2018 to Malaysia, Kuala Lumpur to attend the 9th World Urban Forum, a global
meeting of world leaders to discuss the state of Urban Development and Housing in the
21st Century. The Governor who is expected back in one week or so will meet movers
and shakers of the world economy while identifying potential investments for Siaya.

Know your new CEC in charge of money
Mr. Joseph Obiero Warega was born in 1958 in East Yimbo ward in Siaya
County, Bondo Sub County Kenya. He holds a bachelor of commerce degree in
accounting and several professional qualifications at Diploma and Certificate
levels in accounting and public finance management with a rich work
experience of about 30 years in government accounting and finance
management. He was employed in October 1984 as accountant 11 scaling up
the ladder through positions of accountant 1, senior accountant, chief
accountant, principal accountant and senior principal accountant within the
National Government of Kenya. Warega also served as financial controller of
the Nyayo Tea Zones Development Cooperation for 5 years. He later served in
various positions which included deputy head of accounting unit, office of the
president and finally head of accounting unit, Ministry of Local Government.
Lately employed by the County Government of Siaya in the position of
Director of Finance in the department of Finance, Economic Planning and
Vision 2030, a position that serves the whole county’s financial management
function

Charles Ogada, the County Executive Committee Member for Agriculture,
Food, Livestock and Fisheries, brings on board a wealth of experience in
agriculture and rural development. Charles who hails from Ugunja Sub County
has over 20 years’ experience in the non-governmental sector in areas of
Agriculture, Adaptive Research and ICTs. He has promoted sustainable
agriculture practices in many ways and worked majorly on dissemination of
appropriate technologies to farmers. He has partnered with research
organizations such Kenya Agricultural Research and Livestock Organization
(KALRO), Kenya Forestry Research Institute (KEFRI) and World Agroforestry
Centre formerly ICRAF on transfer of research generated technologies to
farmers. His most immediate position, prior to this nomination was as
Programs Manager, Adaptive Research and ICTs at Ugunja Community
Resources, where he was also in charge of an EU supported CASSAVA Project
in the counties of Siaya, Busia and Kisumu.
Charles holds a Bachelor’s Degree in Project Management from the University
of Nairobi and is presently a candidate for a Masters in Project Management
from the same institution. Charles hails from Ugunja sub-county and is
married and has children

Chief Justice Maraga to visit Siaya

The President of The Supreme Court and Kenya’s
Chief Justice Hon. David Kenani Maraga will visit
Siaya County on the Tuesday 13th February 2018 to
inspect the progress of construction of the new Siaya
High Court Building. The Chief Justice who will be
in Siaya County for the first time as head of the
judiciary will also pay a courtesy call to The
Governor’s Office during this maiden visit. The
Presiding Judge at The Siaya High Court, Justice
Aaron Makau revealed this recently during a courtesy
call at The Governor’s Office.

of The County Government of Siaya.
Speaking during the swearing in at The
Siaya County Headquarters on Friday 2nd
February 2018 after presiding over the
swearing in event, His Excellency noted
that the team have been selected in the
respective positions due to their proper
training and varied experience from the
public and private sector that is expected
to add value to service delivery in the
County Government of Siaya.
The new team is composed of Mr. Joseph
Warega (CEC, Finance, Planning and
Vision 2030), Mr. Bernard Mboha (CEC,
Roads, Public Works & Infrastructure
Development), Mr. Charles Ogada (CEC,
Agriculture, Livestock and Fisheries),
Dr. Elizabeth Omondi (CEC, Tourism,
Arts, Culture and Sports) and Mrs. Mary
Omondi (CEC, Education, Training and
Youth Affairs)
As a section of the cabinet, the governor
indicated that they are at the core of the
wider group of individuals that will be
instrumental in helping him achieve his
renewed mandate in the next five years
while ensuring that his legacy is secured.
His Excellency took the opportunity to
immediately share with the new team four
important pillars of public service which
include visioning, integrity, service
delivery and performance contracting.
Another five more members of the
county executive committee to represent
the departments of Water, Trade, Lands,
Health and Governance and
Administration will be presented to the
County Assembly by the Governor
within two weeks to complete the
formation of the new cabinet of ten
members. Several political leaders

GIZ SOIL REHABILITATION
PROGRAMME FOR SIAYA

Siaya County in partnership with
German Cooperation on Food
Security (GIZ), are working on a
programme that will help in soil
rehabilitation. This programme is
targeting areas in Western Kenya.
The programme intends to engage
stakeholders i.e. farmers and
NGOs on soil rehabilitation,
capacity building, soil testing, soil
sampling and importance of
organic manures. This dynamic is
exacerbated by climate change, for
example through droughts or
more frequent heavy rainfall.
The programme also intends to see
to it that sustainable approaches
for inclusive promotion of soil
protection and rehabilitation of
degraded soils are practiced and
ensure that at least 33,000
hectares of land will have been
rehabilitated by the end of the
programme. The GIZ will ensure
that the output per acre realized
increases from 25% to 30%.

Some of the crops targeted include; maize, beans, sorghum,
cassava, potatoes and groundnuts. Some of the challenges
previously faced in the process include; cultural practices,
economic issues, sensitization, lack of adequate extension
officers, land inheritance among others. According to Siaya
County Agriculture, Livestock and Fisheries Chief Officer Mr.
K’okoth Sylvester, this programme will help strengthen small
scale farmers and help them preserve the basis of their
livelihoods. Those participating in the training included Dr.
Gerrit Gerdes, Programme Manager, GIZ Soil Programme, Chief
Officer Agriculture, County Director of Agriculture Mr. Isaac
Munyendo among others.

FREE LUNCH PROGRAM FOR DAY SECONDARY SCHOOLS

The County Government of Siaya has opted to support day schools lunch program for day secondary
schools in replacement of bursary funds after the national government rolled the free day secondary
education. According to the Chief Officer Education Mr. Peter Otieno, a cabinet memo is being prepared
which will be presented before the county executive committee and county assembly for approval since
the funds can no longer be used as bursary, but now as subsidy.
This move has been guided by the county Bursary Act Clause 20 which states that the funds can be used
for education grant i.e. as tuition fee, for buying books and other cost related supplies, or it can be used
where eligible students enroll a designated education institution, outside which the funds can take care of
boarding and other related facilities.
“Now that the national government is taking care of the tuition fee, the areas left out include
books and lunch programs which many schools charge between KShs. 10,000.00 to KShs.
12,000.00 per year. We’re looking for a better way of supporting education by introducing a
lunch program for the day schools in entire Siaya county”, says Mr. Otieno
Speaking at a funeral in South East Alego Ward, the Governor, County Government of Siaya H. E.
Cornel Rasanga had mentioned that there were ongoing discussions on the possibilities of the
lunch program between the County Government and National Government Constituency
Development Fund committees within the county in light of the free secondary education program
“This discussion can lead to free lunch program in schools if endorsed by all the relevant
stakeholders,” said the governor over the weekend at the funeral which was also graced by Alego
Usonga MP, Hon. Sam Atandi who endorsed the idea

elaborated on the ongoing disbursement
of the second bunch of the 2016/2017
bursary funds worth KShs. 37.5 million,
where he said that as opposed to the
previous financial years, this year the
funds of KShs. 75 million meant for the
bursaries was rolled out in two tranches.
The first bunch of 35.5 million was
given out last year.

Public Participation on Siaya County Integrated Development Plan
(2018 – 2022) On Going

The Directorate of Planning has begun to subject the draft County
Integrated Development Plan document to public participation ahead of
its adoption by the county assembly for use in organizing service
delivery within the next five years. The public participation meetings
running for a week across various venues within the county is aimed at
getting comments from the public on how to improve service delivery.

Fund (UNICEF) has
committed to partner with
the County Government
of Siaya to support a
comprehensive strategy on
health and education
programs targeting
nursery going kids in
Siaya County.
The programme that
targets over 80, 000
nursery kids in the County
will be jointly funded by
County Government of
Siaya and UNICEF at a
cost of Sh.2 million. The
three months program to
be implemented by
Department of Health and
UNICEF shall see health
status and education of
nursery kids enhanced.
According to UNICEF’s
Country Chief of
Education Daniel Baheta,
the partnership will see
the kids’ health status
checked and
immunization, weight
checking, disability
screening, deworming and
jigger infestations checked
and once detected put on
proper treatment.
Speaking on Thursday while he and UNICEF Education Officer Linda
Namusonge together with the UNICEF Regional Chief Ms. Karanja
Wangui paid Governor Cornel Rasanga a courtesy call at his office,
Mr. Baheta said that the support will also go towards facilitating
modalities that will see the nursery going kids get their birth
certificates.
“We can also sponsor trainings of teachers handling Nursery kids with
skills that will help them handle kids suffering from various
disabilities,” said Mr. Baheta adding that they also support programs
such as Education, Child protection, water and sanitation, Nutrition
and HIV so long as they are entrenched into County Integrated
Development Plans.
His Excellency Rasanga Amoth welcomed the support saying if
adopted and effectively implemented will help fight diseases the kids
encounter while in schools and improve their performances. The
governor expressed concern over jigger menace that engulfed various
villages and deterred pupils at the lower primary levels from going to
school. Other government officers present included the County
Executive Member for Finance Mr. Joseph Warega, Chief of Staff Mr.
Walter Okelo, The Governor’s Advisor on Investments Mr. Walter
Ogwindo, Director of Planning Mr. Nyamweya among others.
The County Executive member for Finance promised cooperation in
the areas of County Integrated Plan Development and coordinating
with all other departments of education and health to actualize the
plans discussed and resource allocation there to.

UPGRADING OF MAJOR
TOWNS

The national government through
urban development department
has secured sponsorship from the
World Bank in the effort to
implement urban planning for
major towns in 45 counties,
Nairobi and Mombasa counties in
exception. This project is based on
survey and planning of major
towns especially the county
headquarters which form the
municipalities.
In Siaya County, Siaya town has
been identified and the boundaries
have already been surveyed and
designed. Siaya according to 2009
census has a population of about
23,000 but the projections are
likely going to be higher than that.
The funding from the World Bank
amounts to KShs. 250 million for
5 years thus, KShs. 50 million
will be disbursed annually. This
will cover the infrastructural
expenses of the municipality
including water drainage system,
connectivity of roads within the
municipality, security lighting and
the general lighting system,
solid and liquid waste
management and the county
sewerage system.
The County Government of
Siaya has already done a County
Integrated Strategic Plan for the
municipality development and
submitted it to the national
government for the support.
Other major towns like Bondo,
Ugunja, Aram, Yala, Ukwala and
Usenge, according to the County
Chief Officer of lands Mr.
Jackton Kondiko, will be
considered in due course because
the lands department has also
done the estimates for the cost of
their upgrading in which funds
will be generated from proposed
willing donors.
This multisectoral program is
being run and coordinated by
the Department of Lands in
conjunction with the
Departments of Health,
Governance, Public Works and
the Siaya County Sub county
administrators.
‘We have already done a series
of meetings and the governor
has signed participation
agreement and the municipal
charter with the national
government. This project is
noble and is going to change the
face of Siaya town and other
towns within the county,’ says
Mr. Kondiko. The program will
run for a period of 5 years from
July 2017 to July 2022.

Deputy Governor presides over farmer’s award ceremony

Siaya County is among the counties in Western region that have recently participated in a farmer’s
innovation competition that helped identify innovators at the grass root level and rewarded them
through Kenya Agricultural and Livestock Research Organization (KALRO) supported competition
with 75 applicants participating county wide. Some of the innovations that were awarded included
innovations in the areas of termite control, use of herbs as pesticides, eye treatment in cows,
herbal treatment on poultry, fertilizer from water hyacinth among others.
During the awards ceremony to the winning farmers, Siaya County Deputy Governor H. E. Dr.
James Okumbe who graced the occasion expressed his joy and thanked KALRO for showing the
potential of farmers in Siaya County. He promised the farmers that the county government will
ensure they are given maximum support in taking their innovations to another level and asked that
they work together as farmers in ensuring they all benefit from the innovations.

stages of producing a
policy document meant to
sensitize traders on the
right weight measuring
instruments. “We want to
discourage traders from
using drinking water
glass to measure sugar
and observing cows when
purchasing them,” said
Philemon Ang’ila, the
Siaya County Weight and
Measures Officer.
The Weight and
Measures policy which is
yet to be passed by the
cabinet will also assist
veterinary officers
administer the right
amount of drugs to sick
animals based on their
weight.
Speaking in his office,
Mr. Ang’ila has also
commended traders for
their improved
compliance with the law
lately.
Training on Quality Improvement By Peter Mbeka – Communication Dpt.
Health practitioners from up to ten health facilities across the county have
participated in a four-day training on quality improvement recently. The
training designed to enable the participants, understand concepts of Quality
Improvement through analysing case studies also sought to improve their
understanding of Quality Improvement tools, develop projects, and
discussing how Quality Improvement will contribute towards achieving
better client outcomes and service delivery within their respective facilities.
A total of 32 participants attended the training, from 15th January 2018 to
19th January 2018 at Villa International Palace Hotel, Kisumu which
consisted of managers and frontline staff drawn from ten hospitals in Siaya
county and Lwak Mission Hospital.

Water solutions for Rarieda
Constituency

NORWAY Rotary club has approved and is
supporting projects worth KShs. 8 million to
develop and implement water and sanitation
activities in three primary schools in Rarieda
Constituency to help fight, cholera a water
borne disease
The project dubbed (Water and Sanitation
Hygiene) WASH that began in 2006 is being
implemented at Boy, Kokiro and Alara
Primary Schools whose pupils have suffered
from water borne diseases due to perennial
water shortages in the region.
According to The Regional Project
Coordinator Alex Omino, the project
involves establishment of ecosan -toilet and
installation of water tanks and water rouse
project that aims at reducing waterborne
diseases. Mr. Omino spoke on Tuesday while
he led the Norway Rotary Club delegation to
pay Siaya Deputy Governor Dr. James
Okumbe a courtesy call. To date, KShs.3 million has already been
spent on the phase one of the project that is
being implemented at Omia Mwalo, Omia
Diere and Omia Malo sub locations within
Rarieda Constituency

Plans to transfer ownership of The Siaya Agricultural Training
Centre from The National Government to The County Government
of Siaya today flopped after a last-minute directive from The
Principal Secretary in The Department of Interior Mr. Karanja
Kibicho to halt the process indefinitely. H. E. Cornel Rasanga
Amoth, The Governor, Siaya County has warned the national
government against interference with the devolved government
functions after the postponement that happened a few minutes
before the handover process began at the Siaya ATC.
The hand over process was scheduled to be presided over by The
Chairman of The Intergovernmental Relations Technical Committee
(IGRTC) Prof. Karega Mutahi who had arrived at the Siaya ATC for
the function by the time of the postponement. The Governor who
was represented at the function by The Deputy Governor H. E. Dr.
James Okumbe issued an ultimatum to the national government to
avoid interfering in the process or face public wrath as the delay was
stalling the planned renovations of the said institution for county
use. The Chairman of The IGRTC Prof. Karega Mutahi, who was
himself caught unawares, noted that he would be seeking
clarifications with the national government and will communicate
the way forward within one week.
This postponement comes even as the process of transfer of the
institution between the two governments under the mediation of The
Intergovernmental Relations Technical Committee was already
complete. The MOU showing the terms relating to the transfer was
ready for signing before this postponement. While condemning the
action by The Interior Principal Secretary, The Governor noted that
the County Government of Siaya has already set aside KShs. 100
million for purposes of renovating the infrastructure in the
compound and thereafter open it as Barrack Obama University. The
postponement now means all these plans will be delayed until the
impasse is cleared.

“We have already spent Sh.3 million in Phase 1 project to put up water
tanks in schools, eco-toilets and establish a reuse project,” said Mr. Omino.
Addressing the gathering, Norway Rotary Club Governor D 2305 Mr.
Wictor Sandroid said they were committed in ensuring pupils in schools
encountering water shortages access clean drinking water. Dr. Okumbe who was accompanied at the meeting by Siaya County
Secretary Dave Anyona, Water Executive Sarah Ondego, Water Chief
Officer Author Omollo and Water Director Henry Juma all of whom
urged the water implanting agencies in the county to work together with the
County Technical Team to ascertain the materials involved are of quality to
avoid wastage of water.

ELECTIONS
While politicians flew all over the
country,
In choppers decorated in red,
And made their supporters shake flags
