THIRD GRADE READING GUARANTEE
The State of Ohio expects students to be reading at grade level when entering grade 4.
Reading ability is measured through diagnostic assessments in the primary grades, the state grade 3 ELA examination, and a grade 3 alternate assessment. Grade 3 students must earn a minimum score on either the state ELA examination or its alternate assessment in order to be promoted to grade 4. Third Grade Reading Guarantee (TGRG) guidelines apply to all EdChoice & EdChoice Expansion students. Some ISP Ed Choice students may have a participation waiver and other Ed Choice students may have a retention exemption. Non state scholarship students should be served and monitored using the same or similar guidelines as scholarship students within their schools but non state scholarship students are not governed by the legislation and are not required to earn a promotion score in grade 3. Who are waived from complete participation in TGRG?

Which students must participate in state grade level alternate assessment for grades 3-8?
Any Jon Peterson Scholarship students or EdChoice Scholarship students who are identified as alternate assessment students on their ISP must participate in the state’s alternate assessment for grades 3-8.
Any non state scholarship students who are identified as alternate assessment students on their ISP AND who are in schools where 65% or more of the enrolled student population are state scholarship students must participate in the state’s alternate assessment for grades 3-8.
Which students must participate in state grade level regular assessment for grades 3-8?
All Jon Peterson Scholarship students or EdChoice Scholarship students who are not alternate assessment students must participate in the state’s regular assessments for grades 3-8.
All non state scholarship students in schools where 65% or more of the enrolled student population are state scholarship students must participate in the state’s regular assessments for grades 3-8.
Scholarship students required to participate in TGRG and state testing risk the loss of the renewal of their state scholarship if they do not test.
What are the TGRG requirements? Grade K-3 students who are required to participate in TGRG must be administered a reading diagnostics by September 30 or within 30 calendar days of their enrollment. Schools may choose the diagnostic screener from the list of ODE approved screeners. The list now includes 10 different assessments. See chart below.

Each of these assessment will yield scores that are categorized as either ON TRACK or NOT ON TRACK. Principals must keep documentation of these scores as they are reported through the SAFE ACCOUNT for EDCHOICE students. Students that are measured as NOT ON TRACK must participate in an intensive reading intervention plan that the school develops. State law does not prescribe the intensive reading instruction that must be provided nor does it prescribe the qualifications of the teacher providing the reading interventions. It is up to each

school to plan, document, and communicate the intensive reading instruction provided to parents. Documentation must be on file should a state audit occur. Schools may electively place ON TRACK students on an intensive reading intervention plan. Does a student ever earn a score high enough to be removed from the intervention plan? Schools may monitor student progress throughout the school year, however, a student on an intensive reading intervention plan remains on the plan until s/her performs ON TRACK on the next year’s reading diagnostic or until the student is promoted to grade 4. Do I have to notify parents? Yes. Parents of K-3 students determined to be NOT ON TRACK must be notified in writing of their child’s reading status and their child’s need for intensive reading intervention. Parents of K-3 students held to the TGRG retention rule must be notified of the possible retention in grade 3. How do grade 3 students earn a promotion score? Grade 3 students earn a promotion score on either the IOWA F reading test or the state’s grade 3 ELA assessment. A promotion score earned on either assessment qualifies from any of the assessments listed below qualifies. IOWA F December May Summer State ELA Grade 3 Assessment November March Summer The IOWA promotion score required is 171. The state’s ELA promotion score required is 42. These scores may slightly increase for 2016-17.

What information must I report to ODE about these students? Reporting of information is done through your EdChocie Safe Account. ODE will request the ON TRACK/ NOT ON TRACK status from the first reading diagnostic administered. ODE will also request information for any grade 3 who did not earn a promotion score on the grade 3 ELA assessment. You should keep documentation of the first reading diagnostic scores for K-3 students AND for grade 3 students you need to document one of the following:
• The student was promoted to grade 4. S/he earned a promotion score on the state’s grade 3 ELA assessment.
• The student was promoted to grade 4. S/he earned a TGRG promotion score on the TGRG alternate assessment (IOWA F).
• The student was promoted to grade 4 with a TGRG retention exemption documented on his/her ISP.
• The student was promoted to grade 4 with a TGRG retention exemption because the student was already retained once during the primary grades and was given reading intervention.
• The student was promoted to grade 4 with a TGRG retention exemption because the student is an ELL student and has been in a US school receiving ELL supports for less than 3 years.
• The student was not promoted to grade 4. Please note: a school may choose to retain a grade 3 student in grade 3 for reasons other than the TGRG requirements.
