The AirportThe Rogue Valley International-Medford

Airport is in southwestern Oregon on 855 acresadjacent to the city of Medford, Oregon's centralbusiness district. The Airport is located north ofthe I-5/Highway 62 interchange.

The Airport serves the Southern Oregon/NorthernCalifornia region, with many of the Airport's usersresiding within Jackson County. In 2017, 901,578passengers used air transportation and aircraftoperations totaled 35,389. Current serviceincludes direct flights to Denver, Las Vegas, LosAngeles, Mesa, Phoenix, Portland, Salk LakeCity, San Francisco, and Seattle.

Five airlines currently serve the Rogue ValleyInternational Medford Airport including Allegiant,Delta, Horizon/Alaska, United Airlines andAmerican Airlines. The airport was recentlyclassified by the FAA as a Primary Small HubAirport.

The management system at the Rogue Valleylnternational-Medford Airport consists of anAirport Advisory Committee/Director System. TheAirport Advisory Committee is comprised of ninemembers appointed by the Jackson CountyBoard of Commissioners. The goal of thecommittee is to act as an advisory board to theCounty Commissioners working through theAirport Director on matters of public concern.Their agenda also includes helping to formulateand recommend priorities for capitalimprovements and further expansion of theRogue Valley International-Medford Airport.

The Airport has 41.25 union and 7 non-unionemployees for a total of 48.25. The Operationalbudget for FY 18/19 is approximately $9.6 million.

MFR has a strong capital improvement program

and has recently completed the following

The CIP project currently underway is the T/W ASouth Rehabilitation projected at $11.6 million.

The Airport is served by (2) FBOs: Superior AirCenter, Inc. dba Million Air Medford, and SouthernOregon Skyways dba Jet Center MFR.

There are several rental car companies operating atthe airport as well as a gift shop and restaurant.There is even a Boeing KC-97 airplane that isavailable to rent for events, meetings or parties.

The Community

Southern Oregon is strategically located on Interstate 5mid-way between Sacramento and Portland in a mild,Mediterranean climate. The region offers a positive,friendly business and recreation climate and is a thrivingcommunity of about 290,000 people in two counties, yetwith a quality of place that is envied by many.

Southern Oregon offers a vast array of recreational andcultural opportunities including the Oregon ShakespeareFestival, historic Jacksonville, Britt Music Festival, theWild & Scenic Rogue River, Art Along the Rogue inGrants Pass, Crater Lake National Park, the OregonCaves National Monument, Mt. Ashland Ski & SnowboardResort, and more than a dozen lakes within 45 minutes ofMedford. Bear Creek Greenway – The Bear Creek Greenwayconnects the communities of Ashland, Talent, Phoenix,Medford and Central Point with an 18-mile paved, multi-use trail. Bicyclists, skaters, runners, and walkers use thetrail for transportation and recreation. Community parksalong the Greenway offer restrooms, drinking water,playgrounds and picnicking opportunities. The Greenwayprovides easy access to many restaurants, coffee shopsand bike shops in the communities it travels through.

Britt Music & Arts Festival – Britt Music & Arts Festival,a non-profit organization, is the Pacific Northwest'spremier outdoor summer performing arts festival. Locatedin the historic 1850s gold rush town of Jacksonville, Brittpresents dozens of summer concerts, featuring world-class artists in classical music, jazz, blues, folk, bluegrass,world, pop and country music.

U.S. Cellular Sports Park – U.S. Cellular CommunityPark is a $30 million, 132-acre state-of-the-art sports parkowned by the City of Medford and operated by theMedford Parks and Recreation Department locatedbetween U.S. Highway 99 and Interstate 5 on thesouthern end of Medford. The park features 1.5 millionsquare feet of synthetic grass on 15 all-weather fields, thelargest of its type in the United States.

The sports park now features 15 ball fields, including afive-field softball/baseball complex, a six-field multi-sportcomplex, two full-size baseball fields and two youthbaseball/fast pitch fields. Harry & David Field, a natural-grass baseball stadium, is also part of USCCP. Additionalpark amenities also include an 8,000-square-foot activitiespavilion, concession stands, picnic shelters andplaygrounds.

Oregon Shakespeare Festival – Founded in 1935,the Tony Award-winning Oregon ShakespeareFestival (OSF), located in Ashland, is among theoldest and largest professional non-profit theatres inthe nation. Each year OSF presents an eight-and-a-half-month season of eleven plays in three theatresplus numerous ancillary activities and undertakes anextensive theatre education program.

Hellgate Jetboat Excursions – Hellgate JetboatExcursions, based in Grants Pass, draws

nearly 85,000 people every season,which runs from May throughSeptember. Visitors from all over theworld make Hellgate Jetboats their

destination to board the propeller-lessboat that is pushed by the hydro-jet that

glides just inches above the water's surface.

Mt. Ashland Ski & Snowboard Resort – At 7,500feet, Mt. Ashland is the highest point in the Siskiyoumountain range. Its north facing slopes collect anaverage 300 inches of snowfall annually. The skiarea offers 23 trails in addition to chute skiing andboarding in its famous bowl. All trails are easilyaccessed by 4 chairlifts.

Wildlife Images – Wildlife Images Rehabilitationand Education Center was founded as a non-profitcorporation in 1981 by renowned wildliferehabilitator J. David Siddon. The facility wascreated to provide for the care and treatment ofsick, injured and orphaned wildlife. Wildlife Imageshas since expanded to provide educationalprograms on wildlife, conservation, and theenvironment to schools, organizations and thepublic. Animals treated at Wildlife Images haveincluded everything from baby squirrels andbadgers to American bald eagles.

Education – Rogue Community College (RCC) islocated on three different campuses in the regionand offers technical and vocational programs.

Southern Oregon University (SOU) is in Ashland, 12miles south of Medford and offers severalundergraduate and graduate degree programsincluding business, nursing and healthmanagement.

The Position

The Rogue Valley International-Medford Airport isseeking a dynamic individual with a proven trackrecord in achieving results for our new Air Serviceand Business Development Manager (County job isProject/Program Coordinator III). The ideal candidateis a creative, strategic thinker with strong leadershipabilities. The incumbent will be responsible for thedevelopment and execution of air servicedevelopment strategic objectives, businessrecruitment, and marketing/advertising programs atthe Airport. While being engaged in the businesscommunity and using an entrepreneurial approach,collaborative leadership style and effective analyticalskills, this individual will work with the airport’sexecutive team to drive business growth by workingwith key industries and local stakeholders to identifynew and innovative revenue opportunities.

Examples of Duties:

• Supervise the execution of long and short-term airservice development plans

• Leverage industry expertise, best practices, and keybusiness drivers in the development of all short andlong-range plans and define results.

• Creating an aggressive, highly strategic, integratedmarketing plan for the airport

• Expand passenger growth; maintain a strongpresence in the aviation air service developmentcommunity

• Develop regional strategy for strengthening airservice

• Develop strong relationships with current andpotential customers; build a rapport with airlines andstakeholders

• Enhancing relationships to build collaborativemarketing strategies amongst County Departments,Business Groups, and key regional businesspartners.

• Research economic impact of air service; assist withthe outreach and education of target audiences toinfluence growth

• Identify and capitalize on business opportunities,both short and long-term.

• Conduct research on passenger, cargo and generalaviation service wants/needs

• Coordinate complex and diverse projects, often withcompeting priorities and deadlines

• Articulate and coordinate the team’s development ofsuccessful proposals

• Responsible for identifying, reviewing, prioritizing,implementing, and marketing new businessopportunities, with a focus on opportunities that willdrive airline, passenger growth, and non-airlinerevenue generation to enhance the overallpassenger experience.

• Bachelor’s degree in public or businessadministration or related field AND four years ofproject or program management experience ANDone year of progressively responsibleadministrative experience, preferably in the area ofassignment; OR

Salary & CompensationThe salary range for this position
