The Ceremony recognized the PNFC for successfully attaining the ISO 9001 Certification on Qual- ity Management System — the first unit in the Armed Forces of the Philippines and the Defense De- partment to do so. The Certifica- tion specifically focused on the Centralized Payroll Management Unit and the Claims Processing of the Naval Finance Service Center, Manila as the core processes of the PNFC. The recognition was pre- sented by no less than the Com- mander-in-Chief, His Excellency President Benigno S. Aquino III, to the PN led by the Flag Officer in Command, VADM Alexander P Pama. He was accompanied by the Commander, PNFC and Direc- tor, Naval Safety Office (NSO) during the Ceremony. The ISO Certification of the PNFC is a step towards the attain- ment of the Sail Plan Strategic Objective “Dynamic and Respon- sive Naval Organization.” In his speech after the ceremony, VADM Pama remarked that this ISO Certi- fication is a testimony of the PN’s credibility and its strong commit- ment to excellence. He further stated that the challenge now lies in sustaining the ISO Certification and in optimizing its benefits, with the objective of attaining a strong PN co-hosts ISA Boot Camp The Philippine Navy co- hosted the Performance Govern- ance System (PGS) Boot Camp of the Institute for Solidarity in Asia (ISA) last 24-27 January 2012 at Hotel Vida, Clark Freeport Zone in Angeles City. The Boot Camp is an intensive four-day seminar aimed at en- hancing PGS Partners’ knowl- edge and understanding of the PGS framework and the govern- ance values it is founded on. The PN hosted the dinner on the third day of the Boot Camp. Team Navy was led by the Vice Commander, PN, RADM Orwen J Cortez, accompanied by the members of the HPN staff. Along- side the dinner, the Vice Com- mander delivered the PN Stake- holders’ Briefing. Musical perform- ances were also rendered by the PMC Combo with LTJG Lady Chatterly I Alvaro. The dinner was a good opportunity to showcase the PN and to build its network among its civilian stakeholders. As a co-host, the PN also facilitated one module of the Boot Camp. COL Eugene Erwin R Martinez discussed the PN strate- gic approaches to Sail Plan exe- cution. Meanwhile CNLE Acting Assistant Director, LT Edwin Ger- man A Cordova, shared the PN’s experience in setting up an Of- fice of Strategy Management, which is the CNLE. The PN also sent delegates to the Boot Camp, namely: CDR Constancio Arturo M Reyes Jr, O/ N8; LCDR Willester S Robles, O/N5; LT Glyn B Pahilanga, O/N1; and Ms. Mirriam Joyce M Palaje, CNLE. Philippine Navy bags first ISO Certification

Governance Values Lecture

Dr. Jesus P. Estanislao, Chair-person of the PN Board of Advis-ers, opened the Philippine Navy Governance Forum Series 2012 with his lecture entitled “Governance Values” last 31 January 2012 at the NBC Social Hall, Naval Base Cavite, Sangley Point, Cavite City.

In his lecture, Dr. Estanislao emphasized that good govern-ance is found at all levels of our society, and begins with per-sonal governance—an individ-ual’s ability to be a master of his self. He enu-merated the four core per-sonal values essential to personal gov-e r n a n c e : integrity, fair-ness, courage and orderli-ness.

After per-sonal govern-ance, Dr. Es-tanislao dis-cussed institu-tional govern-ance, govern-

PN BoA Chair receives

Outstanding Filipino Award

Dr. Jesus P. Estanislao, Chair-person of the Institute for Solidar-ity in Asia (ISA) and the Philip-pine Navy Board of Advisers (BoA), is one of the recipients of The Outstanding Filipino (TOFil) Award 2011, conferred by His Excellency President Benigno S. Aquino III, at the Heroes Hall, Malacañan Palace on 12 Janu-ary 2012. The TOFil Award is a recogni-tion given by the Junior Cham-ber International (JCI) Philippines and Insular Life Assurance Co., Ltd. to outstanding Filipinos “whose dedica-tion to his/her profession or vocation has made signifi-cant contribu-tions to the advancement of his/her call-ing, public wel-fare and na-tional develop-ment.” The award was conferred

to Dr. Estanislao for his invaluable contributions in “building and rehabilitating institutions and in improving governance in the Philippines,” both in the public and private spheres. Upon receiv-ing the award, Dr. Estanislao thanked “all those who believed in his advocacy and those who supported him throughout much of his colorful career as a govern-ment official, educator and statesman.” (NPDLR) �

Sail Plan Cascading: Update

The Philippine Fleet conducted two-day Review, Revision, and For-mulation of CPF’s and Unit Com-manders’ Balanced Scorecards last 26-27 January 2012 at Fleet Training Center Multi-Purpose Hall, NBHA, Sangley Point, Cavite City. The said undertaking aimed to review, re-vise, and formulate CPF BSC align-ment with that of the FOIC,PN’s BSC and to subsequently cascade CPF BSC to Forces/Groups/Center Com-manders and their respective subor-dinate units.

The PN Organizational Strategy Execution Assessment Workshop was held last 17-19 January 2012 at the Philippine Navy Officers’ Clubhouse, Bonifacio Naval Station, Ta-guig City.

The workshop, which was organized and facilitated by the Center for Naval Leader-ship and Excellence and the Naval Doctrines Office, aimed to identify all strategic issues affecting the execution of the Sail Plan. It was in accordance with FOIC, PN’s Command Guidance “to conduct an extensive assessment of our

enterprise strategy so that we can gauge our level of per-formance vis-à-vis global best practices.” It was attended by key PN personnel who are involved in the execution of the Sail Plan as participants.

During the three-day workshop, the participants were able to identify and analyze all the issues affecting the execution of the Sail Plan through the use of strategy management tools and ap-proaches such as Oval Map-ping, SWOC Analysis, and Issue Matrix. Essential tasks and enhanced milestones

and action plans were also recommended to address the issues identified towards the improvement of the strategy execution of the PN.

In closing, the Vice Com-mander, PN, RADM Orwen J Cortez, expressed his grati-tude for everyone’s commit-ment to make the execution and management system of the Sail Plan more effective, responsive, and sustainable. He also challenged everyone to take the next steps by ad-dressing the issues within their capacity. (JMRDC) �

PN IDSE hosts lecture

on WPS Dispute Settlement

The International Defense and Security Engagement (IDSE) Cluster of the Philippine Navy, composed of the Assistant Chiefs of Naval Staff for Intelli-gence, Operations and Plans, hosted the lecture of Dr. Suzette V. Suarez entitled “The West Philippine Sea Dispute: Settle-ment Options” held last 12 Janu-ary 2012 at the HPN Multi-Purpose Hall, Naval Station Jose Andrada, Roxas Blvd., Manila.

Dr. Suarez is a former Legal Associate at the International Tribunal of the Law of the Sea (ITLOS) and the current Director of the Center for International Law. Her lecture discussed the dispute settlement mechanisms under United Nations Conven-tion on the Law Of the Sea (UNCLOS), the juridical work and

the jurisdiction of the ITLOS, and the legal issues that confront the disputes in the West Philippine Sea (WPS).

The lecture was an initiative of Hon. Leticia Ramos-Shahani and Dr. Aileen SP Baviera of the PN Board of Advisers (PN BoA), with the objective of helping the PN build its link with agencies that have a stake in issues confront-ing the WPS.

Participants include Supreme Court Associate Justice Antonio Carpio, DFA Assistant Secretary for Ocean Concerns Teresa Lazaro and her staff, VADM Eduardo Ma R Santos AFP(Ret) of the PN BoA, Members and Officers of the Maritime Law Association of the Philippines and Officers of the Philippine Coast Guard.
