NOTICE is hereby given that Claims and Objections

the St. Mary’s South Constituency commencing on the 7th

The Medical Council further wishes to advise the general public of the Offence of practicing medicine without a valid licence
and registration within the jurisdiction of Antigua and Barbuda as follows:
Section 29 of the Medical Practitioners Act creates offences for the contravention of Section 12 [Registration and Licencing]
and sets out the penalties of practicing medicine without a valid licence and registration, to wit:-
(1) On summary conviction for practicing medicine without licence and registration, a fine of $10,000 or two years impris-
onment or both;
Upon an indictment for practicing medicine without licence and registration, a fine of $25,000 or three years imprison-
ment or both.
(2) On summary conviction for practicing medicine after the expiration of licence and registration, a fine of $1,500 and $400
for every day of practice after the expiration of licence
Section 30 of the act sets out an Offence and the penalties for False Representation in the procurement or attempt to procure
registration and or licence as a medical practitioner either for himself or another, on summary conviction a fine of $10,000 or
to imprisonment of one year or both.
Section 31 sets out the penalty where no specific penalty has been promulgated as follows:–
A person who contravenes any provision of the Medical Practitioners Act, 2009, No. 3 of 2009, or the regulations for
which no specific penalty is provided commits an offence and is liable on summary conviction to a fine of $10,000 or to im-
prisonment for two years, or both, or upon an indictment, to a fine of $25,000 or to imprisonment for three years
or to both.

NOTICE OF SECOND ALTERATION OF THE COMMITTEE OF INQUIRY pursuant to section 10 (4) (b) of the
Antigua and Barbuda Citizenship Act, Cap. 22 and section 3 of the Commissions of Inquiry Act, Cap. 91

In the Matter of a Committee of Inquiry appointed pursuant to section 10 (3) of the Antigua and Barbuda Citizenship
Act, Cap. 22 into the grant of citizenship of Antigua and Barbuda to LIHUA TIAN
WHEREAS:
(1) A Committee of Inquiry was appointed by me the Hon. Steadroy C. O Benjamin, Acting Prime Minister of Antigua
and Barbuda and Minister with responsibility for the issue of citizenship of Antigua and Barbuda, pursuant to section
10 (3) of the Antigua and Barbuda Citizenship Act, Cap. 22 of the Laws of Antigua and Barbuda to inquire into the
issue of Antigua and Barbuda Citizenship to Lihua Tian of Beijing China. Notice of the said appointment was pub-
lished in the Antigua and Barbuda Official Gazette on February 4, 2016;
(2) The said Committee of Inquiry was altered by me on April 1, 2016. Notice of the said alteration was published in the
Antigua and Barbuda Official Gazette on April 7, 2016.
(3) I wish to make a second alteration to the Committee of Inquiry as a result of the resignation of Mr. Hollis Francis, one
of the Commissioners to the Committee of Inquiry.
NOW THEREFORE I, the Hon. Steadroy C. O Benjamin, Acting Prime Minister of Antigua and Barbuda and Minister with
responsibility for the issue of citizenship of Antigua and Barbuda, pursuant to the powers exercisable by me under section 10
(4) (b) of the Antigua and Barbuda Citizenship Act, Cap. 22 and section 3 of the Commissions of Inquiry Act, Cap. 91, hereby
make a second alteration of the Committee of Inquiry appointed by me on January 26, 2016 as follows:
Reduction in the Number of Commissioners to the Committee of Enquiry
The number of Commissioners to the Committee of Inquiry shall be reduced from three to two as a result of the resignation of
Mr. Hollis Francis, Jr. on the 28th day of November, 2016. The Commissioners to the Committee of Inquiry shall be Mr. Henry
Moe, a retired judge of the Eastern Caribbean Supreme Court and Mrs. Mary B. E White.

The Committee of Inquiry shall continue to hold its proceedings in camera at the Ministry of Legal Affairs Conference Room
commencing at 9:00 o’clock in the forenoon or at such other time as shall be determined by the Commissioners.
Save as aforesaid the Subject of the Inquiry, the Secretary for the Commission and my directive for the Police to attend the
Commission shall remain as stated in the Notice of Alteration of the Committee of Inquiry dated April 1, 2016.

1. Introduction
1.1 This Practice Direction:
(a) is made pursuant to Rule 10(3) of the Industrial Court Procedure Rules 2015.
(b) supplements Rule 12 of the Industrial Court Procedure Rules 2015.
(c) clarifies the appropriate headings to be used in References.
2. Direction
2.1 The term “(Represented by … Union)” as shown in the headings of the prescribed Forms 1 to 14 in the Schedule to the Rules should be used only when:
(a) a Reference is filed by or against a trade union.
(b) a Reference is filed by or against an organization of employers or workmen.
