ANNUAL REPORT & AUDITED ACCOUNTS 2010-11 The Memorandum of Understanding was signed between Government of Assam and Institute on 14.5.2010, for setting-up of North-East Regional Center of LNUPE at Guwahati (Assam) and the possession of Tepasia Sports Complex has been given to the Institute for a period of 5 years for this purpose. The Government of Assam has also undertaken to allot the land to the extent of 300 Bighas at a suitable place thereafter for establishment of full fledged Regional Center within the said period of 5 years. As a result of this, the Institute has commenced its off-campus activities from the said campus during the year reporting year. Further, the Institute is rigorously making efforts for allotment of the said Tepasia Sports Complex on permanent basis. Minister of Youth Affairs and Sports in his capacity as President of the Institute (ex-officio) appointed Maj. Gen. S.S. Pawar, VSM (Retd.) as Vice Chancellor of the Institute as per provisions contained in the Rules of the Institute on the recommendations of Search Committee duly constituted for the purpose. He assumed the office on 24.9.2010 (FN) and took over the charge from the outgoing Vice Chancellor Maj. Gen. S.N. Mukherjee (Retd.) on expiry of his extended tenure. The Government of India, Ministry of Youth Affairs and Sports (Department of Sports) vide their letter F.No. 1-39/2008-ID dated 18.5.2010 communicated approval of the Ministry of Finance, Department of Expenditure for implementation/adoption of Modified Assured Career Progression (MACP) Scheme of the Central Government for employees of the Institute. Accordingly, the Institute constituted screening committee comprising Registrar, Finance Officer and Assistant Registrar (Admn.) to consider the cases for the grant of financial up-gradation under MACP scheme due up to 30.6.2010 and 18 non-teaching employees have been benefited accordingly during reporting year.

Consequent upon UGC Regulations 2010 having been notified in the Gazette of India on 30.6.2010, the Institute re-designated 14 Readers/Lecturers (Selection Grade) as Associate Professor with effect from the dates of their eligibility during the year of report with the approval of Board of Management and their pay fixed in Pay Band - 4. Similarly, the Lecturers have been designated as Assistant Professors.

The Audit of the accounts of the Institute for the financial year 2009-10 was conducted by the Comptroller and Auditor General of India through Principal AG (Audit) Madhya Pradesh during the period from 13.07.2010 to 30.07.2010.

The Government of India, Ministry of Human Resource Development introduced a scheme namely National Mission on Education through Information and Communication Technology (NMEICT) for connecting reputed Universities of the country with high speed information network project namely National Knowledge Network (NKN) and the Institute has also been identified for inclusion in the NMEICT network. For this purpose, the Institute has paid its share in full (`49.63 lakhs) to the BSNL for 1Gbps connectivity to the Institute, which has been commissioned during reporting year (1.11.2010).

A joint team of Ministry and Institute [comprising Deputy Secretary (Sports) and Under Secretary (ID) from the Ministry and Registrar and Assistant Registrar (Admn.) from the Institute] visited North East Regional Center of the Institute at Guwahati in October, 2010 for assessing the minimum requirements for the center. The team also met with the Minister of Sports and other officers in the Government of Assam for expediting the process of identification of land for permanent allotment to the NERC.

Government of India, Ministry of Human Resource Development conducted Internal Audit and inspection of accounts of the Institute during the year of

th threport from 7 to 16 December, 2010 and its report has been received by the Institute.

20 VICE CHANCELLOR'S TOURS

As per directives of Government of India, Ministry of stYouth Affairs and Sports, the Institute observed 21 May, 2010 as Anti-

Terrorism Day. On this occasion, the officers and employees have taken pledge as prescribed by the Government of India.

The day on which, Maharani Lakshmibai of Jhansi had laid her life in 1857 in Gwalior, the Floral Tributes were paid to her by the

thInstitute at the Samathi Sthal as well as Statue in the Institute on 18 June, 2010.

The Independence Day was celebrated in the Institute thon 15 August, 2010. All the staff members and students participated in

this program with great enthusiasm. After flag hoisting, National Anthem and address by the Vice Chancellor, sweets were distributed.

th The Institute's Foundation Day was celebrated on 17 August, 2010. Flag of the Institute was hoisted and thereafter, sweets were distributed.

As per decision of the Government of India, Ministry of Youth Affairs and Sports, on the birth anniversary of Former

thPrime Minister Late Shri Rajiv Gandhi on 20 August, 2010, the Institute celebrated National Communal Fortnight from 20th August to 3rd September, 2010 for the purpose of strengthening National Integration.

thThis was commenced by a pledge taken by the officers and staff on 20 August, 2010.

In accordance with the instructions of Government of India received from the Ministry of Youth Affairs & Sports vide letter dated 13.10.2010, the Vigilance Awareness Week, 2010 was

th stobserved from 25 October to 1 November, 2010. Under this program, the officers and officials of Institute took pledge on 25.10.2010 in the proforma prescribed for this purpose.

thThe Republic Day was celebrated on 26 Jan. 2011. All the

staff members and students participated in this program with great enthusiasm. After flag hoisting and National Anthem, the Vice Chancellor addressed the gathering and thereafter, sweets were distributed.

thA 2-minute silence was observed on 30 Jan. 2011 at 11.00

AM in the memory of those who laid their lives in the struggle for India's freedom.

The Vice Chancellor had been on tour to Delhi and other places in India from time to time during the year 2010-11 in connection with various official and academic assignments, mainly as under:-
