Would there even need to be a floor?

Could create a bi-partisan department

How would we ensure continuity?

How will other kinds of thinking and

Could include children and generational

differences in the department?

Will it work?

How will it be measured?

PANEL DISCUSSION

● Why a Palace of New Thinking?

○ There are high levels of concentrated authority, control and judgement. This needs to be challenged to create a better level of control and more objective judgements.

○ Language, while useful is also limiting.

○ Legitimize the generation of ideas

○ Doesn’t need a superhuman person

○ Need to

■ Diffuse Power

■ No one person or body can have all the answers

■ Change the expectations of governance structures

Page 17: The Palace Of New Thinking | New Forms of Governance · 2018-05-18 · The Palace Of New Thinking | New Forms of Governance Showcasing Dr. Edward de Bono’s Thinking Tools. Creative

PANEL DISCUSSION

● What would be the value of Ministry or Ministry of Thinking?

○ Creates the ability to focus and pay attention to thinking and also to

specific problems and challenges

○ White it could start out small, overall it could have a positive impact on

culture

○ Creates the space for new ideas and ways forward

○ Ensures that thinking is treated seriously, without which we focus on

standard situations and responses

○ Would provide an opportunity to educate other groups and ministries in

thinking – potentially improving education

Page 18: The Palace Of New Thinking | New Forms of Governance · 2018-05-18 · The Palace Of New Thinking | New Forms of Governance Showcasing Dr. Edward de Bono’s Thinking Tools. Creative

PANEL DISCUSSION

● Who would be the right person to run a Ministry of Thinking?

○ Someone who already had the skills and knowledge of the subject

○ Preferably a successful entrepreneur as they have the perseverance to

see things through, even when faced with challenges and difficulties

■ The main ingredient would he the ability to THINK

○ Opportunity to dilute the power that individuals tend to have in

government bodies, and to transfer some of this power to the people of

a country or region

Page 19: The Palace Of New Thinking | New Forms of Governance · 2018-05-18 · The Palace Of New Thinking | New Forms of Governance Showcasing Dr. Edward de Bono’s Thinking Tools. Creative

PANEL DISCUSSION

● How would a Minister of Thinking be different?

○ Politicians typically focus on short-term goals and objectives. They are

focused on today. There is a tendency to focus on elections and

winning votes.

○ A Minister of Thinking would focus on long-term solutions, and the

thinking of tomorrow, and could even be assigned budget that is

exclusively allocated to long-term strategies and programmes. Much

like a permanent secretary, a role that appears to have fallen away,

these Minister (Ministry) would be required to focus on the long-term,

not the election.
