Three 21st Space Wing families were bestowed the first in a series of modernized field grade officer homes here Aug. 3.

Thirty-one new homes in the first series of residences were developed to improve quality of life, foster commu-nity spirit and an enhanced work-life balance for families living on base.

“Creating a neighborhood bond is something that every development requires. Whether inside the gates or outside — in a development or not in a development — it is a good thing,” said Meryl Large, Actus Lend Lease marketing manager.

This new housing project is the result of a partnership between Actus Lend Lease and the U.S. Air Force, un-der the Military Housing Privatization Initiative of 1996. Throughout a six year development period, Actus Lend Lease will produce 597 modernized three and four bedroom homes along with renovations to 54 existing homes. Under the partnership Tierra Vista Communities will develop, build, renovate, finance, and maintain the homes until 2057.

“There are many more milestones to come. This is the largest quality of life project on Peterson Air Force Base for the next five years,” said Col. Jay Raymond, 21st Space Wing commander. “Today, we have 493 existing homes on base. We are growing to 652 homes on base over the next five years. All but 55 of those are going to brand new homes, so you are going to see a lot of demolition going on as well. The homes are 20 to 40 percent bigger than the homes that we currently live in today. For the next five years, every month we are going to get another 30 homes, so this is just the beginning of a long term quality of life issue for Peterson Air Force Base.”

We say ‘the sun never sets on the 21st Space Wing’ and this past week has certainly proved it true, with a host of activities happening around the wing.

On Friday the Peterson Air and Space Museum did a fantastic job with their con-cert in the park, and my thanks go out to Gail Whalen and Jeff Nash from the museum and all the volunteers for making this event possible. With the music, food, camaraderie and atmosphere, it was a terrific night of free, family entertainment.

Although the weather didn’t fully cooper-ate, we made the best of the situation with music by the U.S. Air Force Academy Band ensemble Wild Blue Country which gave their usual outstanding performance. Well done and thank you.

Also on Friday, Chief Omdal and I attended the senior noncommissioned officer induction ceremony at The Club. The ceremony, which included a delicious banquet, recognized 53 noncommissioned officers who are making their transition to the senior NCO tier. The transition to SNCO is very significant as it represents the point in these sharp NCOs’ careers where they transition from expert technicians to managers where they focus in institution competencies. I congratulate all of our newly-selected SNCOs on reach-ing this important milestone. I’d like to thank Senior Master Sgt. Mary Lacombe, Master Sgts. Tami Toma, Paul Van Rossum, James Swihart, William Reid, and the entire SNCO Induction Ceremony committee for putting on a flawless event. Special thanks to Chief Usry who did a great job as the guest speaker.

On Sunday our Chapel held a ministry fair and picnic with food and fun for all, which was also a rousing success. The Chapel pro-vides a variety of religious and counseling services and sponsors activities throughout the week to provide our Airmen tools they need to be spiritually fit. Great job to Chaplain

Randall Kitchens and all involved for their hard work and dedication to providing an entertaining environment at the event and the spiritual resources that are important to many of us every day.

If you missed it, you missed your chance to dunk your chaplain in a dunking booth, as well as plenty of food, games and more at the chapel.

On Monday the 21st Space Wing and Tierra Vista Communities held a ribbon cutting ceremony to celebrate the opening of the first newly constructed homes as part of the priva-tized housing development on Peterson. This event marks the beginning of a new chapter in the biggest quality of life improvement for Peterson servicemembers and their families for years to come. It also represents the largest housing project in terms of both space and finances in Peterson’s history.

A ribbon cutting for the first 31 new homes in privatized housing was held that morning, and I can tell you, these are not the homes of days gone by.

Each month for the next four years, about 25 new homes will open to Peterson families. These homes are bigger, better and more en-ergy efficient than anything built on Peterson in the past.

These homes feature spacious kitchens with islands, increased storage space, roomy mas-ter bedroom suites, home office space with technology niches, covered porches, garages and more. I can’t tell you how excited I am

to see this project some to fruition.There are far too many dedicated people

involved with this project for me to name all of them, but my most sincere thanks go to all involved with this huge undertaking which will pay dividends for our Airmen for many years to come.

On Monday afternoon we said goodbye to a trusted leader and outstanding Airman — Col. Brad Gentry, 721st Mission Support Group commander. Colonel Gentry retires after 27 years of dedicated service to the Air Force and his presence will be missed. His team has the challenge of providing installa-tion support in the heart of a granite moun-tain — no easy task — but he has seen to it that the mission never failed. Thanks Brad, for your fine leadership and years of service. During the change of command ceremony, we welcomed Col. Russell “Rusty” Wilson to command of the 721st MSG. Rusty, the Wing and I look forward to working with you as commander of America’s fortress.

On Tuesday I was honored as many of you turned out for my farewell golf outing and Santa Maria barbecue lunch at The Club. It was fantastic to spend one of my last remain-ing days as 21st SW commander with you — the men and women of the best space wing in the Air Force. You make the mission happen day in and day out and you provide flawless missile warning and space control operations and unsurpassed installation support. Thank you all for your dedication to the wing and the Air Force — it’s been my sincere pleasure working with you.

“Houston, we have a problem,” is a famous quote by James Lovell, a member of NASA’s space mission Apollo 13 crew. He used this phrase to report a major technical problem to Houston Control.

In reality, he said, “Houston, we’ve had a prob-lem.” With the assistance of some dedicated en-gineers they were able to overcome the problem and return to earth safely.

Looking at Air Force mishap fatality statistics for private mo-tor vehicles, I’d say, “We have a problem — a very serious prob-lem.” Th us far in Fiscal Year 2009, the Air Force has experienced 38 off -duty motor vehicle fatalities (20 automobiles and 16 motor-cycles). Most of these could have been prevented.

Sadly, we continue to see the same contributing factors: speed-ing and distracted driving, fail-ure to obey traffi c control devices, failure to use seatbelts or required motorcycle gear, and the use of alcohol. Th ese are all indicators of high risk behaviors.

Closer to home we observe high risk driv-ing behaviors just about every time we get on the road. So far this year in Colorado Springs there have been 10 traffi c crashes resulting in fatalities. Th e Colorado Springs police depart-ment recently released the 25 most dangerous intersections in town based on 2008 data. Powers Boulevard, a major roadway used daily by many of our family, friends, and co-workers, contain

six of these dangerous intersections. Hazardous intersections are also located on Marksheff el Road where two of our own were involved fatal crashes.

Th ere are far too many aggressive drivers on the streets of Colorado Springs. Are you an ag-gressive driver? Do you take your frustrations out on your fellow motorist, i.e. “Road Rage?” Th is can oft en lead to violence or a mishap. Do you allow yourself to become distracted while

driving? Reading, talking or texting on the phone, eating or drinking are all distractions that can lead to accidents.

Are you a tailgater? Th is is a major cause of vehicle accidents. Stay well back of the vehicle in front of you; give yourself room to maneuver in emergency situations. Do you make frequent lane changes? Whipping in and out of traffi c lanes increases the possibility of a mishap; you become a danger to yourself and other motorists.

Do you run red lights? Th is is a big problem in our area. Do not enter into an intersection on a yellow light. Motorist must learn to defend themselves against red light runners. Look left , then right, then check the oncoming traffi c lanes and look left again before proceeding through the intersection. Many crashes occur when a motorist blindly enters an intersection as the light turns green without checking traffi c in all directions.

Do you travel faster than the posted speed limit or too fast for the road and weather conditions? So what if you’re late. Better to ar-rive late than not get there at all. So, plan ahead and allow yourself extra time.

As individual drivers, we must eliminate high risk driving behav-iors and drive responsibly. We as individuals must also stand up to our friends or family members when we observe them taking un-necessary chances that could have tragic results. Th is is especially true if there is alcohol involved.

Let’s always practice the good wingman concept, caring and

looking out for each other. It’s safe to say that these high risk driving behaviors contribute to numerous traffi c mishaps oft en with tragic re-sults. Th is problem does not require a high tech solution as we saw in the situation with Apollo 13. Each of us as a motorist on the roadways must operate our motor vehicles responsibly and safely. Always obey the traffi c laws and be courteous to other motorist on the road. Drive safe, sober and secure!

Sadly, we continue to see the same contributing factors:

Th e Beatles released “Sgt. Pepper’s Lonely Hearts Club Band” album. Hollywood’s box offi ce hits were, “Th e Graduate,” “Bonnie and Clyde” and “Cool Hand Luke.” Gasoline was 33 cents a gallon, movie tickets were $1.25, the average cost of a new home was $14,250 and a new car would cost around $2,750. Th at was 1967 — the year Maj. Gen. Th omas Deppe, vice commander of Air Force Space Command, Peterson Air Force Base, Colo., went to basic training at Lackland Air Force Base, Texas.

“At that time you were either in college or you got draft ed,” said General Deppe. “I had just dropped out of college, and then came my draft notice in the mail not too long aft er.”

Convinced by a friend that the Air Force was the way to go, the young Th omas Deppe pro-ceeded to the recruiting offi ce to sign on the dotted line, with little knowledge of the positive impact that signature would have on his life.

“I had no plans on staying in the Air Force any longer than I had to,” General Deppe said. “But as time went on and I made staff sergeant in less than four years, I thought, ‘Well, why not stay in a little longer?’ I already had a job that I liked, why would I quit it when I might get something on the outside I didn’t like?”

Th at “little longer” became 42 years of mili-tary service. Putting his enlisted career behind him, General Deppe earned his commission in November 1977.

“It was an interesting switch,” he said. “I went from having credibility with my job as a techni-cal sergeant, to a brand new lieutenant with no credibility whatsoever.”

General Deppe continued in the offi cer ranks with the intention of retiring as a captain. In fact, when it came time for him to pin on captain, 20 years of service had already passed. Captain Deppe continued on with his career. In March 1987, continuing to prove himself, he was se-lected for major below-the-zone, squelching, yet again, his intention to retire. He could have turned down the promotion and went ahead with his plans, but instead he chose to extend his commitment to the Air Force just “a little longer.”

“It seems like every time I thought about it, I committed more and more to the Air Force,” General Deppe said. “Every promotion requires you to stay in that position for a certain amount of time. I kept getting promoted, so I stayed in the Air Force.”

Th e Air Force can only be thankful that General Deppe said “just a little longer”, his solid commitment can be seen through his 42 years of service. Airmen can only be inspired by his commitment. It takes loyalty, dedication and determi-nation. A sense of belonging, a family, a family of…Airmen is what General Deppe fi nds most rewarding.

Th is is what General Deppe had to say during his retire-ment interview:

What is your most enjoyable/rewarding part of your military career?

“You, the ‘cream of the crop’…Airmen just like you are the reason I have enjoyed my military career and found it so rewarding, both enlisted and commissioned. I am proud to belong and will always.

What/who was your biggest in� uence while you served?

I had a boss, Col. Raymond “Hal” Cleveland; he was the director of intercontinental ballistic missile requirements. He mentored me more on offi cership and life than anyone

else. He also is the person who’s responsible for teaching me how to golf. I am forever indebted to him. Unfortunately, Hal passed away in the late ’90s. I am sure where he is he can see me and what I’m doing...

What made you decide to be an o� cer?You have to want to be an offi cer ... I wanted to be one. You

have to be up to greater challenges in life. Th ere are two kinds of prior enlisted offi cers: the really good and the really bad. I’ve known a few in the really bad category. In my case, I was not a very good fi rst-term Airman; in fact, I was probably pretty lousy. I enlisted in the Air Force to avoid the draft , to get the education benefi ts and to get marketable skills.

Along the way, I realized all the fun you could have and

that’s why I re-enlisted. Aft er the fun wore off , I realized I had to get serious about this, and I got sent to NCO prep school, which is now Airman Leadership School. It was the turning point in my career, because it made me realize just how important everything is. I don’t care if you are a public aff airs offi cer or a personnel Airman, or a security forces team member, or even the two-star general in charge of 20th Air Force, everyone of us has a very important role. I had an eye-opening experience. When I realized just how

important this business is and just how much I liked it. As a result of this I became a prep school instructor part-time, and then I volunteered to be a recruiter and then attended Offi cer Training School.

While being stationed around the United States and beyond, what assignment was your favorite and why?

Th at’s a really hard question; I never really had a bad one. Ironically both of my shortest tours were my favorite, not because of the location but because of the mission. I was a ground launch cruise missile fl ight commander in Belgium. Back then we were like pioneers, we wrote the rules as we went along and it was really excit-ing. Th e second was vice commander at the 45th Space Wing, Patrick AFB, Fla., where we were launching rockets and putting people in space. It was a very busy year, one of the busiest on record. I can’t complain…

Upon your departure, what would you like to pass on to fellow Airmen?

If I’m nothing else to anyone in the Air Force, let me be an inspiration for the opportunities that are available in the Air Force. I don’t think I passed up on any of them; be it education benefi ts, promotion opportunities, fi tness centers, auto hobby shops, golf course, or the club systems. Th e opportunities that I took advantage of to become a two-star general are the same opportunities that are available to you.

Do you have any plans for your retirement?

Well fi rst I’m going to take some time off …I have been going to work every day for 42 years, one month, and seven days. My wife and I are going to take a couple trips. Aft er about a few months I will see what is available work-wise. Before the end of the baseball season I want to get back to St. Louis, and catch a couple games.

What do you think you are going to miss the most?

Th at is easy, the people. It’s always the people. I have such a great love for my Air Force family, the people I have met along the way. I plan to keep them as family for the rest of my life.

Do you have any farewell comments?It’s been an extremely fast 42 years, I can still remember

the day I got on the train and left St. Louis for basic training in San Antonio, Texas. It seems like it was just yesterday and it goes by so fast, but I can remember people at every place I have been stationed that made a diff erence. I hope that in my 42 years I have been able to make a diff erence to some people as they have made a diff erence to me.

Rainstorms did not stop servicemembers and their families from being showered in musical appreciation at the Peterson Air and Space Museum 2009 Concert in the Park July 31.

“It was a nice turnout despite the weather,” said Gail Whalen, 21st Space Wing, Peterson Air and Space Museum director.

About 250 attendees along with approximately 60 vol-unteers including the Civil Air Patrol cadets gathered at the base air park. The 2009 Concert in the Park is an expression of appreciation for members of the military community making sacrifices for their country.

Initiated by the Peterson Air and Space Museum Foundation, a local non-profit chartered by the 21st SW, the concert originated around 2003 offering gratitude to servicemembers and their families along with an op-portunity to learn Air Force heritage. The foundation directly supports the museum through fund raising and volunteers.

The air park provides “a wonderful setting to look at aircraft and listen to the band. It is a nice way to end the

week. No speeches or protocol,” said Edward Weaver, the foundation’s secretary and treasurer. “We are putting the money back into Peterson itself — I can not think of any expenditures off base.”

The informal relaxed atmosphere provided an enhanced work-life balance for servicemembers and their families.

Wild Blue Country provided entertainment with an eclectic arrangement of music.

“You could see people feeling good as the band played. Wild Blue Country has a unique ability to take patriotism and weave it to take away the clutter. It is a method that provides you with inspiration, yet does not slap you in the face with it,” Mr. Weaver said.

The museum’s mission is to protect and tell the story of the heritage of the Air Force and Peterson. About 16 missiles and aircrafts were open for viewing including the EC-121T Warning Star radar aircraft and the Peacekeeper ICBM Missile Procedures Simulator.

“You go to retirements, change of commands, and Inspector General out-briefings — there is always a struc-tured activity that leads people to be guarded,” Mr. Weaver said. “The concert allowed people to be themselves. We are thankful that people had the opportunity to come.”

spring, you’re probably awash inripe fruit right about now.

While the abundance from yourtomato garden is delicious in sal-ads, or just sliced with salt andpepper, there’s an easy way totransform any excess harvest intofuture meals. Marinara saucefrozen in family-size servings is thesecret, said Sheryl Lozier, who withhusband Marshall is proprietor ofSummers Past Farms in FlinnSprings, Calif.

Lozier suggests picking the ripetomatoes in your garden and plac-ing them unrinsed in a zip-top plas-tic bag before placing them directlyin the freezer. Then, when it is timeto prepare marinara sauce, removethe tomatoes from the freezer andlet them thaw.

“I use beefsteak and a smallergarden variety of tomato and leavethe skin on for extra flavor andfiber,” she said about preparing hermarinara. “Don’t be afraid of thesugar, it breaks down the acid.”

To store, cool sauce and pourfamily-serving sizes into plasticcontainers, leaving a half-inch ofspace at top; cover and freeze.

according to package directions• Chopped fresh parsley• Grated Parmesan RegianoYields 4 servings.

Saute garlic in olive oil until gold-en. Add onion and bell pepper andsaute 5 to 7 minutes, until onion istranslucent.

Core and coarsely chop thawedtomatoes. Stir tomatoes, basil,oregano, bay leaf, sugar and saltand bell pepper into the sauteedingredients. Cook uncovered overmedium heat for 10 to 15 minutes,stirring frequently.

To serve, put cooked linguine inlarge bowl, top with sauce, andgarnish with parsley and gratedcheese.
