Letter from the President
I am pleased and honoured to address you as your new
(2008-2009) President of IPLOCA.
During the last year, I served on IPLOCA’s Executive Committee
as 1st Vice President, and was impressed by the dedication
and enthusiasm of our board members in working for the
membership and for the benefit of the pipeline industry as
a whole.
The Novel Construction Initiative has also been high on my priorities: it is a unique forum
where not only Members, Associate Members but also some of our Clients can meet and
discuss. We have jointly set a deadline for September 2009 for our deliverables, and with
the support of all, and coordinated by Luc Henriod, we are determined to succeed.
At the Athens Convention we welcomed our new Executive Secretary, Juan Maria
Arzuaga. Juan is taking over leadership of the IPLOCA Secretariat from Luc who has
served IPLOCA with such dedication for the past four years and will continue to do so in
an advisory capacity, particularly as regards Novel Construction.
As some of you already know, Juan previously worked for Techint for many years in
Mexico and South America, and most recently in Canada. He is well known to IPLOCA,
having served as a director for the Americas from 2005 to 2007. Juan can be reached at
My goals for this year were presented in Athens. Foremost in my mind is ensuring
value for your membership and increasing recognition of IPLOCA by the key oil and gas
stakeholders as we stimulate industry-wide technology, promote best practices in safety
and the environment. And, of course, we aim to draw additional personnel into our
industry through the promotion of training opportunities.
Finally, I hope you enjoy the traditional Convention Retrospective contained within this
newsletter. It was a great pleasure to meet so many of you in Athens. I wish also to thank
all who sang our San Francisco IPLOCA song with me during the final banquet.
I look forward to your continued involvement in your association as we work together
over the next year for the benefit of all our members.

NEWS fROM GENEVADuring October we hosted two meetings in Geneva – the
Novel Construction Plenary Session, held over three days
at the Ramada Park Hotel, with 45 attendees from 32
companies, and a meeting of the IPLOCA Health & Safety
Committee hosted at the Geneva Secretariat and chaired by
IPLOCA 1st Vice President, Adam Wynne Hughes.

Thank you!As we approach the end of the year and begin to look
forward to 2009, there is no better time to thank those
whose contributions to IPLOCA during the year have made
such a difference.
In particular, of course, we thank all our convention
sponsors and contributors – those who supported us
financially, in person, and by being part of the programme
of speakers.* In addition, here are some of those whose
contributions may have, as yet, gone unnoticed by the
majority of members and to whom our thanks are due:
Leonid Bokhanovskiy - and Stroytransgaz, for their
financial support of the Training Committee and all their
hard work (still underway) in launching the Training
database, to be an integral part of the IPLOCA website;
Osman Birgili - of Tekfen, former board member and
staunch IPLOCA supporter, for hosting a tremendous
evening of good food and entertainment for the Board
of Directors during the Istanbul Board Meeting in
February;
Tayfun Isieri - and Ercument Inanc of Borusan for hosting
a Regional Meeting at the company’s offices in Istanbul,
and arranging a dinner for the Board of Directors;

Regional Meeting and dinner at their headquarters in

BOARD MEETING UPDATE Athens, October 2008
Appointment of OfficersThe President announced the new officers for the
2008/2009 Board of Directors. These are as follows:
1st Vice President: Adam Wynne Hughes, Land & Marine
2nd Vice President: Karl Trauner, HABAU
Appointment of Directors at LargePhil Bond (Treasurer), Bob Deason and Roberto Castelli
were appointed as Directors at Large.
FinancesPhil Bond, Treasurer, explained the categories in which
the IPLOCA investments were held and the Board agreed
to look at the riskier elements within our fund (i.e. hedge
funds and other instruments) and take advice from the
fund manager with a view to switching to a more stable
and lower risk category.
The Executive Secretary and Treasurer were asked to meet
with our private investment banker, Lombard Odier Darier
Hentsch (LODH) in Geneva in November to determine how
best to minimise risk to IPLOCA’s investments.
In October we welcomed to Geneva our new Executive Secretary, Juan Arzuaga. Now settling into his new apartment in Geneva with his
wife Alejandra, Juan is especially thankful to no longer
be living in a hotel in a city where rental properties are
notoriously difficult to secure. He has a full schedule
through the end of the year, including a regional
meeting in Milan and the December Board of Directors
meeting to be held in Rome. Juan can be reached at

Strategic Development CommitteeThe committee’s goals and responsibilities include
assisting the members of the Board to fine tune IPLOCA’s
mission and direction and serving as an advisory body on
issues having a strategic impact upon the association, thus
assisting IPLOCA to become a more active participant in
the Oil and Gas industry.
Aide Mémoire & ByLaw ReviewIn light of the changing nature of IPLOCA and the industry,
it became clear that a detailed review of the ByLaws and
Aide-Memoire is required in order to assure clarity and
consistency in the running of the association.
TrainingBoard member Leonid Bokhanovskiy (Stroytransgaz)
provided board members an update on the status of the
training database being sponsored by Stroytransgaz.
Interest in Training crosses all areas of pipeline
construction. The Training Committee is welcoming three
more directors Karl Trauner, Liu Weimin and Jesus Garcia
Pons and will look at fields of cooperation with various
engineering institutes.
The next Board of Directors meeting is scheduled for
December in Rome.

WHO’S NEW on the 2008/2009 Board of DirectorsFollowing the elections which took place during the
Athens Convention, we welcomed four new – and one
not so new - directors to the IPLOCA Board:

Marco is a familiar face to
those who have attended
the Convention on a regular
basis since he has been
Caterpillar’s primary contact
with IPLOCA and closely
involved with the organisation
of the Caterpillar evening. Since 2004 he has worked with
the Novel Construction Initiative and serves as leader of
one of the initiative work groups (Lowering & Laying). After
receiving a master’s degree in Mechanical Engineering
from Bologna University, Italy and an MBA from Warwick
University in the UK, Marco joined Caterpillar’s Marketing
& Administrative subsidiary in Geneva, Switzerland in
1979. He has held several Sales and Marketing positions in
Italy, France, Belgium (Caterpillar’s largest European plant)
and Geneva (Strategy & Planning). More recently he was
Sales Director for Caterpillar Paving Products Division and
was appointed Pipeline Manager for Caterpillar in EAME
(Europe, Africa, Middle East) in 2004. From Caterpillar’s
long standing presence in the pipeline industry, he has
developed a broad knowledge of the pipeline business
particularly in the EAME territory, and strong connections
with industry players such as contractors, operators,
consultants and other suppliers (IPLOCA’s Associate
Members).
Marco and his wife Margherita have two children,
Francesco, 26 and Dario, 21. Other than his work, he
enjoys skiing, sailing, flying, motor racing, opera, food,
wine and cigars.
Najib Khoury
CCC (Consolidated Contractors Company)
Director for Middle East & Africa
Najib Khoury is the Group Vice President (Business
Development) for CCC
(Consolidated Contractors
Company). CCC is
predominantly a construction
company, providing project
management, engineering,
procurement and construction
services for the following:
oil and gas petrochemical
works, pipelines, building
and civil engineering works,
marine works, maintenance of
petrochemical installations and underwater structures.
Currently CCC is ranked no. 1 in the Middle East and 13
internationally, with about 180,000 employees. The present
revenue is over 5 billion dollars. Najib’s career started in
1964 after he graduated from AUB (American University
of Beirut).
He first worked for ARAMCO in Saudi Arabia for one year
before moving to Kuwait, where he married his wife Nawal
and where his daughter Nadine was born. His work in
Kuwait was in the chemicals industry, providing chemical
treatment for oil and water. CCC was the sponsor. In
1976 he moved to Greece and worked totally for CCC as
Manager of Business Development.
Najib’s work takes him to all corners of the world. He interacts
with most of the engineering and oil companies like Bechtel,
Fluor, Technip, Saipem, JGC, Chiyoda, Entrepose, Vinci, Shell,
Exxon Mobil, BG, BP, TOTAL and many others. This has
generated many friends for him all around.
Najib likes walking (no time for golf) and driving around
Greece and the Greek islands. He is married with one
daughter and two grandchildren. He is proud to say he has
attended at least 20 IPLOCA conventions and has a high
regard for its mission and its officers.
Andy Lukas
A.J. Lucas
Director for East & Far East
Andy is a graduate in civil engineering from the University
of New South Wales. After working for Willbros in USA and
Williams Brothers Engineering Company in Australia on
the engineering of Australia’s largest pipeline, the Moomba
to Sydney 34 inch gas pipeline, he joined his family’s
contracting company AJ Lucas in 1975.

Since then AJ Lucas has
grown to be one of Australia’s
two largest pipeline
contractors specializing in EPC
contracts. He introduced HDD
into Australia and Lucas now
dominates that section of the
industry in the region. This
led Lucas into the drainage of
coal bed methane such that
Lucas is now by far, Australia’s
largest coal driller. He has also
taken Lucas into the ownership of a number of coal seam
gas fields in Australia, Canada and Europe. Lucas is now
listed on the Australian stock exchange.
Recently retired from the Board of the Australian Pipeline
Industry Association (APIA) after 15 years as a director,
and a year as President, Andy holds a record for his term
at APIA. He has been on the board of IPLOCA since 2005
and is a former president. He and his wife Donna are
well known within the IPLOCA community and were
instrumental is ensuring the success of the Sydney
convention.
Andy and Donna live in Sydney which they love greatly.
They have been in the same suburb for more than 57
years. Andy loves to sail and spends as much time as he
can with his three sons Andrew, David and John Paul.
Karl Trauner
HABAU

Karl Trauner joins the IPLOCA

President and representing
Central Europe. He received
his qualifications in
Environmental and Hydraulic
Engineering from the
University of Vienna in 1988. He began working for HABAU
Hoch- und Tiefbaugesellschaft m.b.H. site management in
1979, rising to head of Civil Construction and finally to the
position of Managing Director in 2001.
His interests include sports and culture. He is the proud
owner of a Morgan sports car and when not spending time
with his family, can often be found on the golf course.

Member News
Böhler Schweisstechnik Austria GmbHBöhler Welding has added two new cellulosic covered
electrodes to its existing range. Böhler FOX CEL 70-P and
80-P are similar to the well known FOX CEL 75 and CEL 85
electrodes and designed for vertical down welding of large
pipelines. They produce an intensive arc with a more
fluid weld pool, producing high quality smooth weld
beads on uncommon pipes as well as on standard steels.

Fluor Expands Argentina OperationsFluor Corporation (NYSE: FLR) has announced the opening
of its expanded office in Buenos Aires, Argentina, to sup-
port projects in the region. Fluor’s total office staff of 50 is
double the number of professionals since the beginning of
2008. They are part of Fluor’s global workforce and perform

engineering, procurement, construction and maintenance
services for the oil and gas, mining, manufacturing
and life sciences, petrochemicals and operations and
maintenance sector.
Gulf Interstate Engineering Company awarded Feasibility Study and Cost Estimate for Consorcio TerminalesIn September 2008 Gulf Interstate Engineering Company
(Gulf) announced a contract award from Consorcio Termi-
nales GMP-Oiltanking to perform a feasibility study and
capital cost estimate for the Poliducto Pisco Lima Ventanilla
Project (PPLV).
Specifically, Gulf’s scope of work on the LPG pipeline and
facilities includes the evaluation of the pipeline route,
development of preliminary route maps, development of
P&IDs, plot plans, one line diagrams, and a SCADA system
architecture diagram for five facility sites. The facility sites
include pump stations, metering and storage, truck loading
facilities and delivery meter stations.
Gulf Interstate Engineering Company Awarded Regency’s Haynesville ProjectGulf Interstate Engineering Company (Gulf) has been se-
lected by Regency Energy Partners to provide engineering,
design and procurement services for the three compressor
stations in northern Louisiana, Cane Hill, Woodardville and
Elm Grove that are a portion of Regency’s overall pipeline
expansion project in the northern Louisiana area.
Gulf will also be responsible for providing engineering, de-
sign and procurement services for four interstate delivery
interconnects with Texas Gas, Trunkline, ANR and Columbia
Gulf and multiple receipt point interconnects with various
producers. In addition, Gulf will support Regency with
scheduling and project controls services for the project.
Herrenknecht Giants Reach Their Targets in ShanghaiThe Herrenknecht Mixshield S-318, one of the two largest
tunnel boring machines (TBM) in the world, with a dia-
meter of 15.43 meters, reached its target shaft on the
Yangtze river island Changxiang on 5 September 2008.
With an overburden of up to 65 meters, the machines
burrowed their way through sand, clay and groundwater
with water pressures of up to 6.5 bars. Weekly tunneling
performances of up to 142 meters of constructed tunnel
were reached and performance per day was up to 26
meters. Now the two tunnels of the “Shanghai Yangtze
Under River Tunnel” connect the Shanghai district of
Pudong with Changxiang island on the Yangtze river. From
2010 onwards, the combined road and subway tunnels
will reduce the travelling time between Shanghai and the
Yangtze river island Changxiang from 1 hour to 20 minutes
and replace the existing ferry connections.
PipeLine Machinery International adds new pipelayer to equipment offeringsPLM has added the Caterpillar PL61 Pipelayer to its range
of equipment offerings. This new, technically refined model
at the small end of the Caterpillar pipelayer range provides
a machine with 40,000 pounds (18 145 kg) of lift-capacity
and the capability to meet the pipeline contractor’s
equirements for precision control, transportability,
operator comfort, visibility and durability.
Two-speed operation of the load-line winch provides high
speeds for overall productivity, but lower speeds for pre-
cise positioning. Oil-disc brakes in the winches positively
retain selected boom and hook positions. A combination
decelerator/brake pedal can be configured to slow the
machine with or without a reduction in engine speed.
The PL61 also features the Caterpillar Product Link system
– a wireless machine-tracking system that allows two-way
communication between machine systems and a mana-
ger’s desktop computer, providing information such as
location, hour-meter reading, fuel consumption and system
alerts. The PL61 is the newest addition to the extensive
line of equipment available from PipeLine Machinery
International to meet the needs of pipeline construction
contractors around the globe.

Southern Regional Water Pipeline Alliance, Australia
The Southern Regional Water Pipeline Alliance is delivering
a AUD 901 million water pipeline infrastructure programme
of works in Queensland, Australia. This is a fundamental
part of the Queensland Government’s drought strategy
initiative.
McConnell Dowell, along with other Alliance members
Abigroup, KBR and LinkWater are implementing three
infrastructure projects that make up the programme of
work. The massive programme has laid more than 166
kilometers of pipe and built 12 microtunnels, four balance
tanks and five pump stations.
Volvo Introduces New Range of Excavator-Based PipelayersFundamental to Volvo’s engagement in the Oil & Gas
industry, Volvo has developed new machines as a patented
adaptation of its standard crawler excavators. The company
addressed the fundamentals of stability, manoeuvrability,
productivity, safety and environmental impact – safety and
the environment being Volvo’s core values. According to
the company, stability comes from the excavator-based
design, employing a wide stance undercarriage, wide
tracks and low centre of gravity, combined with a heavy
counterweight and longer boom.
In terms of manoeuvrability, the excavator–based design
provides for easy directional changes, the ability to work
through 360°, with full lifting performance and functionality
at all radius positions and the ability to work on up to 35°
grade slopes. Safety features include a raised cab and
asymmetric boom design provides greater safety when
working with personnel on the ground and in the trench.
The mid-size PL4608 uses a hydraulically elevating cab.
Volvo pipelayers exceed global design and safety
requirements for pipelayers as well as cranes, and as far
as the environment is concerned, wide gauge and track
shoe widths reduce ground pressure and soil disturbance
while providing greater ability to work in softer underfoot
conditions. The ability to lay pipe off both sides of the
machines can allow narrowing of right-of-way, saving
precious time, material and landscape. They also have the
capability to operate with bio-degradable oils.
The PL4608, developed around the company’s EC460C
crawler excavator, features a hydraulically adjustable
undercarriage, whilst the two largest models – PL4611 and
PL7015 – have been designed with easily removable track
side frames, counterweights, and booms.
The three largest models were presented for the first time
in public in March this year at CONEXPO in Las Vegas.
In MemoriamJohn R. McCall, President of J. McCall Ltd., died at
Spirit Lake, Iowa on Sunday, October 12, 2008 at the
age of 85. The funeral service was held on Friday,
October 17, 2008 in Spirit Lake, Iowa. A service to inter
the remains will be held next summer at Spencer, Iowa.

for her work during the year. She chose to accept a cheque
and to donate it to Kenya Care, an organization established
by the wife of a Heerema employee. The organization is
dedicated to teaching job skills to women with AIDS. Its

The Year of Living Safely
The Montalbano Pipeline Project was described by Bonatti
pipeline specialists as “one of the most challenging and
critical in the Bonatti pipeline history”.
Safety on existing pipelines while laying the new line,
combined with the collapse of excavations and falling of
rocks, just to mention some of the main hazards, were
all there along the working area, requiring strict safety
measures to ensure 100% control.
Communication along the right of way was granted via -
a radio link.
The Emergency Plan, which included the possible -
evacuation by helicopter, was agreed in advance with
the National Health Institute
Special consideration was given to training, through -
the provision of safety inductions, specialist training
and periodical training, organised in-house and by
external statutory or private institutions. The effort was
so consistent that in some cases it has attracted the
attention of the local newspapers.
Roberto Castelli from Bonatti S.p.A., Italy receives the IPLOCA
2007 Safety Award from John Truhe of Chevron.
Specific reports by geologists were prepared -
simultaneously with the digging of excavations, to
ensure the evaluation of the soil conditions.
Bonatti management’s most valuable achievement was to
motivate the project staff and workers through continuous
safety training and communication, increasing the level of
safety awareness in order to take the correct decisions on
every day actions.

SPIECAPAG’s Winning Entry:Effective Waste Management and Waste Reduction
in Yemen
With no waste treatment / recycling / disposal facilities
available in Yemen meeting international standards, and
Article 53 of the Environment Protection Law n° 26 of 1995,
strictly prohibiting even the construction of hazardous
waste treatment facilities in the country, the company had
quite a challenge.
The majority of the oil and gas companies based in
Yemen have ended up either exporting their hazardous
waste out of Yemen, or storing the waste in more or less
acceptable conditions, until a solution is found at a national
regulatory level. SPIECAPAG employed the following in
planning and developing a waste management strategy:
Awareness training, toolbox talks, waste labelling, notice -
boards environmental education handbook.
Waste management flowchart -
Camp waste segregation and storage area, central waste -
segregation and storage area for all wastes collected on
construction right of way
Hazardous products and waste products were provided -
with secondary containment to avoid spillages
Development and implementation of daily, weekly and -
monthly waste tracking system
Utilisation of used oil as fuel for minimizing the overall -
energy consumption
Environment site visit, Waste Audits by lenders, YLNG, -
local authorities, and third party
SPIECAPAG introduced innovative methods to treat its own
non-hazardous and hazardous waste due to the fact that
there were no existing facilities available in Yemen meeting
international standards.
Through training and continual education, the local
workforce and communities became aware of the impacts
that waste can cause on the environment.
742 tons of non hazardous waste were incinerated -
758 tons of non hazardous waste to licensed landfill -
29 tons of non hazardous waste recycled by 3rd Party -

Health, Safety & Environment Committee UpdateAs mentioned on page 4, the Safety Committee met in
October at the IPLOCA Secretariat in Geneva. A number
of actions were determined, including the formation of
one single committee for HS&E going forward.
In relation to Safety in particular, the Safety Statistics
form is being updated and the new form for 2008
statistics will be sent to members in January, with a
deadline of mid-March.
The committee is reviewing Safety Guidelines to be
communicated, and also preparing a Handbook for a
Safety Management System. Accident and Incidents
Assessment Guidelines are also in preparation.
In future months IPLOCA will request and publish
anonymous Safety Alerts on its website as well as
aggregate safety statistics for the industry.

PIH Golf TournamentGlyfada Golf Course Athens

This year the tournament was held at Glyfada Golf Course
just outside Athens. The weather was ideal and a good day
was had by all.
Mr Rod Hardy provided the entertainment again this
year – something about one of the golf clubs being faulty
and the head flying off the shaft? Rod, if you are playing
in San Francisco I think that we need to carry out a Risk
Assessment on you before you tee off! Congratulations to
the winning team, Doug Fabick, Doug Evans, Carl Rafferty
and Fred Lysak, it was a very close call between first,
second and third team places - Although there were some
questions raised regarding compliance with the rules!!
The venue for the 2009 Convention is San Francisco and
I am sure that there is a plethora of good golf courses to
choose from.
Registration for the 2009 tournament will be handled
directly by PIH and details will be included in the
Convention package. Again we would urge everyone
to register for the tournament in good time to reserve
their place. Once again, the 2008 tournament was a great
success due to your support and we would like to thank

VIEWPOINT Nabucco: More than a Pipe Dream By Mark iden
Bringing the petroleum resources of the Caspian region to
market has been the dream of the world community ever
since the demise of the Soviet Union in 1991. Suddenly
this grand prize was open to all and leading nations
lost little time investing in multibillion dollar upstream
projects and contemplating numerous pipeline schemes to
transport the oil and gas to the consumer.
The Nabucco Gas Pipeline Project has been one of the
more prominent proposals for shipping Caspian region
natural gas to the heart of Europe. Conceived in the early
part of this decade by a consortium comprising OMV, MOL,
Transgas, Bulgargaz and Botas, Nabucco is an attempt
to enhance European energy security by linking Europe
with new natural gas sources. It envisages constructing a
3300 kilometer pipeline from a large gas reservoir in the
Caspian region through Turkey, a sea crossing under the
Bosphorus to Bulgaria and continuing on land to Romania,
Hungary and finally Austria, where it would connect with
the European gas grid in Baumgarten. It seeks to transport
31 billion cubic meters of gas per year through a pipe with
a 56 inch diameter. Originally the project was estimated to
cost USD 7 billion to construct. In view of high oil and steel
prices, the price tag has risen to USD 11 billion – a large,
capital-intensive project by any measure.
Up to now, the failure of the Nabucco consortium to tie
down sufficient supplies of natural gas for the pipeline
have held back progress on the project. To wit, after six

years of working together, the consortium has yet to lay a
single pipe. While Azerbaijan has indicated its willingness
to contribute supplies to the pipeline, it does not have
enough natural gas to fill the pipeline over the project’s
life cycle. Other Caspian littoral states, notably Kazakhstan
and Turkmenistan, have sufficient amounts of natural gas,
but this past December both countries signed long-term
supply contracts with Russia. This means that natural gas
from these countries will travel first through Russia before
reaching Europe, essentially precluding any infusion of
natural gas into the Nabucco pipeline. (This would have
been problematic in any case, given the fact that no legal
framework for the distribution of Caspian natural resources
has yet to be created).
Adding to Nabucco’s woes is a competing project proposed
by Gazprom in cooperation with Italy’s Eni: South Stream.
The Russians envision constructing a pipeline on the bed
of the Black Sea at 2000 meters that would run from the
Russian Black Sea Coast to Bulgaria, a distance of 900
kilometers. From there various routes have been proposed
with one going through Greece to Italy and the other going
through Serbia on the way to Austria. In fact, both routes
may ultimately be served.
South Stream plans to ship 30 billion cubic meters of
natural gas per year to Europe, approximately the same
amount forecasted by Nabucco. This would augment the
160 billion cubic meters Russia is currently shipping to
the continent – the largest amount by any one supplier. In
view of the long underwater segment on the floor of the
Black Sea, South Stream would presumably cost more
than Nabucco to build. Gazprom estimates the project to
run around USD 14 billion, though independent observers
believe the price could be significantly higher in the end.
This leaves Iran as the only Caspian country that could
feasibly provide the gas resources for Nabucco over the
long-term and help Europe to diversity its sources of gas
for the foreseeable future. To be sure, Iran has prodigious
reserves of natural gas, ranking second behind the Russian
Federation with 23 trillion cubic meters. This is more than
the reserves of Azerbaijan, Kazakhstan and Turkmenistan
combined and only a portion of the Iranian offshore and
onshore areas have been explored. In short, Iran could
easily supply gas for all phases of Nabucco’s project life,
a truth that even members of the Nabucco consortium are
now publicly voicing. The European Union has recently
increased its support for Nabucco and declared that it is its
preferred transnational pipeline project.
Yet, unfortunately for Nabucco, Iran comes with its own
set of problems: Years of US and more recently UN
sanctions on the Iranian government have discouraged
investment in the Iranian upstream sector. This has further
been complicated by the Iranian buy-back formula for
foreign investment in oil and gas fields, putting the onus
and risk on the foreign investor. This had led to massive
under-investment in Iran and a resulting paucity of natural
gas supplies, even for domestic Iranian consumption
(Last year Iran had to import gas from Turkmenistan to
meet the demand in its own market. More of the same
is expected for this current winter. Iran also had to
interrupt the supply of gas to its sole foreign customer in
neighbouring Turkey).
Supplying Nabucco with natural gas would obviously
be in Iran’s interests and the country’s leadership has
repeatedly expressed its desire to participate in this way.
At the same time Iran’s quest for nuclear energy has put
it on a collision course with the west and particularly the
United States, which has increased the severity of its
sanction regime against Iran. For the time being, foreign
companies and capital are waiting things out, aware of the
great opportunity to be realized once the political situation
improves and sanctions are eased.

The ongoing US presidential campaign has given hope
to the upstream sector as well as the pipeline industry.
Democratic candidate Barack Obama has stated his
willingness to meet with the Iranian leadership without
preconditions. If this happens, all outstanding issues would
be on the table, with the overall aim, upon resolution,
of reintegrating Iran back into the world community.
Republican rival John McCain also sees the benefits of
talking to the Iranians and it would be safe to assume
progess on US-Iranian relations under a McCain presidency
as well. It is crucial for Nabucco that the United States
moves in this direction, for it is the one country
that could open Iran up for the significant investment
needed to produce the gas sitting in the ground and for
the capital necessary to underwrite the huge costs of
constructing the pipeline.
Late last month, five former Secretaries of State gave their
support to a rapprochement with Iran. They suggested
that the longtime adversaries have more in common
strategically than they are willing to admit. Afghanistan, Iraq
and Lebanon would be far easier to stabilize if the United
States and Iran were working in tandem. This new thinking
on Iran could very well provide the impetus for far-reaching
policy changes and create the conditions for Iranian gas to
flow through Nabucco on its way to Europe.

PROFILE: Bernard Quereillahc -
Supporting Volvo’s push into
the Oil & Gas Segment
Born in Plaisance-du-Gers
(France) in April 1946, Bernard
Quereillahc joined Volvo in 2007
as Customer Solutions Director
for Oil & Gas, covering Europe,
Africa, Middle East, Russia and China and joined Volvo
with 42 years of pipeline experience around the world
under his belt.
He graduated in 1967 in steel structures engineering
from the Lycée Technique de Saumur (France) and, in
1969, in Internal Combustion Engines from the Ecole
Industrielle de Saumur. Bernard started in the pipeline
industry in 1963 as a student trainee on an oxygen
pipeline during summer vacations. He has occupied
several positions on pipeline projects over the years,
from lowering-in mechanic to hydro testing engineer,
going through most pipeline construction phases.
He started his professional career with French pipeline
contractor SPIECAPAG in 1969 for contracts in France
and Libya, and then joined the French army for a
one-year term of duty. From 1971 to 1974, he worked
as Senior Field Service Technician for CRC-Evans
automatic welding in Canada, USA, Holland and Italy,
and then beginning in 1975 as Equipment Manager for
SPIECAPAG in Iraq on a 48” pipeline in Bassorah.
In 1976 he began serving as Technical and Commercial
Manager for Somico, representing CRC-Evans in Europe
in charge of most of Europe and North Africa and
subsequently as Logistic, Equipment and Plant Manager
for SPIECAPAG. As Equipment Manager, Bernard has
spent a lot of time on safety issues on pipelayers.
Bernard is a member of the “Confrérie des mécanciens
des travaux publics”, the association which brings
together the Equipment Managers of major
contractors. He is also a key player in the IPLOCA Novel
Construction Initiative, as a leader in the Pipe Facing,
Lining Up & Welding (FLUW) Working Group.
When off duty he enjoys snow skiing, golf and driving
around his old Citroën cars; a 1923 - B2 and a 1931 C4.
NOVEL CONSTRUCTION Plenary Session in Geneva The Novel Construction Initiative recently concluded three
days of intensive meetings, with 45 attendees from 32
companies taking part in this Plenary Meeting.
On day one, Initiative Steering Group Members and others
had the valuable opportunity to participate in a Lean Sigma
training basic overview and discussion, led by Brad Stump
of Chevron. Lean Sigma is the combination of Lean (process
simplification) and Six Sigma (variance reduction) - the
structured application of both quality and statistical tools
with the purpose of gaining process knowledge to make
the output metrics safer, better, faster, and lower cost, or in
other words, the path to process improvement. The Lean Six
Sigma principles are:
Specify - value in the eyes of the customer
Identify the - value stream; eliminate waste and variation
Make value - flow at the pull of the customer
Involve, Align & - Empower Employees
Continuously improve knowledge - in pursuit of perfection
Focusing on identifying – and eliminating – hidden waste -
on the road to zero defects is key.
On the second and third days of the meeting, the six working
groups met separately and then reported back to the group
as a whole on the status of their discussions and progress.
Contract Negotiating & Risk Sharing Additional participants have now joined the group which
is now well structured and balanced. The first draft of two
documents have now been issued and reviewed:
Environmental and Socioeconomic Risks and Work -
Stoppage Risks
Recommended Contracting Principles. -
Interface with the Design Group and the Earthworks -
Group have been reviewed.
The next work group meeting is scheduled for 15 December
at the Entrepose offices in Colombes, France.
Planning, Design & Data CollectionTwo “high level” guidelines and one functional specification
are under preparation and due to be reported during the
2009 IPLOCA convention next September; respectively
“Right-of-Way and Constructability for onshore pipelines”,
“Minimum Data Requirements and Activities by Phase for
onshore pipelines” and “Monitoring of Site Activities and
Progress during construction for onshore pipelines”.
The aim is to deliver basis documents for the industry to
agree and build on. Ultimately this shall improve alignment
between currently disjointed different pipeline activities and
enable outstanding efficiency progress in Planning, Design,
Data Management and Site Monitoring activities.
Pipe Facing, Lining Up & Welding (FLUW)The FLUW Group is currently focusing on:
Validation of savings in personnel, cycle time and -
equipment (the base case is normal outdoor conditions)
Study of laying rates in very cold environments -
Checking the capabilities of repair, NDT, coating stations -
and equipment to follow laying rates
The goal is to present the skidless methodology to the
Contractors and get it validated by them before any move
forward with the Clients.
External Corrosion Protection System (ECPS)The ECPS Group will focus on completion of the Coating
Selection Guide and will add a section on repair solutions
and lifetime prediction. New initiatives focusing on product,
installation and quality will be addressed in the New Year.
A few new members were added to the group and Sean
Haberer (BrederoShaw) has joined Graham Duncan (Fluor)
as co-leader.
Pipeline EarthworksFugro joined the group in September 2008. A draft
guideline index is currently under review to incorporate the
latest comments from the October 2008 Geneva meeting

and a draft right of way (ROW) design chapter has been
issued. The next Pipeline Earthworks group meeting will
take place in January 2009, with likely interface with the
External Corrosion Protection (EPCS) group.
Lowering and LayingFunctional specifications for machines used in the Lowering
& Laying application are receiving a final validation by
contractors. These specifications are based on the “Ideal
Machine” Survey conducted earlier in 2008, and will be
extended to cover all machinery used on Pipeline projects.
Final functional specifications will be submitted to OEMs
(suppliers) participating to the Initiative by year-end 2008,
with expected feedback before the next Plenary Session.
In the meantime, the Lowering & Laying Team will develop
initial guidelines for Clients (oil & gas companies) to start
implementing these functional specifications in their Tender
requirements for pipeline projects to Contractors.
The fact that Brad had arrived only hours earlier from Kazhakstan
after a multiple-flight journey – and really wasn’t sure in which
time zone he currently found himself – was not at all obvious. His
presentation was thought provoking and much appreciated by the
attendees and was an excellent way to begin the three day meeting.

REGIONAL MEETINGS
Regional meetings, such as the one held on 6
November in Milan, are a fairly recent addition to the
IPLOCA schedule, but offer a valuable opportunity
for members unable to attend the convention to
nevertheless meet one on one and discuss among
themselves and with members of the Board and/or
Secretariat who are in attendance.
The Board recognised that some of the IPLOCA regions
are very large and diverse, and that in fact some of
these meetings are more “Local” meetings, given the
impracticality of travelling long distances to attend a
half-day event.

At the meeting in Milan some 28 members and guests
were present. The meeting was graciously hosted by
CGT, and Sandra Bohm and Corrado Segre were on
hand to greet the guests. Companies participating in
the meeting included Adiantum Enterprises, Bonatti
S.p.A., Caterpillar, CGT, Ghizzoni S.p.A., Laurini Officine
Meccaniche, PWT S.p.A., SICIM S.p.A, Soc. Gueneau
Italia SRL, Socotherm, Tesmec, Worldwide Machinery
and PWT. We were especially pleased to welcome Ente
Nazionale Idrocarburi (ENI) of Italy to the meeting.

Deep Offshore TechnologyDeep Offshore Technology (DOT) International
Conference & Exhibition returns to New Orleans,
Louisiana, as it continues to serve the greatest offshore
markets around the globe. As technology allows
movement into deeper drilling and development,
operators continue to look for frontier fields.
Drawing on its wide base of experience, the DOT
technical conference will address the complex challenges
of deepwater exploration and production. This year’s
conference will attract a broad collection of high-level
attendees from both the operating and service communities.
To ensure participation, the advisory board again will bring
you key presentations from industry leaders. Case studies
will complement the traditional technical presentations.
Delegates will get the latest information on the challenges
faced and lessons learned by operators. During this
conference, presenters will discuss the technologies that
are instrumental in the success of the offshore exploration
and production industry. Entire tracks will be devoted to
what has made the industry capable of drilling in extreme
deepwater environments.. New Orleans is a major centre for
offshore E&P support. The leading players in the oilfield will
gather for this most prestigious conference and exhibition.

“The World’s Most Complex Scientific Instrument”As many of our readers may already be aware, CERN, the
European Organization for Nuclear Research, the world’s
leading laboratory for particle physics, has its headquarters
in Geneva.
On 10 September 2008, the first beam in the Large Hadron
Collider (LHC) at CERN was successfully steered around
the full 27 kilometres of the world’s most powerful particle
accelerator in a tunnel deep underground.
This historic event was recognised the world over, a key
moment in the transition from more than two decades of
preparation to a new era of scientific discovery.
The formal inauguration took place on 21 October 2008.
Swiss President Pascal Couchepin and French Prime
Minister François Fillon were joined at CERN by science
ministers from CERN’s Member States and around the
world to inaugurate the Large Hadron Collider, termed “the
world’s largest and most complex scientific
instrument.”
The Large Hadron Collider even made an
appearance as the Google search page graphic.
SOS Children’s Villages Greece Receives IPLOCA DonationThose of you who attended the President’s Dinner will be
pleased to know that in lieu of a rental fee for our use of
the beautiful bank building where the Tuesday dinner was
held, George Demetriou, who was instrumental in securing
the location, chose the SOS Children’s Villages Greece to
receive a donation from IPLOCA. We received a letter of
thanks from the organisation which cares for children and
provides them with a family situation. At the moment 30
families with 180 children are living in the SOS Children’s
Villages in Athens and Thessaloniki and 50 youth are at the
Youth Houses. Furthermore, 100 children area supported
daily by the organisation’s Social Centres. Director George
Protopapas wrote to us “We wish to thank you, Kipling
Events and mostly J&P Avax S.A. and CCC for choosing our
Association to receive the amount of Euro 2,750. This sum
will help us to continue our important work of caring for the
children and providing them a family situation.”
