Back story

Following amendments to the Election Code of Georgia agreed on December 28, 2009, political parties now have the power to monitor the voters’ list;

To do this, political parties have been granted a total of 1.200.000 GEL from the state budget of Georgia;

This amount is equally distributed between 12 political parties willing to participate in this process.

Monitoring Goals

To identify and eliminate inaccuracies in the voters list;

To increase transparency and build confidence in the process of formulating the voters’ list (specifically for interested groups like political parties, governmental organizations, NGOs, the media).

Participating Parties

The CEC updated the voters’ list based on data collected up to February 1, 2010, and distributed it to interested parties;

After initially agreeing, one political party declined to participate in the monitoring process: their funding of 100.000 GEL was redistributed among the political parties that are participating;

The final monitoring report was presented by 11 qualified political parties.

The Monitoring Process

To help the parties assess the data, the CEC prepared forms and a pro-forma financial report, which were completed and returned by 6 political parties.

During the monitoring period (February 5 – April 10), the CEC held weekly meetings with the political parties involved in the monitoring process.

1 - 4. The Integration of the Databases

An exercise was undertaken to ensure full compatibility between the databases of the CEC and the Civil Registry Agency. On the basis of this, the CEC corrected nearly 133,000 records;

Other important changes were also made - the database and application-forms (“form 1”) now contain the following information to assist identification: unique number, name, surname and birth date.

In addition, the different addresses of the different election precincts were fully identified.

As a result of these amendments, it is now possible to compile the voters’ list within a short timeframe, and free from human error.

Similar amendments have been made to the databases of the Ministry of Refugees and Accommodation and the Ministry of Corrections and Legal Assistance of Georgia.

5. Apartments with Multiple Voters (1)

Nationwide the CEC identified 590 cases of 10+ voters registered in one apartment.

The CEC identified 63 cases of 20+ voters registered in one apartment. (60 of these have already been amended.)

The CEC is continuing to tackle identified cases of 10+ voters registered in one apartment.

5. Apartments with Multiple Voters (2)

Different types of inaccuracy that are now being corrected:

Addresses with fractions in Kutaisi – 16 cases;

Voters removed from the register – 15 cases;

Repeated numeration in basements (entrances) – 11 cases;

Barrack type dwellings – 5 cases;

Technical inaccuracies – 8 cases;

CEC Group Tasked with Correcting the List (1)

On February 18, 2010, a Working Group was formed with the task of improving the quality of the voters’ list. The group is made up of CEC personnel and NGO representatives.

The Working Group had come up with a list of

recommendations.

CEC fully accepted 11 of these; three further recommendations have been considered in part.
