1. Background

The Kinoya Wastewater Treatment Plant is the main treatment plant in the SuvaNausori corridor and the largest WWTP operated by the Water Authority of Fiji. It islocated in Kinoya district, North – East of Suva City centre and it discharges treatedeffluent to Laucala Bay.

The Administration building has been in need of repairs for quite some time. TheWater Authority of Fiji seeks to refurbish the existing administration building at KinoyaWWTP to provide adequate office space for technical staff.

2. ObjectivesUnder this contract, the works have been divided into three (3) different lots asfollows:

2.1 Lot 1 – Construction Works: To undertake necessary civil works as stipulatedin the Bill of Quantities to refurbish the existing Administration Building atKinoya WWTP.

2.2 Lot 2 – Electrical and Data Works: Install the necessary electrical and dataequipment for the new office.

2.3 Lot 3 – Office Equipment: To supply and install WAF approved officeequipment.

3. Supply, Installation and Construction3.1 To supply and install/construct wall partitions as specified in the drawings

and specifications, manufactured to AS4000 standards.

3.2 To supply and install/construct doors and entrances as specified in thedrawings and specifications, manufactured to AS4000 standards.

3.3 To supply and install selected tiles (grout and glue).

3.4 To supply and install all electrical components as specified in thedrawings.

3.5 To supply and install new wall mounted A/C units as specified; includingdrainage pipes which is to be connected to the nearest water outlet.

3.6 Supply and install new office equipment as specified in the Drawings andBill of Quantities.

3.7 Liaise with WAF staff for the dimensions and colour of paints, verticalwindow blinds, etc.

3.8 Ensure that spares of vital components of all office equipments areprovided and a warranty period is provided to ensure that it is replaced atthe full cost of the supplier if the equipment fails to perform as expected.

3.9 The installation should be as per the manufacturer’s instructions andinstallation guide provided by the manufacturer.

4. Specifications

All installations and materials to meet the requirements of the relevant AS4000Standard.

4.1 Floor Finish

Existing floor finish to remain.

New 600mm x 600mm floor tile finish with matching grout. Tiles are to beselected by WAF.

4.2 Wall Reference

Existing wall to remain. Make good and tidy as indicated on the plan.

New 13.38mm laminated fixed glass with silicone butt joints whererequired and selected finishes (tinted etc).

New 12.5mm selected timber board panels on both sides fixed totimber stud wall framing at 600 centres MAX; finishing (paints etc) to bedone according to WAF requirements.

New 6.38mm laminated glass with silicon butt joints where required andselected finishes (tinted etc).

Remove only one side of the existing board (W4) and install new waterproof board to match to existing. Use existing frame.

New 13.38mm laminated window glass opening above 1m, 13.38mmlaminated fixed glass with silicon butt joints where required andselected finishes (tinted etc).

New 6.38mm laminated glass door with door stopper and locks to WAFrequirement; tinted finish.

New timber door to WAF requirement with door stopper, closure andlocks to WAF requirements. Finishing (paints etc) to be done accordingto WAF requirements.

4.3 Electrical and Data Works

All down-lights should be controlled at once via two way switching.

All light points should be distributed evenly. Allowance for 6 light pointson each circuit.

All 10A circuits GPO should be evenly distributed among the 3 phases.Allowance for additional 6 points on each circuits.

All 15A GPO shall have a circuit each; 1 point in a circuit.

All circuits should be marked and tagged.

All circuits shall be protected under FEA requirement (ELCB, RCD, etc).

All wires needs to duct and all hidden wires need to be clipped.

24 Port Patch Panel with management bar will be used to cater fortermination of LAN cables from Wall Ports.

48 Port Switch (Cisco SG-500) will be used to activate the Ports patchedin from the Patch Panel.

UPS (backup power supply for network switch) will cater for redundantpower for the network switch.

12 RU cabinet (wall mounted) enclosure will house core networkdevices (patch panel with management bar, network switch, UPS).

Tyco/3M Box Cables.

Patch Cables (0.5m) will cater for patching in of ports from patch panelto switch.

Patch Cables (1m) will cater for patching in of ports from patch panelto switch & also used by users for connecting PC to LAN Port.

Ducting sizes – 16 x16, 25 x 16, 25 x 25, 50 x 50 - will be used to ductnetwork cables.

Modular Face Plates, 2 Port.

Modular Face Plates, 1 Port.

Mounting Blocks.

Keystone Jacks.

RJ45s.

Self-tapping screws.

Dyno-Bolts (12RU Cabinet Mounting).

4.4 General notes

Contractor or suppliers to confirm all dimensions on site beforesubmitting their tenders or quotations.

6. Requirements for Submission in Technical ProposalThe technical proposal shall include:

Business profile including Business Registration Certificate, VAT registrationdetails, and Tax Exemption Certificate

Details of major assignments undertaken of a similar nature

Methodology

A Bill of Quantities

All supporting documents regarding details and use of machinery, materials,chemicals/compounds and plant to be attached

The manner of deployment including handling, delivery and transportation

CV of each personnel in the proposed team

An outline of the roles and responsibilities of key personnel

A Work-plan in Microsoft Project 2007 outlining the detailed step by stepprocess with reporting milestones and number of working days of eachpersonnel for each step

A list of sub-Contractors to be engaged by the Contractor.

7. Requirements for Submission in Financial ProposalThe Financial Proposal shall include:

A Lump Sum Contract Price (in Fijian Dollars Only) that should be VAT Inclusiveand also inclusive of all other taxes or duties

A detailed bill of quantities with the same breakdown as the one presentedwith the technical proposal, showing quantity, unit cost and total cost of eachitem

Audited accounts reports for the last three years

Latest Bank Statement of the company

8. Taxes and DutiesThe Contractors and their personnel shall be liable to pay all such taxes, duties, fees,levies and other imposition as may be levied by the Fiji Islands Revenue and CustomsAuthority including Value Added Tax (VAT). Bidders should note that currently underFiji Tax Laws, 15% of all progress payments must be withheld as withholding tax unlessan exemption is obtained from the Fiji Islands Revenue and Customs Authority.

9. Bid Security and Performance Bond

A Bid Security of FJD $ 1000.00 is required and will be returned to unsuccessfulbidders.

The successful Contractor will be required to produce a Performance Bond in theForm of a Bank Guarantee with an amount equivalent to 10% of the agreedcontract sum. This will be returned at the End of Practical Completion.

10. Conditions of ContractThe General Conditions of Contract will be the FIDIC conditions of contract forconstruction.

11. Payment for ServicesPayments under the contract will be made according to the following terms:

Contract signature: 30%

Completion of Works: 70%
