of cooperation between Africa and Asia on the best
approaches to attain Sustainable Development
Goals relating to urban housing and development.

Tender Opportunities for Jua Kali Sector Guaranteed; - Rasanga

The Jua Kali Sector will continue to receive support through the various tender opportunities available
within the County Government of Siaya to help provide employment in the industry while ensuring tender
opportunities are domiciled within the County according to Siaya Governor His Excellency Cornel
Rasanga Amoth.
Speaking while handing over a KShs. 17.5 million as part of payments to the sector players after recent
completion of works relating to ECD Equipment in Siaya town, the Governor warned officers within his
government who have attempted to derail such awards to the Jua Kali Sector that their days were
numbered. He noted that it is only through such opportunities that the micro manufacturing industries
could be prospered through the public coffers while supporting innovation, creativity and invention. The
umbrella body of Jua Kali artisans have been involved by the County Government in the production of all
furniture currently used by pupils in ECD centres across the county.
The Governor noted that the Jua Kali Umbrella body had earlier successfully prosecuted another tender
relating to production of Waste Bins for the county government, a service he promised they will be
involved in again in the near future.
The over 200 Jua Kali practitioners drawn from all the six sub counties of Siaya County through their
Chairman Mr. Stephen Obewo committed to provide quality service to the county while ensuring
timeliness in their deliverables. Other leaders present were Mr. Charles Ogada and Mr. Jaoko Oburu,
County Executive Members of Agriculture and Enterprises respectively, Siaya County Chief of Staff Mr.
Walter Okelo among others who all encouraged partnerships to impact lives positively.
Professionals urged to give back to
communities

SIAYA Deputy Governor James Okumbe has said the
development of the counties should not be left in the hands of
politicians alone. He has urged professionals and other gifted
individuals with new ideas to come out in the open and help
steer the country to better heights in terms of development
without fear of getting into loggerheads with elected leaders.
The Deputy Governor said the county was going through extra-
ordinary period of development through second year of
devolution and that required concerted efforts and goodwill
from any Kenyan and not only elected leaders.
"We should not think that it is only elected leaders who are the
ones who can make the country developed better", added
Okumbe. He said the country required people with vision,
passion and determination to come forward with individual
input at the grassroots so as to realize meaningful economic
growth and stability.
Dr. Okumbe was speaking at the home of the late Grace Ogot
first woman MP having participated in the launch of three of her
books written posthumously including, Princes Nyilak, Simbi
Nyaima, and Royal bread.
He said the key pillars of development such as health, education
and food security hinged on the decisions made by politicians,
professionals and academicians. The memorial service is
marked annually to commemorate the works of the late Grace
Ogot.

SIAYA Deputy Governor Dr. James
Okumbe has outlined a broad spectrum of
activities that the County Government of
Siaya did in the last five years and seeks
to do in the next five years through to
2022 to help alleviate suffering and
deprivation among the populace of Siaya
County.
Addressing hundreds of residents of Siaya
County at the Agricultural Training
Centre on Wednesday 21st March 2018
when he presided over the launch of The
Siaya County Dialogue, the deputy
governor noted that over 14,000 acres of
arable land have been cultivated to date
through the subsidized tractor hire
service launched four years ago. This
investment has increased the county’s
food security by over 40%. In the next
five years, the deputy governor noted that
the government intends to escalate the
tractor hire service to double proportions
while increasing its investments on dairy
milk production through support for
dairy cows in households.
The water department will see all markets and
public primary and secondary schools installed
with water piping systems to increase access to
the precious commodity among the citizenry in
the next five years even after the government
invested heavily in the water sector in the past
five years.
In the next five years, the Governance and
Administration Department will strengthen
decentralized units and enhance service delivery
by enacting the Village Administration Act and
institutionalize a framework for inspection and
enforcement unit while operationalizing the
County Government Printer to increase access to
information to the public according to the Deputy
Governor.
Dr. Okumbe also reported that in the next five
years, the Government intended to rollout school
feeding programme in all the ECD centers within
the county. The school feeding program will be
augmented by the dairy project earlier initiated in
selected wards within the county. The Siaya
government will also construct up to 30
workshops in the already existing youth
polytechnics within Siaya. As a flagship project,
the department intends to establish a full-fledged
Early Childhood Teachers Training Centre for
continuous training of the already recruited ECD
teachers and fresh training of new ECD teacher
recruits. This is expected to attract students from
beyond the county thereby generating revenue for
the county. To augment other youth
empowerment initiatives, at least 30% of all
procurement opportunities will continue to be
reserved for the youth, women and persons with
disability as per Procurement Policy.

Adopt a School to boost Tree
Cover in Siaya; Rasanga 29th March 2018

Siaya county is soon adopting The County Forestry Extension Services Program which will support
citizens in establishment of tree nurseries to help with afforestation, Siaya Governor His Excellency
Cornel Rasanga Amoth has said.
Speaking at Segere Primary School earlier today while presiding over The Siaya County Tree
Planting Day, the Governor also mentioned that through the upcoming Kenya Urban Support
Program, a KShs. 190 million support programs from donors, Siaya county will improve its urban
parks and green spaces like Ahindi Gardens, Jaramogi Oginga Odinga Park among others.
The Governor noted that the county government of Siaya have initiated the process of gazettement
of hilltops to allow an increase of forest cover from the present 0.42 percent to 5 percent by 2022
His Excellency committed at the event that the County Government of Siaya will participate in the
upcoming National Tree Planting Day on 6th April 2018 at Bondo Technical Training College to
help promote tree planting within the county.
Using the school adoption formula similar to NASA’s “Adopt a Polling Station Election Campaign
Strategy”, the governor challenged all Siaya residents to adopt schools and plant trees in all schools
in Siaya County
While congratulating those already establishing tree covers through different initiatives, the governor
mentioned that the county will soon proscribe activities that promote deforestation such as excessive
tree cutting using power saws in line with the recent national government directive. The Governor
was accompanied by his deputy Dr. James Okumbe, Siaya County Commissioner and various
county executive committee members.

Farmers Trained in
Disease Control

Knowledge and Disease Controls

Productivity’ was triggered by
poor production of dairy farming in
the county.
The event graced by Hon.Charles
Ogada, the County Executive
Committee Member (C.E.C) in
charge of Agriculture in the county
was held at Switel Hotel. In his
speech he stated that so far Siaya
has vaccinated 120 cattle against
East Coast Fever (ECF) and 630
animals inseminated through fixed
time artificial insemination
(FTAI) in the last 6 months.

He said they still expect more inseminations and vaccinations to be
carried out in the next three months. FTAI which involves bringing
together animals and synchronizing them (by use of hormones) is
cheaper for the farmers as the cost will be reduced to about 500/=
per insemination.
Hon.Ogada asked the Association to help H.E Governor Cornel
Rasanga realize his dream on the school feeding programme. “The
governor has a programme on distributing dairy cattle to schools
and households within this county to pioneer an all schools feeding
program to support children in early childhood education within the
county, “he said further urging them to be a part of the overall plan.
This, he noted, will be made possible if the association can make it
cheap in maintaining the animals in partnership with the county
government.
POLICIES TO MANAGE PUBLIC LANDS FORMULATED

The department of lands, physical planning, survey, housing and urban
development has formulated various policies to regulate the use of public lands.
Some of the policies are: development control programme, management of
temporary structure, land management policy.
Development control policy shall ensure that development is not haphazard and
that the built environment is safe for the public. Besides, the policy shall also
warrant developers to submit applications for development for approval while
ensuring that the approval is done in conjunction with the public works and
public health departments.
According to the Chief Officer Jackton Kondiko during an interview at the
Lands Offices in Siaya, the management of temporary structure policy which
govern among them kiosks has been passed by the cabinet and is awaiting
approval by the county assembly.
“We have also formulated the land management policy that will help in
managing public lands.” Said Mr. Ondiko. He added that the department has
also conducted a public lands audit to ascertain the amount of public lands in
Siaya County.
In order to improve service delivery to Siaya residents, the department has,
moreover, established a GIS lab to help in soil and soil type mapping while
assisting in collection of public land data. According to Mr. Ondiko, the lab is
meant to help all the departments in the county. The laboratory shall assist in
easy spatial data entry, storage, retrieval and use for planning by all county
departments. The test center shall also support county spatial planning and
automation of public land records.

The Institute of Certified Public
Accounts of Kenya (ICPAK) seeks to
partner with western region counties
on aggressive Audit and Finance
training programs targeting the
assembly and county finance staffs to
effectively handle Audit queries.
The ICPAK will in the next two weeks capacity build the Siaya assembly and executive staffs to get skills
and knowledge to handle Audit queries and prepare evidence or documentation proving the many financial
allegations tabled by the General Auditor.
According to ICPAK Chief Manager, Public Policy and Research CPA Fredrick Riaga, the poor handling of
Auditor's questions, scanty evidence and lack of understanding of the processes are factors that thwart
Auditors from doing quality jobs effectively.
Mr. Riaga noted that lack of proper training on financials among County staffs have meant poor auditing
reports which has been termed by Mr. Ouko as tragic.
Mr. Riaga who spoke today at The Governor's Boardroom while meeting County Finance staffs led by
Siaya Deputy Governor Dr. James Okumbe said that all the Audited financial statements from Western
Kenya Counties have attracted the worst of Audit Opinions hence their urge to look for resources to train
county staffs to handle audit questions effectively.
He said that after the scheduled trainings, Mr. Ouko expects them to handle Audit queries effectively so as
to reverse the disclaimer trend to advance, qualified and unqualified audit opinion in 2022 as governor exits.
The assembly’s key committees of Finance, Public Investment Committee, Public Accounts Committee and
Implementation Committees would be enrolled for training to get technical knowhow to enhance their
oversight role and put County’s to task in case of financial mismanagement before making
recommendations to the senate.
Mr. Riaga was accompanied by ICPAK chairman FCPA Julius Mwatu and Head of Siaya County treasury
CPA Denis Nyonje who noted that capacity building was key if Auditor General's queries are to be
answered effectively.
Dr. Okumbe said there was need to review the Public Finance Act so that accountants are not pegged to
working under particular Auditors but to be licensed to work freely.
He vowed to ensure the existing Audit Committees are capacity built and strengthened to effectively carry
out their mandate.

nations at war. Such figures are at best a statistical absurdity and at
worst scientific insanity.
Moving forward, Siaya County will prioritize universal access to
healthcare as a flagship initiative in the department of health
working with the national government as one of the Big Four
Agenda. We will further roll out household spraying to reduce
incidence of malaria. We have registered improved latrine
coverage, and Siaya County will be celebrating the county as an
Open Defecation Free Zone in April 2018.
While increasing our menu of services at the community level, we
will also modernize our level four facilities to have radiography and
surgical/ operative services in an additional three facilities in Siaya
county. More staffs will be recruited and the county will support
training of health personnel to improve quality of health services
delivered to the populace. How much safer can a county be to live
longer in? Ignore anything in the contrary.

Urban Development

Governor Cornel Rasanga has revealed his major projects plans after the verdict was
made favoring his re-election. In his top agenda, is quality health care to the people of
Siaya. Rasanga said that one of the legacy he wants to be remembered with is
universal health care.
“We are thinking of giving universal health care to vulnerable members of the society”
Rasanga revealed as he reflects to so many other projects in his basket of projects. He
was optimistic that through consultation with other organization, quality health care
was possible. The governor who was speaking in his office revealed that his
Government might not cater for everyone at once but consideration will be given to
pregnant women, children and older members of the society. He said that he has
already commenced conversation with NHIF for this project to be a reality.
In Agriculture sector the governor said that his government will embark on a serious
campaign of sensitizing the public on sorghum farming. “We have a ready market,
East Africa Breweries Limited is ready to buy our sorghum at a competitive price,”
Rasanga said.
According to the governor Kenya Commercial Bank and World Food Programme
have showed interest in taking care of farm input baggage from the farmers, however
this needs to be agreed upon.
On Education, the governor in consultation with the education department the county
government under Rasanga’s leadership will start a Starehe Girls center kind of model
in Siaya. This will be done to carter for the needy bright girls.
Rasanga has revealed that the county will look for an already established institution
that can be rehabilitated for this purpose. This kind of initiative will boost girl child
education in Siaya county.
Precisely the County government wants water in every primary school and market.

4. In Kenya the National Urban Development policy
provides the Government’s Commitment to the
implementation of the New Urban Agenda.
5. This is legally entrenched in the Urban Areas and
Cities Act 2011 (Amended in 2015) which provides
the framework for the classification, governance,
planning and financing of urban areas.
6. The act identifies four cadres of urban areas in
Kenya, Cities which have a population of above
250,000 residents among other criteria, and
Municipalities which have a population of above
70,000 residents among other criteria, Towns which
have a population of above 10,000 residents among
other criteria and Markets which have a population
of above 2,000 residents among other criteria.
7. Thorough these urban areas are able to discharge
the core urban functions of solid and liquid waste
management, Storm Water Drainage, Connectivity,
Urban Social and Economic Infrastructure as well
as Planning and Development Control.

today led the Siaya Executive and the
Assembly through the overall review of the
2013 – 2017 CIDP and a projected summary
of proposed actions in the ensuing CIDP
scheduled to run between 2018 and 2022 for
Siaya County. The Governor who was
flanked by his Deputy Dr. James Okumbe
and the Siaya County Assembly Speaker
Hon. Okode George noted that partnerships
and cooperation among all stakeholders
including both arms of the County
Government would be instrumental in
achieving plans in the next five years.

While officially opening the two-day event
that will see members of the Siaya Executive
and The Assembly scrutinize the draft CIDP
(2018 – 2022) and propose further
amendments before it is forwarded to the
assembly for approval, the Governor
highlighted key areas of interventions he
thought were fundamental and in line with
key planning documents including Global
Sustainable Development Goals and Kenya’s
Vision 2030
WOMEN IN
ENTREPRENEURSHIP; - THE

When the government passed a law on the ban of use of plastic paper bags
most Kenyans wondered how they were going to operate without them.
Having seen the plastic paper bags as an essential commodity most people
found this outrageous and unacceptable. For one Tereza Akinyi Okidi a
resident of Siaya County, this came as good news to her as she seized the
opportunity to make similar bags but then out of papyrus reeds. She also
makes gift bags, papyrus egg-trays and serviette boxes, banana leaves,
maize husks, cuach grass, pumpkin roots, and leaves. The bags, she says,
unlike others, are unique, strong, environment-friendly, durable and can
last for even ten years if well taken care of.
Mrs. Okidi who is stationed at the Siaya Cultural Centre, near Huduma
Center, also does tie and dye and makes different types of items such as
traditional men’s shirt and trousers, ladies’ ‘bubu’ and bags.
She has had different customers from all walks of life and met prominent
personalities during arts exhibitions like former President Mwai Kibaki,
Siaya Governor Cornel Rasanga, the former Kenyan ambassador to
Tanzania Chirau Ali Makwere, the former Kisumu Governor Jack
Ranguma, Deputy President William Ruto, the current Siaya Senator
James Orengo, Bondo member of parliament Gideon Ochanda, Honorable
Omingo Magara among others. Although she targets both local and
foreign customers, one of her major challenges is to get the local people to
start appreciating her products which she describes as traditional.
“In most situations, I have learnt that the foreign tourists are always more
willing to buy and appreciate traditional ornaments and attires than the
local people who shy away from the same. People have not yet started
valuing culture and cultural items”, according to Mrs. Okidi
As one enters the gate of Ministry of Tourism, Culture, Arts and Sports,
one cannot evade the beautiful scenery of products boldly on display at
the door step and around the wall of a small rounded traditional hut. “If
one has the passion for what they do, they can never give up on it no
matter what challenges come their way until they attain their vision.” Mrs.
Okidi pauses. Her main problem is lack of an egg-tray pulp machine
capable of reducing her work-load by producing in bulk. Inadequate funds
have made it impossible for her to acquire one.

The governor also highlighted his legacy projects and emphasized the need to
mainstream thus into the next five-year plan including universal access to
healthcare for Siaya County citizens, improved food security through
mechanized agriculture and improved girl child education access
Siaya County Speaker Hon. Okode George urged members of the executive
and the assembly to consider the peoples aspirations as documented during
the past public participation meetings and integrate thus into the CIDP
2018 – 2022. The meeting supported by AHADI – Kenya and the US
Government brought together County Executive Committee Members,
Chief Officers, Members of County Assembly and top county leadership
from both the executive and the assembly.

I promised myself
To be the richest on earth
With a copious amount of
wealth
But I am approaching my sunset
days
There is a certain
Amount of travelling
In a dream postponed
I wanted to meet the love of my
life
Who, shall give me peace and
happiness
And to keep me company
I have not met her after a long
search
There is a certain
Amount of travelling
In a dream postponed
One night I dreamt that I am a
professor
And an alumnus of Harvard
University
But glitches

THE THINGS I BELIEVED

1. I believed that women
got pregnant after
eating a lot!
2. I believed that all
teachers lived at school,
slept in the classrooms
and never went to the
bathroom, ever!
3. I believed that lightning
came from the flash of a
huge camera in the sky.
So, every time I saw
lighting I would smile
really big.
4. I believed that white
cows made white milk
and brown cows made
chocolate milk.
