VA Home Loan Guarantee: Use It if You Can

ln years past, it seemed that Hawaii Veterans' home loan benefits existed in name only.With previous loan limits hovering around $230,000, trying to use VA benefits seemedhopeless in most of our state. Sadly, the exclusion of lava zones 1&2 and the recentlayering of a prohibition of homes served by catchment have negated any gains relatedto the higher allowable purchase price. Unfortunately, the Veterans of Hawaii Islandare now left with few affordable choices. One 100% Disabled Vet affected by therecent catchment issue has been forced into anotherfederallyguaranteed program. Eventhough it's a decent program, his alternate loan will prove to be much more expensiveboth initially and overthe life of the loan. While recent conversations with VA regard-ing catchment are encouraging, the lava zone exclusion has proven to be a persistentissue. In fact, the lava zone exclusion affects not only VA but all HUD programincluding any federally insured or guaranteed loan programs. of us who live and workin the affected areas of East Hawaii feel this should be a local zoning issue. Insuranceis available and there has been no historical loss of life (and only a handful of homes)related to residential lava inundation. ln fact, there are thousands of folks living quiteidyllic lives in these lava zones. They certainly do not live in fear. Most who wantinsurance, have it. Lender collateral is protected. Like catchment, the directive thatthese areas are not suited for government loans was made farfrom Hawaii Island. Tomy knowledge (and quite surprisingly given the destination) no HUD representativehas ever surveyed the lava issue first hand and yet, the value of current homes has beenimpacted by the arbitrary exclusion. ln fact, the elimination of our most popular loanprograms has likely increased the number of foreclosed properties in these areas.Because the exclusion of catchment by VA will now affect lava zone 3, it will nowimpact a larger cross section of current owners including Veterans wanting to takeadvantage of a VA refinance. Remember, the first time homebuyer’s credit gave localbuyers the confidence to get back into the market. Encouraged by historically lowinterest rates, this pool of buyers continues to drive our market. The point made by oneof our local news casters years ago is well taken. The reality that children of Hawaiiwill never own a home unless they inherit it is directly related to a buyer’s ability tosave for a down payment given our high cost of living. The key to encouraging homeownership with local buyers is the availability of low and no down payment programs.The presumption that homes sold with low down payments are more likely to defaulthas not proven true with our local owner-occupants. Normally, I devote this Veteran'sDay column to saluting my fellow Vets and encouraging them to use their benefits.Unfortunately, at least for now, my "use it or lose it" message is more of a "sit tight"because I sincerely hope that one day, our benefits reflect the freedom of self determi-nation we all fought so hard to retain!!!
