2012 is the 44th Anniversary of the establishment of CILT in Hong Kong. All the way along these 44 years, the Institute has been growing from strength to strength, becoming one of the leading Territorial Organisations in the CILT international family. The Dinner was graced with the presence of Dr. the Hon Marvin Cheung, Chairman of Airport Authority Hong Kong, as our Guest of Honour. The winners of the CILT Award 2011 were presented with the champion trophies for their distinguished achievements in the industry, bringing excellence in services through innovation. Dr. Marvin Cheung presented to Shun Tak-China Travel Ship Management Ltd. the Enterprise Award, and The Hongkong & Yaumati Ferry Co. the SME Award. Also, seasoned professionals who had been newly elected to Chartered Fellowship were presented with certificates that night.

Miss Cherry Ho currently works at Global Logistics System (HK) Co. Ltd as Commercial Manager has always had the genuine passion in serving the industry. The Institute is pleased to present the CILTHK Young Achiever Award 2011 as an encouragement and a recognition to her pursuit of continuous improvement with regard to reaching new heights of achievements in her careers.

Since the establishment of the Institute in Hong Kong in 1968, the development of CIT/CILT has been relying on the support and relentless commitment of members. Prof. Anthony Yeh’s long and invaluable service to CILTHK as well as his outstanding academic achievement have well been appreciated in deserving the honour of the CILTHK President Award 2011.

The CILT International Convention 2012 was hosted at Birmingham by CILT UK. It was attended by over 150 delegates from more than 20 countries. The Hong Kong delegation was led by the President, Dr. Stephen Ho. Hong Kong representatives included Dr. Dorothy Chan, Mr. Leung Kong-yui, Prof. Becky Loo, Mr. Joseph Tsui, Miss Cherry Ho, Miss Harriet Leung and five young members Mr. Stephen Chan, Mr. Leo Cha, Miss Amie Cheung, Miss Keisy Peng and Mr. Edwin Yeung.

Institute Patron HRH The Princess Royal attended the CILT International Convention in the morning of Tuesday 12th June. HRH The Princess Royal stayed for two hours with delegates when she joined the focus group discussions on issues of Education, Young Professionals, Membership and Marketing. HRH The Princess Royal was so kind in presenting various awards to achievers and delivered an address before her departure. HRH The Princess Royal expressed that it was always a pleasure to join CILT, especially this year at the convention in the UK. She was delighted to hear how active and involved all the delegates were in the Institute and felt that the convention embraced the culture of the Institute by enabling all delegates to join together productively. In closing her speech, she emphasised the importance of gathering together to share interests, enthusiasm, sometimes failures, but more often successes.

There were new appointments announced at the convention by the President, Prof. Alan Waller. CILT Hong Kong is proud that Dr. Dorothy Chan, FCILT, has been elected the new International President to lead the organisation from 1 January 2013. Dr. Chan has had a distinguished career in the transport sector and has been contributing to the growth and success of CILT International and CILT Hong Kong in the past decades.

Miss Cherry Ho, the CILTHK nominee for the CILT International Young Achiever Award 2012, was one of the four finalists. Though she was not elected for the award, Cherry had been acknowledged “Highly Commended” by the Judging Panel. The award went to Miss Jesse Lee Thomson-Cowley from CILT New Zealand. Jesse is the Operations Co-ordinator at Ports of Auckland which she joined in 2009 as a part of the Graduate Leadership Development Programme.

- Oman was welcomed as a new Institute Branch- CILT International Alumni has been officially set up to enable

continued input and involvement of members following their terms of office

CILT International Convention 2013 will be held in Sri Lanka, and the 2014 meeting will be hosted by CILT Malaysia

The President’s Dinner on 12 June was an enjoyable gathering which was joined by former President, Mr. Richard Hunt, and three former Director/Secretary General, Mr. Cyril Bleasdale, Mr. Bernard Auton and Mr. Colm Holmes.

Participation in International Young Professionals Committee Meeting (IYPC) 2012 in

CILT International Council MeetingIn June 2012, Stephen Chan, Leo Cha, Amie Cheung, Keisy Peng and Edwin Yeung joined the International Young Professionals Committee Meeting (IYPC) at the International convention held in Birmingham, the United Kingdom. It was not only a valuable opportunity for young members from different countries, but also a valuable experience to understand and explore the culture, history, as well as the logistics and transport industry in UK.

During the meeting, around 15 young professional representatives from Australia, New Zealand and the UK have also participated. In the captioned IYPC meeting, Hong Kong representatives formally recapped the outcome from the Sydney conference in 2011, and presented the activities, events and achievements that the Young Members Committee has accomplished in the past session. The presentation was well received and highly appreciated across the borders by international delegates. The group has also had a thorough discussion on how to enhance communication and connections among international young professionals and to share experience to help others develop. Other agenda items discussed include establishing structure for coming session of IYPC and conveyor of chairmanship, how to encourage young professionals to actively participate in International Conventions to maintain continuity, as well as Cyclathon 2012 event for the sake of Transaid.

The discussion outcomes were presented in the International Council Meeting the next day, under the participation of the honored guest HRH The Princess Royal. The proposal and initiatives were well supported by international delegates and it was to set Hong Kong YMC as an international benchmark for other countries’ development. Meanwhile, the YMC team was granted a chance to share their views on logistics and transport development with HRH The Princess Royal during the round table discussion.

In addition, the YMC team has participated in the technical visit to Cadbury World and their Distribution Center in Minworth. Besides, the team made good use of this opportunity to discover more about local natural scenery and, landmarks and landscapes.

The workshop is a global event that young members cannot miss. Thanks to CILT UK’s support and organisation of this event, we all had a fruitful experience with it and we are looking forward to the next ICM in Sri Lanka.

Young Professionals Committee Meeting on 11 June

transport policy committeeIn responding to the HKSAR Government’s recent public consultation on “Our Future Railway”, the Transport Policy Committee tendered a submission on the Institute’s views to Prof. Anthony Cheung, Secretary for Transport & Housing, and Highways Department on 9 July 2012.

Our Future Railway

Stage 1 Public Engagement

We are writing in response to the above consultation document, and to a briefing given to our Transport Policy Committee on 31 May 2012 by a team led by Mr YAU Shing Mu, then Undersecretary for Transport and Housing.

We agree that it is timely to review our future railway and we welcome the Stage 1 consultation document which allows feedback from stakeholders at this early point in the process.

We understand that the Stage 1 ideas are conceptual and are designed to review major regional railway corridors serving key development areas and that proposals on local enhancement schemes will follow in Stage 2.

We have the following comments on the consultation:

• OnStage1:

- It is premature to give substantive comments on the case for the three identified lines/links in the absence of cost/benefit analysis for each. We expect that such will be made available in the Stage 2 consultation.

- On the Hong Kong – Shenzhen Western Express Line and the Northern Link, we support the emphasis on connectivity with the existing railway network and new development areas. For the Hong Kong – Shenzhen Western Express Line, this should also mean connections to the Airport Express Line and Tung Chung Line on Lantau.

- For the Hong Kong – Shenzhen Western Express Line a connection with the future boundary crossing point to be constructed for the Hong Kong – Zhuhai – Macau Bridge should be considered.

• WehopethatStage2willinclude:

- a review of the performance of the railways implemented since RDS-2000.

- a review of the following potential enhancement schemes:

• A Tsuen Wan – Sha Tin Link

• The North Island Line

• The South Island Line (West)

• Extension of the Island Line to Siu Sai Wan

• A connection from University Station to the Ma On Shan Line

• Connection of the Ma On Shan Line to the Tseung Kwan O Line

• Extension of the Tung Chung Line to Yat Tung Estate

• Addition of a new station at Hung Shui Kiu (regardless of the outcome of the Cross Boundary Spur Line).

- a review of how the Mainland’s Coastal High Speed Rail (the last section of which will connect Xiamen to Shenzhen) could go via Hong Kong to connect with the west part of the Pearl River Delta.

- a review of the role and functions of East Rail, where local and through trains are in competition for limited line capacity, with detrimental effects on both.

• Overall- We note that the actual population growth has been

significantly different to the projections included in RDS 2000. The latest population growth trend and other planning projections and assumptions, including across the boundary, will need careful consideration based on sensitivity analyses.

Taking Care to Innovate

TurboJET’s innovative service-improvement ideas and consideration towards customers’ needs was acknowledged by the Chartered Institute of Logistics and Transport in Hong Kong, which honoured the company with the Enterprise Award at the Chartered Institute of Logistics and Transport Award 2011. The award, with the theme of Service Excellence through Innovation, assessed seven aspects including innovation, customer service and environmental awareness. TurboJET was the only company within its industry to receive the award, which recognises the team’s hard work in demonstrating innovation, continually improving operational effectiveness and enhancing service quality.

Anna Hong, Deputy General Manager of the company, said that in addition to safety and convenience, today’s travellers are pursuing quality and comfort, taking into consideration the overall value and standard of service. Therefore, a company must constantly come up with innovative ideas. “Traditionally, transportation was simply regarded as mass communal necessity. Today, travelling is a personal experience in itself. In order to allow passengers to enjoy their entire travel experience, the company has launched various value-adding services in recent years. From ticket purchasing, boarding procedures, luggage check-in and personalised reception to onboard food and beverages, environment and entertainment, each service is closely aligned with customers’ needs, creating a level of service that is completely seamless.

Established in 1923, The Hongkong and Yaumati Ferry Company Limited (HYF) has had a long foothold in Hong Kong. Since the provision of its ferry operations in 1924, HYF has been playing a vital role in providing public ferry services to passengers in Hong Kong. Particularly, in 1960s and 1970s, HYF was basically THE transport for most people in Hong Kong. HYF carried passengers on various routes across the inner harbour, to New Territories, to the Outlying Islands, to Macau and China. However, with the inception of Mass Transit Railway (MTR) in 1970s, the number of ferry passengers had dropped dramatically. Worse still, HYF’s business was being further dampened by the opening of the MTR’s Island Line and the Eastern Harbour Tunnel in the following years.

After the completion of various cross-harbour lines, the rules of the game in ferry operations have changed. HYF ceased its local passenger ferry operation at the end of the 20th century. Since then, HYF ferry operation comprises dangerous goods vehicular ferry service, harbour cruise, and fuel oil trading.

Dangerous Goods Vehicular Ferry Service

To-day, although the ferries are less often for the carriage of passengers, it remains the only method of harbour-crossing permitted for vehicles carrying categories 1, 2 and 5 dangerous goods. With a fleet of five vehicular ferries, HYF has been operating licensed ferry service carrying dangerous goods vehicles for decades and is certainly the most competent operator to carry and handle dangerous goods vehicles in Hong Kong waters. Despite the fact that North Lantau Highway plays a key role to link the airport from other areas of Hong Kong, the provision of a 24-hour stand-by Emergency Vehicular Ferry Service by HYF is essential in case of its blockage due to unforeseen difficulties.

However, the Emergency Vehicular Ferry Service is only required when there is a blockage in North Lantau Highway or Tsing Ma Bridge which rarely happens. Therefore, spare capacity was made available to HYF’s fleet. Coupled with the fact that the operation environment was becoming harsh on dangerous goods vehicular ferry service, especially after the 1997 Asian Financial Crisis, the need for HYF to explore new business opportunities emerged. These factors facilitated the founding of a new business – Harbour Cruise Bauhinia (HCB) in 1998.

HCB is one of the leading service providers offering harbour cruise in Hong Kong waters. It provides a unique sightseeing and dinning cruise in Hong Kong, and is the only company in Hong Kong that owns cruise vessels with all Marine Restaurant Licence, Liquor Licence and Entertainment Licence.

Operative Effectiveness

Victoria Harbour is one of Hong Kong’s greatest and valuable assets, which spectacular scenery attracts tourists from all over the world. HYF decided to start inviting guests on board to let them feel directly this inspiring and energetic city of Hong Kong from a 360-degree open deck. People were awed by the fact that, a traditional ordinary vessel carrying dangerous goods during day time could, with some magic-like method, be converted to become the illuminating Harbour Cruise Bauhinia at night time. Every evening, when you get on board the HCB’s vessel, you will find breathtaking sunset view, spectacular world-renowned lasers shows – “A Symphony of Lights”, gorgeous views at both sides of Victoria Harbour and fabulous architectures along the coastline.

By turning HYF’s fleet from ordinary vehicular ferries into multi-functional ferries that hold various leisure activities, not only can HYF’s fleet be utilized efficiently and effectively, but also create a completely new line of business. It has broadened the spectrum of clientele of HYF from communal vehicle users to the general public in Hong Kong and the tourists coming from all over the world. Most importantly, a new income source has also been successfully explored.

Innovation

HCB has developed a Global Position System in Tourist Information Distribution System with Vocational Training Council. The system displays real-time information related to the scenic spots that the cruise is passing by. Guests on board can view all relevant information on the screen on board without the need to flip through their guide books.

Customer Satisfaction & Recognition / Quality Management

HCB has received a number of awards and recognitions : the “Hong Kong Q-Mark Service Scheme” for 8 consecutive years (2004-2012) from the Federation of Hong Kong industries; the winning company of 2011 “Hong Kong Top Service Brand Award” organized by Hong Kong Top Brand Development Council and the Chinese Manufacturers’ Association of Hong Kong; the accredited member of “Quality Tourism Services Association”; “Favourite of Mainland Visitors – Excellent Brand in Hong Kong and Macau”; and “Best POS Merchant Outlet” by Visacard, etc. In addition, both HYF and HCB were awarded the ISO9001:2008 certification for quality management system in 2006 and 2009 respectively.

Infrastructure

Being converted from vehicular ferries, HCB can take the advantage from the inherent structure of a vehicular ferry. Each vessel of the fleet is over 1,000 gross-tonnage. It can accommodate over 300 passengers on any occasion. Unlike normal function room offered by hotels/traditional Chinese style restaurants, HCB offers a venue with ample space without pillar which can only be found in buildings ashore. The high gross-tonnage ferries have a good sea-keeping even in rough waters. As such, the possibility of customers which feel seasick during their journey is rare.

A web-based online reservation system called Customer Relationship Management System was developed and deployed in mid-2008 with an aim to establish a database of customers, which assists in integrating marketing, sales, customer information together in an entirely web-based package.

Implementation of environmental friendly policy and sensitivity

Waste/Sewage Disposal

Waste cooking oil is collected and sent to a leading recycling bio-chemical Technology Company in Eco Park. After treatment, the waste cooking oil is turned into quality bio-diesel for vehicles.

A sewage system for the treatment of toilet and kitchen waste water on board was implemented in 2009. Through the system, sewage water are collected and stored in the sewage tanks on board, which will then be discharged to the shore system when ferries are berthed at piers.

Reduction of Carbon / Noise Emission

In 2009, HYF voluntarily participated in the trial testing for using ultra low sulphur diesel (ULSD) launched by Environmental Protection Department. By using ULSD, a ferry can reduce its sulphur dioxide emission by more than 90% and particulate emission by about 10%.

In recognition of the contribution made on environmental protection, the Hang Seng Pearl River Delta Environmental Awards 2009/2010 and 2010/2011 – Green Participant were awarded to HYF.

Energy Saving

An Onshore Power Supply System has been used to replace electricity generated from ship’s diesel generators by shore’s power supply. Ship’s generators can therefore be switched off when ferries are along-side. This system reduces the environmental impacts from vessels in port and helps reduce pollution and eliminate exhaust emissions. It also helps reduce fuel consumption.

Induction cookers have been utilized in the galleys, which largely reduce the room temperature. Thereby, the working environment in the galleys is greatly improved.

Safety First

Regular safety and fire drills are held on board. Members of staff are sent to Maritime Services Training Institute regularly. A 24-hour CCTV system is installed at North Point and Kwun Tong Vehicular Ferry Pier to monitor the situation online.

All the above-mentioned have indicated that HYF has successfully turned an ordinary vehicular ferry into a sightseeing banquet vessel. Through it’s magic-like method in creating this new business model, HYF not only can utilize its fleet in a more effective manner, but also broaden the clientele as well as open a new source of income.

Despite a number of achievements made by HYF and HCB over the years, we cannot afford to be complacent about them. We believe that there are always rooms for improvements. Along this line, we will try our best to render excellent service to our customers – as we always did.

CILT Membership Night, 6 July 2012More than 80 members and friends joined the CILT Membership Night at the Hong Kong Mariners’ Club on 6 July. To enhance opportunities for members and friends to exchange views and share information and news in a relaxed environment, the event was specially chosen at the China Coast Bar with a warm, friendly and informal members’ “after-work” gathering on Friday.

The program featured two sharing sessions of the winning stories by the winners of the CILT Award 2011

• The Hongkong & Yaumati Ferry Company Limited

Both companies have been serving the community for 50 years and nearly 90 years respectively. Guest speakers shed light on the challenges and opportunities faced in today’s increasingly competition and what innovative services and products were launched to keep them in the leading positions in the industry. The presentations have been highly appreciated by the audience. Shun Tak brought another excitement with the unexpected gifts of a $50 TurboJET gift card to all attendees and five happy receipts in additionally awarded TurboJET HK$370.

Candidates who sat for the Professional Qualifying Examination 2012 (PQE 2012) conducted on 8-11 May 2012 will be notified of their results by post in mid-August 2012. The Chairman of the PQE Sub-committee is pleased there are candidates with outstanding performances. The award for the Best Paper will be presented at the forthcoming Annual General Meeting on 20 September 2012. 10 out of 12 PQE papers (except AL2 and AL8) were attempted by members

in the examination. Most candidates demonstrated evidence of good preparation for the examination with seven subjects having 100% passing rates.

The next PQE will be held in November 2012 as per below time table. If you are interested to sit the exam, please submit your application before the deadline on 14 September 2012.

Seminar on Air Traffic Control Services in HK, 16 May 2012As reported in the Airport Authority Hong Kong’s Annual Report 2010/11, Hong Kong has been the world’s busiest international cargo airport since 1996 and also ranked the 3rd in the world for international passenger volume. In 2010/11, the annual air traffic movements were 316,000. Mr. Ivan Chan, the President of Hong Kong Air Traffic Control Association, was invited to share the information on the Air Traffic Management in Hong Kong and the future development of global Air Traffic Control operations. He was so nice to exchange views and experiences with participants after the seminar. That evening was rewarding and enjoyable and the seminar was well received by all participants.

Visit to UPS Air Hub,18 June 2012UPS is the world’s largest package delivery company and a leading global provider of specialised transportation and logistics services. Every day, UPS manages the flow of goods, funds, and information in more than 200 countries and territories worldwide. The UPS Parcel Network is based on a hub and spoke model. At their centers, UPS

feeds parcels to hubs where parcels are sorted and forwarded to their destinations. Mr. George Chan, the Operation Manager of UPS Air Hub, gave a very detailed information on the data flow and package flow at their Express Center Terminal. YMC Seminar: The Cathay Pacific Cargo Terminal, 28 Jun 2012Cathay Pacific (CX) has invested HK$5.5b in its Cathay Pacific Services Limited (CPSL), a fully owned subsidiary, to design, build and operate the CX’s own cargo terminal, Cathay Pacific Cargo Terminal (CPCT) at the Hong Kong International Airport (HKIA). The new terminal will soon commence operation in early 2013. A seminar on this project was delivered by Mr. LO Sze Wai, Albert, the Commercial Manager of Cathay Pacific Services Limited (CPSL), who has over 40 years experience in air cargo operation. At the seminar, he shared his insight and experiences in the shipper and freight forwarder determining factors to airports, the journey to design and prepare CPCT, and how CPCT could be built the airlines’, the shippers’ and freight forwarders’ preferred choice at HKIA.

The Institute is pleased to introduce a new membership title of “Graduate Member” with the grade of Affiliate Member. It is open for application to those members who

• have graduated from courses fully accredited by CILT/CILTHK, or

• have completely passed the CILTHK Professional Qualifying Examination.

These members with suitable academic qualifications may hold the Graduate Membership while they gain sufficient professional experience for election to become Chartered Members. To assist and support eligible members to pursue towards Chartered Members, Graduate Members will soon be invited to join the “Graduate Membership Scheme” (GMS). As a pilot run, the quotas are limited to 10 per year.

The GMS is a self-designed learning scheme to enrich one’s professional exposure in his / her career development. The participant, under the guidance of a seasoned mentor, has to complete 800 hours of structured continuing professional development (CPD) activities within a time frame of 3-4 years. Completion of the program entitles an individual participant to be accredited a maximum of one year of “Equivalent Professional Experience” (EPE) counted towards fulfilling the professional experience required for a Chartered Member.

The scheme, other than shortening the duration towards becoming Chartered Member, will allow members to learn directly from one of the renowned leaders in the industry for an extended time period.

Dr. Jacob Chai-pui KAM , FCILT

Dr. Jacob Chai-pui Kam has been the Operations Director and a Member of the MTR Executive Directorate since 1 January 2011. Dr. Kam joined MTR in 1995. During his service, he gained both technical and

business experience through different managerial positions in Operations, Projects and China & International Business Divisions.

Dr. Kam holds a Bachelor of Science degree in Civil Engineering from the University of Southampton, and a doctoral degree in Mechanical Engineering from the University of London (University College London), both in United Kingdom. In addition, he holds an MBA (distinction) from Kingston Business School in London United Kingdom. He also attended the Wharton Advanced Management Programme at the University of Pennsylvania, U.S.A. in 2005.

Dr. Kam qualified as a chartered engineer in the United Kingdom in 1989. He is a member of both the Institution of Mechanical Engineers, United Kingdom, and The Hong Kong Institution of Engineers. He is also a chartered fellow of the Institution of Occupational Safety and Health, United Kingdom. Dr. Kam is also a director in some of the members of the MTR group of companies.

Thomas Wing-kan YUEN, FCILT

Thomas is the CEO and founder of Michelle International Transport Company Limited. Forty years ago, Thomas started out his career as a shipping clerk in the freight forwarding business, developing extensive

experience across all aspects of the industry. Devoting his working life to logistics development in Hong Kong he formed this company that initially started with general cargo handling services to its present day expertise of fine art logistics.

The progressive business transformation from its humble beginnings to its specialization of fine art logistics was inspired by his dear friend, Mr. David Jackson who was an antique and fine art handling and packing guru. Thomas, together with his wife made their company a success through hardwork and dedication. The company grew from a fistful of people to over 30 members of staff in Hong Kong, with subsidiaries across Beijing, Shanghai and Singapore.
