On April 1, 2004, the National Institution for Academic Degrees and University Evaluation (NIAD-UE)made a new start as an independent administrative agency. Founded in FY1991 as a degree-awardinginstitution, the institution was reorganized in FY2000 as a university evaluation and degree-awardinginstitution. Since that time the institution has been performing its work related to evaluations ofuniversities and other organizations as well as the original degree-conferring activities.

In March 2004, the institution compiled the results of university evaluations initiated in FY2002, andreported them to national universities and other institutions as well as the general public. Theinstitution also completed the university evaluations it had been implementing on a trial basis sinceFY2000. The institution has received authorization from the Minister of Education, Culture, Sports,Science and Technology for evaluating individual institutions and law schools, which will begin fromthe current FY year. At the same time, the institution will release the improved procedures forevaluations of education and research carried out at national universities and other organizations,which the institution will implement based on requests from the National University CorporationEvaluation Committee. These new procedures will reduce the administrative burden on universities andother organizations by utilizing the experiences the institution has gained through the trial evaluationscarried out for the past few years. With the cooperation of university personnel, in the years ahead theinstitution will work to conduct evaluations with a greater degree of transparency. It is expected thatthis will contribute to further improvements to the level of education and research at universities andother institutions, while taking into consideration opinions from a variety of perspectives.

The institution’s degree-awarding activities are also proceeding smoothly. Since the award of its firstdegrees in FY1992, NIAD-UE has awarded degrees to more than 27,000 individuals. Through the effortsto confer degrees appropriately and steadily over the coming years, NIAD-UE hopes to contribute tothe diversification of higher education and to the increase of learning opportunities in Japan.

We believe that ensuring international-level quality is indispensable for Japan to further develop andenrich its higher education. Indeed, we fully recognize that earning the trust of the internationalcommunity by ensuring the quality of higher education is a major mission entrusted to our institution.

As we move ahead with our activities by utilizing the flexibility as an independent administrativeagency, and by conducting our jobs with greater transparency, we look forward to receiving thecommunity’s continued guidance and support.

April 1986 In its report "The Second Report on Educational Reform", the National Council forEducational Reform proposes to examine the possibility of establishing anorganization which grants degrees through assessment of academic achievementfor the promotion of lifelong learning.

July 1989 The Committees for Graduate Education and University Education of theUniversity Council report the necessity to establish such an organization.

June 1990 The preparation committee for the organization is formed and its office is locatedat Graduate University for Advanced Studies.

February 1991 The University Council publishes "A Report for Founding of the Organizationwhich Grants Degrees through Assessment". The preparation committeepublishes "A Report on Agenda of National Institution for Academic Degrees".

July 1991 The National Institution for Academic Degrees (NIAD: Japanese name is Gakui-Juyo-Kiko) is founded.

March 1992 The first NIAD degrees are awarded.

March 1998 The number of people granted NIAD degrees exceeds 10,000.

October 1998 In its report "A Vision for Universities in the 21st Century and Reform Measures",the University Council proposes to establish a third-party organization foruniversity evaluation.

April 1999 The preparatory office and the preparatory committee for founding a nationalorganization for university evaluation are established in NIAD.

February 2000 The preparatory committee publishes "A Report on Founding a NationalOrganization for University Evaluation".

April 2000 NIAD is reorganized as a new entity charged with carrying out the evaluation ofuniversities in addition to its degree-awarding functions. (The Japanese name ischanged from Gakui-Juyo Kiko to Daigaku-hyoka Gakui-juyo Kiko.)

September 2001 NIAD holds celebrates the 10th anniversary of its degree-awarding activities.

March 2002 NIAD publishes the first university evaluation results for the trial universityevaluation period.The number of people granted NIAD degrees exceeds 20,000.

March 2003 NIAD publishes the second university evaluation results for the trial universityevaluation period.

April 2003 NIAD moves to its new offices in Kodaira City, Tokyo.

May 2003 The English name is changed from National Institution for Academic Degrees(NIAD) to National Institution for Academic Degrees and University Evaluation(NIAD-UE).

March 2004 NIAD-UE publishes the third university evaluation results for the trial universityevaluation period, completing the trial evaluations.

The National Institution for Academic Degrees and University Evaluation (NIAD-UE) wasestablished based on the Law concerning the General Rules of Independent AdministrativeInstitutions and the National Institution for Academic Degrees and University EvaluationLaw. The institution‘s mission is to contribute to further development of higher educationin Japan. In order to raise the quality of education and research at higher educationinstitutions (universities, junior colleges and colleges of technology) and inter-universityresearch institutes NIAD-UE conducts evaluations of teaching conditions and researchactivities at these institutions. At the same time, in order to realize the society in which theoutcomes learners earned at diversified higher education institutions, such as non-university institutions, are duly appreciated, NIAD-UE assesses the results of variouslearning provided at the higher education level and awards academic degrees to learnersrecognized as having fulfilled required academic standards. To accomplish this objectivethe institution is engaged in the following activities.

1) Conducts evaluations of education, research and other activities of universities and other institutions

and provides the evaluation results to the targeted universities and institutions, and the general public

(accreditation);

2) Awards academic degrees (bachelor’s, master’s, doctorate) in accordance with the guidelines

prescribed by the School Education Law;

3) Conducts surveys and research concerning evaluations of the conditions of education, research and

other activities of universities and other institutions, and conducts surveys and research concerning

assessments of the learning results necessary to award degrees;

4) Collects, files and disseminates information concerning evaluations of the conditions of education,

research and other activities of universities and other institutions and information concerning various

learning opportunities at universities; and

5) Conducts evaluations of the education and research activities at national universities and inter-

university research institutes, based on requests from the National University Corporation Evaluation

Committee, held in the Ministry of Education, Culture, Sports, Science and Technology, and provides

the evaluation results to the committee, each university or inter-university research institute evaluated,

and the general public.

University Evaluation

NIAD-UE develops effective procedures for university evaluation in cooperation with persons from theuniversities and conducts the appropriate evaluations of the conditions concerning education, research, andother activities at universities and other academic institutions. This enables NIAD-UE to play a leading role indevelopment of third-party evaluations of universities and other academic institutions in Japan. Moreover,by actively collecting, storing and disseminating information concerning universities and universityevaluations in Japan and around the world, and conducting research on university evaluation, NIAD-UE ishelping to create the foundation for university evaluations in Japan and improving the level of highereducation institutions overall.

1. Accreditations of universities, junior colleges and colleges of technology When implementing an evaluation concerning overall conditions including education and research at universities,junior colleges and colleges of technology, NIAD-UE will perform the following activities.

①Universities and junior colleges

NIAD-UE will create a Committee for University Accreditation and a Committee for Junior College Accreditation, which willdecide on the evaluation criteria and methods. With the decided evaluation criteria and methods, NIAD-UE will receiveauthorization from the Ministry of Education, Culture, Sports, Science and Technology as an authorized quality assuranceagency. After being certified, NIAD-UE will accept applications for the evaluations to be implemented during FY2005.

②Colleges of technology

NIAD-UE will create a Committee for College of Technology Accreditation, which will implement a trial evaluation in FY2004in cooperation with the eight colleges of technology shown below. Based on the results, the Committee will decide theevaluation criteria and methods, and NIAD-UE will apply to the Ministry of Education, Culture, Sports, Science andTechnology for certification as an authorized quality assurance agency by FY2005.

2. Accreditations of professional graduate schools To implement evaluations concerning the conditions of education and research activities at law schools, NIAD-UEwill prepare a system for evaluation including creation of a Committee for Law School Accreditation. The Committeewill decide on the evaluation criteria and methods, and NIAD-UE will then apply to the Ministry of Education,Culture, Sports, Science and Technology for certification as an authorized quality assurance agency. After beingcertified, NIAD-UE will accept applications for preliminary evaluations to be implemented during FY2005.

University Evaluations Plans for University Evaluation Activities during FY2004

To improve the level of their education, research and other activities, all universities, junior colleges, colleges of technologyand law schools are obligated to receive an evaluation conducted by a quality assurance agency with the authorization ofthe Ministry of Education, Culture, Sports, Science and Technology. For universities, junior colleges and colleges oftechnology, the overall conditions of their education, research, organizational management, and facilities and equipmentmust be evaluated at least once every seven years. For professional graduate schools (such as law schools), the overall conditions of their curriculum, faculties and other educationand research activities must be evaluated at least once every five years according to the institution’s goals and objectives.

To implement the evaluations concerning the conditions of education and research based on requests from theNational University Corporation Evaluation Committee, NIAD-UE will set up a Committee for National UniversityEducation and Research Evaluation and investigate evaluation methods and other issues during FY2004.

NIAD-UE engages in research concerning evaluations of universities and other institutions for the purpose ofcreating an effective evaluation system to improve the quality of universities and other institutions andpromote support for accountability to the general public.

Research on Structural Analysis of University Information and Applicationto Evaluations

Practical use of information technology in education and research activities of universities has rapidlyadvanced with the spread and functional upgrade of information networks. Because the use ofelectronically-provided information in these activities is important for university evaluations, structureanalysis of the information and application of information technology to evaluations are consideredurgent research issues. Until now NIAD-UE has focused on education information, particularly itemssuch as curricula and syllabuses, and has conducted research on effective collection of information andon database development. NIAD-UE is also pursuing research on techniques to analyze and visualizeinformation for understanding the characteristics of education programs through comparisons amongthe university education activities. This is because NIAD-UE believes applications of informationtechnologies effectively support impartial and transparent evaluations in combination with peerreviews and other evaluation techniques.

Research on the Application of Private Sector Management Concepts toUniversity Evaluations

In FY2004, national universities were converted into corporations, becoming more autonomous thanbefore. It is assumed university management-related tasks will come to the fore as universities seek tofulfill their own missions. NIAD-UE conducts investigations by visiting universities, business enterprises,public organizations, hospitals and other entities that are using unique management methods andextracting essentials and meaningful components on topics such as the management paradigm,management techniques and the position of evaluations as part of a management approach. Thesemanagement concepts used in the private sector can also be applied to university management. Bysearching for the optimal university management approaches that will be linked to the improvementand advance of education and research activities, NIAD-UE intends to establish new universityevaluation systems suitable to the new university management.

Research Activities Research concerning evaluations of universities and other institutions

NIAD-UE has established a Trial Evaluation Verification Committee, composed mainly of outside experts, toclarify both the successful aspects and problems highlighted by the three trial evaluations conducted fromFY2000 through FY2002 and verify the evaluation framework, process, results and outcomes from multipleperspectives. NIAD-UE disseminates the verification results broadly to the institutions targeted for evaluationsand to the general public as trial evaluation summaries, and will use this information for the evaluationsthese organizations will conduct in the future.

Research on Relevant Quality Assurance System of Universities withInternational Acceptability

For quality assurance agencies for higher education, one important point is the ability to determine,from the perspective of another country, whether the quality of a higher education institution is beingguaranteed – that is, the international acceptability of the quality assurance. The credits obtained bystudents at a higher education institution and the degrees awarded are guaranteed based on thequality assurance system in each country, which is accepted internationally through countries mutuallyapproving each other’s systems. For today’s cross-border higher education, international acceptability ofJapan’s quality assurance system can be expected to become even more important. Through researchand information exchanges concerning activities at international organizations concerning highereducation, such as International Network for Quality Assurance Agencies in Higher Education(INQAAHE) or the quality assurance system in each country, NIAD-UE has clarified the problems Japanmust resolve in order for its university evaluation system to achieve international acceptability.

Research on Performance Indicators for University Activities

For evaluations of universities and other institutions, quantitative and qualitative indicators to highlightthe characteristics of their various activities are extremely useful. NIAD-UE investigates the structure ofthe preferred set of indicators, and the effects and problems that will occur with actual use, byresearching the indicators used in university evaluations, other evaluations or in private-sectormanagement. NIAD-UE will also perform experimental research on multiple indicators. For example, theproject plans to conduct an analysis of indicators for research activities, by using a database of academicarticles, an analysis of indicators for teaching activities, including educational assessment in class andgraduate employment trends, and an analysis of indicators for the financial and accounting aspects ofuniversities. Through this research, NIAD-UE will make clear the problems in analysis and interpretationof indicators with actual data.

Part of NIAD-UE’s research is funded through a Grant-in-Aid of the Japan Society for the Promotion ofScience and implemented in cooperation with higher education researchers in Japan and abroad. Theresearch topics currently selected for such grants are shown below.

This program contributes to quality improvements in higher education in Japan and the United Kingdom byexchanging knowledge and experiences on area of higher education reforms and university evaluationsystems. This program also contributes to strengthening the cooperative action and relationships betweenthe two countries.Both countries agreed on a Collaboration Program Concerning Higher Education in Japan and the UK over athree-year period from February 2002. Simultaneously with the agreement, the Managing Change Projectwas implemented as the initial project and concluded in October 2003 with an open seminar. Today’s higher education system demands quality assurance of education that transcends national bordersand international cooperation, and responding to globalization is an urgent issue. Along with respondingto those international trends, NIAD-UE is actively involved in a wide range of activities whose goal is toincrease the international acceptability and competitiveness of education and research at Japanese highereducation, including dispatching staff to quality assurance agencies in other countries, inviting researchersfrom other countries, and sponsoring or participating in international conferences and symposia. NIAD-UE isalso encouraging the collection and dissemination of information while strengthening cooperation andcollaboration with other countries and other international organizations.

●International cooperation activities

NIAD-UE provides alternative routes to earn academic degrees (bachelor's, master's and doctoral) for learnersnot as matriculated students of universities. NIAD-UE evaluates the study outcomes of learners at the higherlevel, and awards degrees based on their academic attainments. The degrees awarded under this system areequivalent to those granted by general universities. NIAD-UE is also conducting research that is necessaryfor awarding degrees, and information services concerning the learning opportunities at the higher level.

NIAD-UE awards bachelor's degrees to learners other than matriculated university students. Applicationsfor degrees are accepted twice a year, in April and October.

Applicants should meet any of the following preliminary qualifications.

Acquisition of credits and submission of learning outcomes

After meeting the preliminary qualification, an applicant acquires credits to fulfill the prescribed requirements, and submits thelearning outcomes.○Credits may be earned by non-matriculated credit-based students' programs at universities, advanced courses* of junior

colleges or colleges of technology, advanced programs of universities or graduate schools.○Learning outcomes may be submitted as a report, a work of fine art or a recording of a musical performance. *Advanced courses at junior colleges and colleges of technology are recognized by NIAD-UE through the investigation by the Sub-Committees of the Committeeof Validation and Examination for Degrees. The proprieties of the recognition are based on whether the education offered in the program is equivalent to auniversity education and whether instructors are properly assigned to the program among other items. For programs that are once recognized, a review isconducted in every five years to assure that education standards are being maintained.

Examination

Based on the submitted learning outcomes, NIAD-UE implements a written examination (for applicants who submitted a report)or interview (for applicants who submitted a work of fine art or a recording of musical performance).

Evaluation at NIAD-UEThe Committee of the Validation and Examination for Degrees evaluates the academic ability of applicants from the followingtwo viewpoints through the Sub-Committees. If an applicant is found to have been successful in both viewpoints, the Presidentof NIAD-UE shall grant a bachelor's degree to the applicant.

○Evaluation of earned credits (whether the applicant has undergone learning in a scheme that meets prescribed requirements)

The Structure and Prerequisites of Academic Degrees in relation to theInternational Compatibility

The acquisition of an academic degree is based on evaluation of a structured learning program. Thisprerequisite is becoming more difficult to verify as the programs of the institutions and individuallearning paths are becoming increasingly diversified. Student mobility is growing extensively both inand outside the country, while the provision of study programs also is becoming diverse such as thoseprovided by corporate universities and through e-learning. In this context, it is much moreindispensable for each country to ensure the international comparability and compatibility of itsdegrees and credits. NIAD-UE conducts research on themes concerning the credibility of academicdegrees and credits.

The Awarding of Academic Degrees through Credit Accumulation andTransfer

In a mobile and lifelong learning society, the mode of learning is increasingly diversified. From thispoint of view, researches are being conducted to find the possible measures for the assessment of thelearning results, awarding of credits, and granting of degrees based on such diverse learningexperiences.

Follow-up Surveys of NIAD-UE Degree Recipients

Follow-up surveys by questionnaire for degree recipients have led to improvements in the degreeawarding process in Scheme I under the NIAD-UE degree-awarding system, especially in the area ofimproving the efficiency of the forms and procedures for application. These periodic surveys target thesame cohort and are conducted at different stages, that is one year and five years after the degreeshave been awarded. The questionnaires address not only the recipients’ learning processes andpatterns, but also their careers after receiving their degrees.

Workshops and Symposia

NIAD-UE holds workshops inviting both Japanese and foreign researchers on various topics concerningdegrees, credits and quality assurance of higher education.
