He/she should have a vision for the future, be well versed in strategic planning, and the ability to develop strong teams.

In addition, the ideal candidate will be flexible, creative, and able to handle a variety of projects. Exceptional communication and interpersonal skills are a necessity as the selected candidate will make presentations on behalf of the division to the City Council and members of the public. An individual that inspires confidence and is a clear thinker will be effective in representing the division and the City.

A typical candidate will possess at seven (7) years of progressively responsible professional engineering experience, with at least two (2) of which were in a supervisory or program/project management capacity. Candidates for this position must possess a bachelor’s degree from an accredited college/university. A current, valid certification as an Electrical Engineer issued by the California State Licensing Board for Professional Engineers is required.

THE COMPENSATIONThe salary for the Electric Utility Chief Engineer is $126,663 - $178,334 annually, depending upon qualifications and experience. The City offers an excellent benefits package, including:

Retirement – PERS 2%@55 for Classic employees; employee pays 7% employee contribution. PERS 2%@62 for new CalPERS members (PEPRA members); employee pays 6.25% employee contribution. Deferred compensation (457 & 401a) plans available.

Retiree Medical – $75/month City contribution to employee’s Voluntary Employee’s Benefits Association (VEBA) account for retirement health insurance expenses.

Healthcare – Professional/Administrative management employees receive a cafeteria benefit of up to $9,450 plus 1.5% of salary annually to be applied to the medical, dental, and vision plan of the employee’s choice.

Annual Leave – City provides a bank of time for vacation, sick time, and floating holidays; annual accrual is based on years of service, from 234-314 hours annually.

Holidays – 11 City holidays annually.

Life Insurance – City-provided policy at two times annual salary, up to a maximum of $300,000.

Short- and Long-Term Disability – City-provided policy with benefit of 66.67% of regular monthly pay, up to $3,500/week.

THE POSITIONThe Electric Utility Chief Engi-neer is a new position for the City within the Moreno Valley Utility under the Financial and Management Services Department. The position will be expected to play a critical role in the oversight and manage-ment of operations and engineering functions, in addition to serving as second-in-command for the Electric Utility. The Electric Utility Chief Engineer is also responsible for planning and supervising the activities of the engineering function within the Electric Utility Division. The incumbent will be well versed in best practices related to electrical distribution facilities and operations and will be an integral partner in the City’s commitment to providing first-rate customer care. This position requires strategic thinking and planning skills to coordinate assigned activities with other divisions, departments, and outside agencies and to provide highly responsible and complex technical support to the Division Manager. As a responsible professional, the Chief Engineer must be able to work well with others and independently, as well as exercise initiative and good judgment in the performance of the tasks assigned to this position. • Assist in the development of and participation in the implementation of goals, objectives, policies, and procedures for the Electric Utility.

• Set electric utility capital project priorities and monitor progress.• Supervise and participate in the preparation and administration

of special engineering studies and reports.• Coordinate related engineering activities with other City depart-

ments, divisions, and outside agencies.• Manage the preparation and prioritization of multi-year Capital

Improvement Programs for the electric utility.• Select, supervise, train, and evaluate professional and technical staff.• Manage the development of plans and estimates for design and construction

and major repair of electrical systems, including underground distribution lines, streetlights, substations, communications, and related facilities.

• Manage the development of professional contracts with consultants and other utility agencies; monitor the implementation of such contracts.

• Manage various engineering and other professional disciplines and functions in accordance with standard electric utility practices.

• Review and approve engineering drawings and work authorizations.• Serve as a representative to a variety of City commissions, boards,

and committees on electric utility matters.

• Direct and manage technology develop-ment and support as it relates to electric utility engineering projects.

• Plan, direct, manage, coordinate and integrate the activities of the engineering function within the Electric Utility.
