Having grown up during the blitz in London and as a teenager in the dicult postwar years, I came to know the value of working for a common goal, for the common good. a presentation to the Health, Welfare, and Public Safety Committee in 2008. Whether or not one agrees with bringing e Guardian Angels to Norwalk is a policy discussion; disagreeing over the existence of crime in Norwalk is a failure to serve the public. We can support our police better by bridging the gap separating those who do not want to question how our Chief allocates scarce resources and the Mayor from those citizens who do not feel safe. I witnessed this disconnect myself when my dog, Scrappy, was shot twice in my backyard in 2008. Although the responding ocers were quite skilled, the ocial NPD spokesperson cited deer poaching as a possible explanation. What hunter would choose to hunt after 10 p.m., on a Sunday, with a .22, right up the hill from Silvermine Elementary School? I'm grateful Stamford courts agreed with the responding ocers instincts; they granted me a restraining order six months after Scrappys murder. Just because we dont have a vote doesnt mean we dont have a say in the qualities we seek in our new Police Chief. Public input is especially helpful to determining what improvements might strengthen Norwalk's community policing eorts. Yes, the hiring decision rests entirely with the Police Commission, with leadership provided by the Mayor. However, by holding public hearings, I can facilitate a thoughtful, collaborative discussion of what Norwalkers would like to see in our new Police Chief. 3) Promote heritage tourism and other revenue-generating businesses in Norwalk through making Norwalks development process easier to navigate (for developers, investors, and concerned neighbors): I cast the only split vote on the Waypointe proposal to develop Norwalk's West Avenue corridor. Although I oppose allowing the City to issue $104,000,000 in general obligation bonds to help any developer, I was impressed by the number of people who spoke at public hearings in favor of Waypointe. Neighborhood association members highlighted ways in which Mr. Seligsons team adapted their initial ideas through five years of meetings with various neighborhood groups. Five years! Imagine how much more viable these plans could have been if wed had a clearer, more user-friendly process right from the beginning; if Norwalkers could advocate earlier for the unique character of their neighborhood to ensure the proposal fits the area. Once we stop trying to be a smaller Stamford and embrace the gems found in Norwalk, we can begin to re-brand Norwalk as a destination. We sit right on Route 7, on the antiques trail from Westchester County up through Litchfield County. We could do so much more to attract a group that already cares enough about New England history and charm to travel right past us to hamlets like Woodbury; if we can draw their attention with our historic charm, our small businesses will benefit from added foot trac.

Blight: Our City is a prime piece of real estate with many attractions and beautiful beaches. Because it is located close to major business areas, with easy access to interstate communication arteries, from roads to trains to waterways, it is a great location to both live and work. Unfortunately, neglected and distressed properties, unfinished developments, litter and overgrown vegetation on our roads and sidewalks continue to blight our neighborhoods, decrease the value of surrounding properties and fail to create the energetic, healthy atmosphere that will expand our tax base by encouraging businesses and families to settle here. Norwalk is one of the few cities in Connecticut that does not have an enforceable blight ordinance and we should start by enacting such an ordinance that would force commercial property owners to maintain their properties, pay their property taxes or suer heavy fines or liens on their buildings. At the same time we must be sensitive to the needs of private citizens whose incomes or health preclude immediate remediation of outside painting and repair etc. and institute a program that will provide some assistance in order to maintain the integrity of the entire neighborhood. Job Creation: eres growing green building market in America right now worth a cool $71 billion and its on track to reach $145 billion in 2015. In the next couple of years ""green"" and sustainable energy jobs are expected to climb to over 900,000. With the right investment in educating local workers for this industry and promoting properties and incentives to convince green industry to locate here, Norwalk can be part of that job growth industry. State and Federal grants are available to help fund such enterprise and our City should pursue such funding with renewed vigor. Crime: Despite the slight reduction in general crime statistics in Norwalk the perception of widespread violent and gang crime continues to grow. In fact, incidence of murder and rape in the city have actually increased. With no jobs, less than optimal education and poverty it is hardly surprising that youth, both here and elsewhere, feel disenfranchised and we need to address crime prevention as well as punishment. Our police do an excellent job, but Norwalk needs a greater investment in bike patrols and community policing. Elected oce experience: A.B. psychology, Harvard & Radclie Colleges; Master of Arts in Teaching, Sacred Heart University; Former Norwalk Councilwoman (appointed & served on the Norwalk Common Council Feb-Nov 2009) Other political or community activities: Governing Board, e Bridge Academy charter school (2007-8): Teaching Intern Rep; South Western Regional Planning Agency Board of Directors (2007-2011): Environmental Committee & Co-Chair, Housing Committee; Norwalk Community College School & Community Partnerships Advisory Committee Member; Friends of Ryan Park (Founding Member); Youth Services Advisory Board/Local Interagency Service Team Member; Volunteer math tutor, Silvermine Elementary School; Volunteer homework tutor, Serving All Vessels Equally (gang-prevention program); Norwalk ACTS (member through Duleep Educational Coaching, LLC); Norwalk Land Trust Advisory Board Member List your three top issues to address if you were to be elected. 1) My top priority is finding ways to make better use of tax money Norwalkers have already paid: Our choice is not simply service cuts vs. raised taxes. Yes, sacrifice is necessary to get us through the next budget cycle. But cuts that squander long-range gains merely shift costs unnecessarily to those of my generation and younger. We have a tremendous opportunity to boost childrens learning outside school time, thus easing the burden on our schools. For example, our federal taxes already provide FWSP funds to hire college students to work as literacy tutors. Two years ago, the Mayor defunded the Director of Youth Services position. When I voted for the early retirement buyout package, it was meant to be a stop-gap measure. What little money the City could have saved shrinks every day we continue to pay a retiree an hourly wage to fill this crucial position! e Director implements multi-million dollar grants in early childhood education and gang prevention. She also supervises our Juvenile Review Board and other intervention programs that save us money in the long term. I will advocate for a rebuilt Youth Services Department under new leadership. With proper support, this Director can give donors what they seek: long-term, demonstrable results. 2) Facilitate discussion between the public, the police, the Mayor, and the Police Commission as they search for a successor upon the retirement of Chief Rilling: e disconnect between one Common Council member and citizens of South Norwalk was palpable when e Guardian Angels gave

Job title and employer: Attorney at Law, Law Oces of Victor J. Cavallo What sets you apart from other candidates? Two years ago, Norwalk voters chose, among others, council members who are now running for re-election like Doug Hempstead, John Tobin, Joanne Romano, and Fred Bondi- my republican colleagues who, as part of a republican majority, guided Norwalk through tough economic times. Norwalk voters were rewarded with a council of significant accomplishment. In the face of calls by the opposition for spending beyond our means and taxing beyond our tolerance, these four incumbent at-large representatives managed to hold the line on taxes and still increase the education budget by $5 million, appropriate $14 million for roads and bridges, fully fund all of what the police department requested, fund the initial phases of a new firehouse, improve and expand our parks and recreation areas, purchase more open space and wetlands, and help jump-start development projects that were held back by previous councils. And despite non-sensical opposition, they also recently approved a signature transit-oriented-development plan for South Norwalk that promises to transform that area into a more prominent destination for visitors, residents and businesses. e only dierence between me and my colleagues is that I am running for election and not re-election but my philosophy, principles and goals when elected to serve on the common council with them will be the same: working together to keep Norwalk moving in the right direction while guiding the city through stormy economic times, and positioning the city for robust growth during the better times to come.

Job title and employer: Vice President Stew Leonards What sets you apart from other candidates? What sets me apart is my professionalism, devotion to family and dedication to volunteering. Also, my government experiences help with my decision making. With a lifetime spent in Norwalk, I raised my own family here and now my son is raising his family here it helps bring into focus my commitment to ensure that the present and future of Norwalk is healthy and vibrant. e one ability I bring to the table that perhaps some of my opponents do not is my ability to work with all sides of the political spectrum. I like to take a holistic approach to decision making, rather than what might be the political expedient. I feel this is the combined result of my terms on the council, former small business owner, Vice President with one of the 100 best companies to work for. Serving on various community boards that service children, the disadvantaged, the environment and the business community round out my overall knowledge of what is going on in our community. is broad experience makes me understand the need for thoughtfulness and the impact my decisions have on the city and others. e bottom line is I am passionate about our city and fully committed to serving Norwalk. As the chairman of the Common be elected. Council's Health, Welfare, and Public Safety Committee, I 1. Jobs saw first-hand the dedication of our police force, but I also 2. Crime saw that they were severely understaed (below, even, their 3.Infastruture authorized headcount) and in some respects lacked resources. First, we need an administration -- Mayor and Common Council -- that takes the safety of the people of Norwalk seriously. en, we must bring our police stang up to its authorized level, or beyond, so that closing time in Sono doesn't leave the rest of the city unprotected. Finally, we need to more properly schedule so we no long have overtired ocers who have worked multiple overtime shifts, and we have the resources we need, like specialized police dogs and their handlers, when we need them. Common Sense Budgeting: My political philosophy, simply stated, is that government should balance its books, should only do those things that the people cannot realistically do for themselves, and should, for the most part, stay out of people's private lives. at doesnt necessarily mean that government should always look to lower taxes or cut services, just that it should use common sense when spending the peoples money. For too many years, under both Democratic and Republican mayors, money has been saved by deferring needed maintenance and upgrades. e result is that we have an infrastructure that is an absolute mess: streets that are rough and potholed, a sewer system that floods numerous houses every time it rains, schools and government buildings that are deteriorating, and equipment that just doesnt work. As the old motor oil commercial said, you can pay me now, or you can pay me later For my cars, . I know I have to change the oil, tune the engine, and rotate the tires; otherwise I have to pay far more in repairs later on. is is the common sense philosophy Im after for our citys government nothing less. e answer to these years of neglect is not simple, and it will not be cheap. But it must be done, and it must be budgeted for in a way that does not bankrupt taxpayers, especially in this economy. Common Sense Developement: ere are stalled redevelopment projects all around Norwalk, in the heart of one of the most expensive markets in the country. If these are ever actually completed, they will severely strain our already overburdened infrastructure. I believe that this development should be paced so that needed upgrades to sewers, water, power, transportation, and parking, can be made before new units are allowed to be occupied, and I believe that developers, not the taxpayers, should shoulder the costs of all upgrades. I oppose the indiscriminate use of government give-aways to private developers. Any benefit received should be in exchange for clear and enforceable concessions, such as aordable housing units. I also oppose the continued use of eminent domain to seize occupied homes and open small businesses for the benefit of these private developers in the name of economic development Only vacant prop. erties should be considered for such takings, not those that are occupied and in active use."

Job title and employer: Business Owner Nora King and Co. LLC What sets you apart from other candidates? I am an innovator. We need to look at new growth opportunities and stop relying on old models. Did politicians really think the conveyance taxes were really going to sustain our revenue base? is type of revenue models were bubbles. I think we have to make tough choices and determine what programs work, what new jobs are needed for future growth of our city, and how we can encourage young families to stay in our city and help it grow. is takes fresh ideas and a passion to want to change the status quo. I am a successful business owner and have over 20 years of business experience. Business experience is what is needed on the Common Council for the city of Norwalk. I am also a mother and understand the importance of ensuring that the city needs to do a good job of providing a place where young people can grow up and thrive. We all know that crime is a big problem for the City of Norwalk - new ideas can help with reducing crime. Fresh leadership would be a great place to start.

Many of our zoning laws are dated; we need to review and update these laws to attract new businesses and to retain current ones. We need to hold the Mayor accountable for the increase in violent crime. Innovation is the key. What new ideas has he brought to the table to reduce crime? Its not enough to say when the economy gets worse crime goes up. We all know that. Let's start doing something about that. Neighborhood watches, community police, hotlines with rewards - there are many innovative ways to do this but one has to be open to it. Education - Norwalk must become a leader of education in Fairfield County. Education is the key for future generations. e Mayor and the current Common Council do not work closely together to ensure that the educational needs of our children are being met. e Mayor has lost sight and has not clearly defined the importance of education and what the vision/needs of the schools will be in 5, 7, or 10 years. e Republican led Council in the past two years was supposed to set up an ad hoc group to address the lack of communication between the Council and Mayor's oce.
