Please vote to amend the regulations so that we can keep the cell tower out of the park wheremany of our children play and all of us enjoy a spectacular view of the Pacific Ocean

    Placing an industrial commercial wireless telecommunications facility at: 302 Mount Holyoke Ave., PacificPalisades is completely incompatible with the use and purpose of the family homes in our R1 zonedneighborhood. Further, this cell tower is right beside a park where children play. It would create an aestheticblight since it would be located next to Palisades Park (a public park) and in a coastal zone. It would bedetrimental to the health of our families, the value of our property, the reputation of our local public schools, andthe character of our neighborhoods.

    Please vote to provide regulation for the following:Elimination of the utility pole exemption (BIG!)Expansion of the notice provisions (to be determined, but currently limited to "adjoining/abutting/across thestreet" property owners!occupants)Enhancement of the aesthetic provisions (to be determined, but certainly any enhancement would be animprovement since there are virtually no such provisions related to towers in the current ordinance!)Imposition of permit duration limits (again to be determined; currently there are none)Expansion ot the right of appeal to "all aggrieved persons" (i.e., consistent with appeal rights under L.A.     I urge City Council to swiftly enact the City Attorney's recommended "Above Ground Facility Ordinance," andalso to place a temporary moratorium on all cell phone tower-related placement activity until the new ordinance isin effect.

    Specifically and in addition, I urge:

    .. expansion of the notice requirement* enhancement of the aesthetic provisions* elimination of the utility pole exemption.. Imposition of permit duration limits

    Although my wording is bollerplate, please understand that this issue of great importance to me. I haveconsidered each word, and it is important to me that each action mentioned be taken.

    Our civic landscape is too important a shared resource to be damaged by unnecessarily irresponsiblecommercial activity. I use a cell phone, and do want cell phone towers to exist. But they don't need to degradeour landscape.

    Honorable Council member Englander:

    For several years, wireless telecommunications providers have been taking advantage of deficienciesin the LAMC in order to place unsightly cell towers (AKA Wireless Telecommunication Facilitiesor WTFs) in close proximity to residences and along scenic routes, These companies have utilizedexemptions granted to public utilities in order to place facilities within the public right of way(PROW) in areas where they would otherwise not be allowed; In 2009, the City Council directedthe City Attorney to report on mechanisms available to regulate the placement of these WTFs,Subsequently, the City Attorney provided the requested report along with the followingrecommendations:

    • Elimination of the utility pole exemption• EXpansion of the notice provisions• Enhancement-of the aesthetic provisions• Imposition of permit duration limits '

    Numerous California municipalities have included several of the below listed provisions regulatingPROW install
