We can support our police better by bridging the gap separating those who do not want to question how our Chief allocates scarce resources and the Mayor from those citizens who do not feel safe. I witnessed this disconnect myself when my dog, Scrappy, was shot twice in my backyard in 2008. Although the responding ocers were quite skilled, the ocial NPD spokesperson cited deer poaching as a possible explanation. What hunter would choose to hunt after 10 p.m., on a Sunday, with a .22, right up the hill from Silvermine Elementary School? I'm grateful Stamford courts agreed with the responding ocers instincts; they granted me a restraining order six months after Scrappys murder. Just because we dont have a vote doesnt mean we dont have a say in the qualities we seek in our new Police Chief. Public input is especially helpful to determining what improvements might strengthen Norwalk's community policing eorts. Yes, the hiring decision rests entirely with the Police Commission, with leadership provided by the Mayor. However, by holding public hearings, I can facilitate a thoughtful, collaborative discussion of what Norwalkers would like to see in our new Police Chief. 3) Promote heritage tourism and other revenue-generating businesses in Norwalk through making Norwalks development process easier to navigate (for developers, investors, and concerned neighbors): I cast the only split vote on the Waypointe proposal to develop Norwalk's West Avenue corridor. Although I oppose allowing the City to issue $104,000,000 in general obligation bonds to help any developer, I was impressed by the number of people who spoke at public hearings in favor of Waypointe. Neighborhood association members highlighted ways in which Mr. Seligsons team adapted their initial ideas through five years of meetings with various neighborhood groups. Five years! Imagine how much more viable these plans could have been if wed had a clearer, more user-friendly process right from the beginning; if Norwalkers could advocate earlier for the unique character of their neighborhood to ensure the proposal fits the area. Once we stop trying to be a smaller Stamford and embrace the gems found in Norwalk, we can begin to re-brand Norwalk as a destination. We sit right on Route 7, on the antiques trail from Westchester County up through Litchfield County. We could do so much more to attract a group that already cares enough about New England history and charm to travel right past us to hamlets like Woodbury; if we can draw their attention with our historic charm, our small businesses will benefit from added foot trac.

Blight: Our City is a prime piece of real estate with many attractions and beautiful beaches. Because it is located close to major business areas, with easy access to interstate communication arteries, from roads to trains to waterways, it is a great location to both live and work. Unfortunately, neglected and distressed properties, unfinished developments, litter and overgrown vegetation on our roads and sidewalks continue to blight our neighborhoods, decrease the value of surrounding properties and fail to create the energetic, healthy atmosphere that will expand our tax base by encouraging businesses and families to settle here. Norwalk is one of the few cities in Connecticut that does not have an enforceable blight ordinance and we should start by enacting such an ordinance that would force commercial property owners to maintain their properties, pay their property taxes or suer heavy fines or liens on their buildings. At the same time we must be sensitive to the needs of private citizens whose incomes or health preclude immediate remediation of outside painting and repair etc. and institute a program that will provide some assistance in order to maintain the integrity of the entire neighborhood. Job Creation: eres growing green building market in America right now worth a cool $71 billion and its on track to reach $145 billion in 2015. In the next couple of years ""green"" and sustainable energy jobs are expected to climb to over 900,000. With the right investment in educating local workers for this industry and promoting properties and incentives to convince green industry to locate here, Norwalk can be part of that job growth industry. State and Federal grants are available to help fund such enterprise and our City should pursue such funding with renewed vigor. Crime: Despite the slight reduction in general crime statistics in Norwalk the perception of widespread violent and gang crime continues to grow. In fact, incidence of murder and rape in the city have actually increased. With no jobs, less than optimal education and poverty it is hardly surprising that youth, both here and elsewhere, feel disenfranchised and we need to address crime prevention as well as punishment. Our police do an excellent job, but Norwalk needs a greater investment in bike patrols and community policing.
