1.1 INTRODUCTION
SBM has been requested to implement a number of changes into the existing FPSOESPIRITO SANTO located in the Shell BC-10 Development offshore Brazil which has beenin operation since year 2009. The planned development of Phase 3 includes new subseainfrastructure as well as topsides installation which covers the development of the Massa andO-South fields.
The BC-10 Phase 3 project has been split into several CTRs:
CTR 31Water injection system expansion of additional 40,000 bwpd and water injectionpressure increase to 2505 psig due to Massa water injection daisy chained fromO-north
CTR 32Convert off-spec tank to additional hot oil storage due to additional displacementvolume and longer hot oil durations
CTR 33Expand oil treating capacity train B from 25,000 bopd to 35,000 bopd required forPhase 3 early oil peak rates
CTR 34CO2 mitigation plan as sales gas has exceeded the CO2 limits of the Sales GasContract
1.2 TERMS AND DEFINITIONS
Accuracy The degree of correctness of a quantity or expression.
Benchmark Specific coordinate locations. Benchmarks are often used inconjunction with laser scanning for integration of laser scan datainto a larger site coordinate system. They can be permanent ortemporary.
Calibration To check, verify, or determine by comparison the relationshipbetween a measuring device and the standard units of measure.
CLIENT Shell.
CONTRACTOR CONTRACTOR nominated to perform the work. This definitionshall apply to CONTRACTOR appointed SUB-CONTRACTORSthat will carry out part or all the work. All SUB-CONTRACTORSshall be subject to approval by PURCHASER. All technical termsand conditions applicable to the CONTRACTOR shall also beapplicable to the SUB-CONTRACTOR. The CONTRACTOR shallassume overall responsibility for the work specified herein.
Compilation Database A compilation of all registered laser scan data (point cloud data),including all laser scans, into one master coordinate system. A

2. BASE SCOPE
This document defines the Scope of Work (SOW) and deliverables requirementsnecessary to confirm necessity to reinforce tanks following BC10 Phase 3 scopeinstallation offshore.
The survey shall cover two areas:
Module 49 (above tanks: 4C, 4AS and may be 3C and 3BS to be confirmed)
Module 10B (above tanks 1WS and 1AS and sponson 1S)

1. Longitudinal to the main deck as per table 1a, 1b.
2. Transverse to main deck as per table 2a, 2b.
3. Longitudinal to the transverse as per table 3a, 3b.

2.2 CONTACTOR RESPONSIBILITY
The CONTRACTOR shall:
a) Be responsible for all services including but not limited to the provision of thesurvey of fillet weld thickness (throat) equipment, qualified and experiencedoperators (including certified PTW applicant), quality control, planning, pre-surveydata gathering and preparations, site coordination, progress reporting,consolidation and processing of survey data, and submission of final work report.
b) Be responsible to request PURCHASER any information such as drawings foundsto be missing to ensure complete understanding of the scope of work.
c) Provide PURCHASER with a method statement describing how CONTRACTORintends to perform the scope of work (equipment, accuracy, access to location,
safety measures, schedule of operation and tank access requirement, etc)d) Be responsible for the MOB / DEMOB of equipment enroute to Shore base inVitoria.

computer hardware, software and accessories required to perform services ifnecessary.
f) Provide spare equipment to cover for breakdowns.g) Ensure that all equipment can be lifted manually.h) Inform the PURCHASER without delay when certain areas cannot be accessed.i) Provide alternative means of capturing data when the affected areas cannot be
made available for survey purposes.j) Provide an Organization chart with names and positions for PURCHASER
approval.k) Ensure that the Survey Crew will work 12 hour days, inclusive of 2 hours allocated
for Toolbox meetings, safety talks, Permit allocation, gas tests and other safety
related activities.l) Ensure that standby time due to weather or other external mechanisms shall beverified by the OIM.
m) Ensure that utility requirements such as office space, downloading of survey data,power source, step ladders and extension cords over and above that which will beprovided by the CONTRACTOR will be conveyed to the PURCHASER withoutdelay.
n) Ensure that documentation will be transmitted in an agreed electronic format.o) Ensure that the final approved documentation will be produced using Adobe
Acrobat 4.0 or higher as PDF Files and transmitted on CD Rom or DVD Rom.
2.3 PURCHASER RESPONSIBILITY
The PURCHASER shall:
a) PURCHASER shall provide any required existing documentation in order forCONTRACTOR to have full understanding of scope of work.
b) Provide support for personnel and equipment MOB / DEMOB between the Shorebase and FPSO Location.
c) Ensure that related tanks and sponson are in suitable condition for man entry andconfined space work.
2.4 DEVIATIONS
Any deviations, modifications or revisions to this scope of work shall only be made afterfirst gaining approval in writing from the PURCHASER.
Failure to observe this requirement shall result in condemned materials at theCONTRACTORs expense.
3. SAFETY
The facility to where thickness survey is required is in operation. CONTRACTOR shall
participate in site specific safety programs. CONTRACTOR shall not cause anyinterruptions to the operation of the facility, and shall obtain necessary permits andpermissions to execute the work.

ES47981 SP F 92 XXX C1 PAGE 13CONTRACTOR shall have formal safety program in place complying with all OSHA and
CDRH regulations. Safety program shall also comply with all local regulations and laws ineffect at the location of the facility where work is to be executed. Users shall be fullytrained. Equipment shall be safe and suitable for use on an operating facility/live plant.
CONTRACTOR crews shall have undergone safety training and be certified to workoffshore Brazil, per Brazilian regulations prior to mobilizing offshore.
4. PROJECT EXECUTION
CONTRACTOR to provide a detailed execution plan that shall clearly define theresources, procedures and equipment to be used during the execution of the work.
Particular attention shall to be paid to defining coordination responsibilities with SBMOffshore and SBM KL Engineering teams. Flow charts shall define the work processes.
CONTRACTOR shall submit organization chart, schedule and resumes of proposedpersonnel with bid.
5. COST ESTIMATING
5.1 ESTIMATE BASIS
The CONTRACTOR shall provide a separate price for the Base and Additional Scopes if
any.
Estimate shall be broken down as follows and shall be all inclusive to deliver services per thisdocument.
Site crew day rates shall be inclusive of materials, tools and labor. Day rates shall be valid forthe duration of the project.
Mobilization and Demobilization, including but not limited to obtaining working visas, BrazilianOffshore Safety Training (must OPITO approved), travel, accommodations, meals, layovers,personnel and equipment, duty, taxes, fees, per diem, etc shall be included in price.Transportation from shore to FPSO and back, and room and board aboard FPSO will be
provided by PURCHASER.
Drawings, photographs and snapshots attached provide overall information in support ofCONTRACTORs bid preparation. It is the bidders responsibility to request furtherclarification if deemed necessary prior to submitting bid to assure a thorough understandingof the scope of work.
Information of the surveying equipment including size, weight and packing requirements shallalso be provided.

8. QUALITY ASSURANCE
The CONTRACTOR shall fully implement effective Quality Assurance in accordance withISO 9001/9002 and including all relevant requirements of their associated guidancedocument ISO 9004.
As part of this Quality Assurance the CONTRACTOR shall develop his Quality System soas to include identification and procedural detailing of all necessary interfaces,responsibilities and activities required within the CONTRACT.

approval by PURCHASER. The Quality Plan shall be in two parts:
(a) List of applied codes and procedures.(b) Inspection and Test Plan showing each activity, description, controlling
procedures, acceptance criteria, responsible personnel, verification documentsand inspection/review interface requirements.
At bid stage the CONTRACTOR is required to provide the items noted below to enableverification of compliance to the above requirements:
Index to Quality Manual,
Company Policy Statement,
Independent Quality System Accreditation, where applicable, Typical Quality Plan for similar work scopes,
Any other information considered relevant.
