A. INTRODUCTION1. PROJECT HISTORYOnDecember18,1996,thecityofLasVegasCityCounciladoptedtheNorthwestAreaGeneralPlanAmendment.Thislanduseplanningdocu-mentmadeprovisionsforaTownCenter.Additionally,itestablishedarequirementtodevelopanimplementationplanwhichwouldestablishdetailed regulations, standards, conditions and programs on a more definedscalethanalanduseplanofaGeneralPlancouldprovide.Theareacoveredbythe1996LandUsePlanisdepictedonMapThreeoftheCentennialHillsSectorPlan,thecurrentPlanthatcoversthenorthwest,asTownCenter.
Thisdocument,“TheTownCenterDevelopmentStandardsManual,”implementstheTownCenterMasterPlanasaguidefordevelopmentoftheTownCenterplanarea.Throughitsmapsandtext,itincorporatesregulationsanddevelopmentstandardsaffectingtheuseoflandwithinthe Plan area.
2. PURPOSE OF THIS MANUALTheTownCenter(T-C)District(Section19.10.060oftheUnifiedDevelopmentCode)requiresaLandUsePlanwhichidentifiesgenerallandusedesignations,transportationnetworks,openspaceandcommu-nityfacilitiesfordevelopmentswithinTownCenter.TheT-CDistrictalsorequiresthedevelopmentofstandardswhichestablishrequirementsforcommercialintensities,residentialdensities,buildingheightandsetbacks,signage,landscaping,parkingandopenspacerequirements,aswellasproceduresforsiteplanreview.
TheseDevelopmentStandardshavebeenpreparedinaccordancewiththeabovementionedrequirementsandthisdocumenthasbeenadoptedbyreferenceandmadeapartoftheT-CZoningDistrictregulationsfortheTownCenter.Thepurposeofthesestandardsistoprovideminimumre-quirementsfordevelopmentanduseswithinTownCenter.Architecture,engineering,landscapingplansandsignageprogramswillbereviewedbytheCitypriortoapproval.Thedesigncriteria,withinthesestandards,willprovideadditionalguidanceforthedeveloperandfacilitatetheCity’sreviewprocess.

3. RELATIONSHIP TO OTHER DOCUMENTSTheTownCenterDevelopmentStandardsManualistheprimarydocu-mentforusebyallentitiesundertakinganyimprovements,participatingbuilders,individualbusinessownersandhomeowners,includingtheirrespectivesub-associations.
AlldevelopmentplansshallcomplywiththeadoptedTownCenterDevelopmentStandardsaswellasallotherapplicableregulationsinthe city, county, state and federal jurisdictions. These Standards are not intendedtooverrideorcontradicttheLasVegasMunicipalCodeorotherrequirements.Wheredifferencesoccur,themoststringentshallapplyinall cases.
With regard to any issue pertaining to land use and development that is notaddressedorprovidedforspecificallyinthesestandardsorbyade-velopment agreement entered into pursuant to LVMC 19.16.150 and NRS 278.0201throughNRS278.0207,theapplicableregulationsandstandardscontainedintheUnifiedDevelopmentCodeofthecityofLasVegaswillapply.
4. PROCEDURETheTownCenterDevelopmentStandardManualshallbeonfileintheofficeoftheCityClerkandintheDepartment.
A. Revisions to Development StandardsTheTownCenterDevelopmentStandardsManualmaybeamendedfromtimetotimebyordinanceorbyresolutionoftheCityCouncilperLVMC19.16.220.
B. Modification of the Land Use MapExceptasotherwiseprovidedinthisParagraph(B),anyrequestbyoronbehalfofthepropertyowner,oranyproposalbytheCity,tomodifyalandusedistrictasdepictedonMap4TownCenterLandUse,shallbefiledwiththeDepartmentinaccordancewiththeproce-duresandstandardsapplicabletoarezoningapplicationassetforthinLVMC19.16.090.TheMontecito(MC-TC)landusedesignationshall

belimitedtotheboundariesofMontecito(MC-TC)asdepictedinMapFour.TheboundariesoftheMC-TCDistrictmaynotbeexpanded,andnorequesttomodifytheDistrictbeyondthedepictedboundarieswillbeacceptedorprocessed.
C. Waiver – Distance SeparationDistancesreferredtointhesestandardsshallbemeasuredinastraightlinefromthepropertylineoftheusethatmaybeadverselyaffected,tothepropertylineoftheusethatmaycausetheadverseeffect.
Awaiverofrequiredseparationrequirementsrequires:
1. AneighborhoodmeetingtobeheldpriortothepublichearingataplaceandtimeapprovedbytheDepartment.
2. Theapplicantshallprovidenoticetoallpropertyownerswithin1000feet,or1500feetifalcoholrelated,ofthesubjectproperty,thetime,placeandpurposeoftheneighborhoodmeetingbyU.S.Mail.
TheaboverequirementsmustbemetfollowingthesubmissionofanapplicationforaWaiverandaSpecialUsePermittotheDepartment.
D. Waiver – Development StandardsThestandardssetforthintheTownCenterDevelopmentStandardsManualareminimumrequirementsexceptasotherwiseprovidedinSectionB.4.A.4.withrespecttoSpecialUsePermitrequirements,awaiverofanyofthesestandardsmaybeapprovedupontherequestofanapplicantiftheapplicantcanshowthroughconvincingandsubstantialevidencethatthewaiverwillnotbecontrarytotheover-allpurposeandintentofthestandardsortheTownCenterLandUsePlan.AnapplicantmayrequestawaiverbyfollowingtheproceduresoutlinedinLVMC19.16.130.
E. Non-Conformity Resulting from City ActionRefertoLVMC19.14.090.

5. LAND USE HIERARCHYThefollowingLandUseDistrictsarefoundwithintheTownCenterPlanarea.Chapter3oftheCentennialHillsSectorPlandescribestheLandUseDistrictsproposedforeachparcelandMap4(CentennialHillsTownCenterLandUseMap)identifiesthelocationforeachofthelandusedistricts.The“PermittedUses”matrixinSectionB,“DevelopmentUses,”detailsthetypesofusesallowedineachofthedistricts.ThefollowingaregeneraldescriptionsofeachoftheUseDistrictsthatwillshapetheenvironmentex-pectedinTownCenter.TheTCsuffixmeansthattheseLandUsecategorieshavebeenmodifiedfortheTownCenter.
A. General Commercial (GC-TC):TheGeneralCommercialDistrictallowsalltypesofretail,service,officeandothergeneralbusinessusesofamoreintensecommercialcharacter.TheseuseswillnormallyrequireaSpecialUsePermitandwillcom-monly include limited outdoor display of product and lights or other characteristicsnotgenerallycompatiblewiththeadjoiningresidentialareaswithoutsignificanttransition.Examplesincludenewandusedcarsales,highwaycommercialusessuchashotelsandmotels,andtour-ist commercial uses such as resorts and recreational facilities.
Localsupportinglandusessuchasparks,otherpublicrecreationalfa-cilities,someschoolsandchurchesarealsoallowedinthisdistrict.
B. Service Commercial (SC-TC):TheServiceCommercialDistrictallowslowtomediumintensity retail, officeorothercommercialusesthatareintendedtoserveprimarilytheCentennial Hills area and do not include more intense general commer-cialcharacteristics.Examplesincludeneighborhoodshoppingcenters,theaters,bowlingalleysandotherplacesofpublicassemblyandpublic/quasi-publicuses.
Hotels,motelsandresortusesofalowerintensitymaybeallowedun-der certain conditions.
Localsupportinglandusessuchasparks,otherpublicrecreationalfacilities,someschoolsandchurchesarealsoallowedinthisdistrict.

C. Urban Center Mixed Use (UC-TC):TheintentoftheUrbanCenterMixedUseDistrictistoenabledevelop-mentwithimaginativesiteandbuildingdesignandmaximizetheuseoftheproperty.Thesedevelopmentsshouldhaveacompatiblemixtureof land uses and encourage employment opportunities and the provi-sion of goods and services to the Centennial Hills area of the City.
Localsupportinglandusessuchasparks,otherpublicrecreationalfa-cilities,someschoolsandchurchesarealsoallowedinthisdistrict.
D. Suburban Mixed Use (SX-TC):TheSuburbanMixedUseDistrictcanbecharacterizedasbeingsimi-lartothepreviouslydescribedServiceCommercialDistrictwiththeadditionofmediumdensityresidentialbeingapermitteduseandisintendedtoenabledevelopmentwithimaginativeadjacencystandards.Buildingandsitedesignswhichreflectamixtureofcompatiblelanduseshavingeitheraverticalorhorizontalcharacterwillmaximizeemployment and housing opportunities. This district also is more re-flectiveofsuburbandevelopmentthantheUrbanCenterMixedUsecategory.
Localsupportinglandusessuchasparks,otherpublicrecreationalfa-cilities,someschoolsandchurchesarealsoallowedinthisdistrict.
E. Main Street Mixed Use (MS-TC):ThepurposeoftheMainStreetMixedUseDistrictistocreateaneigh-borhoodwhichgeneratesasenseofplaceandafeelingofbeinginauniquesmalltownbusinessdistrict.
Thisdesignationisintendedtoencourageacohesivemixofinter-de-pendentuses,includingleisureshoppingandofficesonthemainfloorwithsimilarusesand/ormediumtohighdensityresidentialontheup-perfloor(s).Theobjectiveofthisdistrictistoprovideamenitieswhichare conducive to attracting pedestrian activity rather than automotive access.
Localsupportinglandusessuchasparks,otherpublicrecreationalfa-cilities,someschoolsandchurchesarealsoallowedinthisdistrict.

F. Employment Center Mixed Use (EC-TC):TheEmploymentCenterMixedUseDistrictisintendedtoaccommodateneedednon-pollutingandnon-nuisanceserviceswhich,undernormalcircumstances,wouldnototherwisebefoundinaCentralBusinessDistrict. Given the land use constraints of the Centennial Hills Sector Plan,fewopportunitiesforlightmanufacturingusesexistwithintheCentennial Hills sector of the City. Given the propensity for visual pol-lution,alluseswithinthedistrictarerequiredtobecompletelyself-containedwithinastructure,thusgivingtheappearanceofabusinesspark.TheEmploymentCenterMixedUseDistrictpermitsthebroadestspectrumofuseswithintheTownCenter;however,residentialopportu-nities are minimal.
Localsupportinglandusessuchasparks,otherpublicrecreationalfacili-ties,someschoolsandchurchesarealsoallowedinthisdistrict.
G. Low Density Residential (L-TC):TheLowDensityResidentialDistricthasadensityrangefrom3.5to5.5units per gross acre. This district permits single family detached homes, aswellasothermoreimaginativeLowDensityresidentialdevelopment,whichputsanemphasisuponcommonopenspace.
Localsupportinglandusessuchasparks,otherpublicrecreationalfacili-ties,schoolsandchurchesarealsoallowedinthisdistrict.
H. Medium Low Density Residential (ML- TC):
TheMediumLowDensityResidentialDistricthasadensityrangefrom5.6to8dwellingunitspergrossacre.Thisdistrictpermitssinglefamilycompactlotsandzerolotlines,manufacturedhomeparksandresidentialplanned development.
Localsupportinglandusessuchasparks,otherpublicrecreationalfacili-ties,someschoolsandchurchesarealsoallowedinthisdistrict.

I. Medium Low Attached Density Residential (MLA-TC):
TheMediumLowAttachedDensityResidentialDistricthasadensityrangefrom8.1to12dwellingunitspergrossacre.Thisdistrictin-cludesavarietyofmulti-familyunitssuchasmulti-plexes,townhous-es,condominiumsandlowdensityapartments.ThiscategoryisanappropriateusefortheresidentialportionofaVillageCenterorTownCenter Area. It is also an appropriate transitional use.
Localsupportinglandusessuchasparks,otherpublicrecreationalfacilities,someschoolsandchurchesarealsoallowedinthisdistrict.
J. Medium Density Residential (M-TC):The Medium Density Residential District has a density range from 12 to25dwellingunitspergrossacre.TheintentoftheMediumDensityResidentialDistrictistoenabledevelopmentwithimaginativesiteandbuildingdesignandmaximizetheuseoftheproperty.ProjectswithintheM-TCdistrictshallplaceanemphasisonmaximizingus-ablecommonopenspace.
Localsupportinglandusessuchasparks,otherpublicrecreationalfacilities,someschoolsandchurchesarealsoallowedinthisdistrict.
Alimitednumberofcommercialusesarealsoallowedundercertaincircumstances.
K. Public Facilities (PF-TC):ThePublicFacilitiesDistrictisintendedtoaccommodateanypropertywhichisusedforaPublicand/orQuasi-Publicpurpose.Anyprojectwhichisownedandoperatedbyagovernmentalagency(e.g.schools)orisusedsolelybyanon-profitorganization(e.g.religiousfacility)qualifiesforthislandusedesignation.Utilityprojectscanalsoqual-ifyforthisdesignation,butmustadheretothedesignregulationsofTownCenter.

L. Montecito (MC-TC):TheMontecitoDistrictisintendedtobeamulti-useactivitycenterfocusedonwalkabilityandtheopportunityforresidentstohaveac-cesstoavarietyofdestinations.TheMontefitpDistrictisthemostappropriatearewithinCentennialHillsforlargescalemixed-useandmulti-usedevelopments,andisenvisionedashavingabalancedmixofoffice,retail,residentialandentertaimnetuses.WithinthisDIstricttherearenorigiddesignrequirements,butinsteadthefocusisontheinteractionbetweenthepublicandprivaterealm,easeofpedestriancirculation,andabundanceofopenspace.ThecentrallocationoftheMontecitoDistrictwithinTownCentersupportsmediumtohighden-sityandintensityofdiverseuses,whichareencouragedinordertocreateavibrantneighborhood.TheMontecitoDistrictshallbelimitedtotheboundariesofMontecity(MC-TC)asdepictedinMapFour.TheboundariesoftheMontecitoDistrictmaynotbeexpanded,andnorequesttomodifytheDistrictbeyondthedepictedboundarieswillbeaccepted or processed.

B. DEVELOPMENT USES1. PERMITTED USESThischapterindicateswhichusesarepermittedineachofthetwelve(12) LandUseDistricts.ThePermittedUsesMatrix(Table1)identifiesthemeansofpermittingeachlisteduse,whetherbyright,asaconditionaluse,bymeansofaspecialusepermit,orbymeansoftemporarycommer-cial permit.Intermsofanylandusedefinedbythesestandards,thefollowingshallapply:
A. With regard to any issue pertaining to land use and development thatmayariseinconnectionwiththeseDevelopmentStandardsandthatarenotaddressedorprovidedforspecificallyinthesestandards or a development agreement entered into pursuant to LVMC19.16.150andNRS278.0201throughNRS278.0207,theap-plicableregulationsandstandardscontainedinthecityofLasVegasUnifiedDevelopmentCodewillapply.
B. Usesnotspecificallyidentifiedshallnotbepermittedinareasother than indicated herein.
C. OtherusesmaybeaddedbyfollowingtheproceduresfoundinLVMC19.16.220.
D. Termswhichareusedinthesestandardsandarenotdefinedhere-inorinTitle19oftheLasVegasMunicipalCodeshallbegiventheirordinarymeaning,unlessthecontextrequiresorsuggestsotherwise.Incaseofambiguityoruncertaintyconcerningthemeaningofaparticularterm,whetherornotdefined,theDirectorshallhavetheauthoritytoassignaninterpretationwhichisconsis-tentwiththeintentandpurposeofthesestandards,oraninterpre-tationwhichisconsistentwithprevioususageorinterpretation.
E. DistanceseparationmaybecalculatedinaccordancewithSectionA-4C. F. Mechanicalandelectricalequipmentforanyuseshallbe
screenedfromviewperSectionB.5.Eofthesestandards. G. Loadingandserviceareasforanyuseshallbeconsistentwiththe
standards in Section B.5.C. of these standards.
2. PERMITTED USES MATRIX LEGEND A. PermittedUses(P): TheuseispermittedbyrightwithinthedesignatedLandUse
District.Thisdoesnotexcludeotheruseswhicharegenerally

considered accessory to the primary use. An accessory use or struc-turewhichiscustomarilyincidentaltotheprincipaluseorstruc-ture,andislocatedonthesamelotortractshallbepermittedasanaccessoryusewithoutbeingseparatelylistedasapermitteduse.Accessory uses may not occupy more than 30 percent (30%) of the grossfloorareautilizedbytheprimaryuse.
B. AccessoryUses(A): The use is permitted as an accessory use to a main use in the district.
Thisdoesnotexcludeotherlanduseswhicharegenerallyconsideredaccessory to the primary use.
C. ConditionalUses(C): Theuseispermittedsubjecttomeetingspecificconditions.These
conditionsarelistedfollowingthePermittedUseMatrixinSectionB.3ofthesestandards,labeled“ConditionalUses.”
D. SpecialUsePermits(S): CertainusesmaybepermittedinthedesignatedLandUsedistrict
onlyafterobtainingaSpecialUsePermitinaccordancewithLVMC19.16.110andcompliancewithspecificconditions.Theseconditionsarelistedas“MinimumRequirements”followingthePermittedUseMatrixinSectionB.4ofthesestandards,labeled“SpecialUsePermits.”Notwithstandingtheprevioustwosentences,useswithintheMontecitoDistrictwiththeexceptionof“MarijuanaDispensary”areexemptfromtheautomaticapplicationoftheminimumrequire-mentssetforthinSectionB.4.B.However,inconnectionwiththeconsideration of a special use permit application for a particular use withinthatDistrict,theapprovalofthespecialusepermitmaybeconditionedoncompliancewithanyofthelistedminimumrequire-ments,aswellascompliancewithanyotherconditionsdeemedap-propriate to mitigate the impact of the use.

3. CONDITIONAL USES
A. GeneralIn addition to the other requirements of these standards, the fol-lowingregulationsshallapplytoeachoftheusesindistrictswheretheyareindicatedwitha“C”inthePermittedUsesMatrix.TheConditionalUsesarelistedalphabeticallybelow.Exceptasotherwisespecificallyprovidedregardingaparticularuse,whennotalltheitemizedconditionscanbemet,aSpecialUsePermitisrequiredfortheuse.SpecialUsePermitapprovalmayrequireadditionalcondi-tionsbeyondthoseitemizedbelow.
B. Conditions
1) ANIMAL HOSPITAL, CLINIC OR SHELTER (WITH OUTSIDE PENS)
a. Animalsshallbeconfinedwithinanenclosedbuildingatalltimes.
b. Thebuildingshallbedesignedtoprovidecompletesoundbarriersandodorprotectionforadjacentproperties.
c. Rooms containing cages or pens are not permitted to have windows,doorsorotherpenetrationsonexteriorwallsadja-cent to residences.
2) AUTO PARTS (ACCESSORY INSTALLATION) a. AllconditionsforthisuseasspecifiedunderLVMCChapter
19.12mustbesatisfiedforconditionalapprovalofthisuse.Inaddition,thefollowingconditionsmustalsobesatisfied.
b. ThebuildingoccupiedbytheAutoPartsusemustbeatleast330feetfromthepropertyboundaryofanyadjacentlandcontainingexistingsingle-familyorcondominiumresi-dentialdevelopment,oranylanddesignatedtoallowthedevelopment of single-family or condominium residential development,orbeseparatedfromsuchexistingorpotentialresidentialareasbyanexistingtrail/bufferareawithamini-mumwidthof30feet.
c. Any vehicular doors must not face any adjacent land con-tainingexistingsingle-familyorcondominiumresidentialdevelopment,oranylanddesignatedtoallowthedevelop-ment of single-family or condominium residential develop-ment.

3) AUTO REPAIR GARAGE (MINOR) a. Allrepairandserviceworkshallbeperformedwithina
completelyenclosedbuilding. b. Openingstotheservicebaysshallnotfacepublicrights-of-
wayandshallbedesignedtominimizethevisualintrusioninto adjoining properties.
c. No used or discarded automotive parts or equipment shall belocatedinanyopenareaoutsideofanenclosedbuilding.
d. Nooutsidestorageofstock,equipmentorresidualusedequipment is permitted.
e. Alldisabledvehiclesshallbestoredinanareawhichisscreenedfromviewfromthesurroundingpropertiesandadjoiningstreets.Vehiclesshallnotbestoredontheprop-erty longer than 45 days.
4) AUTO SMOG CHECK a. Allserviceshallbeperformedwithinacompletelyenclosed
structure. b. IfconductedasanaccessoryuseofaServiceStationoran
AutoRepair(MajororMinor),thefacilityshallbedesignedtobearchitecturallycompatiblewiththeprimarybuildingon the site.
c. Whenoperatedasaprimaryuse,nootherautomobilerepairshallbepermittedinconjunctionwiththefacility.
d. Norequiredparkingspacesshallbeusedoreliminatedtoprovide the facility.
e. Any permanent structure shall have a Site Development PlanReview,perLVMC19.16.100.
f. Servicebaydoorsshallnotfacepublicrightofwayandshallremainclosedexcepttoallowtheentryorexitofvehicles.
5) BOAT & TRAILER DEALERSHIP (NEW AND USED) a. Salesmayincludeanoutdoorusedboatsaleslotwhenoper-
atedbyafranchised,newboatdealer.Theusedboatsalesshallbelocateddirectlyadjacenttothenewboatsalesandservicefacilityandbeoperatedasanincidentaluse.
b. Theinstallationanduseofanoutsidepublicaddressorbellsystemisprohibited.
c. No used or discarded automotive parts or equipment shall belocatedinanyopenareaoutsideofanenclosedbuilding.
d. Allexteriorlightingshallbescreenedorotherwisedesignedso as not to shine directly onto any adjacent parcel of land.

e. Allaccessoryservicesshallbeperformedinsideanenclosedstructure.

6) BUILDING AND LANDSCAPE MATERIAL/LUMBER YARD
a. Outdoorstorageshallbescreenedfromviewofadjacentproperties and streets.
b. Outdoorlightingshallbedesignedastonotshinedirectlyontoanyabuttingresidentialproperty.
7) CAR WASH, FULL SERVICE OR AUTO DETAILING a. Theuseshallcomplywithallminimumconditions,stan-
dardsandrequirementsapplicabletotheuse“CarWash,FullServiceorAutoDetailing,”asthatuseispermittedbymeansofconditionalapprovalunderLVMCChapter19.12.
8) CARETAKERS/DOMESTIC QUARTERS OR SECURITY UNIT
a. Unitshallnotbeonthegroundfloor. b. Acaretakerordomesticunitshallbedesignedtocontainbed-
room,bathroom,kitchenandotherlivingspace,providedtheliving quarters are attached to and have interior access to the main structure.
c. Theunitshallonlybeoccupiedbyacaretakeroremployeeoftheoccupantofthemaindwelling.
9) CEMETERY/MAUSOLEUM a. Theuseshallcomplywithallminimumconditions,stan-
dardsandrequirementsapplicabletotheuse“Cemetery/Mausoleum,”asthatuseispermittedbymeansofcondi-tionalapprovalunderLVMCChapter19.12.
10) CHURCH/HOUSE OF WORSHIP a. Activities such as religious services, religious instruction,
churchclubactivitiesandsimilaractivitiesareallowed. b. Functions,suchaschildcarefacilities,formaleducational
programs, preschool classes and similar related activities which,intheopinionoftheDirector,areancillarytothe

4. SPECIAL USE PERMITS
A. GENERALUsesrequiringaSpecialUsePermitaredeemedasbeingpotentiallyincompatiblewiththeTownCenterconceptandthoseuseswillthere-forebeconditionedtoensurecompatibility.
1) TheusesinSectionB.4.BrequireaSpecialUsePermitandhavebaserequirementswhichmustbemetpriortoapprovaloftheSpecialUsePermit,totheextentthoserequirementsdonotrep-resent ongoing or post-approval requirements. In the Permitted UsesTable,theseusesmaybeindicatedbyan“S.”
2) For each use listed in Section B.4.B, the conditions and require-mentslistedbelowtheusearetheminimumconditionsandre-quirementsfortheapproval(andcontinuedexercise)ofaSpecialUsePermitforthatuse.Additionalconditionsmayalsobere-quiredduringthepublichearingprocesstoensurecompatibilityof that use in relation to surrounding uses and the pattern of de-velopment.
3) SpecialUsePermitsforusethatdonothaveminimumrequire-ments listed in Section B.4.B may have conditions placed on the proposeduseduringthepublichearingprocess.
4) Whenever the conditions and requirements for a particular use listed in Section B.4.B include a condition that the use shall com-plywithallminimumconditions,standardsandrequirementsapplicabletothatuse,asthatuseispermittedbymeansofaSpecialUsePermitunderLVMCChapter19.12,thatparticularrequirementbyitselfisnotwaivableunderthisManualorpursu-anttoLVMCTitle19.However,individualandparticularmini-mumspecialusepermitrequirementsestablishedunderLVMCChapter19.12maybewaivedifwaivableunderthatChapter.
5) TheusesthatarepermittedbymeansofSpecialUsePermit.togetherwiththeircorrespondingminimumconditionsandre-quirements,aresetforthinSectionB.4.Balphabetically.

1) Building construction methods shall incorporate sound barriersandodorprotectionfortheadjacentproperty.
2) Pensshallnotbeplacedimmediatelyadjacenttoorwithin330feetofaresidentialuse.
3) AUTO PARTS (ACCESSORY INSTALLATION) a. AllconditionsforthisuseasspecifiedunderLVMCChapter
19.12mustbesatisfiedfortheissuanceofaSpecialUsePermitforthisuse.Inaddition,thefollowingminimumre-quirementsmustalsobesatisfied.
b. ThebuildingoccupiedbytheAutoPartsusemustbeatleast330feetfromthepropertyboundaryofanyadjacentlandcontainingexistingsingle-familyorcondominiumresi-dentialdevelopment,oranylanddesignatedtoallowthedevelopment of single-family or condominium residential development,orbeseparatedfromsuchexistingorpotentialresidentialareasbyanexistingtrail/bufferareawithamini-mumwidthof30feet.

1. Whenpartofalargerstructure,standardsetbackrequirementsshallapplytothefastfoodbusinesses.
2. Whenfastfoodbuildingsarefreestandingstructures,theyshallbesetbackanadditional10feetfromtherequiredsetbacktopro-videamoresubstantiallandscapebuffer.

2. Allserviceandloadingareasshallbepositionedsothatservicevehicleswillnotdisrupttrafficfloworparkinglotoperations.
3. Noservice,storage,maintenanceorloadingareamayextendintoasetbackarea.
4. AllserviceandloadingareaswithintheMainStreetDistrictshallbelocatedinprivatelyowned,mid-blockalleyways.

D. Malls and Mini-Malls 1. Commercialgroupingssuchasmallsandmini-mallsshallbede-
signedtoemphasizesafepedestriancirculationandconvenientparking.Parkingareas,whennoparkingstructureisprovided,shallbeconsolidatedinonecentralspaceandlandscapedaccord-ingtothestandardsofthecityofLasVegas.
2. Commercialbuildingsshallbelocatedaroundthemainparkingareaandbeadjacenttoalandscapebuffer.Wheninternalstreetsareprovided,commercialbuildingsshallbedirectlyadjacenttothese streets to form a street edge and facilitate pedestrian con-nectionbetweenthebuildings.Outdoorextensionofanycom-mercialbusinessisrecommendedtoactivatepedestrianinterestandreducevehiculartraffic.
E. Mechanical and Electrical EquipmentMechanical and electrical equipment, solar collectors, satellite dishes andanyothercommunicationequipment,excludingcommunicationtowersandantennas,shallbeconcealedfromviewofpublicstreetsandneighboringproperties,andallparkingareas.
Wirelesscommunicationantennasshallbeofadesign,andinstalledinsuchamanner,astoblendinwiththearchitectureanddesignofthebuildingorstructureonwhichtheyaremounted.
In the initial design stage of a development project, consideration shallbegiventoincorporatingmechanicalandelectricalequipmentintothearchitecturalformandlayoutoftheproposedbuildingtoreducetheneedforscreening.Wherereasonableheightparapetorscreenwallsareinsufficienttoprovidescreening,allequipmentshallbepaintedinaneutralcolortoblendwithroofingmaterialsorpara-petwalls.

C. Building Height, Stepbacks and Build-To Line Standards
Maximumbuildingheights,stepbackandbuild-to-linerequirementsareintendedtoensurethatstructureshaveconsistentheight,bulkand mass relationship to one another. All development shall conform totheheightrequirementsshowninFigures3through8.
1. Standards applicable for Figures 3 through 8 only. a. Stepbackrequirementsareintendedtoprovidevisuallyin-
terestingbuildingelevations,reducethestreetcanyoneffectandlessentheeffectofstrongwindsatthestreetlevel.AlldevelopmentshallconformtothestepbackrequirementsshowninFigures3through8.
b. AsshowninFigure8,buildingsalongprimarypedestriancorridorsmustabutthebuild-to-lineonthesideofthebuild-ingfacingthestreet.MinorvariationsmaybeapprovedbytheDepartmenttoallowthearticulationofdecorativefea-tures such as columns and pillars.
c. Build-to-linerequirementsapplyonlytothefirstthreestoriesorthefirst36feetofbuildingheight,whicheverisgreater.
d. 80percentofthegroundlevelusesinMixed-Usedistrictsshallbecommercial,retail,entertainmentorsimilaruses.The80percentusecalculationshallbebasedonthelinearstreetfrontageofeachbuilding.Theremaining20percentshallbeusedasopenspacesuchasaplaza,courtyard,patio,etc.
e. Doorways,porticoesorotherapprovedentrywaysshalloccuraminimumofevery50feetofbuildingfacadethatfrontsonastreetorplazaarea.
f. Outdoordiningareasandsidewalkcafesarestronglyen-couraged.

Exterior ColorsDevelopers are urged to concentrate richer and high quality materials onthegroundfloorofbuildingswithintheTownCenter.Toempha-sizethecontinuousplanecreatedbythestreet-wall,consistencyandcoordinationoftextureandcolorisessentialtomaintainahomog-enousstreetscape.Exteriormaterialssuchastuccoandsandblastedconcretemaybeusedwithasmoothfinish.Someminorareasoftheexteriormayhavealightlytexturedsurface.Largeareasofflatuni-formtexture,unarticulated,windowlessormono-colorbuildingfaceshouldbeavoided.
Theuseofcolorwilldramaticallyaffectthevisualappearanceofbuildings.Itwillaffecttheapparentscaleandproportionofbuild-ingsbyhighlightingarchitecturalelementssuchasdoors,windows,fascias,cornices,lintelsandsills.Colorwillalsobeasignificantele-ment in unifying and identifying individual developments to create a visuallycoherentstreetscape.Colormustbecarefullyconsideredinrelation to the overall design intent.
Carefulattentionshouldbegiventodevelopingapaletteofcolorusedoneachbuilding.Thepaletteisarangeofbasicandaccentcolorswhichmaybeused.Light,pastel,earthtoneandothercolorscommontotheLasVegasvalleyanditssurroundings,orthesouthwestregion,

shouldbeusedasabackgroundorfieldcolors.Accentcolorscanbeusedtohighlightbuildingelementsandtoreinforceappropriatescaleand proportion. The selected palette should promote a selection of colorstakenfromthenaturallandscapeandusedinthesamepropor-tion as in their natural element.
2. ON-SITE AND OFF-SITE IMPROVEMENT
A. Fences and Walls 1. Perimeterwalls,fences,screenandretainingwallsshallbede-
signedandconstructedinconformancewithTownCenterset-backrequirements.
2. Perimeterandretainingwallsshallbecomposedof100percentdecorativematerialinaccordancewiththestandardsofthecityofLasVegasandshallinclude20percentcontrastingmaterialandcolor.Neithercontrastingtextureofthesamematerialnorlighttodarkvariationsofthesamecolorarepermitted.
3. Acombinationofa2’-10”lowmasonrywallwitha3’-2”wroughtiron fence is the required design in commercial districts (See Figure 11).
4. ChainlinkfencesarenotpermittedwithintheTownCenterex-ceptontemporaryconstructionsitesafterobtainingaTemporaryCommercial Permit.
5. RazorwireandbarbedwirearenotpermittedwithintheTownCenter.
6. Subdivisionperimeterwallswithretainingwallswithaheightofgreaterthansixfeetshallbedesignedwithaminimumfivefootwidelandscapeplanterasabuffer(Figure10).
7. WhenabuttingI-215orU.S.95,therequirementforoffsetbetweenthescreenwallandretainingwallisnotrequired.
8. WallheightshallbeinaccordancewithLVMC19.08.040(G).
B. LandscapingThese standards are intended to assist the designer in achieving a qualitydesignthatwillenhancethedevelopmentofTownCenter.Withthesestandards,developmentswillhavetheappearanceofhighquality,designcompatibilitywillbeassured,waterwillbeconservedandtheoverallvalueofTownCenterwillbeenhanced.
Allrequiredlandscapingshallbeinstalledassoonaspermittedbystandardseasonalplantingpractices.Deadvegetationshallbe

promptlyremovedandreplaced,basedonstandardseasonalplantingpractices,withhealthy,livingplantsinalllandscapedareas.
AlllandscapedareasshallbelandscapedwithacombinationofplantmaterialstolerantoftheLasVegasclimate.TheSouthernNevadaRegionalPlanningCoalitionRegionalPlantListisrecommendedtodesigners as a resource of climate tolerant plant materials.
1. StreettreesshallbeplantedalongeverystreetwithinTownCenterandshallbeincludedinallplansforstreetimprovementsinaccordancewiththeTownCenterStreetHierarchy.
2. FourtypesoftreesshallbeusedincombinationthroughoutTownCenterperimeterlandscapebufferareas:
a. PalmTree: WashingtoniaRobustaHybrid(MexicanFanPalm),atleast
25 feet in height at the time of installation. b. ShadeTree: FraxinusVelutinaRioGrande(RioGrandeAsh),atleast36
inchboxorgreaterinsize,withaminimumthreeinchcali-perdiameteratsixinchesabovegradeattimeofinstallation.
c. AccentTree: ChitalpaTashkentensis(Chitalpa),atleast36inchboxor
greaterinsize,withaminimumthreeinchcaliperdiameteratsixinchesabovegradeattimeofinstallation.
d. FloweringTree: RobiniaAmbigua“PurpleRobe”(PurpleRobeLocust),at
least36inchboxorgreaterinsize,withaminimumthreeinchcaliperdiameteratsixinchesabovegradeattimeof installation.
3. Internallandscapedareasmayhaveanytreetypeasspecifiedonthe approved landscape plan for the site provided they are con-sistentwiththeSouthernNevadaRegionalPlanningCoalitionRegionalPlantList.
4. To determine the required theme and planting rhythm along a particular street, refer to the Streetscape Design Standards.
5. Requiredstreettreesshallbeplantedwithintheamenityzoneand regularly spaced. A tree grate measuring four feet square maybeinstalledatthebaseofeachtreewithintheUrbanCenterandMainStreetMixed-UseDistrictsonly.Alltreeswithintheamenityzonesofthesedistricts,exceptalongthoseportionsofElkhornRoad,DurangoDrive,andtheLoopandFrontageroads,willhavethestandarddecorativecastirongratesillustratedin

Theoveralllandscapetrailwidthshallbenolessthan9’-0”withameanderingpathnolessthan7’-6”inwidth.Thetrailpathshallbeconstructedofcompacteddecomposedgraniteorsimilarmate-rialasapprovedbythePublicWorksDepartment.
Theentirearea,fromthebackofcurbtotheNDOTright-of-way,shallbelandscapedtoprovideaminimumof60percentgroundcoveragewithwaterefficientmaterialandwithatleastone24-inchboxtreeforevery650squarefeetoftotallandscape,inaddi-tion to the required street trees.
7. Maintenanceofmedians,amenityzonesandlandscapedtrailsshallbetheresponsibilityoftheadjacentpropertyowners,de-

sizetree(minimumof11/2”calipermeasuredat41/2”abovethetopoftherootball)deciduousorevergreenshadetreeforeverysixuncoveredparkingspaces,orfractionthereof,andbelocatedinplantersasdescribedbelow.Thisrequirement is in addition to all other required landscaping trees.

d. Whereseparatingtworowsofparking,thelengthoftheplantershallbeequaltothelengthoftheparkingrow.Thistypeofplantershallprovideaminimumofone24-inchboxshade tree no less than every 30 feet on-center.
e. Theplanterislandsshallincludeatwoinchlayerofgroundcoverorrockmulch,andaminimumoffiveshrubsoffivegallonsize,andfiveshrubsorplantsofonegallonsizemini-mumpereach24-inchboxtreeprovided.
f. Theparkinglotplantersshallbeirrigatedwithdripirriga-tion only.
9. IntheSC-TC,GC-TC,SX-TC,andEC-TCdistricts,a15-footwideamenityzone,inadditiontothewidthofanydetachedorat-tachedsidewalk,shallbeprovidedbetweentheright-of-wayandtheproposeduse.Thislandscapeplantermaycontainorallowthefollowinguses:
a. Publicutilityeasements(opensurfacedrainageeasementcannot occupy more than 30 percent of the landscape plant-er).
b. Mechanicalinstallations,providedthattheydonotencroachmorethanfivefeetintothelandscapeplanter.Suchequip-mentshallbe100percentscreenedwithlandscapematerialfromanyviewanglefromapublicright-of-way.
c. Parkingareas,providedtheydonotencroachmorethanfivefeetintothelandscapeplanter,andnotexceed15percentofthe total landscape planter area. In all cases, the landscap-ingrequirementsfortheparkingareashallbeinadditiontothe landscaping requirements of the planter.
10. Openaircourtyards,plazas,openspace,patiosandgatheringplaces,togetherwithpublicamenitiessuchasfountains,arbors,

arcades,cloistersandlandscapedcorridors,pathsorlanes,willberequiredofallprojects.Combinationsofsuchfeatureswillsatisfy,inpart,the20percentopenspacerequirementinLVMC19.10.060(E).Theparkinglotlandscaping,landscapedareas,buf-fersandlandscapinginsetbackareas,togetherwiththeabove,willaccountfortherequiredopenspace.Developmentsshallbedesigned to enhance pedestrian activity.
PlanssubmittedfordevelopmentreviewshallincludeanalysisofproposedlandscapingtoascertaincompliancewithLVMC 19.10.060 (E).
11. The 20 percent open space requirement in LVMC 19.10.060 (E) shallbeappliedtotheGC-TC,SC-TC,UC-TC,SX-TC,MS-TC,andEC-TC,andMC-TCdistrictsofTownCenter.
C. Special Pavement and Sidewalk Treatments
AspecialpavingpatternisestablishedandrequiredfortheTownCenter as a unifying element for pedestrian enjoyment. The typi-calpatterniscomposedofthreemajorelements:anamenityzone,thesidewalkandtheaccentpatternsatstreetintersectionsanddriveways.ThesetreatmentsshallbeincorporatedinallstreetscapedesignsfortheParkway,Arterial,Main,LoopRoad,FrontageRoad,TertiaryandCollectorstreettypesinTownCenter.
Thefollowingparagraphsdescribetherequireddesigncharacteristicsof each of these elements.
1. TheAmenityZone:Thiszoneisdirectlyadjacenttothecurbline.Itcontainsadarkgraydesignpatterncomposedofsealedcon-creteonalightgraybackground,asdepictedinFigure14.Thisconcreteareashallbenolessthan15feetlongandspacedamini-mum of 105 feet on-center or every three trees.
2. TheSidewalk:Thewidthofthesidewalkvariesfromtheedgeoftheamenityzonetothefaceofthebuilding,includingallre-quiredsidewalkeasements.A2’6”squaregridscoringshallbedesignedonalightgraybroomedconcretefinish,asdepictedinFigure 14.

usedasanoutdoorextensionoftheadjacentbusinessforbuild-ingarticulation,patios,courtyardsorotherpublicandpedestrianuses only.
2. Whenalandscapedopenspaceisprovidedwithinthesetback,itshallbenolessthan2,000squarefeetinsizeandshallprovidesuchamenitiesasbenchesandrecirculatingwaterfountains.
3. Allsetbacksaremeasuredfromthestreetright-of-wayline. 4. Wherethesestandardsarenotapplicable,cityofLasVegasCodes
and Regulations shall apply.
E. Street LightingTownCentershallhavetwotypesofstreetlighting.Thesearestan-dard street lights and decorative lights (see Figures 15 and 16). Both overheadanddecorativelightsshallbeincorporatedintothedesignof street improvements. The design of the lights and the pattern of theirplacementarepartoftheoveralldesignfortheTownCenter.Therefore,specialattentionshallbeplacedonmaintainingaconsis-tentspacingrhythm.Inaddition,thefollowingstandardsapply:
1. Street lights are intended to reinforce the hierarchical street sys-tem.Therefore,lightsintheright-of-wayassociatedwithindi-vidualdevelopmentsareprohibited.
2. Overheadlights,illustratedinFigure15,shallbeinstalledinconformancewiththeUniformStandardSpecificationsofPublicWorksfortheConstructionofOff-SiteImprovements.
3. Decorativelightsshallbeplacedinadistinctive,clearly-definedgeometricpatternwithregularspacing.Thistypeoflightisillus-trated in Figure 16.
F. Street FurnitureThedesignofstreetfurnituresuchasbenches,bicycleracks,trashreceptacles,newspaperracksandinformationpanelswithinTown

Centershallcoordinatewithallotherstreetfurnitureinsize,shape,color and style. All street furniture elements shall conform to Figures 17and18.
G. Parking StandardsParkingareas,lotsandotherfacilitieswithinTownCentershallcom-plywithLVMCTitle19andthefollowingprovisions:
1. On-streetparkingshallnotcountinmeetingtherequirementforthenumberofparkingspaces.Limitedon-streetparkingmaybeprovidedasareserveforshort-termparkingorforserviceanddelivery purposes.
2. Multiple-userparkingstructuresarethepreferredmethodforprovidingadequateparkingandspecialconsiderationwillbegivenforsharedparkingwithinastructure.
3. Above-gradeparkingstructuresmustbesetbackanadditionaltenfeetfromtherequiredsetbacktoprovideasubstantialland-scapebuffer.Thisadditionalsetbackrequirementmaybewaivedfortheportionoftheparkingstructurethatincorporatesgroundfloorretailuses.
4. Theexteriorwallsofallparkingstructuresshallbedesignedtocomplementandcoordinatewiththearchitecturalformofthemainbuildingorsurroundingbuildings.Parkingstructuresshallappeartobeanintegralpartofthemainbuilding.Theintentistominimizethegarageappearanceofparkingstructuresthroughdesignswhichconformtotheaccompanyingdevelopment’sgen-eral architectural features.
5. Surfaceparkingshallbeseparatedfrombuildingsbysurfacetreatmentvariationsand/orgradeseparation.
6. Customerparkingspacesshallnotdirectlyabutbuildingsandshallbeseparatedbyaplanter/sidewalkarea.
7. Parkingfacilitiesshallbelocatedawayfromtheright-of-way,ontherearsideofthestructuretheyserve.Theyshallbeaccessedfromthebackalleywhenavailable.
8. Parkinglotsshallbelandscapedinaccordancewiththerequire-mentsofParagraphC.2.B.8ofthisManual.
9. Anyarea(s)dedicatedtosurfaceparkingshouldbelargeenoughtobeabletoaccommodateapotentialfuturebuildingorparkingstructure.
10. Acontinuousinternalpedestrianandhandicapaccessiblewalk-waymustbeprovidedfromtheperimeterpublicsidewalktothe

principalcustomerentrance.Thewalkwaymustbedistinguishedfromdrivingsurfacesthroughtheuseofspecialpavers,bricksorpatterned concrete, and raised slightly, to enhance pedestrian safety andtheattractivenessofthewalkway.
11. Whenbuildingsarelocatedatthefrontofasite,allparkingshallbelocatedtothesideorrearofbuildingsandawayfromthe street front unless the applicant can demonstrate that to do sowouldnotbefeasible.Parkinglotsshallnotbepermittedonstreet corners unless the applicant can demonstrate that to do so wouldnotbefeasible.
12. Parkinglotsshallbescreenedbybuildingsand/orlandscap-ing.Anyareaofaparkinglotwhichabutsapublicstreetshallbescreenedbylandscaping,decorativewallsandlandscapedbermswithaminimumheightofthreefeetabovethefinishedgradeattherearofthesetbackarea,oranycombinationthereof.Anyareaofaparkinglotwhichabutsapublicstreetshallbesetbackfromthe property line a minimum of 15 feet.
13. Well-landscaped,smallareaparkinglotsof120orfewervehiclesareencouraged.Allparkinglotsshallbeseparatedbywalk-waysnotlessthan15feetinwidth.Thewalkwaysshallconsistofafive-footpavedsidewalkwithafive-footplanteroneachside.Walkwaysshallprovidepedestrianaccess,acrossparkinglots, from the street to the uses along the rear of developments. (Seeaccompanyinggraphicentitled“ParkingLot.”)Parkingar-easshallbeaccessiblefromwalkwaysbyperiodicopeningsinthelandscaping.Parkingshallnotdirectlyabutanybuilding.SidewalksshallmeettherequirementsasfoundinSectionC.2.Cabove.Whenthetotalnumberofparkingspacesproposedforadevelopmentexceeds1,000,theapplicantshouldconsiderapark-ing structure as a means of reducing the amount of ground level parkingarea.
14. Additionalpedestrianlinkagesshouldbecreatedasnecessary

D. SINGLE-FAMILY RESIDENTIAL STANDARDS
TogetherwiththeapplicableResidentialDevelopmentStandardsfoundinLVMCChapter19.06,thefollowingshallbethestandardsforsingle-fam-ilysubdivisionswithpublicstreetsinthefutureresidentialdevelopmentareasinTownCenter.
1. SITE DESIGN a. Subdivisionlayoutisdictatedbytheoriginalparcellinesofthe
propertiespriortothepreparationofthesubdivision’sTentativeMap.
b. Housesshouldfacestreets,exceptifthestreetsareTownCenterArterials or Primary Arterials. No street should have a lot pe-rimeterwallseparatingtheright-of-wayfromprivatepropertyunlessthestreetisaTownCenterArterialorPrimaryArterialasdescribedinthesestandardsandhasalandscapedamenityzone.
c. On-streetparkingisafeatureofTownCenterResidentialCollectorandTownCenterCollectorstreets.Parkingonstreetmaynotsatisfyparkingrequirements.
d. Ifthelotiswideenough,thepreferredindividuallotlayoutshouldhavethegarageofthehomesetbehindthehomeintherearyard.Thegaragemaybeaccessiblebyadrivewaybeginningatthefrontofthehome.Alternatively,thegaragemaybesetbackorstaggeredbehindthefrontplaneofthehome.Shareddrive-waysbetweenhomesareencouraged.
e. Theentiresideyardsetbackmaybeusedononesideofthehome.Insuchcase,thehomenexttothedevelopinglotthatiscombiningallofitssideyardshallbepositionedsothatthehomeoritsminimumsideyardmayonlybeimmediatelyadjacenttothecombinedsideyard.SeethestandardsfortheR-CL(SingleFamilyCompact-Lot)DistrictinLVMC19.06.040.
f. Buildinglotsmaynotaccessstreetswithanoverallright-of-waywidthofgreaterthan60feetunlessthestreetisdesignedasaTownCenterResidentialCollectorstreet.
g. Theblocksofsubdivisionsshouldbearrangedtodiscouragecut-throughtraffic.
h. HomesfacingTownCenterResidentialCollectorsshouldhavedrivewaysandamenityareasasshownintheResidentialSubdivisionEntranceandStreetscapeDetail(Figure24).
i. Perimeterwalls,fences,screenandretainingwallsshallbede-

signedandconstructedinconformancewithTownCenterset-backrequirements.
1) Perimeterandretainingwallsshallbecomposedof100per-centdecorativematerialinaccordancewiththestandardsofthecityofLasVegasandshallinclude20percentcontrastingmaterialandcolor.Neithercontrastingtextureofthesamematerialnorlighttodarkvariationsofthesamecolorarepermitted.
2) Acombinationofa2’-10”lowmasonrywallwitha3’-2”wroughtironfenceistherequireddesigninresidentialdis-trictswhenprivacyisnotcompromised(SeeFigure19).TheperimeterwalldesignedperFigure20isrequiredinallresi-dentialareaswherethewallseparatespropertyfromastreetandwhereprivacyisanissue.PerimeterwallsthatseparateahouselotfromotherhouselotsshallbeconstructedinconformancewithLVMCChapter19.06.ThetextofFigure20,“CentennialHills,”isonlyrequiredatthoseintersectionswherearterialsentertheresidentialareaofTownCenter.
3) ChainlinkfencesarenotpermittedwithintheTownCenterexceptontemporaryconstructionsitesafterobtainingaTemporary Commercial Permit.
4) RazorwireandbarbedwirearenotpermittedwithintheTownCenter.
5) Subdivisionperimeterwallswithretainingwallswithaheightofgreaterthansixfeetshallbedesignedwithamini-mumfivefootwidelandscapeplanterasabuffer(Figure10).
j. AlldevelopmentstandardsshallbeestablishedbySitePlanReview,unlessotherwiseaddressedbythisChapterD.
2. RESIDENTIAL PUBLIC STREET OVERHEAD LIGHTING
Overheadlightsshallbeincorporatedintothedesignofpublicstreetimprovements. The design of the lights and the pattern of their placement arepartoftheoveralldesignfortheTownCenter.Therefore,specialat-tentionshallbeplacedonmaintainingaconsistentspacingrhythm.Inaddition,thefollowingstandardsapply:
a. Lightsintheright-of-wayassociatedwithindividualdevelop-mentsareprohibited.

3. ELEVATIONS a. The preferred design of the front elevation of homes incorporates

c. Whennexttosinglestorydevelopment,newbuildingsshallbenotallerthantwostoriesand/or35feetinheight.
4. LANDSCAPING a. Two24-inchboxorgreater(1.5-inchcaliperdiameterat4.5feet
fromtopofrootball)treesareencouragedwithinthefrontyardsetbackarea.Oneshadetreeshouldbelocatedtowardsthefrontofthelotandadecorativetreemaybelocatednearthefrontofthe house.
b. Whereresidentiallotsfacestormwaterconveyancestreetslandscap-ingerosioncontrolmeasuressuchasstemorrockerywalls,riprap,turf,etc.mustbeincludedinlandscapingdesign.Wherestemorrockerywallsareusedthewallshallbebackfilledlevelwiththetopofthewallandlandscaped.Colorandtextureofthestemorrockerywallsshallconsistentwiththesidewalk,hardscapedareasorperim-eterwalls.Allwallsshallbecappedwithawallcap.
5. OPEN SPACE a. In residential districts the amount of required open space, as de-
finedinLVMC19.10.060(E),indevelopmentsshallbeconsistentwiththistable:

EachtypeofstreetwithintheTownCentershallbedesignedtobepe-destrian-friendly and shall have a distinctive character that includes theactualright-of-way,theadjacentsetbacks,landscape,andplazas,andcomplimentsthebuildingarticulation.
Streets,otherthanthosediscussedbelow,shallconformtotheUniformStandardDrawingsforPublicWorksConstruction,ClarkCountyArea.ThestandardsfortheTownCenterstreetsshallbeap-plicableintheareasoftheTownCenterdepictedonMap6,“TownCenterStreetClassification”Map.
Inordertocoordinatethestreetright-of-waydesignswithintheTownCenter,andthatoftheadjacentneighborhoods,modificationtotheDesignStandardsmaybenecessary.ThegeneralexistingcontextofCentennialHillswithagreatvarietyofdevelopmentsandphasesdoesnotpermitageneralizationofallcasesintoonesinglestandard.Therefore,alldevelopmentsoccurringonthefringesoftheTownCenterwillbegivenspecialattentiontopermitaseamlesstransitionofstreetscapedesign.Thefollowingcriteriaareintendedtoprovidedananswertopotentialfutureconflicts.Othercriteriamaybedevel-oped in the future as the need arises under particular conditions.
1. Allpublicright-of-wayshallbeasshowninFigures28through37.Encroachmentagreementsshallberequiredforallprivateim-provementsinthepublicright-of-way.
2. TheTypicalTownCenterLoopRoadshallbea“signature”road-waythatisconsistentwithotherpiecesoftheLoopRoadsothatoncecompleted,itshallbeidentifiablealongallstretchesoftheoverallLoopRoadsystem.Whereleftturnsarenotneeded,thetenfootleftturnbayshallbeconstructedasalandscapedmedianislandtobeprivatelymaintainedbytheadjacentpropertyown-ers.Whereleftturnsareprovidedfor,themedianshallnotbelessthanfourfeetbackofcurbtobackofcurbandlandscapedperSectionE.1.D.,“Frontage/LoopRoads,”ofthesestandards.
B. Standards Applicable to All Town Center Streets
Locationalrequirementsforstreetfurniturearedescribedbelow.Forspecificdetailsconcerningthedesignofstreetfurniture,referto Section C.2.F of these standards.
1. Benchesshallbeprovidedonlyatbusshelters. 2. Trashreceptaclesshallbeprovidedateverycornerofeachinter-

sectionofcommercialandMixed-Usedistrictsandateverybusshelter.
3. Newspaperracksshallnotbepermittedinresidentialdistricts.IncommercialandMixed-Useareastwonewspaperracksmaybelo-cated at each intersection so long as they are on corners opposite oneanother.Eachofthetwopermittednewspaperracksshallnotexceedfourindividualpaperracks.
4. Telephoneboothsshallnotbepermittedinresidentialdistricts.IncommercialandMixed-Useareas,twotelephoneboothsmaybelocatedateachintersectionsolongastheyareoncornersop-positeoneanother.Eachofthetwopermittedtelephoneboothsshall contain no more than four telephones and no more than a total of eight telephones are permitted at any intersection.
5. Bicycleracksshallbeprovidedinconjunctionwiththebenchesatbusstopsandinallcommercialareasneartheentrancesofbusi-nesses.
6. AmenityZoneisanarea,locatedbetweenbackofcurbtothesidewalk,willbelandscapedandimprovedasdescribedinthesestandards.Streetlights,newspaperracks,benchesandtrashre-ceptaclesonapatternedhardscapeareawillbeincorporatedintheAmenityZone.
7. WithintheTrailsElementoftheLasVegas2020MasterPlan,Multi-UseTransportationTrailalignmentsareidentifiedwith-intheTownCenterplanareaonMap8.IninstanceswhereaMulti-UseTrailalignmentisadjacenttoanyproposeddevel-opmentwithintheTownCenterplanarea,theMulti-UseTrailstandardscontainedwithintheTrailsElementshallsupersedeandreplacetherequiredstreetscapetreatmentasprescribedinChapterEofthisManual.Inconjunctionwiththisaction,nowaiverofthestandardsofthisManualshallberequiredtoreplacetheprescribedstreetscapeswithamulti-usetrail.Conversely, a General Plan Amendment, as provided for in LVMC19.16.030,shallberequiredtomodifyanyMulti-UseTransportation Trail alignment or development standards prescribedintheTrailsElementoftheLasVegas2020MasterPlan.
C. Parkways/Arterials (Figures 28, 29, 30) 1. Purpose.ParkwaysandArterialsaredesignedtocarryvehicu-
lartrafficinandoutoftheTownCenter.Theymustprovidesafeandeasyaccesstothefreewaysystemandtootherareasof the city. For the purpose of these standards, portions of

DurangoDrivehavebeenclassifiedasParkwayandthosepor-tionsofFortApacheRoad,GrandTetonDriveandElkhornRoadwithinTownCenterhavebeenclassifiedasPrimaryArterials.Those portions of Deer Springs Way and Farm Road that are in TownCenterhavebeenclassifiedasTownCenterArterials.
2. Design Elements. All median landscape, street trees, side-walkpatternsandotherstreetfurnitureshallbecoordinatedwiththeotherTownCenterdesignelements.(SeeFigure27.)
3. Principal Characteristics. a. AllsidewalkpatternsshallconformtotheTownCenter
DevelopmentStandardsforSpecialPavementandSidewalkTreatment. (See Section C.2.C and Figure 14).
b. Allmediansshallbelandscapedusingamixofdroughttoleranttrees,plants,andshrubsinthefollowingmanner:at least 20 percent of the landscaping shall consist of palm trees, at least ten percent of the landscaping shall consist of floweringtrees;atleastfive5-gallonfloweringshrubsshallbeplantedpertree;acombinationofotherplantmaterialsshallbeusedtoobtainatleast75percentcoveragewithinthreeyearsofnormalgrowthafterinstallation.Treesmustbeevenlydistributedwithinthemedian.Treesmaybegroupedaslongasthemaximumdistancebetweentwotreesdoesnotexceed40feeton-center.
MedianislandsfortheParkways/Arterialsshallnotbelessthanfourfeetfrombackofcurbtobackofcurbatthenar-rowestsections.Thelandscapingforthefourfootmedi-ansshallconsistofacombinationofdecomposedgranite,MojaveGold,largeraccentboulders,groundcoverasde-siredandMexicanFanPalmsspaced35feeton-centerbegin-ning50feetfrommedianbullnose.
c. WithinParkwayandPrimaryArterialAmenityZones(Figures28and29)treesshallbeinstalled35feeton-centerin an alternating pattern consisting of one shade tree and twopalmtreeswithdecomposedgranite,MojaveGold,tocover the ground plane. In addition, ground cover consist-ingofaminimumofonethird,five5-gallonplantmaterialshallbeplantedtoreach75percentcoveragewithinthreeyears.

D. Frontage/Loop Roads (Figures 31 & 32) 1. Purpose.TheintersectionofUS95andtheBeltwaydivides
theTownCenterintofourquadrants.Alongtheseroads,theNevada Department of Transportation requires that a loop road beconstructedtoprovideaccessamongthefourquadrants.
ThefollowingstandardsshallonlyapplytothoseportionsofthelooproadbetweenElkhornRoadandTropicalParkway.StandardsforFrontageRoads,otherthantheLoopRoad,northofElkhornRoadandsouthofTropicalParkwayshallbeestab-lishedonacasebycasebasis,andaccordingtoFigure32.
2. DesignElements.TheFrontage/LoopRoadsystemshallbedesignedtoprovideasafe,efficientandattractiveenviron-mentthatpreservesthepedestrianemphasisofTownCenter.
3. Principal Characteristics. a. FourFootAmenityZone:
• Ground cover shall consist of a minimum of one-third ofthefour-footamenityzoneandincludefive,5-gallonshrubswhichwillreach75percentcoveragewithinthreeyears.
•Hardscapeareasofstandardgrayconcretewithbroomfin-ish(expansionjointsatfivefootintervalstomatchtheside-walk)shallbelocatedtocoordinatewithrequiredstreetfurniture,amenitiesandcrosswalks.
• These hardscape areas shall occur no less than every three palm trees or 105 feet on-center and shall measure not less than 15 feet long and four feet deep.
• AfivefootsidewalkofstandardgrayconcretewithbroomfinishandexpansionjointseveryfivefeetshallbelocatedbetweenthefourfootAmenityZoneandatenfootland-scapebuffer.
b. FifteenFootLandscapeSetback: • ThefifteenfootLandscapeSetbackshallbeplantedwith
clustersofMexicanFanPalmsalternatinggroupingsoftwoandthree.
• LocateclusterstocoordinatewithpalmtreesinAmenityZoneoccurringapproximatelyeverythreepalmtreesor105 feet on-center (see Figure 31).

NOTE: Median islands for the loop roads and all other roads shall not be less than four feet five inches from back of curb to back of curb at the narrowest sections when there are streetlights in the median. 2. Design Elements. This type of street is the third nar-rowestofallstreetsintheTownCenterintermsofnetpavedarea,withonly52feetofpavement.
3. Principal Characteristics. a. AllsidewalkpatternsshallconformtotheTownCenter
DevelopmentStandardsforSpecialPavementandSidewalkTreatment. (See Section C.2.C and Figure 14).
b. TheTownCenterCollectorStreetAmenityZoneshallin-cludesinglealternatingshadetreesandfloweringtreesatintervalsof30feet-on-center.Twoaccenttreesshallbein-stalledineachAmenityZoneateveryintersection.

2. TownCenterResidentialCollector(Figure22) a. General Standards
1) Streetalignments,whichfolloweighthandquartersec-tionlines,shouldnotbeabandonedsocirculationcancontinue through interior and outside developments. Ifastreetalignmentmustbevacated,thenthestreetshouldinsteadbeshiftedoffalignmentthemaximumdistanceallowedinsteadoftotaldeletion.
2) Trafficcalmingmeasures,suchaschokers(particularlyatintersections)andchicanes,shouldbeusedalongresidentialcollectorsthatbordersubdivisionsblockde-sign.Alltraffic-calmingmeasuresaretobereviewedbytheFireandRescueDepartmentandPublicWorksDepartment for approval.
3) Trafficcirclesmaybeusedattheintersectionsofstreetsof similar cross-section and having no more than a sin-gletravellaneineachdirection.Additionalright-of-waywillberequirediftrafficcirclesareused.

d. Principal Characteristics.

ProvisionofbusturnoutsandsheltersforCATshallberequiredwheredeemednecessarybythecityofLasVegasTrafficEngineer.Wheresheltersareprovided,theyshallbeinstalledatthebackofthesidewalkarea.BusturnoutsmustmeettheUniformStandardDrawingsforPublicWorksConstruction,ClarkCountyAreaasad-optedbythecityofLasVegas.
AsdevelopmentproceedswithintheTownCenter,publictranspor-tationroutesandschedulesshouldbeadjustedtoaccommodatede-mand from the Centennial Hills users.
Bus shelters shall be integrated into the design of the develop-ment and landscaping and shall be installed behind the sidewalks so that pedestrian movement is not impeded.

4. Sign Definitions a. Address Sign: A sign consisting of numerals and letters
