Welcome,

Our 2017 budget discussions have concluded with a 2.985% tax increase.

Staff and Council worked diligently and effectively to maximize projects

while continuing to be fiscally responsible. You can look forward to the

many projects planned for 2017 including trail enhancements, road and

sidewalk upgrades (Township wide), Canada 150 celebrations and another

Community Information Forum.

I commend our Public Works Department for their hard work this winter,

clearing the snow to keep the travelling public safe.

The Township has launched our new interactive website, designed to be us-

er friendly. Please take the time to visit this site at www.wellesley.ca. We

look forward to your feedback.

One of the best demonstrations of the Township of Wellesley's positive

quality of life is when we are able to share our blessings and talents with

others. The Township of Wellesley is an ideal community to live, work and

play.

In conclusion, I would like to encourage residents to continue to contact me

BUILDING DEPARTMENT

The Building Department is responsible for enforcing the Building

Code and processing and evaluating building permit applications. A

major part of the Building Department’s responsibilities involve the

review of building permit drawings and conducting inspections to en-

sure compliance with the Ontario Building Code. For additional infor-

mation on obtaining a building permit or to book an inspection please

call the Building Permit Coordinator at (519) 699-3947 or for general

information visit our website at www.wellesley.ca.

CALL BEFORE YOU DIG

If you are installing a fence or doing other works on your property

where you will be digging, please ensure that you contact Ontario One

Call: 1-800-400-2255 and acquire the necessary locates. Please note

that most utilities will require a minimum two weeks to process your

request for locates.

BUILDING AND POOL PERMITS

Did you know that Building permits are required for decks that are

more than 24” above grade, sheds and accessory buildings with floor

areas greater than 108 sq.ft., and for the installation of new plumbing?

Pool permits are required for pools which have the ability to hold 31.5”

or more of water, including portable or inflatable pools. For a com-

plete list of projects that may or may not require a building permit you

can visit our website at www.wellesley.ca. or contact us at (519) 699-

3947.

FINAL INSPECTIONS

Have you completed any building projects that you have not received a

final inspection for? Open building permits may create complications

during the sale of your property. Please contact the Building Permit

Coordinator at 519-699-3947 to see if a final inspection has been com-

pleted for your project(s) or to book a final inspection.

Get Involved in Your Community Whatever your interest, there are a number of ways for you to get in-volved in your commu-nity. Wellesley is the home to numerous vol-unteer run organizations that offer programs, spe-cial events and under-take community projects to make our community a better place to work, live and play.

2017 WASTE COLLECTION

If you wish to appear as a delegation before Council, contact the Clerk’s Department with the date you

would like to appear along with a detailed summary of the subject. All requests must be received by

the Clerk prior to the agenda deadline of 12 noon on the Wednesday before the scheduled Meeting.

Requests can be submitted via phone 519-699-3946 or by email [email protected]. Our Council

Chambers is equipped with a projector, screen and laptop.

REGISTER AS A DELEGATION

By-law Enforcement Services is responsible for the enforcement of By-laws passed by the Council of the Township of Wellesley as well as certain Provincial Legislation. The Township’s By-law Enforce-ment Officer works on a complaint basis and is committed to the delivery of professional by-law en-forcement in a timely and effective manner. The goal of the Township is to achieve compliance with municipal by-laws through education and mediation first, and through enforcement and prosecution where necessary. Our Officer strives to enforce the municipal by-laws in a fair and consistent manner.

Changes to Curbside Collection are taking effect March 2017. Garbage collection will be reduced to a bi-weekly basis with weekly blue box and green bin collection. The new collection day for Wellesley Town-ship is Wednesday. Please refer to the 2017 Collection Calendar mailed to each household earlier this year for more information. If you did not receive a 2017 Collection Calendar please contact the Region of Waterloo or call the twenty four hour phone line at 519-575-4400 for more infor-mation.

Waste Management is giving away free blue boxes to help residents get ready for gar-bage collection every second week starting in March, and make sure all recyclables are diverted from the landfill. Residents participating in the Region of Waterloo's Blue Box program can pick up a free, large "containers only" blue box during regular business hours (Monday to Fri-day 8:30 a.m. to 4:30 p.m.) at the Township Administrative Office, while supplies last.

There may be times when residents have more garbage than the bag limit allows. Bag Tags will be available for purchase through the Township Administration Office or online through the Region of Waterloo. These tags are attached to the extra bags and allow for the convenience of curbside collection of extra items.

ANIMAL CONTROL

Maintaining and renewing your dog’s identification tag is a sure sign of a responsible owner and a truly loved family member. Your furry family member will be easily identified and quickly returned home if their tag is securely attached to their collar when found. Tags are available for purchase online or in person at our Administration Office during regular business hours (Monday to Friday 8:30 a.m. to 4:30 p.m.). To be compliant with the Township By-law purchase your 2017 dog tag today.

During the spring thaw, some Township roads may become too soft and un-stable to withstand the weight of a fully loaded truck, regardless of the axles. In an effort to reduce damage to the roads during spring thaw, from March 1 to April 30 each year, the Township restricts vehicles to half loads (5 tonnes per axle) as per schedule “A” in the Reduced Load By-law. Please assist us in reducing repairs to our road system by not having heavy deliveries to your property during this time of year. DUST SUPPRESSANT

Dust suppressants are applied once annually to Municipal roads to assist in controlling dust. Effectiveness of dust suppressants are maximized when moisture is present for the dust suppressant to bond with, and to create a seal on the surface of a gravel road. When moisture is not pre-sent, (due to prolonged dry periods) the effectiveness of the dust suppres-sants can be reduced. The Township of Wellesley applies dust suppres-sants at the optimum time of the year in order to maximize the creation of a seal on the surface. Re-application of dust suppressants, particularly late in the year, has been found to be ineffective. Suppliers of the dust suppressants generally do not recommend reapplication during dry peri-ods. Without the presence of appropriate moisture, the products are found not to perform as desired, and therefore, do not represent value for the expenditure. The Township of Wellesley regularly reviews application rates.

REDUCED LOAD

With the arrival of 2017, the Township of Wellesley Public Works Depart-ment is gearing up for another busy construction season. Several road re-habilitation projects are scheduled for this year along with ongoing rou-tine maintenance. The Public Works Department would like to remind motorists to please slow down when approaching construction zones or crews and equipment who are working on the roadways. STREET SWEEPING

The Township of Wellesley street sweeping services should commence sometime around mid-April and continue through to mid-May, 2017, weather permitting. It is requested that vehicles not be parked on the streets during this period. If it becomes necessary to park a vehicle on a street and the owner/driver notices a street sweeper working in that area, it would be appreciated if the vehicle can be removed immediately so that the street can be swept properly at that time.

Our primary goals while enforcing municipal by-laws include: ensuring public safety; maintaining community standards which contribute to qual-ity of life and community; and managing behavioral and nuisance issues to promote a harmonious living environment

All payments received after the due dates will carry a penalty of 1.25% for late payment.

FINANCE DEPARTMENT PROPERTY TAXES

A Community Improvement Plan (CIP) Project has been initiated by the

Township of Wellesley. The goal of the CIP will be to encourage private

sector investment and the beautification and revitalization of lands within

the Villages of Wellesley and St. Clements.

A Community Improvement Plan is a land use planning and economic

development tool that provides a framework for revitalizing and beautify-

ing defined areas. It does so by encouraging private sector investment

and identifying capital improvements and initiatives that may be priori-

tized and undertaken by the Township. Importantly, once a CIP is put

into place, the Township is able to provide financial incentives (i.e., grants/loans) to eligible land-

owners/tenants to help with physical improvements to private property.

Phase one of the CIP project is complete and the options report can be viewed at www.wellesley.ca.

We are looking for comments, suggestions and community input on the options that you want to

see included in the CIP.

The Township has launched a new website which retains the address of www.wellesley.ca. There are several new features to assist residents with day to day errands and special occasions. Subscribe to news, events or spe-cific pages to keep up to date. Highlights of the Township’s new website include graphic home page, with dynamic links to the Township’s social media, news and notices, and the most frequently accessed services, a responsive design accommodates desktop computers and laptops as well as tablets and mobile devices, com-pliance with Accessibility for Ontarians with Disabilities Act (AODA) re-quirements for websites required by the Province of Ontario, a powerful Google search function and a streamlined navigation and content structure that makes the site more user-friendly and easier to navigate.
