No. 54-EL(23)/83.—Whereas the term of the 10th South-ern India Regional Council of the Institute of CharteredAccountants of India constituted for a period of three yearsfrom 16th Septemer, 1979 was to have ended on 15th Sep-tember, 1982.

And Whereas though the election to the 11th SouthernIndia Regional Council had been held and the Regional Coun-oil would have been constituted from 16th September, 1982,the Kerala High Court, on a Wri-ij Petition filed by a candi-date against the rejection of his nomination for election to thesaid Regional Council, passed an interim order staying consti-tution of the saic! Regional Council :

And whereas with a view to prevent a void being createdby the expiry of the term of the 10th Southern India RegionalCouncil and in view of stay order on the constitution of the11th Southern India Regional Council, the Council of theInstitute, in exercise of the power vested in it under the pro-viso to sub-regulation (1) of regulation 134 of the CharteredAccountants Regulations, 1964, and by Notification No. 54-EL(21)/82 dated 15th September, 1982 and by NotificationNo. 54-EL(22)/83 dated 2nd March, 1983 extended the termof the 10th Southern Tndia Regional Council for a period ofsix months and 3 months respectively from 16th September,1982 or till the date of the constitution of the 11th SouthernIndia Regional Council, whichever was earlier :

And whereas the period of nine months referred to in theprevious paragraph would expire on 15th Jutie, 1983 and thestay order on the constitution of the 11th Southern IndiaRegional Council has not been vacated by the Kerala HighCourt so far :

Now therefore, in exercise of the power vested in it und,erthe proviso to sub-regulation (1) of regulation 134 of theaforesaid Regulations, the Council of the Institute of Char-tered Accountants of India hereby directs that the term of the10th Southern India Regional Council be extended for a fur-ther period of three months from 16th June, 1983 or till thedate of the constitution of the 11th Souhtern India RegionalCouncil, whichever is earlier.

CENTRAL COUNCIL OF INDIAN MEDICINE

CENTRAL REGISTER OF INDIAN MEDICINEREGULATIONS

In exercise of the powers conferred by clause (m)to clause(0) of Section 36 of the Indian MedicineCentral Council Act, 1970(48 of 1970), theCentralCouncil of Indian Medicine, with the previous sanc-tion of the Central Government, hereby makes thefollowing regulations, namely:-

1 Short title :-

These regulations may be celled the CentralCouncil of Indian Medicine (Central Registerof Indian Medicine) Regulations, 1979.

2. Definitions :-(a) In these regulations, unless the context

otherwise requires, 'Act' means the IndianMedicine Central Council Act, 1970 (48of 1970)

(b) 'Board' means a Board, Council, ExaminingBody or faculty of Indian Medicine (bywhatever name called), constituted by theState Government under any law for thetime being force in regulating the awardof medical qualifications, in andregistration of practitioners of, IndianMedicine;

(c) 'Central Register of Indian Medicine'means the register maintained by the Cen-tral CouMcil under section 25 of the Act;

(d) 'President' means the President of theCentral Council elected under sub-section(2) of section 3 of the Act;

(e) 'Registrar' means the Registrar of theCentral Council appointed under clause (a)of section 12 of the Act, who shall alsoact as the Secretary of theCentral Council;

(f) 'Vice-President' means a Vice-President ofthe Central Council elected undor sub-section (3) of the Section 3 of the Act.

3. Maintenance and f publication of Central Registerof Indian Medicine:-

(1) The Registrar shall maintain Central Registerof Indian Medicine arranged in three parts, namelyAyurveda, Siddha and Unani Systems in an alphabe-tical order statewise and it shall bear the seal of theCentral Council.

(2) Tho Central Register of Indian Medicine shallalso bear a preface which shall contain a coveringpage with the seal of the Central Council, names ofthe State Boards with whose registers the CentralRegister of Indian Medicine has been compiled,abbreviations of quaJificatiQus shown in the Register,up-to date list of recognised qualificatidns as speci-fied in the Schedules to the Act, important sectionspertaining to registration of practitioners of IndianMedicine and also names of the President, the Vice-President and the Members (Constituencywise) andthe Registrar of the Central Council:

4. Supply of information by State Boards :(1)" All the State Boards shall intimate to-the

Central Council the lists of registered medical practi-tioners as entered in their State Registers of IndianMedicine, who possess any the recognised medicalqualifications specified in the second, Third or FourthSchedules to the Act, in the first instance and there-after all the new enteries made during every Calendaryear. The State Boards shall also intimate to theCentral Council immediately any change in name orregistration of additional qualifications or change inaddress or removal of any name (as required byclause,(l) of section 27 of the Act) of a practitioner ofIndian Medicine registered with the respective StateBoard as and when received,

(2) After, the publication of the first CentralRegister of Indian Medicine, supplements to theCentral Register of Im'.ian Medicine shall be publish-ed in the Gazette of India every year and the CentralRegister of Indian Medicine shall as far as possible berevised an published every five years.

5. Application for direct registration with the CentralCouncil(1) Every applications for direct registration witl

the Central Council under Section 25 of the Act shalbe made in Form 'A' in duplicate, annexed to theseregulations.

(2) A fee of Rs. 50/- shall be charged as regis-tration fee for every such application.

(3) The following documents duly attested sbalbe sent alongwith the application, namely ;—

(a)JjDegree or diploma or certificate-from th<Head of the Institution in original with on<attested copy.

(b) Certificate of post examination practicatraining, if any.

(c) Attested copy of matriculation or any othecertificate as proof of age.

(4) A certificate in Form 'B' annexed to theseregulations shall be issued by the Registrar underhis seal to all persons who are directly registered withthe Central Council.

(5) Application for registration of additionalqualification in the Central Register of Indian Medi-cine shall be made direct to the Central Council inthe Form 'C annexed to these regulations.6. * Appeal for restoration of name in State Register
