Board Meeting Minutes November 19, 2013 Attendees: Officers: Ann Moss, Roger Warmelink, Greg Frontier Directors: Tad Collins, Scott Garver, Tom Kaufman, Dave Hansz, Bruce Jesionowski Sally Kutil, Paul Klapproth, Rod Lema, Aaron Monier, Jeff Moss, Ian Perry, Kathy Sheiko, Sheila Seaver, Chuck Sher, Carolyn Smith, Roz Warren Absent with Notification: Pete Nico, Jim Ayres, Andrew Sheets Absent: Pat McDonald, Dorothy Nelson Call to Order Ann Moss, President, called the meeting to order at 7:00 p.m.. A sign-in sheet (Attachment 1) was available at the door. The Meeting Agenda was e-mailed to the Directors and copies were available at the door (Attachment 2). President’s Opening Remarks (Ann Moss) Ann Moss thanked everyone for attending. Paul Klapproth to take minutes for Pete Nico. Lake Quality Reports will be given after the Treasurer’s Report. Directory will be discussed as the third item under New Business. Secretary’s Report (Ann Moss for Pete Nico) Ann indicated that the minutes from the September Board Meeting were circulated to the directors via e- mail, prior to the meeting. Dave Hansz made one correction to the minutes regarding his Lake Report (section B) to read that the water quality in the lake is still good. Motion to approve Meeting Minutes as corrected by Sheila Seaver, seconded by Rod Lema and unanimously approved by the board. Treasurer’s Report (Greg Frontier) Balance Sheet (Attachment 3) and Profit and Loss (Attachments 4 and 5) were reviewed. Greg reported that we should not see a lot of changes in our expenses until March. We are still in good shape financially. Our harvesting equipment maintenance expenses were under budget this year but our fuel expenses were over budget. Our total harvesting expenses to date are about $2,000 dollars under budget. Motion made to approve the Treasurers Report by Jeff Moss, second by Chuck Sher, unanimously approved by the board. A discussion took place regarding the selection of a service to keep the grass cut in the launch park next year. There were several competitive bids for this project and Cedar Creek Landscape appeared to be the most attractive price for what we need done and would charge $1,300 for the season. The question was asked if they would also do Outlot A launch site on the lake. The response was that it would be checked into. A motion was made to allocate funding for the quoted rate by Dave Hansz and seconded by Sheila Seaver. It was passed unanimously. A discussion took place regarding the three year budget. Greg Frontier presented a preliminary budget (Attachment 6). There were a number of suggestions including money to be set aside for major possible truck bed repair in the next year or two. Money will be set aside for a new cutter for the harvester which would cost about $2,700. A motion was made to accept the three year budget proposal by Bruce Jesionowski and seconded by Chuck Sher. It was voted and passed unanimously.

Standing Committee Reports

A. Lake Quality Report

a) We will be changing the gate code one more time in December and that will last until Spring unless a need arises to make another change.

b) Dave Hansz presented his annual Lake Environmental Report (Attachment 7) and supplied a diagram noting sites on the lake (Attachment 8). Hansz reported that they treated 10 more sites for Pragmites. The number of sites of infestation has continued to grow over the years and continued vigilance will be the only way we can combat this aggressive plant. The flowers produce millions of seeds that travel into the air and root in moist areas. Hansz noted that the lake water is clearer than in past years and the water quality is still very good.

B. Communications

a) Ann Moss and Paul Klapproth reported that development of the new Internet site was underway. Klapproth asked for content from various committee people for inclusion in the site. The Beta site is up for review and feedback from the directors. The target is to have the site launched in December and will continue to populate the content from that point forward.

b) Historian Update- Ann Moss reported that the focus has changed to items on our upgraded website and will not be handled by a single person at this time.

C. Boating Committee -- No Report-

D. Social Committee (Sheila Seaver)- Sheila Seaver reported that they will be having a meeting in the weeks ahead to identify the projects for 2014. Seaver noted that they would welcome volunteers wanting to participate on the Committee. The next event is scheduled for February 7 and is the Happy Hour at the Shark Club. Seaver did note that we had 64 golfers at the Fall golf outing and raised over $4,500 to fight cancer. Contributions were made in memory of Mary Kay Smith.

President’s Report (Ann Moss) Ann reported that she has responded to several inquiries. She noted that she removed information from an old Internet site. Other issues were addressed under their separate headings in the agenda. She expressed her appreciation to Michael Stewart for providing a link to his weather station on the Lake. This information will also be linked from our upgraded website.

Old Business A. Winter Water Level (Roger Warmelink)

Roger Warmelink has been in communication with a number of Oakland County officials regarding this issue. There were discussions with the county people regarding environmental impact studies, etc. even though through historically natural cycles before the pump was put in place, we experienced much lower lake levels than currently proposed. Warmelink will continue seek the opportunity in lowering the lake significantly during the Winter to help facilitate beach, shallow water and seawall maintenance in the Spring.

B. Info on Tax Increase for Watkins Lake Level (Roger Warmelink) –

a) Roger is still working on obtaining complete details on this issue. Roger provided a Watkins

Lake Level Actual and Estimated Costs FT 2012 & 2013 chart (Attachment 9). There was an extensive discussion on the charges including labor charges for the well as they jumped between these two years. Their actual costs for labor were over-budget by a significant amount.

b) Follow-up items: Roger Warmelink will follow-up to get monthly documentation justifying the posted labor charges.

C. Outlot A Update

Pat Deibel had a signed document from the neighbors adjoining Outlot A indicating that we have permission to use the lot as part of our weed harvesting program. The document was read and will be kept by the secretary. Copies will be sent to the adjacent property owners and the WLLDHA. It is believed that the WLOA now has permission to use Outlot A for weed harvesting.

D. Other Issues (Directors) -- No Issues

New Business Director Affirmation

Directors in attendance affirmed that they desire to continue in their current position in 2014. Ann Moss said that she would check with those directors not in attendance.

Meeting Time in 2014

Ann Moss asked if the 3rd Tuesday of the odd months of the year is still good to schedule meeting and that was confirmed to be agreeable.

Directory

Ann Moss stated that an e-mail will be sent to members to update their information for the Directory. She’ll be working with Terri Beadle on recording updates. Board Directors may be needed to help supply updates. The new Directory is planned for Spring 2014.

Ice Fishing Holes

A request was made to make an announcement to ask fishermen to mark holes in the ice so people walking on the ice do not step in them. Klapproth noted he will put that on subject on the Internet site.
