection be made to the Traffic Management Plan, dated 11 October, 2013,
prepared by Assure Event Safety Services for the 2013Australian Golf Open to be held at
the Royal Sydney Golf Course from Thursday, 28 November- Sunday 1 December, 2013.
B. That the organisers comply with all conditions of approval for the road closure and Special
Event Clearways as stipulated by the Transport Management Centre.
C. That the organisers include details of the traffic arrangements in the area in their notification
letters which has been conditioned by Council’s Team Leader, Open Space & Recreational
Planning. All emergency Services should also be advised of these special traffic
arrangements at least 2 weeks prior to the event
Background:
DA 433/20113/1 has been submitted to Council to stage the 2013 Australian Golf Open at the
Royal Sydney Golf Club from 28 November 2013 to 1 December 2013, including additional days
for setup and post event packdown, and the use of Woollahra Golf Club, Woollahra Playing Fields
and Lyne Park for event car parking.
Council’s Parks Section has commented on this proposal to Council’s Planning Department with
the following recommendations:
Use of Woollahra Golf Course for Car parking
The use of the Woollahra Golf Course for car parking is a Woollahra Golf Club Management issue.
An agreement must be in place prior to the use of the area.
Use of Woollahra Ovals 2 & 3 for Car parking
a. Woollahra Ovals 2 & 3 shall be fully restored following the use. Restoration works include
vertidrain, sand topdressing, fertilising and returfing. The Organiser shall fund the full cost
of these works. The restoration works are to be completed within four weeks of the event;
b. A hire fee of $14,750 shall be charged to the Organiser to be paid to Council at least four
weeks prior to the event. If, in the event of wet weather the parks are not available for use,
then the hire fee will be charged at a pro rata rate;
c. A bond of $12,200 shall be charged to the Organiser and be paid to Council, prior to the
event, as security for the restoration of the park at the conclusion of the event. Council will

assess each park and may use all or part of the bond to carry out rectification works if
necessary;
d. The Organiser shall be responsible for providing staff to control entry to the car park and
security of vehicles in the car parks at their cost;
e. The Organiser shall ensure cars are removed from Woollahra Ovals 2 & 3 by 9:00pm each
night;
f. No marketing, sales or promotions of any kind shall be undertaken within the Park during
the period of use;
g. The Organiser shall be responsible for installation and removal of safety fencing around the
car park area and the provision of security at its cost. The area of fencing is to be
determined by Council staff prior to the event. The fencing will be required to be
completely removed by Monday 2 December 2013;
h. Only vehicles under 3 tonnes and under 6 metres in length will be permitted to access the
park;
i. The Organiser, prior to the event, shall provide Council with a copy of a $10,000,000 public
liability policy naming Woollahra Municipal Council and TRP Sports and/or World Sport
Group Australia Pty Ltd as insured under the policy;
j. In the event of excessive rain, either before or during the period when the parks are to be
used for car parking, the General Manager may direct that the park not be used for car
parking, if, in his opinion, excessive damage will result.
Entry and Exit into car parks
A meeting with Open Space staff is required 2 weeks prior to the event to finalise the final location
of the exit and entry car parking management plan. Contact Paul Fraser, Team Leader – Open Space
& Recreation Planning on 9391 7142.
The removal of fences around Woollahra Oval No.1 is the responsibility of the Organiser.
Parking on Woollahra Oval 1 is not permitted
The DA site plans show that Woollahra Oval No.1 is included as public carparking. No parking is
permitted on Woollahra Oval No.1 at any time. The use of the edge of Woollahra Oval No.1 is
permitted for exit of vehicles.
To be further discussed with the Team Leader – Open Space & Recreation Planning 2 weeks prior
to the event.
Notification of Surrounding Residents
The Organisers shall advise residents of the following streets of the Australian Open’s activities and
parking arrangements by way of letter box drop a minimum of two weeks prior to the event:

Furthermore, stakeholders surrounding the Woollahra Golf Club are required to be notified 4 weeks
prior to the event. These include:

Advertisements on Public Open Space

period of use.
Proposal:
In his referral report to the Planning Department, Council’s Team Leader, Open Space &
Recreational Planning has indicated the referral of the TMP for this event to Council’s traffic
section for approval by the Woollahra Traffic Committee.
Council’s traffic engineers have been liaising with Assure Safety for some time and the latest copy
dated 11 October, 2013 has been submitted for consideration. A copy of this Traffic Management
Plan is attached as Annexure 1. This Traffic Management plan shows that vehicles will enter and
leave Woollahra Ovals 2&3 via O’Sullivan Avenue which will require SPECIAL EVENT
CLEARWAY (SEC) which will be discuss later in this report. Access is also required to and from
the Sydney Golf Club from Kent Road which requires a soft road closure and a SEC and Norwich
Road for freight vehicles entry/exit which requires a SEC, all of which will be detailed later in this
report.
Special Event Clearways
The following SECs (quoted directly from page 16 of the TMP) are the result of negotiations
between Assure Safety and the Transport Management Centre:

Kent Road - Soft Road Closure
A Road Occupancy Licence has also been requested for the soft closure of Kent Road (page 14 of
the TMP) to control access to the Royal Sydney Golf Club as required during the event. This is a
soft closure as access to residents of Kent Road and parents of Cranbrook school children will be
maintained during the closure periods.
Council has received an email from Cranbrook School’ facilities manager who confirms that the
school is satisfied with the arrangements which the event organisers have put in place to maintain
access to the school during this event.
General
Copies of the TCPs for the above SECs and the ROL are included in the TMP. In addition to the
above, a number of other altered traffic and parking arrangements are proposed to facilitate traffic
movement and parking during the event. Full details of the proposed traffic and altered parking
arrangements for this event are contained within the attached Traffic Management Plan which is
submitted for the approval of the Woollahra Traffic Committee.
Summary:
The above traffic and altered parking arrangements are similar to those which were employed when
the Australian Open was held at this course in 2008. At that time these arrangements went smoothly
and very few complaints were received from the public, during or following the event. As the
Transport Management Centre (TMC) is the main approval agency for the SECs and temporary
road closure it is imperative that the organisers comply with any and all conditions which the TMC
places on these activities. Council’s Team Leader, Open Space & Recreational Planning has also
required that the organisers notify residents in a number of streets in the area of the activities
involving the Australian Golf Open and the parking arrangements. It is considered that this letter

should also include details of the special traffic arrangements which are occurring as a consequence
of this event.

1.3 Brief Description of the Event
Ticketed event for golf enthusiasts with crowd capacity to be confirmed closer to event dates. Key
entertainment would be the golf tournament however internal functions and promotions inside the
venue are likely.
2: RISK MANAGEMENT - TRAFFIC
2.1 Work Health & Safety - Traffic Control
A Risk Management approach shall be an integral part of the planning for any activity. The risk
identification, assessment and control process is a legal obligation (as per the WHS Act and
Regulations 2011) and should be aligned with AS/NZS ISO 31000 - Risk Management and the Code
of Practice ‘How to Manage Work Health & Safety Risks’. WSGA is the Event Organiser (as per RMS
‘Guide to Traffic & Transport management for Special Events) and risk manager for the overall event
operations and shall ensure that the risk management methodology and culture are applied
throughout all stages and aspects of the event activities. Assure uses TCPs and TMP as traffic risk
control measures, but notes that TCPs and TMP alone cannot entirely substitute a thorough AS/NZS
ISO 31000 - based event risk assessment.

This TMP is based on the RTA/RMS ‘Guide to Traffic & Transport Management for Special Events’
(version 3.4 August 2, 2006). TCPs in the Appendix are designed by Momtchil Vassilev - RMS Red
Card No: 2782046351, RMS Orange Card No: 4163014120. TCPs are designed in reference to RMS
‘Traffic Control at Worksites’– TCAWS manual (v 4, June 2010).
TCP 1 is still subject to further consultation amongst NSW Police, TMC and Assure. VMS messages
are also subject to further review by TMC and potential changes in this document. TCP 1 road
closure and Special Event Clearways are imperative to allow space for managing any potential gold
tournament patrons who attempt to enter the road and park at on-street parking – creating increased
traffic in Kent Rd, queuing and risk of MVAs in new South Head Rd.
Assure undertook consultation with key stakeholders during DPC meeting, on site meeting and TMC
meeting as well as e-mail correspondence. TMC feedback was considered and referred to for the
update of this document. Assure also attended multiple site meetings and referred to extensive e-mail
consultation with various stakeholders. The writer endeavoured to capture as best as practicable the
various inputs from stakeholders for the development of this document. This plan will be submitted by
WSGA to the WC and Local Traffic Committee (LTC).

2.2 Public Liability Insurance
Evidence of Golf Australia/WSGA’s Public Liability Insurance will be inserted in due time. PLI shall
note Transport NSW – TMC/RMS as interested parties as requested by TMC representative.
2.3 Police
Initial consultation has been undertaken by WSGA and Assure with NSW Police (MEIG) during DPC
meeting on Thursday, 27th of June 2013. Further consultation with NSW Police – Inspector Paul
Carrett was undertaken during site meeting on 12.07.2013 and during TMC meeting on 26.07.2013.
WSGA will submit Schedule 1 Form ‘Notice of Intention to Hold a Public Assembly’ in due time.
Assure will insert a copy of the completed Schedule 1 form in this section. Consultation with NSW
Police/MEIG is ongoing and will continue until a final version of this document is developed.
2.4 NSW Fire & Rescue and NSW Ambulance
Assure will distribute copies of the final TMP to local Fire Brigade and NSW Ambulance Service (on
the designated NSW Ambulance events e-mail address). Emergency services will have unobstructed
access to the event venue/site via the main entry and/or Norwich Ln. with a driveway of ≥4m width.
Emergency services’ vehicles travelling in response mode will be granted immediate access through
the soft road closure of Kent Rd. (ref. TCP 1).
3: TRAFFIC & TRANSPORT MANAGEMENT
3.1 The Route and Locations
No route applicable as the event is off-street and at a fixed site. The event will take place inside the
Royal Sydney Golf Club. The key road to the club is New South Head Rd. however traffic to and from
the event public parking is taken away from that road and run along O’Sullivan Rd. Alternate routes
are not applicable to this event as detours are not proposed.
3.2 Parking
The following parking arrangements will apply:
Public parking:
Woollahra Golf Club will provide land as indicated on the following pages for: public parking
and parking for volunteers, caddies, media, contractors and corporate representatives. Public
parking will be available for a fee of $ 12 collected at a designated point well within the club’s
land by Woollahra Golf Club personnel. The fee collection point is proposed to be at the gate
of Woollahra Oval (northern perimeter of the Oval) some 250m. into the venue from
O’Sullivan Rd. – allowing for stacking/queuing (if required) of up to 38 cars.
Assure assessments suggest some 1,465 car spaces available. Entry and exit will be via
O’Sullivan Rd. (supported by SEC – Special Event Clearway; see SEC section). Drivers will

be guided using traffic bollards and should be directed for parking by no less than 8
experienced parking marshals. Optimal parking space utilisation by parking marshals is
critical to the success of the public parking option.
Assure will have contingency staff to facilitate traffic control if required during egress so heavy
queuing from the car park does not occur. TCP 83 (TCAWS) will be available for
implementation at least in one direction (e.g. SB on O’Sullivan Rd.).
Royal Golf Club Members Parking:

Official, Player and VIP:
The Royal Sydney Golf Club (entry/exit via Kent Rd. and the cobblestone ramp of the club).
Estimated capacity ~ 200 cars. These types of vehicles will be well signposted with body
stickers and advertising. Traffic Controllers - TC 1 and TC 2 on TCP 1 – shall be issued with
clear instructions and materials from WSGA to assist with rapid identification of such vehicles
(if unmarked). This will allow for minimal delay of such vehicles when approaching the two
vetting points at Kent Rd. Exact details of methods of identification are TBC in consultation
with WSGA and the Royal Sydney Golf Club. Refer to TCP 1 in Appendix.
Assure is not aware of any off-street parking alternatives should inclement weather render the
Woollahra Golf Club/Woollahra Playing Fields unavailable. Should such a scenario occur – WSGA
shall timely communicate with TMC so that all available public advertising options can be use dot
inform event patrons that parking is not available. This may also trigger deployment of additional
shuttle buses to cater for increased demand.
The bridge connecting the two major parking sections is rated at 4t. capacity and heavy vehicles shall
not be permitted to pass over it. The playing field will be off limits for parking due to risk of ground
damage.

3.3 Construction, Traffic Calming & Traffic Generating Developments
Assure undertook inspections of the roads considered in this document. Assure did not identify any
traffic calming devices that may adversely affect traffic operations for this event.
Consultation indicated that Cranbrook School generates traffic in the local area associated with
parents dropping off and picking up students (morning peak is estimated by WSGA being between
07:50 and 08:45hrs.). This traffic generator will be present during the first two days of the tournament
– Thursday and Friday. To counter this challenge the Royal Sydney Golf Club is consulting with the
Cranbrook School. The club confirmed that school vehicles (parents) have a system involving a large
sign on the vehicle’s windscreen with the family name of the student – this would allow for TC 1 (see
draft TCP 1) to make a timely judgement for the access clearance of the vehicles SB along Kent Rd.
Assure will rely on Council and RMS for information on planned activities in the local area that may
have impact on the event traffic planning.
3.4 Trusts, Authorities, or Government Enterprises
WSGA has obtained approval from the Royal Sydney Golf Club. WSGA seeks consent and approval
from WC and other relevant stakeholders – Woollahra Golf Club Board – for the use of their land.
Evidence of such consent will be included in this section in due time. TMC/PIU ROL submitted is
inserted on the following page.

3.5 Impact on/of Public Transport
Previous Australian Golf Open event experiences suggest that a large portion of the spectator crowd
readily opts for available public transport options. As train services are not available to the immediate
area of the event venue, Sydney Bus services, Sydney Ferries services and taxi services will be
available to spectators. WSGA consults with Transport NSW – Sydney Buses and Sydney Harbour
Ferries to make arrangements for shuttle bus and ferry services for the event. Shuttle buses would
run between Bondi Junction (Bus Stand K) and New South Head Rd. (stopping at a direct entrance to
the royal Sydney Golf Club).
Assure will include details (e.g. routes, timetables/frequency, capacity) of such shuttle services as
they become available from service providers and subject to confirmation with WSGA
3.6 Reopening Roads after Moving Events
The proposed road closure of Kent Rd. will not involve road occupancy by crowds of pedestrians
therefore specialised reopening procedure in not planned.
3.7 Traffic Management Requirements Unique to this Event
Traffic management requirements are discussed throughout this document and there are no
additional unique requirements (as defined on p.55 of the RMS ‘Guide to Traffic & Transport for
Special Events’, Version 3.4, August 2, 2006).
One specialised approach however is that TMC traffic signals technicians will be considered (by TMC
and WSGA for the first two days of the event to manage school-generated traffic vs. general traffic
along New South Head Rd.
3.8 Contingency Plans
Assure considered the following contingencies:
Condition: Vehicle breakdown at key road such as Kent Rd. or O’Sullivan Rd,
Response: Contingency, temporary STOP/SLOW traffic control if the vehicle blocks a critical
through lane. STOP/SLOW set up in reference with TCAWS TCP 83/TCP 84 until broken
down vehicle is either fixed or towed away,
Condition: MVA at key road.
Response: designated event traffic manager and/or TMC representative on site (TBC)
directing the drivers involved to remove the vehicles from through lanes. If vehicles not
moveable – Police to be called and tow trucks for clearing the road,
Condition: some or all available car parks full or unavailable due to inclement weather.
Response: Decision for VMS message changing and broad public media advertising e.g. live
traffic.com to be made by WSGA and TMC is consultation with Police Commander.

spaces become vacant at the designated event car parks. TMC messages online to be
altered appropriately.
3.9 Heavy Vehicle Impacts
Assure does not anticipate significant impact on heavy vehicles. Assure referred to RMS online
resources to verify whether any designated heavy vehicles routes are present in the local area
(Reference: http://www.rta.nsw.gov.au/heavyvehicles/ravmap/).
3.10 Special Event Clearways (SEC)
SEC are critical to the success of the event. Assure proposes the following sections of SEC:
Both sides of Norwich Rd. to support event freight vehicles entry/exit during bump-in and
bump-out for the event. Freight vehicles are expected to be various quantities of semi-trailer
and rigid trucks requiring optimal clearance for entry/exit,
Southern kerb of New South Head Rd. SEC of approximately 100m length to facilitate event
shuttle bus service, disabled and private car drop-off/pick-up and taxi drop-off/pick-up. In
addition to the SPECIAL EVENT CLEARWAY and applicable dates and times, the SEC signs
along this section with read ‘STA BUSES EXCEPTED’ to allow for the shuttle bus operation,
Both sides of Kent Rd. outside The Royal Sydney Golf Club. On the western side of Kent Rd.
for approximately 200m. from № 8 to New South Head Rd. On the east side of Kent Rd. for
approximately 75m. from New South Head Rd. to main cobblestone Club House entry or first
lot of perpendicular car parking spaces. This SEC is critical to allow easy access to
Cranbrook Junior School, to facilitate the temporary roundabout clearances (see TCP 1, circle
of red dots indicates placement of traffic cones) and to allow easy movement into and out of
the Royal Sydney Golf Club,
Western kerb of O’Sullivan Rd. from the Royal Sydney Golf Club Turf Care Facility – Depot
driveway to № 139 O’Sullivan Rd. SEC length approximately 150m. to ensure through traffic
lane in NB is available as queuing for right turn into Woollahra Golf Club is likely to take up
lane 2 (the road design through lane),
Eastern kerb of O’Sullivan Rd. next to the exit to the Woollahra Golf Club Car Park (directly
opposite № 135 O’Sullivan Rd.) to Royal Sydney Golf Club Turf Care Facility – Depot
driveway. SEC length approximately 175m. to ensure that queuing traffic can move along the
parking lane into Woollahra Golf Club driveway entry and then through traffic can pass
through in lane 1,
Western kerb of O’Sullivan Rd. next to the junction with New South Head Rd. SEC length -
approximately 40m from the junction with New South Head Rd. to prevent queuing in NB
direction.
Following Council feedback Assure generated a TCP to specifically indicate the SEC locations in
Norwich Rd. that are applicable to the bump-in and bump-out for the event. Please refer to insert on
the following page.

4: MINIMISING IMPACT ON THE NON-EVENT COMMUNITY & EMERGENCY SERVICES
4.1 Access for Local Residents, Businesses, Hospitals & Emergency vehicles
Access for local residents and business will not be restricted. Traffic controller at the Kent Rd. soft
road closure will be instructed to allow access for local residents and parent vehicles. There are no
hospitals in the immediate vicinity that could be adversely affected. Access to the event site and
through the soft road closure will be available for emergency services vehicles. Parents requiring
access to the Cranbrook School will be granted access subject to the vehicle bearing identification of
the student being transported (family name sign on windscreen/dashboard visible to traffic controller
on approach).
The Royal Golf Club General Manager, Mr. Paul Hinton has consulted with Mr. David Hull from the
Cranbrook school and Geoff Wright from TRP on 22nd of August 2013 (meeting) over the proposed
Australian Open traffic control arrangements. During the meeting the following elements have been
consulted upon - key events scheduled at the school the week of the tournament. Mr. David Hull has
reportedly confirmed that the parents use a print out of their surname on the passenger side visor to
collect their children by car from the school, and that this will provide them access to Kent Road
during the tournament. Mr. Hinton has provided Mr. Hull with an overview of the plans for the event,
potential pressure points etc. at that meeting.
The Royal Golf Club has since following with further e-mail correspondence with the Cranbrook
School (10th of September 2013) to confirm the understanding of the events at the school that week.
In addition to this, the Royal Golf Club has forwarded to Mr. Hull copies of the member information
brochure for the Australian Open. On 9th of October 2013 the Club has e-mailed a copy of the TMP to
Mr. Hull. Further communication will involve the Club send e-mail to Mr. Hull confirmation of
anticipated crowds and associated events in the lead up and follow on from the Open.
4.2 Advertising Traffic Management Arrangements
WSGA will advertise as directed by WC LTC. The event web site and online social media will be used
to advertise the event traffic conditions. Assure will communicate further versions of this plan with
TMC (Transport Management Centre) for inclusion in www.livetraffic.com bulletins/postings. Assure
recommends that WSGA considers letter drop notification for residents of: Kent Rd. Advertising as
well as VMS messages will be reviewed by Ms. Christine Keyes of TMC.

4.3 Special Event Warning Signs
Assure recommends that WSGA designs custom corflute advance warning signs to be placed at least
1 week prior to the event at Kent Rd. so residents and local businesses have advanced warning of the
soft road closure.
4.4 Permanent Variable Message Signs [PVMS]
PVMS would be beneficial, although their use is subject to special approval from TMC.
4.5 Portable Variable Message Signs [VMS]
Assure initially proposed three VMS boards are used, but added a fourth VMS following input from
NSW Police. VMS would be paramount for the success of the event traffic management as they would
serve for advance advertising of the event, provide guidance for patrons to the pre-paid parking area
and provide guidance for general motorists on New South Head Rd. and O’Sullivan Rd.
The VMS shall be placed by PremiAir (engagement TBC) in adherence to RMS policy for VMS use
(2010). Assure (Momtchil Vassilev) will be available to oversee the exact positioning of the VMS units.
Please refer to the tables on the following page for draft VMS messages. Final VMS message content
is subject to TMC assessment and input and will be included in the tables of the final TMP.

Reason for Report: Request to improve pedestrian safety in Old South Head Road at Village
High Road.
Recommendation:
A. That Council approve the installation of a speed hump and kerb blisters at the at-grade
pedestrian crossing in Old South Head Road at Village High Road as per the attached
concept plan subject to comments and approval from the State Transit Authority.
B. That the local residents within 50m of the proposed raised crossing be advised of the works
and a notice detailing the proposed works placed on site for the wider community.

Background:
Council received representations from a nearby Special School to improve safety for pedestrians at
the existing zebra or at grade pedestrian in Old South Head Road at Village High Road in Watsons
Bay. Figure 1 shows the location of the pedestrian crossing.
It was reported that vehicles were speeding and not giving way to pedestrians at this pedestrian
crossing. A few near misses at this pedestrian crossing were also reported.

Issues:
Larger pedestrian crossing ahead warning signs have since been installed in Old South Head Road
at both approaches to the crossing to warn motorists about the pedestrian crossing.
Old South Head (OSH) Road is a wide road measuring 14.73m in width. Village High (VH) Road
forms a T intersection. The pedestrian crossing is located on the northern side of the OSH Road and
VH Road intersection.
There are bus stops located on both approaches to the pedestrian crossing.
Site inspections showed that there is satisfactory sight distance at from both approaches to the
pedestrian crossing, there is adequate signposting in place, and the linemarking is in good condition.
However when a bus was parked in the bus zone, sight distance for motorists approaching the
pedestrian crossing was reduced. Parked vehicles along OSH Road also impacted on sight distance
for motorists.
OSH Road is a long straight stretch of road along Christison Park and while the speed limit is
50km/hr, due to the wide and straight stretch of road, motorists continue to speed.
In order to improve safety at this intersection, it is recommended that width of road that pedestrians
need to cross be reduced by installing kerb blisters. This will improve the sight lines for pedestrians
and motorists approaching the pedestrian crossing as well as reduce the width of road pedestrians
are exposed to traffic. The narrowing effect of the road may also assist in reducing vehicle speeds.
There is scope for further improvements by constructing a speed hump at this crossing. The raised
crossing will increase visibility of pedestrians at the crossing and at the same time slow vehicles in
OSH Road.
Impact on Buses and Parking
The minimum “No Stopping” requirements for raised pedestrian crossings are 20m on the approach
to the crossing and 10m on the departure. The “No Stopping” requirement on approach to a
pedestrian crossing can be reduced with the use of a kerb extension as per the RMS’s Technical
Direction (TDT 2002/12b). With a kerb extension width of 2.5m or greater, the “No Stopping”
restrictions, on approach to a pedestrian crossing, can be reduced to a minimum of 7.5m.
Kerb blisters are proposed instead of kerb extensions at this location due to costs associated with
drainage issues. As per previous advice from the RMS, the zebra or pedestrian line marking will not
be marked between the kerb and width of the kerb blister.
There are no changes proposed to the existing bus zones. The proposed height of the speed hump is
75mm which meets the requirements of the State Transit Authority.
Works on Village High Road
It is also proposed to reduce the width of VH Road at OSH Road and square the intersection. This
will assist in reducing speeds of vehicles entering VH Road and reduce the width of road
pedestrians would need to cross. These works are part of the planned road reconstruction works for
Village High Road.
A concept plan of the proposal is detailed as Annexure 1.

Recommendation:
That the 2013-2104 New Years Eve traffic control measures as detailed in the Traffic Control Plan
(Plan 15174 Drawings 100, 101, 102, 103, 104, 105 and 106) and accompanying documentation be
implemented, subject to approval from the RMS – Traffic Management Centre in relation to the
proposed road closures, special event clearways and temporary speed limit reduction.

Background:
The Woollahra Municipality is a popular destination for New Years Eve (NYE) celebrations and
provides several vantage points on Sydney Harbour to view the annual Sydney Fireworks display.
There are significant numbers of families and party goers visiting the area generating considerable
pedestrian and traffic volumes which compete for the scarce parking supply. In the past the road
network has become heavily congested and some road segments have become grid locked to the
point that emergency vehicles (Ambulance, SES, and Fire Brigade), bus public transport and Police
access has been disrupted by illegal parking and the heavy traffic flows.
As in previous years, Yarranabbe Park and McKell Park, Darling Point and, Strickland House and
Neilson Park, Vaucluse will be managed sites. The Police have requested that traffic management
measures be put in place throughout the Woollahra LGA to improve safety and permit emergency
vehicle access to unplanned incidents.
A New Years Eve 2013 Working Party consisting of the Police, Roads and Maritime Services –
Traffic Management Centre (RMS), State Transit Authority, National Parks & Wild Life, State
Property Authority and Council staff have met on a number of occasions this year to discuss the
necessary temporary traffic control measures. The proposed measures have also been amended
following a review of last year’s event to address several community concerns.
Review:
The presented Traffic Control Plans (TCP) contain road closures, temporary one-way streets,
temporary speed zones and special event clearways in roadways adjoining Sydney Harbour
foreshore. The objective of these measures is to increase pedestrian safety in harbour foreshore
areas, minimise traffic congestion and facilitate bus services.
The proposed measures are a duplicate of last years NYE event, with exception to some
amendments which arose from discussion with various stakeholders at the debriefing meeting held
earlier this year and community concerns in relation to access. These amendments are detailed as
follows.
Alteration to road closure hours of operation.
In previous years, soft road closures (resident access only) commenced at 3pm in the
afternoon with full road closures introduced at 6pm till 2am that night, subject to the
discretion of local police. This arrangement has drawn some criticism from residents during

last year’s event when the conditions were strictly enforced. The matter was discussed at the
Working Party’s debriefing meeting for the 2013 NYE event. It was agreed that the road
closures could be adjusted, such that the soft road closures commence at 6pm and the full
road closures implemented at 8pm.
In addition to this, there has been demand in previous years for consideration to reopen
roadways for short duration to allow local vehicle traffic through after the 9pm fireworks.
This is to accommodate those residents having guests wishing to return home at this time
(eg the elderly or those with children). It is considered that the full road closure could be
reduced to a soft road closure from 9:30pm to 11:30pm without any impacts on safety or
traffic flow.
New traffic control point at the Mona Road and New South Head Road intersection.
The traffic control point at the intersection of New South Head Road and Mona Road was
installed in previous years to provide some amenity for the pickup/ set down of passengers
for those wishing to access the Darling Point peninsula. While it enables vehicles to queue
without impacting on the arterial road network, it has drawn some frustration from motorists
who have waited in the queue of traffic only to find that they are not permitted access to the
area. The processing of this traffic queue is also delayed by motorists negotiating with the
traffic controllers and police to enter the restricted area.
In order to facilitate outbound traffic, it is recommended to make Mona Road one way
southbound, similar to the traffic arrangement in Greenoaks Avenue. The traffic control at
Mona Road and New South Head Road will be in place all evening providing a greater
deterrence for non-local traffic.
Darling Point Road will be the only entry point from New South Road.
Vaucluse Road Special Event Clearways
The Police have requested special event clearways in Vaucluse Road to assist with
pedestrian safety and bus movements. The Police reported that large groups of pedestrians
walk along Vaucluse Road as the footpaths are very narrow. The parked vehicles on
Vaucluse Road, pedestrian movements and bus movements create safety issues and
congestion.
As part of the Traffic Management for the recent International Fleet Review, Special Event
Clearways were installed in Vaucluse Road. The Police indicated that this worked very well.
Council did not receive any complaints or feedback from local residents about the parking
ban for the event.
The Traffic Management Centre has provided in principle support for the special event
clearways. The additional cost for the clearways can be accommodated by Council.
Traffic Engineering has applied to the Roads and Maritime Services (RMS) Traffic Management
Centre (TMC) for the proposed road closures, reduced speed limit zone and clearways as required
by legislation.

The Traffic Management Plans; Drawings 15174 - 100, 101, 102, 103, 104, 105 and 106 detail the

Conclusion
A NYE 2013-2104 Working Party consisting of Local Police, RMS, State Transit Authority,
National Parks & Wild Life, State Property Authority and Council staff have prepared traffic
management plans for NYE 2013-2014. The Traffic Management Plan’s measures and controls will
improve safety, permit emergency vehicle access to unplanned incidents and allow Sydney Buses
unrestricted access at Watson Bay bus terminus. An application for Special Event Clearways in
Military Road from the bus terminus to Robertson Place and on the eastern side of Old South Head
Road from Robertson Place to The Our Lady Star of the Sea Church, Watson Bay, in New Beach
Road, Darling Point adjacent to Sir David Martin Reserve and Yarranabbe Park and for the entire
length of Vaucluse Road will be submitted to the RMS.

1 Event Details
1.1 Event Overview
In 2009, a Working Party consisting of the Police, State Transit Authority, National
Parks & Wild Life, State Property Authority and Council staff prepared traffic
management plans for the 2009/2010 New Years Eve event.
The measures and controls were to improve safety, permit emergency vehicle access to
unplanned incidents and allow Sydney Buses unrestricted access through Darling Point
and Military Road Watson Bay bus terminus. Managed sites were established at various
harbourside locations around the Municipality and the traffic control measures were to
minimise conflicts with pedestrian/ vehicle flows in these areas.
The traffic control measures were successfully implemented for the 2009 New Years
event and following some minor amendments to the TCP, these same measures were
also implemented for the following New Years Eve events in 2010, 2011 and 2012.
With the support of Sydney Buses and Local Police, Council is now seeking to
implement the measures again for the 2013-2014 celebrations.

1.5 Event Description

improve safety and permit emergency vehicle access to unplanned incidents.
A NYE 2013 Working Party consisting of the Police, State Transit Authority, National

address the special event traffic management issues. Annual NYE traffic information
was supplied by RMS Transport Operations Planner, Transport Management Centre.

2 Proposed Traffic Management
2.1 Traffic Management Plans
The Working Party has prepared the Traffic Management Plans for all harbour side
venue locations; Edgecliff, Darling Point, Double Bay, Point Piper, Rose Bay, Vaucluse
and Watsons Bay. The Traffic Management Plans; Drawing 15158-100, 101, 102, 103,
104, 105 and 106 illustrate and describe the measures, controls, staffing and operational
times to be implemented for NYE 2013 and are contained in Appendix 5.2.
The Traffic Management Plans contain road closures, temporary one-way streets and
special event clearways in New Beach Road, Darling Point, Military Road, Watsons
Bay and Vaucluse Road, Vaucluse.
A list of the streets affected is contained in Appendix 5.1.
Crowd management facilities will be installed in Yarranabbe Park, Darling
Point and Council will be installing temporary security fencing along the full
length of Yarranabbe Park on the western side of New Beach Road. To
facilitate the installation of the fencing and ensure adequate security can be
maintained, a clearway is proposed along New Beach Road adjoining the
event area.
Due to the high pedestrian volumes anticipated along the length of New
Beach Road prior to and after the event, a temporary speed limit reduction
from the posted 50km/hr to 40km/hr will be implemented from 3:00pm 31
December to 12:00pm (midday) 1 January 2013.
A number of roads leading to the Harbour foreshore will be closed from late
afternoon periods to prevent traffic congestion and minimise illegal parking
activities.
Vaucluse Road (Vaucluse) will be temporarily made one-way northbound
and Greenoaks Avenue (Darling Point) will be temporarily made one-way
eastbound. Special Event Clearways will be implemented along the entire
length.
Sydney Buses has again requested a special event clearway in Military Road
and a small section of Old South Head Road, Watsons Bay to ensure that bus
public transport to and from Watsons Bay bus terminus functions efficiently
during NYE.
It is anticipated that the RMS will implement special event clearways in New
South Head Road (northside) between Neild Ave and Manning Road and

Old South Head Road (eastside) between New South Head Road and Burge
Street as per previous New Years Eve events.
The Road Transport (Safety & Traffic Management) Act 1999 Section 76 (10)
authorises the RMS to establish special event clearways. The RMS is responsible for
arranging clearway towing.
Special Event Clearway signs are regulatory signs not delegated to Council for
authorisation and, therefore Council will apply to the RMS for their installation in New
Beach Road, Darling Point and Military Road, Watson Bay.
2.2 Parking
Besides clearway restrictions, no further parking restrictions or creation of designated
parking areas are proposed.
2.3 Pedestrians
There are no changes to pedestrian pathways however road closures and the temporary
speed limit reduction on New Beach Road will provide a safer road environment for the
high pedestrian traffic volumes anticipated.

Road closures, temporary one-way streets and special event clearways will be in place
in a number of Woollahra Municipality foreshore locations. Road closures, their
locations and times are subject to change at Police discretion.
Roads will be progressively closed and re-opened by Council, RMS and Police after
cleaning. Road re-opening times are subject to Police discretion.
Vehicle access will be available for residents and their guests from 3:00pm to 6:00pm
31 December 2013 at which point full road closures are in effect to 1:00am 1 January
2014 (or subject to Police discretion). During this time only pedestrians, emergency
vehicles and Sydney Buses will be granted access. No taxi access is to be permitted
during full closure.
Variable Message Signs will be located in New South Head Road in the centre median
facing eastbound traffic and in New South Head Road, south of Vaucluse Road facing
northbound traffic to provide advance warning notification to approaching motorists.
3.2 Contingency Plan
The Police have requested traffic management be put in place for the NYE celebrations.
The Police will be in attendance at selected duty points. Traffic Management measures,
controls, their locations and times are subject to change at Police discretion. Yarranabbe
Park and Strickland House/Nelson Park are controlled areas for the purpose of
regulating crowd numbers and vehicle access.
3.3 Public Transport
Sydney Buses are aware of the special event and buses will be provided access along
their normal routes. Police and Council staff will marshal road closures and assist with
bus transit.
3.4 Emergency Services
When required emergency services will have access through all local road closures for
an unplanned incident. Police and Council staff will marshal road closures and assist the
passage of emergency vehicles.

3.5 Local Traffic
Local traffic movements are restricted in harbour side local roads that provide access to
venues and vantage points. Normal vehicle access will be restricted from 6:00pm to
2:00am. All other road will function as normal.
The proposed measures have been implemented for the previous two New Years Eve
event’s and the majority of residents are familiar with the measures. Council will advise
residents via the Council’s web page and local newspaper of these temporary changes to
traffic conditions.
3.6 Impact on Community and Business
Most businesses do not carry out trading and the community will participating in the
New Years Eve celebrations. Traffic measures are gradually phased in from 3pm.

intersection, Paddington as funded in the Traffic Capital Works Program..

Background:
At the meeting of the Woollahra Traffic Committee dated 5 December, 2011, the Committee
considered a report into the channelisation of the above intersection and subsequently
recommended:
A. That the proposal for the squaring up of the Glenmore Road / Gurner Street intersection,
Paddington be approved in principle.
B. That residents and/or business owners of all properties within 50 metres of the Glenmore
Road / Gurner Street intersection be consulted about this proposal.
C. That should there be considerable objection to this proposal, the matter be reported back to
the Woollahra Traffic Committee.
Issues:
The consultation referred to in Part B of the above resolution was carried out in August/September,
2013 as this project is part of the current Traffic Works Program. Only 3 submissions were
received. One was in favour of the proposal, one was non-committal on the proposal but was from a
shop-keeper who requested that they be kept informed of the timing of the project as the
construction works could affect their business. The third submission was from the Paddington
Society and was sent as an email on 8 September, 2013 as follows:
“We refer to the proposal to modify the intersection of Glenmore Road and Gurner Street
Paddington which you kindly referred to us for comment. This is a proposal which has come up on
previous occasions and our comment will be consistent with our past responses.
The Paddington Society does not support this proposition for a number of reasons.
Firstly, Glenmore Road is the most historically significant Street in Paddington. It's establishment
by convict labour early in the 19th Century was the first formal road through the area which gave
rise to the subdivision of land into the gentry estates and subsequently the residential subdivisions
visible today. In our view this original alignment should be maintained and given visual priority.
The proposal changes this significance by placing priority on the alignment with Gurner Street.
Secondly, the proposal places emphasis on through traffic movements on the 'rat-run' of Glenmore
Road, Gurner Street, Hargrave Street. In our view these movements should not be encouraged as
they create the single most greatest problem for the village community of Paddington. Whilst we
have always encouraged access through and around the precinct, we do not believe these movement
should be encouraged.

As previously stated we recommend that the continuity of Glenmore Road be maintained and the
intersection be modified, if at all, by the realignment of Gurner Street to enter at right angles into
the line of Glenmore Road. Such a modification would maintain access whilst discouraging through
traffic movements. The movement of vehicles along Glenmore Road, north of the Gurner Street
intersection could be discouraged through signposting, street-tree planting, pedestrian crossings,
and pavement textures.
Please let us know if you would like any further clarification of these recommendations.”
The following response was sent to the writers on 10 September as follows:
“I refer to your email response to Council's consultation and wish to reply as follows:
I have searched Council's files for previous comments with respect to this intersection and have not
been able to locate these comments. Could you please provide copies of these comments.
The proposal does not alter priorities at this location as the 'Stop' sign giving the Gurner Street
traffic a priority at this location has been in place for many years. The proposed re-alignment re-
enforces the current priorities and greatly improves the pedestrianisation of this intersection by
reducing distances which pedestrians have to travel on the road carriageway and reducing speeds
of vehicles using this intersection. It should be noted [that a member of the Paddington Society
was]… present at the WTC meeting which considered this item on 6 December, 2011 and the
minutes reflect a unamimous agreement to this proposal.
The movements in both directions in Glenmore are not being discouraged, just slowed down as
vehicles drive past the school. It is not realistic to suggest that the proposed channelisation would
entice a motorist to proceed along Gurner Street to turn left at Cascade Street rather than proceed
along Glenmore Road at this intersection.”
As the sole objection to the proposal shown in Annexure 1 was from the Paddington Society, it was
considered that this matter should be reported back to Council through the Woollahra Traffic
Committee.
Conclusion:
As no response has been received to the above email to date it is considered that the project should
proceed due to the added safety caused by the traffic calming in the vicinity of the school and the
re-enforcement of the pedestrian links across Glenmore Road at this intersection.

Background
1. At the Council meeting on the 22 April 2012 the following was adopted:
That staff provide a report to the Community & Environment Committee with a view to
implementing restricted parking for Albemarle Avenue and Wilberforce Avenue, Rose Bay.
This restriction is to address the issue of boat and trailer parking so would be strategically
implemented to have as little impact on residents as possible but cause boats and trailers to no
longer park in these streets.
2. At the Council meeting on the 27 May 2013 the following was adopted:
A. THAT Council note the staff recommendation that no further action be taken with
regards to the installation of parking restrictions in Albemarle Avenue and Wilberforce
Avenue, Rose Bay for the reasons outlined in the report.
B. THAT the Traffic Committee be asked to consider the options presented in the report
and to advise the Community & Environment Committee of its preferred option in the
event that Council decides to implement traffic restrictions taking into consideration the
large primary school in the vicinity.
3. At the Traffic Committee meeting on 2 July 2013, the following was adopted:
That no further action be taken with regards to the installation of parking restrictions in Albemarle
Avenue and Wilberforce Avenue, Rose Bay for the reasons outlined in the report.
4. At the Council meeting on 12 August 2013, the following was adopted:
A. Note the Recommendation from the Traffic Committee that no further action be taken with
regards to the installation of parking restrictions in Albemarle Avenue and Wilberforce Avenue,
Rose Bay for the reasons outlined in the report.
B. That Council advertise a proposal to implement the following parking restrictions in Albemarle
Avenue and Wilberforce Avenue, Rose Bay: “1Hour Parking 9am – 11am Mon Resident Permit
Holders Excepted” and unrestricted at other times - and a further report be presented to the
Community & Environment Committee advising of feedback received.

Issues
Council Officers hand delivered consultation letters and questionnaires to all residents in Albemarle Avenue
and Wilberforce Avenue in early September. The resident letter and questionnaire are attached as Annexure
1.
In order to discourage boat/trailer parking, residents were requested to provide feedback on the proposal to
implement timed parking restrictions in Albemarle Avenue and Wilberforce Avenue. The proposed
restrictions were as follows:-
Monday between 9am and 11am i.e. “1P 9am – 11am Monday Permit Holders Excepted”.
Residents with permits would be able to park for longer than 1 hour on Monday between 9am and 11am. The
streets would remain unrestricted outside these times.
Community Consultation Results:
Rose Bay Primary School
No formal response was received from the school. The Principal of the school called Council’s
Team Leader Traffic and Transport and discussed her concerns about the proposal. The Principal
said that the school did not support the proposal as this would impact on staff parking. The school
does not have sufficient off-street parking for all the school staff. A number of teachers therefore
park in Albemarle Avenue and Wilberforce Avenue.
Albemarle Avenue
A total of 34 letters were delivered to all properties. 14 responses were received, a response rate of
41% which is a very good response. The table below details the summary of survey responses.

Comments from residents who supported the proposal:-
We have only noticed only one permanently parked boat in Albemarle Avenue. However on
street parking is always problematic on weekdays especially at school pickup and drop off
time.
This is a great solution to the Albemarle Parking issue-please put in place ASAP. The most
crowded time in the street is 3pm-3.30 pm - child pickup time from Rose Bay Public
School.

Boats are frequently parked for several months outside our home, obstructing vision when
reversing out of driveway. They also make street parking for family friends very limited.
I would suggest that the restriction be extended to include the options: 1P Wednesday 9am-
11am, 1P Friday 9am-11am. This would avoid boats returning after Monday 11am and
parking until the following Monday which seems highly likely and would defeat the
intended purpose.
Comments from residents who did not support the proposal:-
I have 2 adult children who live at home and who have cars. I won’t be able to park the third
car on the street. Move the boats on. The problem is the parents and school who double
park. I pay rates and my friends should be able to park in my street.
Most of the parking is taken by workers from Parisi’s & IGA. I feel the residents - the rate
payers should not have to pay for parking permits. The employees of the shop should be
notified.
If the council is going to implement permit parking restrictions it needs to take into account
the legitimate needs of residents of the street who do own boats and keep them on trailers.
This is not me but I know of at least one neighbour who does.
The only issue I see is the boats and double parking of school parents when dropping off and
picking up kids. These are the worst offenders.
I support the idea but as we can’t fit a car into our garage and you won’t give us a permit
(due to requirements in the letter), it would not work for us.
Wilberforce Avenue
A total of 111 letters were delivered to all properties. 16 responses were received, a response rate of

Our end of the street is taken up by workers from Parisi’s. They sit in their cars for lunch
and throw their rubbish on the ground. My car has been vandalised as it was parked in my
driveway made it hard for car parked in front to move but I have no other choice during the
day as there are no parks available in the street. The street is constantly covered in rubbish.
To date Wilberforce Avenue has not been inundated with boats. Most of the single
dwellings have 2 cars and most only park 1 car off-street. Parents continue to park over my
driveway and block my driveway. I am constantly frustrated by the inconsiderate drivers. It
is impossible to leave my property during school pick up times.
We would fully support this. We often have boats/trailers outside our house for extended
periods. We would also support a 1P restriction in the afternoon. We also have delivery vans
for Parisi’s for extended period making parking extremely difficult. We would support 5/7
day restricted parking.
My visitors and trade persons always find it difficult to find parking space on weekdays and
Saturdays.
Comments from residents who did not support the proposal:-
We cannot see the purpose of further parking restrictions being introduced. If boats are a
problem which I have not seen to be so in Wilberforce Ave, and then have a restriction on
boat parking, why introduce this for other vehicles. We are strongly against this restriction
being introduced.
The proposed solution will prejudice local residents who will be fined due to overstay. A
few selfish boat owners are causing the problem. Signs prohibiting the parking of boats and
trailers with penalty amount would achieve more equitable result all round. Boat owners will
rapidly get managed.
In my 22 years at this address I can only recall 3 times a boat or trailer appeared. It belonged
to a resident. Parking and traffic need monitoring at school start and finish.
The school pick up time crowds the street for an hour. But the employees of Parisi's & the
car wash, that end of the street park all day every day.
Being in Wilberforce Ave, there are no boats or trailers causing a problem. The main
problem is the school drop off and pick up times being very chaotic particularly around
Spencer Lane which should be made one way the same as Albemarle and Dover lane.
Discussion
The various issues raised by the residents in relation to issues relating to Rose Bay Public School
will be investigated and discussed with the school.
Rose Bay Primary School did not support the proposal as the parking restrictions would impact on
the school staff who park in Albemarle Avenue and Wilberforce Avenue.

57% of the respondents from Albemarle Avenue supported the parking restrictions proposed and
43% were opposed to the changes. There was no clear majority.
50% of the respondents from Wilberforce Avenue supported the parking restrictions proposed and
50% were opposed to the changes. There was no clear majority.
Conclusion
Based on the feedback received from local residents and Rose Bay Primary School, it is
recommended that the proposed parking restrictions not be installed in Albemarle Avenue and
Wilberforce Avenue at this time.

Resident Permit Parking Scheme
Albemarle Avenue & Wilberforce Avenue, Rose Bay
Council’s Community and Environment Committee would like your views on the introduction of part
time resident parking restrictions in your street. Council has received representations from local
residents and Rose Bay Primary School in relation to parking and pedestrian safety issues created by
boats/trailers parked in your street. It is our understanding that the boats/trailers are parked in your
street for extended periods without moving.
In order to discourage boat/trailer parking in your street, Council is proposing to implement timed
parking restrictions on Monday between 9am and 11am i.e. “1P 9am – 11am Monday Permit Holders
Excepted”. Residents with permits will be able to park for longer than 1 hour on Monday between
9am and 11am. The streets will remain unrestricted outside these times.
The attached questionnaire will provide us with information in relation to your current parking
situation and your views on this proposal.
When completing this questionnaire, it is important to consider the eligibility requirements for a
Resident Parking Permit. The number of permits residents can apply for is dependent on the number
of vehicles registered to the address and the number of vehicles that can be parked off-street at the
address. There is a cap of two permits per property and this is reduced by the number of vehicles that
can be parked off-street. Therefore a property with two or more off-street parking spaces would not be
eligible for any Resident Parking Permits. Please note that when considering Resident Parking Permit
entitlements, the size of the off-street parking space/s, the difficultly of parking in the space/s and/or
the size of the resident's vehicle will not be taken into consideration. The table below details eligibility

Council has also recently introduced a Visitor Parking Permit scheme. Vehicles that display this
permit are able to park in resident parking areas and not be subject to the time restriction. Each
residential property is entitled to 10 Visitor Permits per year, and each permit is valid for one day.
