A Formal Meeting ofthe City Council of Pontiac, Michigan was called to order in City Hall, Thursday, July 27, 2017 at 6:00p.m. by President Patrice Waterman.

Call to Order at 6:00p.m.

Members Present: Carter, Pietila, Taylor-Burks, Waterman and Woodward. Members Absent: Holland and Williams. Mayor Waterman was present. Clerk announced a quorum.

17-247 Excuse Councilperson Mark Holland and Kermit Williams for personal reasons. Moved by Councilperson Pietila and supported by Councilperson Woodward.

Ayes: Pietila, Taylor-Burks, Waterman, Woodward and Carter. No: None Motion Carried.

17-248 Approval of the agenda. Moved by Councilperson Pietila and supported by Council person Woodward.

There were three individuals who spoke during public hearing.

1. Chuck Johnson. 21 N. Paddock Street Pontiac, MI. He is impressed that a gentleman wants to purchase the property.

2. Billie Swazer. 1619 Marshbank Pontiac, MI. She has seen the property. Is there an appraisal? Fair Market Value or is this a fmal sale?

3. Renee Beckley. 95 Crescent Pontiac, MI. She wants to know how much are these parcels?

President Patrice Waterman closed public hearing at 6:50p.m.

17-250 Resolution requesting approval to waive the bid procedures for parcels #14-30-478-054, 14-30-478-021, 14-30-478-037, 14-30-478-038 and 14-30-478-022. Moved by Councilperson Pietila and moved by Councilperson Taylor-Burks.

Whereas, the City has engaged in discussions with a potential purchaser for the real Property with Parcels id #14-30-478-054, 14-30-478-021, 14-30-478-037, 14-30-478-038 and 14-30-478-022, Commonly known as 500 W. Huron and Adjacent Vacant Land; and Whereas, Section 2-250 of the City Ordinances provides that real property must be sold or exchanged by open public auction, online auction, sealed bid auction, or direct sale; and Whereas, the City Council may waive a sealed bid or auction procedure for real property upon a unanimous vote and after the public has had an opportunity to comment on the proposed disposal procedure; and Whereas, the City has received an offer to purchase and a proposed purchase agreement for 500 w. Huron and adjacent vacant land in the amount of$22,000.00 from US Healthcare MI, P.C.; and Whereas, the City Council has held a public hearing on the issue of a direct sale on July 27, 2017; and Whereas, the City finds that it is in the best interest of the City to proceed with a direct sale of the Real Property with Parcels ID #14-30-478-054, 14-30-478-021, 14-30-478-037, 14-30-478-038 and 14-30-478-022, Commonly Known as 500 W. Huron and Adjacent Vacant Land. Now, Therefore, Be It Resolved, that the Council formally waives the sealed bid or auction procedure for the real Property with Parcels ID #14-30-478-054, 14-30-478-021, 14-30-478-037, 14-30-478-038 and 14-30-478-022 Commonly Known as 500 W. Huron and Adjacent Vacant Land, and approves the direct sale of the Real Property, contingent on the approval of a Purchase Agreement and Resolution approving the sale of the property being passed by Council; and Now Therefore, Be It Further Resolved, that the Mayor and City Clerk are hereby authorized to take any action necessary to accomplish and finalize the direct sale of the property to the purchaser, contingent on the approval of a Purchase Agreement and Resolution approving the sale of the property being passed by Council.

17-251 Pietila.

Ayes: Waterman, Williams, Woodward, Holland, Pietila, and Taylor-Burks No: Carter Resolution Failed.

(Per the city ordinance a unanimous vote is required to waive the bid procedure)

17-252 Rules were suspended to remove item #7 (Resolution for Pontiac SUN Time Bank) until next week. Moved by Councilperson Williams and supported by Council person Pietila.

17-253 Resolution for Catherine Sykes. Moved by Councilperson Williams and supported by Councilperson Taylor-Burks.

Whereas, It is the sense of this legislative body to pay proper tribute to individuals of remarkable character and whose lives have been dedicated to uplifting, inspiring and empowering the community; and; Whereas, It is feelings of the deepest regret that the Pontiac City Council mourns the passing of Catherine Sykes, a giving and devoted member of this community; and, Whereas, Catherine Sykes was born on February 19, 1942 in Bowman, South Carolina, was the daughter of Martha (Jones) Sykes and a long-time resident of Pontiac, Michigan; and, Whereas, Catherine Sykes received her Bachelor of Science degree from Clarion State College in 1964, a Master of Arts Teaching degree from Oakland University in 1973 and an Educational Specialist degree from Wayne State University in 1981; and, Whereas, Catherine Sykes served as an educator for many years, Teacher Freedom High School in Pennsylvania, 1964-1967, a reading specialist in the Pontiac Schools from 1967-1975, a curriculum analyst from 1975-1978, a staff development specialist since 1978, a human resource development trainer, was involved in the Consultant Tide Project at Wayne State University and ultimately a school system administrator; and, Whereas, Catherine Sykes distinguished herself in her profession by here sincere dedication and substantial contribution to the welfare of this community; and, Whereas, Catherine Sykes was affiliated and an active member of numerous organizations, some include, Board Divisions Project for Equal Educational Rights, the Urban League, Trustee for Macedonia Missionary Baptist Church since 1978, the National Education Association, the NAACP (national director membership), English Teacher Michigan Alliance Black Educators, National Alliance Black School Educators, Pontiac Northern High School Club, National Association Negro Business and Professional Women's Clubs (national 2nd vice president) and Alpha Kappa Alpha Sorority Incorporated; and, Whereas, Catherine Sykes married Barry Sykes on December 23, 1966 and together they shared two children, Barry Jab bar Sykes and Brent Justin Sykes; and, Whereas, Catherine Sykes life was a portrait of service, a legacy which will long endure the passage of time and will remain as a comforting memory to all those whose lives she touched; and, Therefore Be It Resolved, that the members of the Pontiac City Council and the community will greatly Miss Catherine Sykes and all of her countless contributions to the City of Pontiac. Now, Therefore Be It Resolved, that the Members of Pontiac City Council, and members of this great community honor the life of an accomplished educator and humanitarian and give our sincerest condolences to the family and friends of Catherine Sykes.

Ayes: Carter, Holland, Pietila, Taylor-Burks, Waterman, Williams and Woodward No: None Resolution Passed.

17-254 Resolution to approve the proposal contract renewal from AT&T. Moved by Councilperson Williams and supported by Councilperson Taylor-Burks.

Whereas, AT&T, the City's current telecommunications and internet provider has presented the City with proposals for these services for a period of three years; and, Whereas, the Deputy Mayor and Finance Director have reviewed the proposals, have recommended those proposals are accepted, and have certified available funding; Now Therefore, Be It Resolved, that the City Council approves the proposal from the AT&T to provide telecommunication and internet services as outlined in the summary sheet and the separate agreements attached in this resolution.

Ayes: Holland, Pietila, Taylor-Burks, Waterman, Williams, Woodward and Carter No: None Resolution Passed.

There were 10 individuals who addressed the body during public comment.

Honorable Mayor Deirdre Waterman Reported

City Clerk Sherikia L. Hawkins, Councilman Randy Carter, Councilwoman Doris Taylor-Burks, Councilman Don Woodward, Councilman Mark Holland, Councilman Kermit Williams, Pro-Tern Mary Pietila and President Patrice Waterman made closing comments. Attorney Travis Mihelick had no closing comments.

Re: Sale of Vacant Land Parcel14-29-306-014

The City has received an offer from Reroot Pontiac, a 501(c)(3) nonprofit to purchase a vacant lot for $150.00. Parcel #14-29-306-014 is 0.17 acres of land located on Henderson. The proposed sale was discussed at the City Council Real Estate Committee on July 25, 2017.

In accordance with Chapter 3.1113 of the City Charter, we are requesting that your Honorable Body schedule a public hearing on the offer to purchase vacant land.

Subsequently, City Council may consider Reroot Pontiac offer to purchase parcel #14-29-306-014.

Since this Agreement will have a benefit to the City, I am recommending that the City Council pass the following two resolutions:

Resolved, that the Pontiac City Council schedules a public hearing on the offer to purchase vacant lot for August 13, 2017.

After the City Council public hearing: City Council accepts the offer from Reroof Pontiac for $150.00 to purchase parcel #14-29-306-014.

Be it further resolved that the Pontiac City Council authorizes the Mayor and Clerk to execute the sell.

In accordance with Chapter 3.1113 of the City Charter, we are requesting that your Honorable Body schedule a public hearing on the offer to purchase vacant land.

Subsequently, City Council may consider Meqqa Washington offer to purchase parcel #14-33-453-028.

Since this Agreement will have a benefit to the City, I am recommending that the City Council pass the following two resolutions:

City of Pontiac Resolution for Pontiac SUN TimeBank

Historically, Pontiac is the birthplace of the General Motors automobile manufacturing plants; and,

increased automation in manufacturing and a trend towards globalization, beginning in the 1970's left many blue-collar laborers without work; and,

due to an exodus ofthe automobile industry, the City of Pontiac has experienced significant economic decline; and,

without sustainable jobs and income, health care and services had become harder to afford and access; and,

resources for the people of Pontiac were further reduced by the enactment of drastic austerity measures brought about by an appointed emergency manager; and,

while initiatives have been taken to address health inequities in marginalized communities, there is still a lack of equitable access and affordability in health and human services in areas such as Pontiac; and,

the priority for Pontiac residents might not be direct services; it could be a single mother relying on a fellow community member to drive her and her child to the doctor's office, it could include rescuing elderly members of the community from the clutches of social isolation and depression and enhancing their mental well-being, it could mean strengthening the bonds that hold the Pontiac community together, one hour at a time; and,

the Sun TimeBank has the ability to help bridge the disparity in health and human services and promote mental well-being in the City of Pontiac; and,

the Sun TimeBank operates under five core values; assets, redefining work, reciprocity, social networks and respect,

the Sun TimeBank hosts free community healthy living classes and social events that broker skilled exchanges between community members of various cultures; and,

the capacity building and the community involvement encourages the forging of relationships and stimulates social capital and investment in the Pontiac Community; and,

NOW, THEREFORE BE IT RESOLVED, that the members of the Pontiac City Council on behalf of the citizens of Pontiac, recognize and graciously thank the Pontiac Sun TimeBank for providing a valued and remarkable service and for enriching the lives of families and individuals in our community.

City of Pontiac Resolution to rename Motor Street to Bobby Kaiser Street

WHEREAS, Bobby Kaiser was as a mentor, role model, and community leader who elevated and inspired many and whose contributions to the community were profound; and,

WHEREAS, Bobby Kaiser dedicated over 50 years, serving African-American males in the community as he operated the Jefferson Center on Motor Street from 4:00 p.m. until as late as 11:00 p.m. while also working at the GM plant for over 30 of those years from 6:00a.m. to 2:30p.m.; and,

WHEREAS, Bobby Kaiser was known by many as a "Community Father" as he spent decades assuming the role as a father-figure for many African-American males on the Southside who he knew were without a father, neglected, rejected and in a situation that appeared to be bleak; and,

WHEREAS, Bobby Kaiser championed for decades to have the Jefferson Jr. High school gym designated as the Southside Community Center; and,

WHEREAS, the Jefferson Center became a refuge for young men that were from dysfunctional homes or who wanted to escape the negative influences of the streets; and,

WHEREAS, Bobby Kaiser counseled young men, instilled pride and encouraged them to rise above the negative activity and also initiated peace accords between gang rivals in the neighborhoods; and,

WHEREAS, Bobby Kaiser advocated for summer jobs for African-American youth at Jefferson and encouraged many young men to become employed, serve in the armed forces, pursue athletics in college and obtain college degrees; and

WHEREAS, Bobby Kaiser was responsible for teaching members of the Pontiac Capparrals basketball team self-determination and through fund raising efforts, was able to expose the young men to sights outside of Pontiac and ultimately travel to other cities as well as Canada; and,

WHEREAS, Bobby Kaiser was influential in both Pinklon Thomas becoming a World Heavy Weight Boxing Champion and in the Russell Brothers (Frank, Campy and Walker D) becoming professional NBA basketball players;

THEREFORE BE IT RESOLVED, the members of the Pontiac City Council recognize the outstanding service, dedication and commitment of Bobby Kaiser, whose leadership, selflessness and commitment to strengthening the community are monumental.

NOW THEREFORE BE IT RESOLVED, that the members of the Pontiac City Council hereby rename Motor Street on the Southside to Bobby Kaiser Street.
