The concepts and practices related to human security such as the responsibility to protect (R2P) and the protection of civilians (POC), both of which share a common purpose to secure “freedom from fear” for every individual in conflict zones, have been applied in various cases. Yet, a large number of people still face multiple threats including armed conflicts and terrorist attacks. This conference will examine the reality of on-going conflicts and attempt to resolve conceptual and practical dilemmas. We will discuss effective measures to ensure human security in those urgent cases.
