Florida Governor Rick Scott recently enacted legislation authorizing each county to establish a mental health court program for certain non-violent offenders. The new legislation applies to offenses committed on or after July 1, 2016, and is a signifi-cant first step in correcting a current criminal justice system that punishes misconduct resulting from mental illness, without offering available treatment alternatives to remedy the mental illness that caused the misconduct. Mental health courts will be au-thorized to implement pretrial intervention and post-adjudicatory programs, both of which use communi-ty resources to tailor treatment plans for defend-ants with mental illness. The treatment plans are designed to help these individuals restore their health, rather than simply punishing them for suffer-ing from untreated mental illness.
Significantly, the new legislation is permis-sive, rather than mandatory. Each county “may” fund a mental health court program; the chief judge of each judicial circuit “may” appoint an advisory committee for the mental health court program; and the sentencing court “may” place the defendant into a mental health court program. The only quasi-mandatory language is the requirement, contingent upon an annual appropriation by the legislature, that the state courts system establish, at a minimum, one coordinator position in each mental health court program to coordinate the responsibilities of the participating agencies and service providers.
What we do with the tools the legislature has now provided to our county to establish a mental health court is of keen interest to NAMI Palm Beach Coun-ty. We are fortunate to have several attorneys serv-ing on our board of directors who have experience in criminal law, and who have access to Palm
Beach County court system resources. In addi-tion, we have an advocacy committee that will be monitoring the progress our county makes in setting up a true mental health court program, and will seek to provide input into the types of services that are utilized so that the goals of this initiative are fulfilled. We have a long road ahead of us, but with the new legislation, the Palm Beach County court system can make positive changes to help those in our community living with mental illness. Those changes, which benefit individuals living with mental illness, will ultimate-ly make Palm Beach County a safer and healthier place for all of our citizens.

ADVANCES IN ELECTRICAL INTERVENTIONS FOR TREATMENT RESISTENT DEPRESSION
By C. Kye, M.D. Unfortunately as many as 2 out of 5 individuals with depression fail to respond to three or more chemical antidepressant trials of adequate dose and duration. They are considered to suffer from treatment resistant depression or TRD. Beyond chemical anti-depressants, there are electrical inter-ventions for depression: electroconvulsive therapy or ECT, and transcranial magnetic stimulation or TMS. ECT is convulsive (i.e., seizure-inducing). TMS is subconvulsive. TRD response rate is 3 out of 4 for ECT and 1 out of 7 for TMS. The occurrence of weakened verbal memory and the need for anes-thesia is intrinsic to ECT and absent in TMS.
An exciting new electrical treatment for TRD is magnetic seizure therapy or MST. MST is convul-sive, but its effects are far more focal anatomically compared to ECT. MST appears to have the effica-cy of ECT with the side effect profile of TMS. MST’s focal effects on the brain lends itself to better un-derstanding of treatment-brain-behavior relationships from an areal neural circuitry perspective. Are-al neural circuitry refers to how relatively large areas of the brain interact with each other (e.g., sub-genual anterior cingulate cortex, approximately the size of a walnut, perhaps the brain structure most implicated in TRD). Unfortunately, current TRD treatment interventions are “black-box” in nature, whereby understanding how chemical medications affect the brain to treat TRD from an areal neural circuitry perspective is essentially a “black box.” Research in MST is being pursued currently and hopefully will offer a game-changing intervention in treating TRD within the next few years.

I’m passionate about using my talents to give back to the community. I earned a degree in Business Management and genuinely enjoy the challenges that come with trying to achieve big goals while facilitating an organized and positive way for others to participate. I coordinate the major NAMI events throughout the year along with maintain rela-tionships with participants and donors interested in getting more involved and providing ongoing support. For fun I enjoy running, making collages/art and playing poker. I have a Bachelors in Marketing University of Central Florida. I am excited to bring my skills in working with individuals to NAMI. I took the NAMI Peer-to Peer Edu-cation course with NAMI Palm Beach County a two years ago and quickly fell in love with the organization. I immediately learned about the efforts of NAMI to enhance the quality of life to those battling mental illness. I am proud to be part of an organization that looks to remove the stigma while enhancing quality of life.

I am a newly Certified Peer Support Specialist and I am excited to join the NAMI family. I have mostly worked with military Veterans because I am also a Veteran. I did two tours overseas in support of Operation Iraqi Freedom/ Operation Endur-ing Freedom and finished my career in the Navy as a recruiter in New York City. I appreciate the opportunity of mentoring teenagers and young adults. I am looking forward to interacting with them while teaching and encouraging them to become better people. I also enjoy providing advocacy for individuals and their families while encour-aging and supporting self-advocacy. Outside of work, I enjoy spending time with family and friends. I have a 16 year old Autistic son who means the world to me and keeps me focused on what is important in life and definitely not to sweat the small stuff. I am here to assist in any way possible.
