These graduates started kindergarten in the fall of 2007 and have seen numerous changes in their neighborhoods, their schools, the community, and in the world. Adapting, learning and growing through these changes will serve them well in the future as one can only imagine the changes they will see and the history they will make in the next 13 years. The achievements of this class combined with their plans for the future have opened up endless possibilities. As these young adults leave Bay Port High School to begin the next stage of their lives, they take with them the hopes of past generations of graduates. PPP Loans now have moreflexibility submitted by Ilya Dayter,Edward Jones FinancialAdvisor

If you’re a business ownerstruggling with some of theprovisions of the PaycheckProtection Program (PPP) –part of the CARES economicstimulus legislation for small-business owners designed toaddress COVID-19 – youmay find its new provisionsprovide you with moreflexibility. And if you haven’tyet applied for a PPP loan, it’snot too late.

First, here’s a littlebackground. The PPP wasdesigned to help companieswith fewer than 500employees receive loans frombanks and other lenders, primarily to cover payrollcosts and other operatingexpenses during the crisis. Ifbusinesses met certainconditions, these loans wouldbe forgivable. But some partsof the PPP still provedproblematic for businessowners.

For one thing, the PPPprogram initially requiredbusinesses to spend 75% oftheir loan proceeds on payrollwithin eight weeks of loanreceipt. This provided littleflexibility on how the loanproceeds could be used. For

businesses closed because ofCOVID-19, it may have beendifficult to meet other costs, such as mortgage payments, rents and utilities.

Now, due to just-passedlegislation known as thePaycheck Protection ProgramFlexibility Act (PPPFA), theamount of the loan required tobe spent on payroll is reducedfrom 75% to 60%, freeing up40% of the loan proceeds forapproved operating expenses.Further, the PPPFA extendsthe period for spending theloans to the earlier of 24weeks or Dec. 31, 2020. Assuch, businesses now haveadditional time to rehireworkers and use the loanproceeds toward their salaries, with those amounts stilleligible for loan forgiveness.Under the original legislation,to have the loan proceedsfully forgiven, businesses hadto rehire their workers by June30, even if they weren’t openor operating at full capacity.

Even with these new, morerelaxed rules, somebusinesses still won’t be ableto meet the payrollrequirements for loanforgiveness – but the PPPFAhas something for them, too.The first version of the PPPonly gave businesses twoyears to repay the loans, or

parts of the loans that weren’tforgiven, but the newlegislation expanded thisperiod to five years.

Also, the PPFA allowsbusinesses to defer SocialSecurity payroll taxes on theforgivable portions of theirloans; previously, thisdeferment was not allowedunder the CARES Act.

If you’ve already obtainedPPP funding, you may nothave to take much action, because most of the PPPFAchanges are retroactive andwill automatically apply toyour loan. However, lendersthat made loans before thePPPFA was enacted are notrequired to modify existingloans to the five-yearrepayment period, so you maywant to contact your loanprovider for more

information.And if you haven’t yet

applied for a PPP loan, youmay still have theopportunity. As of early June, about $130 billion in PPPloan money was available, according to the SmallBusiness Administration(SBA). For more informationon how you can apply for aloan, visit www.sba.gov orcontact an SBA lender, federally insured depositoryinstitution, federally insuredcredit union or Farm CreditSystem institution.

In seeking relief from theeffects of COVID-19,business owners have faced atough road with plenty ofbumps along the way. But thelatest source of help fromWashington may just makeyour path a little smoother.
