Dear Colleagues, Speakers and Participants,

We are pleased to welcome you to the Law, Justice and Development Week 2011, a World Bank Group event organized for the first time by the legal departments of the World Bank, International Fi-nance Corporation (IFC), Multilateral Investment Guarantee Agency (MIGA) and International Centre for Settlement of Investment Disputes (ICSID).

This year’s forum will explore how legal innovation and empowerment contribute to development.

With a combination of plenary and parallel sessions, the event will address global issues, including the role of intellectual property in innovation, financing women entrepreneurs and political risk man-agement; regional challenges, including legal harmonization as a tool for regional integration, the Organization for the Harmonization of Business Law in Africa (OHADA) experience, and financing carbon-efficient investments in civil law vs. common law jurisdictions; and country cases, including op-portunities and challenges for law and development in China, and perspectives from various Middle East and North Africa countries on the rule of law, governance and development.

During the week, we aim to continue building a strong vision and collaboration through active ex-changes among lawyers from each of our institutions, judges, colleagues from other development organizations, government officials, academicians, civil society organizations and other experts in the field.

Our sincere thanks go to all of the many partners, panelists, speakers, moderators and colleagues inside and outside the World Bank Group who have devoted their time, insight and enthusiasm to making this week the wonderful learning and knowledge sharing experience we hope you will find it to be.
