Mayor Alexander called the Special Meeting to order at 6:30 p.m. after declaring a quorum present.

Council Member Jackson gave the Invocation.

Council Member Rodriguez led the Pledge of Allegiance.

Mayor Alexander read the Mission Statement: "The M.iarion of the City of Fort Stockton Municipal Government is to Promote & Value Public Confidence and Trust by the Accountable and Responsible Use of Community Resources; to Ensure Public Safety; Improve Public Services; Promote Local Recreation and Entertainment; and Generate Economic DeVelopment."

FIRST ORDER OF BUSII'I'ESS:

1. Discuss/Act upon Resolution No. 16-105R, approving the Annual Review of the City of Fort Stockton 2015-2016 Investment Policy Manual.

Interim Director of Finance Rodriguez stated that the City was required to review its Investment Policy yearly. There were not any revisions for the 2015-2016 Policy.

Motion was made, seconded and carried unanimously to approve Resolution o.16-105R, approving the Annual Review of the City of Fort Stockton 2015-

2016 Investment Policy Manual.

SECOND ORDER OF BUSINESS:

• Discuss/Act upon the 2nd Quarterly Investment Report ending March 31, 2016.

Interim Director of Finance Rodriguez reported that as of the latter part of arch, Texpool's average interest rate was 0.34%, LOGIC's average interest rate as 0.52%, 90-Day T-Bills were@ 0.23% and the 1-Year T-Bills were@ 0.62%. he locked-in interest rate for an additional year with Pecos County State Bank as 0.35%.

Quarterly Investment Report ending March 31, 2016.

THIRD ORDER OF BUSINESS:

3. Discuss/Act upon the 2nd Quarterly Revenue & Expense Report ending March 31, 2016.

Interim Director of Finance Rodriguez provided a summary of the 2nd Quarterly Revenue & Expense Report for Fiscal Year 2015-2016 for the City's various funds. As of March 31, 2016, 50% of the Fiscal Year's budget was completed.

Contingency @ 68.23% - This elevated percentage was due to the Police Department's building plans which were paid and completed. The Landfill's Permit Project completion was @ 80-90% and funds for the Traffic Highway Study for Highway 18 were also disbursed from this line. Remaining in Contingency was $151,277.86.

Mayor Alexander reported that instead of waiting for TX Dot to complete the Traffic Highway Study in 4-5 years, the City opted to complete it. Although funds would not be reimbursed, this was done in an attempt to lower the speed limit inside city limits on Highway 18.

HB445RoadRepair: $ 212,817.25 50.67 $ -82,527.08 51.81 • Deficit was attributed to an amendment for an additional $150,000 for road

repairs wherein approximately $70,000 was utilized. Half of the sales tax revenue was lacking but nevertheless would be paid/generated.

Recreation: $ 188,747.50 52.13 $ 169,661.42 46.86

Housing Authority: $ 224,897.34 48.07 $ 230,329.68 49.23 • Deficit of $5,432.34 attributable to Happy Software upgrade.

EnterpriseFund: $4,453,682.77 48.55 $4,471,177.83 48.74 • Deficit of $17,495.06 was due to decreased gas sales which were at

52.28% or 24% less in revenues compared to last year at 76%. Water sales were also at 40.87% compared to last year at 52%. Landfill was excelling at 82.43% with sewer and sanitation being on target.

• Maintenance of Buildings - Deficit of $18,684.41 was due to the removal of hydrochloric acid from the storage tanks at the R.O. Plant. Removal of this hazardous material was crucial.

• Maintenance of Equipment - Deficit of $91,168.49 was a result of repairs to Well #1 & Well #5; mainly electronic components. Well #1 was operating and Well #5 was being completed. Well #2 & Well #6 were operating. All four wells would be needed for the summer months and why the repairs were being completed. The deficit amount did not include the $70,000 for the Utility Crossing that would accommodate three water wells.

• Maintenance of Other Equipment - Deficit of $16,899.06 was due to repairs of Truck #2 & Truck #3. This did include the lease from Republic Services when one of the trucks was out of commission.

EDC 4A: $ 373,968.70 61.19 $ 173,667.32 28.42 • Overage of$200,301.38.

EDC 4B: $ 213,817.79 50.73 $ 130,170.10 30.88 o Overage of$83,647.69 would change upon the purchase of the playground

equipment. There was a cap of $350,000 for this project.

CVB: $ 611,954.86 43.56 $ 827,134.60 58.87 • Deficit of $215,179.74 was due to a shortage of approximately $70,000 in

occupancy tax revenues. The majority would be received during the BBORR and summer months.

Council Member Falcon recommended of Interim Director Rodriguez for the budget workshops that a detailed spreadsheet for the line item "Other Events" be prepared itemizing every monthly event with its expenses.

September 2016, $429,415.94 would be paid. The total outstanding debt was 12.7 million from the initial $24 million in 2010. The final payment for all debt owed would be made in 2028.

2009 Series C.O.'s: $ 243,727.50 100.00 • Budget balance of $2.50 was due to the repairs at the Fort for hail

damage. A reimbursement of funds was awaited from the insurance.
