That I am the contractor for the municipal project of construction the Barangay Hall of Barangay Tangkal, Mun. of Sirawai, Zamboanga del Norte;

That the project should have commenced on July 14, 2014;

That on July 5, 2014, a typhoon struck the province and ravaged Barangay Tangkal;

That on July 7, 2014, Mayor Joe approved the release of cash amounting to 250,000, in favor of me, for the purpose of purchasing the materials needed for the implementation of the said project;

That I refused to accept the same because the purpose for which the amount was issued could not be accomplished at that time due to flooded streets and that trucks could not travel to the construction site;

That as far as I can recall, the funds were still in the possession of Mayor Joe.
