    1.0 SCOPE

    This specification covers the design, manufacturing, inspection and testing at manufacturers work, proper packing, delivery to site, supervision of erection and commissioning, final painting & carrying out acceptance tests at site of compressed air system as mentioned in the different section of this specification for 3X660 MW NABINAGAR STPP.

    2.0 GENERAL TECHNICAL INSTRUCTIONS

    2.1 This volume covers requirements of design, engineering, manufacturing and delivery to site,

    supervision of erection and commissioning of the complete plant. It is not the intent to specify completely all details of design and construction. However, all the equipment shall conform, in all respect, to high standard of engineering, design and workmanship and be capable of performing the required duties in a manner acceptable to the owner who will interpret the meaning of drawings and specifications and shall be entitled to reject any work or material which in his judgement is not in full accordance herewith.

    2.2 The bidder may offer optionally the standard design of equipment indicating the deviations from

    the specification. However, feedback reports must be furnished of equipment performance. The acceptance of optional equipment shall not be binding on Purchaser.

    2.3 In case of conflict between the various clauses of specification, stringent of the conditions as

    per owner interpretation shall prevail.

    1.00.00 BACKGROUND A Memorandum of Understanding was signed between NTPC Limited (NTPC) and

    Bihar State Electricity Board (BSEB)/Govt. of Bihar to establish a 3X660 MW (1980 MW) coal based power project at Nabinagar in Aurangabad Distt. of Bihar.

    Subsequently, a Joint Venture Agreement was signed between NTPC and BSEB for

    Establishment and Operation & Maintenance of the Thermal Power Project and a Joint Venture company namely, Nabinagar Power Generating Company Private Limited was formed with equity structure of 50% each by NTPC and BSEB.

    The present proposal is to implement New Nabinagar Thermal Power Project,

    (3x660 MW) at Nabinagar, Aurangabad District of Bihar for the benefit of Bihar and other willing of States/UTs of Easteern Region during early XII Plan period.

    1.01.00 Location and Approach The project site is located near villages Barem, Harcharanpur, Gokul-Bigha in the

    North-East of proposed Nabinagar joint venture project with Railways at a distance of about 23 kms from Dehri-On-Sone in Aurangabad District of Bihar with coordinates as latitude 24O-47'N and logitude 84O-10'E respectively. The site is approachable from NH-2 from Barun through single lane metalled road. The nearest BG Rail head Akhora on Barun Daltenganj railway line is about 5 km away. The nearest airport is Gaya located at a distance of approximately 100 kms from the project site.

    Vicinity Plan of the project is placed at Exhibit No.-1. 1.02.00 Land Govt. of Bihar vide letter dated 24.05.07 have been accorded in-principle

    commitment for availability of land for the project. Subsequently, the site was shifted to north of earlier identified area. Govt. of Bihar vide letter dated 04.11.08 have been requested to accord in-principle commitment for availability of 3000 Acres of land for the revised location.

    1.03.00 Water The project site is located near the river Sone which is the only source of water for

    the project. Therefore, the make up water requirement for the project is proposed to be drawn from the pondage created by Indrapuri Barrage, which is about 3 Kms from the proposed site.

    1.04.00 Railway Siding Employer intends to construct the railway siding to project site from the nearest

    existing railway line. However, the same may not be available to the bidder for his use to transport equipment and material.

    Bidder may visit the site and acquaint themselves with the facilities available. 1.05.00 Metrological Data Important meteorological data from nearest observatory at Dehri is placed at

    Annexure-I. 1.06.00 Plant Water Scheme The Plant water scheme is described below. 1.06.01 Condenser Cooling (CW) Water System It is proposed to provide recirculating type CW system with induced draft type

    cooling towers. For the recirculating type CW system it is proposed to supply clarified water as make up. Raw water from the make-up water pump house shall be pumped to a Water Pre-treatment Plant (PT - CW system). The treated clarified water shall be led to the cold water channel of CW system. CW system shall be operated at a C.O.C of about 4 and CW side stream filtration and chemical treatment programme (using acid dosing and scale cum corrosion inhibitors dosing) may be employed in addition to blow down of CW water to control the CW system chemistry. The expected circulating water analysis is given in this sub-section. The CW blowdown water shall be led to a Service water Tank. For carrying circulating water from CW pump house to TG-area and from TG area to cooling tower, steel lined concrete encased duct would be provided. For interconnecting CW duct with CW pump, condenser and cooling towers, steel pipes would be used. Cooled water from cooling tower will be led to CW pump house through the cold water channel by gravity.

    1.06.02 Equipment Cooling Water (ECW) System (Unit Auxiliaries) The plant auxiliaries of Steam Generator and Turbine Generator shall be cooled by

    Demineralised (DM) water in a closed circuit. The two independent primary circuit DM water shall be cooled through plate type heat exchangers by Circulating Water tapped from CW system in a closed secondary circuit. The hot secondary circuit cooling water shall be cooled in the cooling towers and shall be returned back to the system.
