Letter from the President
As we enter 2014 we have some important deadlines for you
to keep in mind. The Health and Safety Statistics are due right
away – on 7 March 2014. The submission form is available at
www.iploca.com along with guidelines to help you.
The submission of Environmental Statistics was a new initiative
introduced in 2011 and we ask everyone to submit those statistics
at the same time.
The next regional meeting will be held on 19 March 2014 in Schrobenhausen (Munich),
Germany. Details are at www.iploca.com. The following week the Spring Plenary Session
of the Novel Construction Initiative will take place from 27 to 28 March at the Moevenpick
Hotel, just across the road from our Geneva Secretariat. We will also be holding a special HSE
workshop on high potential incidents in Geneva on 2 July. Further details will be posted soon,
and we invite all HSE managers to attend.
Of course we are already engaged with the hotel and have selected the ground agent who will
assist us with tours and other arrangements for the Abu Dhabi Convention. You will find some
photographs on page 12 of this Newsletter to give you a foretaste of the splendid hotel and
its surroundings. You should note that the convention dates are a little later than normal this
year – 13-17 October. In this way we will miss the peak of the hottest weather. The opening of
registration will also be set back one month, to 1 June 2014. Please add these dates to your
calendars.
Along with the convention come this year’s awards. The 2014 IPLOCA Environmental
Award and the Health & Safety Award will be presented. Further details and deadlines for
submissions are on page 11. This information, along with entry forms, will also be posted on
our website.

News from GenevaMembership CertificatesMembership certificates were mailed out in January. If you are
the designated IPLOCA Key Representative for your company
and you have not yet received your certificate please contact
Health & Safety Statistics DueThe deadline for submission of statistics is 7 March 2014
and is a requirement for Regular Members, so if you have
not yet submitted them, please do so right away. Please
note that in 2011 the Board of Directors determined that
Regular Members whose companies did not submit the
Health & Safety Statistics would not be allowed to attend
the convention for that year.
Board Meeting Update Bangkok, Thailand The 2013-2014 IPLOCA Board of Directors held its December
meeting in Bangkok, Thailand. Following are highlights
from that meeting.
Client Engagement CommitteeIn the absence of Chairman Scott Summers, Greg Miller
provided a report from the Client Engagement Committee.
The committee felt that training is an important part of
the discussion with clients as is the document Onshore
Pipelines: The Road to Success. They recommended inviting
clients to the regional meetings and the convention so that
they can become more familiar with IPLOCA and its goals.
A new class of membership aimed at the clients was also
discussed as a possibility.
HSE CommitteeThe board approved the IPLOCA Occupational Health
and Safety Philosophy as presented by Bruno Maerten
following the last HSE Committee meeting in Geneva:
- As an IPLOCA member, we are committed to the
Occupational Health and Safety of our people
- We believe that all incidents and accidents are avoidable.
- We believe leadership is key for successful Occupational
Health and Safety.
- We believe that everyone is responsible for Occupational
Health and Safety.
For a while, it looked as though Roberto Castelli might indeed be all alone at the “Board of Director” meeting in Bangkok, but a little later
everyone else showed up for a more complete photo opportunity.

This philosophy will be communicated to all members
of the association. In future, all members will be asked
on the IPLOCA membership application whether they
have an HSE Management system in place and which
safety certifications they have received. The membership
application form will be modified accordingly. The new
members should also accept the philosophy as a condition
of membership. An HSE workshop, on “The Importance of
Analysing Incidents of High Potential” has been scheduled
for 12 July in Geneva. Each director should send a company
representative to this workshop. The committee will work
on a Health & Safety chapter for Onshore Pipelines: The
Road to Success. This chapter will include the IPLOCA
Occupational Health and Safety Philosophy.
Upcoming Committee MeetingsThe meetings of the HSE Committee and the Novel
Construction Meeting (New Technologies Committee)
are being coordinated, such that people can more easily
attend both. The HSE Committee will meet at the IPLOCA
Secretariat one day prior to the Novel Construction meeting
which will be held at the Moevenpick Hotel situated close to
the Geneva airport.
New Technologies CommitteeThe Fall Plenary Session was held on 17-18 October at the
Sofitel Heathrow Airport. The next meeting is scheduled for
27-28 March 2014 in Geneva.
Research Studies Lowering-in Stresses and Route Selection Guidance:
Reports from these projects are being reviewed and PRCI is
discussing the scope and costs for the next phase of research.
New Technologies AwardThe existing award focuses on new methods, products or
technologies. A new award was suggested, focused on
excellence in project execution. This would be awarded
every two years, like the existing one.
Scholarships CommitteeBackground materials have been gathered by Chairman
Doug Evans. Criteria are still to be determined, but would
likely be regional. Absent any objections, the committee
will proceed with discussions, and while a plan has not yet
formally developed, the committee anticipates USD 50,000
from IPLOCA as funding for start-up costs, with the aim of
awarding USD 100,000 in scholarships beginning in 2015.
A rolling self-funding process will be developed.
Training Committee Committee members felt we can approach Regular
Members for information regarding their training
programmes to determine whether they would be willing
to share these with our membership. If programme
details are provided we could then add a chapter to the
Road to Success, or facilitate links via our website to
those programmes on the companies’ websites. The main
challenge would be the sharing of training information
which might be considered proprietary.
Minutes of Washington, D.C. MeetingsThe minutes of the Washington, D.C. meeting were reviewed
and approved. It was noted that the March Board of
Directors meeting will be held in Miami, Florida, U.S.A. (4-8
March 2014). The June meeting will be held in Marseilles,
France (3-7 June 2014).
Treasurer’s ReportIn reviewing the Forecast to Complete 2013, Treasurer Harald
Dresp noted a small operational profit of approximately
CHF 11,000. Sponsorship support of the convention was
high, but the overall convention was more expensive than
anticipated. The budget for 2014 has been based on having
the same number of members and keeping expected
sponsorship at the same level. However additional funds
of CHF 50,000 have been set aside for the scholarships and
CHF 45,000 for research projects, resulting in an anticipated
loss of CHF 50,000 in 2014. The budget as presented was
approved by the Board for 2014.
Membership - PipeSak Incorporated (www.pipesak.com) was approved
by the board as an Associate Member. Recommendation
letters had been received from SICIM S.p.A., Colombia
and Ledcor Pipeline Limited, Canada.
- ZRUG Sp. z o.o., Poland was approved by the board as
a Regular Member. Recommendation letters had been
received from KVV Pipeline Construction Co., Hungary
and ROSEN Europe B.V., the Netherlands.

“Combined” MembershipsThe Secretariat has received requests for combined
memberships. This is acceptable only if their registered name
is legally a combination and accepted as a name change,
otherwise we will consider them as separate memberships.
Convention Location CommitteeIt was agreed that IPLOCA should look into joining an
organisation such as International SOS, both to help in case
of emergency during an IPLOCA event and to offer advice
in advance regarding safety in various locations around the
world. Marco Jannuzzi provided a presentation on possible
board meeting venues for the eight Geographical Areas. A
copy of the suggested list was handed out to all members
of the Board. At the next board meeting the Convention
Location Committee will present their suggested
convention cities in the East and Far East area. The location
for the 2016 convention will be decided at the upcoming
board meeting in Miami.
ConventionJuan Arzuaga IPLOCA Executive Secretary provided an
overview of ideas for the Abu Dhabi Convention, following
the site visit which he and Caroline Green, Membership &
Convention Manager made in November/December 2013.
They had also visited Paris, to review possible convention
hotels for the 2015 event.
Regional Meetings - Latin America: Jésus Garcia Pons proposed 1 April
2014 for a regional meeting in Mexico. He is inviting
Pemex and CFE to the meeting, along with members
in the area.
- Middle East & Africa: Georges Hage and Ibrahim Zakhem
are considering potential locations for a meeting of
their area.
- Central Europe: Jan Koop and Harald Dresp are
organising a meeting in Munich in coordination with the
Secretariat (see page 13).
- Europe Eastern: Kaan Dogan is organising a meeting in
Antalya following the Russian May holidays (1-12 May).
The directors were reminded that guidelines are available
from the Secretariat for the organisation of the regional
meetings.
Doug Evans reminded the board of the importance of
attending the conventions of Sister Associations which he
believed could be considered as regional meetings. These
had proven to be useful in attracting new members during
the last few years.
Geographical AreasIt was noted that aligning presidency and geographical
area continues to be a problem. It was determined that the
rotation of the convention area should prevail, and if it can
be linked with the presidency, this could be an advantage,
but is not essential.
Member News Bechtel Announces Leadership Changes
Bechtel has announced several
leadership changes throughout its
worldwide organisation, effectively
immediately. Bill Dudley, who
has served as president and chief
operating officer since 2008, has
been named president & CEO of the
Bechtel group of companies which
includes Bechtel Corporation and
all of its subsidiaries worldwide. Dudley takes over for Riley
Bechtel, who is stepping down for health reasons from
day-to-day operations as the company’s chief executive.
Bechtel, who will remain chairman of the company’s board
of directors, has been chairman & CEO of the company for
nearly 25 years.“For many years Bechtel has approached
succession planning with diligence to ensure smooth
transitions in leadership. Our plan
includes provision for unplanned
events, which we are now
encountering. We are well prepared
to act quickly in everybody’s best
interest with no loss of momentum,”
said Bechtel. He added, “Bill has
been our top candidate for CEO
succession for some time, and he is
well qualified in every respect to take over now. He will be
an outstanding CEO for our company; he is highly regarded
by our colleagues, customers, partners, and suppliers. I
have tremendous confidence in Bill’s ability to continue
to move the company forward.” Dudley is the first non-
family member to serve as president and CEO since the
company’s founding. He joined the company in 1981 and
over the next 20 years excelled in a variety of operational
and executive roles, including managing key global
projects, serving as president of the company’s Europe,
Africa, Middle East, and Southwest Asia region, and

serving as president of the Oil, Gas & Chemicals business
unit. He was elected to the company’s board of directors
in 2000 and named president and chief operating officer
in 2008. In other appointments, Jack Futcher, currently
president of the company’s largest and most successful
business unit—Oil, Gas, & Chemicals—has been named
an executive vice president and sponsor of the Oil, Gas, &
Chemicals and Mining & Metals business units as well as
the regional organizations. Brendan Bechtel, son of Riley
Bechtel, succeeds Futcher as president of the Oil, Gas,
&Chemicals business. Brendan was previously the general
manager of the company’s liquefied natural gas business.
Fluor’s Chairman Realigns Executive TeamFluor Corporation has announced a realignment of
senior executives to improve its speed to market and
client offerings for its commercial businesses. Peter
Oosterveer, 56, was named chief operating officer (COO),
responsible for leading the growth and development of
Fluor’s commercial business lines. He will report to Fluor
Chairman and Chief Executive Officer David T. Seaton. The
company also said that Fluor’s Government business will
continue to report to Seaton. In addition to Oosterveer’s
appointment as COO, Fluor is creating a more streamlined
organization based on the company’s commercial business
lines. He is additionally responsible for the integration and
advancement of the company’s direct-hire construction,
fabrication and modularization capabilities. Financial
performance will be reported through the company’s
current reporting segments. Oosterveer was formerly the
group president of Fluor’s Energy & Chemicals Group. He
will relocate from Fluor’s Sugar Land, Texas, office to the
company’s headquarters in Irving, Texas.
Changes on the Fluor Board of DirectorsFluor Corporation announced today that Sue Woolsey and
Kent Kresa will retire from Fluor’s board effective April
29, 2014. Kresa and Woolsey both most recently served on
Fluor’s audit committee. Woolsey also served on Fluor’s
governance committee, while Kresa served on the firm’s
organization and compensation committee. David T. Seaton,
Fluor’s chairman and CEO, expressed his appreciation for
Woolsey and Kresa’s service and wished them both the very
best in retirement. Deborah Doyle McWhinney has been
elected to the board of directors. McWhinney recently retired
from Citigroup (Citi) where she was the chief executive
officer of their global enterprise payments business and
co-chair of their Citi Women initiative. McWhinney began
working at Citigroup in May 2009. Prior to joining Citi,
McWhinney was president of Schwab Institutional, a division
of Charles Schwab, Inc., where she was on the executive
committee, as well as on the board of the Charles Schwab
Bank, where she led the global risk committee. McWhinney
also previously held executive roles at Visa International and
Engage Media (a division of CMGI).
GEOCEAN’s PROTIS Begins Work Offshore Benin
At the end of January the new GEOCEAN pipelay barge,
PROTIS, began its installation program offshore in the
Sèmè field (Republic of Benin). Last year Sapetro Benin,
a subsidiary of the Lagos-based oil company, awarded
GEOCEAN the offshore development of the field, including
procurement and installation of three pipelines and a
conventional buoy mooring export system and installation
of a submarine cable. After two months of conversion
work in Singapore, PROTIS was transported to Contonou,
Benin, at the end of 2013 for mobilisation on this first EPC
contract. This new laybarge will support GEOCEAN’s rapidly
developing offshore installation activities in West Africa
and other areas. PROTIS’ specific features include pipeline
equipment for up to 60” pipes, 120T tensioning equipment,
a 520T crane and spacious accommodation for 240 people.
Meanwhile, in the Persian Gulf, the GEOCEAN shallow
water pipelay barge, KALINDA, is continuing its support to
McDermott operations in Saudi Arabia.
Lincoln Electric, Case Western Reserve University Teaming on New Additive-Manufacturing Benchmarking ProjectLincoln Electric and a group of partners have been awarded
funding by America Makes to benchmark metal-layering
technology, using a Lincoln Electric-developed, laser-
assisted, wire-based additive process, versus conventional
additive-manufacturing technologies. Success in this
effort can pave the way for new processes that benefit the
U.S. manufacturing economy. The USD 700,000 project,
entitled High Throughput Functional Material Deposition
Using a Laser Hot Wire Process is funded by America

Makes a recently rebranded name for the National Additive
Manufacturing Innovation Institute founded in August
2012. This public-private partnership, based in Youngstown,
Ohio, is tasked with developing and accelerating additive
manufacturing and 3D printing to help increase the
nation’s global manufacturing competitiveness. This project
marks the second round of funding for the Case Western
Reserve University and Lincoln Electric team by America
Makes. It builds upon initial research by the team that
yielded evidence that a wire-based, laser-assisted process
is an effective metal cladding and layering method for
repairs made to molds used in aluminum casting for the
automotive industry.
RSK Delivers UK Roadmap for Unconventional Gas DevelopmentsRSK has helped the UK Department for Energy and Climate
Change (DECC) to develop a concise, UK-wide roadmap
that covers the planning and permissions processes for
the exploration and appraisal phases of unconventional
gas operations, including shale gas and coalbed methane
developments. The project involved consultation with
regulatory authorities in England, Wales, Scotland and
Northern Ireland. The roadmap (available on the gov.uk
website) provides a clear introduction to the legislative
framework, regulations and best practices that apply during
the exploration and appraisal phases of unconventional gas
operations. Delivered as an interactive online presentation,
the roadmap will be updated and amended as UK
legislation for unconventional gas projects develops and
matures. According to Sue Sljivic, director, RSK, “This will
help companies that are seeking to exploit unconventional
gas resources by guiding them through the planning and
permitting processes. It will also serve as a simple guide
for planning authorities and environmental regulators that
need to apply the regulations and legislation that relate to
onshore gas operations. Given the high level of interest
surrounding hydraulic fracturing, the roadmap may also be
of interest to members of the public.”
Technip Wins Two Contracts for Ultra-deep Water Fields and Helps Petrobras Push Back Subsea FrontiersTechnip was awarded by Petrobras two ultra-deep water
contracts for the supply of flexible pipes for the Sapinhoá
Norte field and I5 at Lula field (former Tupi field), located
in the Santos Basin pre-salt area (Brazil), at a water depth
of up to 2,500 meters. The combination of both contracts
covers the supply of approximately 100 kilometers of
flexible pipes for oil production, gas lift, and gas injection. It
also includes related equipment for the pre-salt area, to be
installed on the floating production storage and offloading
(FPSO) units, Cidade de Angra dos Reis and Cidade de
Ilhabela. The gas injection top risers are designed for
high internal pressure, using the Teta profile developed
by Technip’s R&D team in its Flexi France plant in Le
Trait (France). The gas injection top riser, together with
the majority of the scope above, will be manufactured
in Flexibras Açu, starting production in the first quarter
of 2014 in line with previously announced plans. The
remaining scope will be manufactured in Flexibras Vitória.
Technip’s operating center in Rio de Janeiro (Brazil) will
perform the engineering and project management.
Technip Awarded Its Largest Contract for Project Management Consultancy Services, in KuwaitTechnip was awarded by Kuwait Oil Company (KOC) a
contract worth over USD 400 million for consultancy
services for project management and engineering.
This deals with the construction of new oil and gas
infrastructure facilities, as well as the upgrading of existing
facilities, in Kuwait. Technip will provide services for the
next five years with an option for an additional period
of one year. As a world leader in project management,
engineering and construction for the energy industry,
Technip has decided to leverage its experience gained
over the past 50 years for the benefit of energy players,
by developing a new expertise focused on Project
Management Consultancy services (PMC) and named as
Technip PMC. Providing an independent and experienced
management team, Technip PMC enables clients to ensure
safe and successful execution of their projects. This new
contract with KOC is part of this expertise. Technip will
accompany KOC through different services, including
project management, feasibility studies, front-end design,
project controls, planning, engineering, procurement,
Research to benchmark a proprietary laser-assisted, wire-based

construction management and training of KOC project staff.
The services will mainly be performed by Technip’s teams
in an operating center created specifically for the occasion
and housed at the offices based at KOC’s headquarters in
Ahmadi, Kuwait, with the support of Technip’s organization
in the Middle East, while the Group’s operating center in
Milton Keynes, United Kingdom, will execute the feasibility
studies and front-end engineering and design.
Valentine Maritime Performs Longest Offshore HDPE Liner Installation for Occidental Petroleum QatarValentine Maritime has performed the longest HDPE liner
installation through a 24” Carbon Steel pipeline pulled
through, in a one single segment, for Occidental Petroleum.
During the summer of 2013 High Density Polyethylene pipe
with a length of 2.5 km x 590 mm dia. x 15 mm wall thickness
was pulled through a 2.5 km long 24” diameter subsea steel
pipeline from shore to an offshore subsea installation in
20 m water depth. This is the longest section with the largest
outside diameter pulled to date and was done offshore.
Van Oord and Boskalis Reinforce the Weak Link in Noord HollandThe Hollands Noorderkwartier Regional Water Board and
the Department of Public Works and Water Management
announced they intend to award the Van Oord (50%) -
Boskalis (50%) joint venture a contract to reinforce and
maintain the Hondsbossche and Pettemer Sea Defence
from Petten to Camperduin, the northern stretch of the
Dutch coastline. The contract with a value of approximately
EUR 140 million comprises the construction and
maintenance of the new sandy coastline for 20 years. The
project is part of the second national High Water Protection
Programme. The project will commence early 2014 and
will encompass sand replenishment for the construction of
a beach and dunes. The new coastal area offers room for
nature and recreation. After completing the project on
31 December 2015, the Van Oord - Boskalis joint venture
will be responsible for maintaining the coastline for another
20 years. The replenishment activities will be carried out
with four trailing suction hopper dredgers depositing
40 million cubic metres of sand sourced from sea.

Health, Safety & the EnvironmentHealth & Safety Statistics Required of all Regular MembersAs a condition of membership, Regular Members are
required to submit their annual health & safety statistics to
IPLOCA, such that aggregate statistics for the industry can
be collected and monitored.
We welcome this information also from our Associate

during any other transportation. Travel accidents, incidents
and near misses from home or from any other private
location to the worksite must be included. If you already
have ISO, OHSAS or any other accreditations, please advise
us when you submit your return.
Your return is a confidential document and is not shown or
passed to any third party, other than the HSE Committee
working within the IPLOCA Office.
Environmental Statistics: Strongly EncouragedIPLOCA also established an Environmental Statistics
Return Form which is highly encouraged. The deadline for
receipt is also 7 March 2014.
The goal of this form is to respond to growing worldwide
trends in environmental accountability. IPLOCA’s hope is that
this form will serve members who are already active in the
environmental assessment domain, and serve as an example
to those who have yet to undertake any such action.
We strongly encourage all Regular Members to provide
this information so that the entire membership can benefit
from the aggregated information and we welcome this
information also from our Associate Members who have
field construction activities.

with guidelines to help you complete it, are available
at www.iploca.com. NOTE: Submission of the
Health & Safety Statistics Return is a prerequisite for
representatives of Regular Member companies to be
accepted to attend the Convention.
Submission of Environmental Statistics (see below) is
also very strongly encouraged.
Workshop on High Potential IncidentsWednesday, 2 July 2014, Geneva
IPLOCA’s HSE Committee has scheduled a workshop
in Geneva, Switzerland, for Wednesday 2 July 2014, to
tackle the topic of high potential incidents, such as those
incidents or near-misses that have the potential severity
to cause permanent disability or death. A huge amount
can be learned from studying such incidents. More
information will be available soon at www.iploca.com.

Convention Update
Abu Dhabi IPLOCA’s 48th annual convention will take place from
13 to 17 October 2014 at The Ritz-Carlton Abu Dhabi,
Grand Canal.
You will note that the event is a little later this year to
ensure that we miss the peak of the hottest weather.
Registration brochures will be mailed out at the end of
May, and we expect online registration to open later also,
at the beginning of June.

New Technologies Spring Plenary SessionPhase IV of Onshore Pipelines: The Road to Success is now underway.The next plenary session is coming up and will be held
in Geneva on 27 and 28 March 2014. The agenda is being

Regional Meeting Europe CentralIPLOCA Regular Members Bohlen & Doyen and Max
Streicher are organising a regional meeting for Europe
Central in the Bavarian town of Schrobenhausen on
19 March 2014.
Jan Koop and Harald Dresp, IPLOCA directors for Europe
Central, and Juan Arzuaga, Executive Secretary, will be
present at the meeting.
The event convenes at 14:45 and will be conducted partially
in German and in English, with a number of presentations
and a site visit to Bauer Maschinen, an international
construction and machinery manufacturing group whose
companies employ more than 10,000 people in 70 countries.
Schrobenhausen is located about 75 km from Munich, on
the River Paar. The Hotel & Restaurant Moosburger Hof is
offering an IPLOCA rate of EUR 97 per night until 7 March.
Preregistration for the event and subsequent dinner is
required. More information is available on the IPLOCA

doyen.com. We look forward to seeing as many of our
