Individuals, employers, education and training providers, and other stakeholders require help to cope with the growing complexity and increasing pace of change in labour markets. By taking steps to meet their needs, the performance of the labour markets and the economy can be improved. The purpose of this workpackage is to: Collect the relevant statistical data and information that is needed by the ISETT Sector, ICT enabled sector, government departments and other stakeholders to assist in developing the necessary human resource pool to grow the ISETT Sector. Introduction

The SAITIS baseline studies and ISETT SETA Sector Skills Plan indicate that there isinsufficient detailed information on the labour market in the ISETT (Information Systems,Electronics and Telecommunications Technology) Sector and ICT-enabled sectors to allow forappropriate decision making relating to human resource development and planning. Individuals,employers, education and training providers, and other stakeholders require help to cope withthe growing complexity and increasing pace of change in labour markets. By taking steps tomeet their needs, the performance of the labour markets and the economy can be improved.

The purpose of this workpackage is to:

Collect the relevant statistical data and information that is needed by the ISETT Sector, ICTenabled sector, government departments and other stakeholders to assist in developing thenecessary human resource pool to grow the ISETT Sector.

Report on the ICT labour market information collected.

Deliverables

1. Phase 1: Desk ResearchA scan on local and international ICT Labour Market statistics that could give input to thedevelopment of the questionnaire.

2. Phase 2: Development of QuestionnaireThe development of a questionnaire to be used in the collection of ICT Labour MarketStatistics from both the ISETT Sector as well as the enabled Sectors. Appendix A may beused as a guideline when developing this questionnaire.

3. Phase 3: Collection of the dataA combination of personal, telephonic and Internet surveys may be used.

The ISETT sector largely comprises of SMME’s. However, it should be noted that the largecompanies in the ISETT Sector are employers of many ICT personnel. A full range ofcompanies needs to be consulted for the data collection. Companies from all sectorsaccording to the SETA classifications must be included.

The prospective research organisation will be expected to compile or procure a database ofall organisations in the ISETT Sector, as well as those in the non-ICT sectors, from which asample will be drawn for the survey. The use of whatever database will need to be

motivated. The ISETT SETA will be able to assist with data on the ISETT Sector. Any costsof procurement of such databases must be included within the price for this phase.

The Collection of ICT Labour Market Statistics must achieve a 95% confidence level with aconfidence interval of 5%. This needs to be achieved at the following levels:

The report should provide an overview of skills availability and provide forecasts of skills thatare needed for economic growth in the near future.

6. Phase 6: Recommendations for follow-up surveyBased on lessons learnt on this project, the research house will be expected to providerecommendations for follow-up surveys.

7. Phase 7: PresentationA presentation to SAITIS, ISETT SETA, Department of Labour and other parties (to bedetermined) will be scheduled as the last phase of this contract.

Definition of Acceptable BiddersSAITIS and the ISETT SETA wishes to deal only with the person in the organisation that will beultimately delivering the work. For this reason, subcontracting of major elements of the work bythe organisation that bids will not be desirable. Our preference would be for the biddingorganisation to have most of the expertise in-house to be able to deliver the work.

Submission of proposalProposals should reach the ISETT SETA no later than 12:00pm on 29 June 2001. Proposals(hard copy and on disk) may be delivered at the ISETT SETA, Block E, Central Park, 16th Road,Midrand. Alternatively, proposals may be emailed to the Initiative Managers. All proposalsneed to be submitted in Microsoft Word for Windows, or RTF format.

ReferencesAt least three references need to be submitted with the proposal.

Awarding of contractThe successful applicant will start work on this project on 9 July 2001. This contract will need tobe completed within a four-month period, i.e. by 15 October 2001.

Proposal Structure and Content Overview of Organisations Capabilities/Experience. Personnel Assigned (CV of each person). Contact Details. Submissions are to include contact details, including telephone number and

email address(es). Description of Services/Work to be performed. Methodology (include number of interviews). Deliverables Delivery Schedule. It is required from bidders to include a project plan in the proposal. Other Requirements (address whatever else is requested in the Terms of Reference). The proposal should not exceed 30 Pages.

Contract PriceThe contract price shall be a fixed price, including VAT, with VAT specified as a separate lineitem. Bidders should submit a breakdown of the contract price by phase. All travel and livingexpenses are to be included in this value, and no additional claims will be entertained. Biddersare requested to submit the contract price separate from the proposal (in one envelope).

Payment ScheduleThe contract price will be divided into categories relating to the deliverables and the candidatewill be paid after successful delivery of each phase.

Proprietary RightsThe contractor agrees that all rights, to be acknowledged, understood and adhered by thecontractor on acceptance of bid by SAITIS and ISETT SETA, including, without limitation, allintellectual and other proprietary rights, in and to any materials, data, or information, includingall computer programs (in source code or object code) and documentation related thereto,which have been provided by SAITIS and ISETT SETA to the contractor in connection with theperformance of any of the services are owned and shall continue to be owned by SAITIS andISETT SETA or its licensors. SAITIS and ISETT SETA shall have unrestricted access to allsuch materials, data and information. The contractor shall deliver any or all such materials,data and information to SAITIS and ISETT SETA immediately upon the request of SAITIS andISETT SETA.

The contractor agrees further that all rights, including all intellectual and other proprietary rights,in and to any methods, processes, procedures, systems, inventions (whether patentable ornot), devices, discoveries, concepts, ideas, algorithms, formulae, know-how, data anddatabases, technology, products, software (in executable and source code), templates,documentation, specifications, compilations, designs, reports, trade-marks, and anyenhancements, modifications, or additions to the foregoing or to any products owned, marketedor used by SAITIS and ISETT SETA, which have been created or developed by or for thecontractor in connection with the performance of any of the Services hereunder (collectively,the “Work Product”) shall be owned exclusively by SAITIS and ISETT SETA.

The contractor hereby assigns any and all rights it may have in the Work Product to SAITIS andISETT SETA. The contractor shall, at the request of SAITIS and ISETT SETA, obtain a waiverof moral rights from each of its employees and any other individual who participated in thecreation or development of any works in connection with this Agreement. The contractoragrees to do and execute or cause to be made, done or executed all such further and otherthings, acts, deeds, documents, assignments and assurances as may be necessary orreasonably required to give full effect to assignment to SAITIS and ISETT SETA of its rightshereunder.
