1 IntroductionTaekwondoCanadarecognizesthatcoachingisanintegralpartofthesportsysteminCanada.ThrougheducationandthepromotionofLong-TermAthleteDevelopment(LTAD)principles,coachesandleadersinTaekwondowillenablepositivechangetoenhanceparticipationandexcellenceinTaekwondo.TaekwondoCanada’svision,mandateandgoalsforcoachingareidentifiedbelow.
1.1 Vision1.1.1 TherecognizedworldleadersinTaekwondoCoachingEducation
1.2 Mandate:1.2.1 Toensureaworld-classprogramfordevelopingcoaches,instructorsandparticipantsto
theirmaximumpotentialanddeliveringqualitycoacheducationthatexceedsNCCPminimumstandards.
1.3 Goals:1.3.1 ObtainConditionalandFinalApprovalofPerformanceCoachcontext1.3.2 ObtainConditionalandFinalApprovalofInstructorcontext1.3.3 Certify25%ofnewlytrainedAssistantInstructorsandDojangCoachesonanannual
basis.1.3.4 Train250coachesperyearattheAssistantInstructorContext.1.3.5 Train150coachesperyearattheDojangCoachContext.1.3.6 WinSheilaRobertsonAwardatSportLeadershipby2016[achieved2011].
2 NCCPOverview
TaekwondoCanadawillcontinueimplementcoachtrainingprogramsundertheNationalCoachCertificationProgram(NCCP).Concurrently,TaekwondoCanadawillcontinuetoreviewandupdatetheLongTermAthleteDevelopment(LTAD)program.Thesetwoinitiativeshavebeenintegratedtoprovideworld-classtrainingforcoaches,instructorsandparticipantsenablingthemtoachievetheirmaximumpotential.2.1 TaekwondoCanadaNCCPOperationsandDevelopment
2.1.1 TaekwondoCanadaoverseesandguidestheimplementationoftheNCCPthroughdedicatedstaff,contractorsandcontextspecificworkinggroups.Effortismadetoensureregionalrepresentationonworkinggroups;however,contentexpertiseisthekeyselectioncriterion.
2.1.2 TaekwondoCanadastaffwill:2.1.2.1 FacilitatedevelopmentandimplementationofNCCPinallapplicablecoaching
contexts.2.1.2.2 CoordinateandadministerthedeliveryofNCCPcontextsthroughoutCanada.2.1.2.3 MonitorandenablequalityindeliveryofNCCP.2.1.2.4 Grantandmaintaincertification.
2.2ParticipantDevelopmentModel(PDM)(AppendixB)
2.3.5 TherearetwostreamsinTaekwondo,recreationalandperformance.ThesestreamsarealignedtothestagesofLongTermAthleteDevelopmentsuchthat:
2.3.5.1 Therecreationalstreamincludesthestages;ActiveStart;Fundamentals;LearntoTrain(PhysicalLiteracyStages);andActiveforLife.
2.3.5.2 Theperformancestreamincludesthestages;TraintoTrain;TraintoCompete;LearntoWin;andTraintoWin(HighPerformancePathway).ThispathwayincludesathleteswhocompeteinbothKyorugi(sparring)andPoomsae(forms).

2.3.8 CoachesshouldrefertotheTaekwondoCanadaNationalCoachingStandards,NCCPCoachCertification&MaintenanceStandardsPolicyfoundontheTaekwondoCanadawebsiteforrequirementsonminimumcoachingstandardsandstandardsoutliningstandardsformaintenanceofcertification(AppendixI).
2.3.9 RegistrationwithCACprofessionalcoachingisrequiredofTaekwondoCanadacoachesatNationalChampionships.
2.4 NCCPQualification(Status)
2.4.5 Coachesandinstructorswillachievequalifications(Status)intheLockerdependingonthecontextinwhichTrainingand/orEvaluationhasoccurred.Thesestatusesare:
2.4.5.1 TrainedStatus:Coachhascompletedallofthetrainingrequirementsinthedesignatedcontext.
2.4.5.2 CertifiedStatus:Coachhassuccessfullycompletedalloftheevaluationrequirementsinthedesignatedcontext.
2.4.5.3 Gradationswithinacontextarenotcurrentlyplanned.2.4.6 CodeofConduct(AppendixN)mustbesigned/acknowledgeduponfirstengagementin
anyTaekwondoCanadaNCCPeventtobeaccredited.
2.5 CoachPathwayforTrainingandCertification2.5.5 ThepathwayforcoachesachievingNCCPqualificationscanbesoughtthroughTraining
orCertification.2.5.6 BeforeengagingintheCertificationpathway,itisdesirablethatacoachhasfirst
completedminimumNCCPTraining(Workshops)orhasrecognizedpriorLearningexperienceasdefinedinsection2.7.6.
2.5.7 CoachPathwaysforeachNCCPcontextareprovidedinAppendixE,F,G,H.2.5.7.1 TrainedStatuswillbeconferredonaCoachorInstructorwhocompleteallrequired
workshopsandormodulesinadesignatedcontextpathway.2.5.7.2 CertifiedStatuswillbeconferredonacoachorinstructorwhosuccessfully
completesanevaluationinadesignatedcontextpathway2.5.8 Inordertomaintainefficiencyinthedeliveryofcoacheducation,theTrainingpathway
maybe:2.5.8.1 Applicabletomorethanonecontext.2.5.8.2 Requiredasapre-requisiteforengagingincertificationortraininginothercontexts.2.5.8.3 Deliveredbothintaekwondospecificenvironmentandavailablethroughgenericor
NCCPMulti-Sportdeliveryviaprovincial/territorialcoachingcoordinators.2.5.9 CoachesorinstructorsenteringNCCPtrainingmustbeabletodemonstratetaekwondo
skillstoasufficientstandard.

2.5.10 MinimumbeltlevelsaredesignatedintheTaekwondoCanadaCoachDevelopmentModelinAppendixC.
2.5.11 Evaluation for Certification must involve an evaluation of criteria (Portfolio/Module,FormalObservation,Debrief)withinthedesignatedcoachingcontext.
2.5.12 Successfulevaluationinonecontextdoesnotconferaccreditationinanothercontext.
2.6 Maintenanceofcertification2.6.5 UponachievingaCertifiedstatusinanycontext,thecertificationwillbevalidforaperiod
of5years.Duringthis5yearperiodcoachesmustengageinthefollowingactivitiesinordertomaintaintheircertification:2.6.5.1 Remainactiveasacoachorinstructorwithparticipantsinthedesignatedcontext.2.6.5.2 EngageinrelevantprofessionaldevelopmentverifiedbyTaekwondoCanada
and/ortheCoachingAssociationofCanada(CAC).2.6.5.3 AccumulateminimumnumberofProfessionalDevelopmentpointswithin
designatedcontextasdefinedbyTaekwondoCanadaNationalCoachingStandards,NCCPCoachCertification&MaintenanceStandardsandCAC-NCCPPolicyandImplementationStandards.TCpolicymaybefoundonthewebsiteseeAppendixI.
2.6.6 Coacheswhodonotmaintaincertificationwillbedeemedin-activeandmustre-engageandcompletetheevaluationrequirementsinthedesignatedcontextagain.
2.7 ChallengingforCertification2.7.5 Coachescanchallengetheevaluationinanycontexttheywanttoachievecertification.
Challengingmeansnotgoingthroughthetrainingandgoingdirectlytotheevaluationprocess.ChallengingforCertificationwillrequire:
2.7.5.1 AnapplicationtoTaekwondoCanadaclearlyidentifyingrelevantPriorLearningExperience(seebelow).
2.7.5.2 Successfulcompletionofalltheevaluationrequirementsinthedesignatedcontext:• MakeEthicalDecisions(MED)OnlineEvaluation(theLocker)inthedesignated
context.• FirstAid/CPR-C.• Refereecourse/seminar.• MakingHeadWayOnlineEvaluation(theLocker).orsatisfactorycompletionof
otherconcussionworkshopthatreferstothecurrentinternationalconsensusstatementonconcussion
2.7.6 RelevantPriorLearningExperiencerequires:2.7.6.1 Minimum5yearsfulltimeTaekwondocoachingexperience(Teaching,Coaching,
Competing).2.7.6.2 Minimum2ndDan.2.7.6.3 Demonstrationofrelevantpriorformaleducationand/orexperience(provide
certificates,documentationetc.).2.7.7 ToChallenge-SubmitApplicationforNCCPEvaluationform(seeAppendixM).
3 Legislation
3.1 Aspartofthedevelopmentofcoacheducation,TaekwondoCanadawillrecommendrequirementsforinstructorsandcoacheswhoseathletesand/orparticipantscompeteinrecreationalorcompetitivetournaments.Thislegislationorpolicywillbephasedinascoachingcontextsaredeveloped.

3.2 Minimumlegislationisrecommendedtoensureappropriateriskmanagementforbothathleteandcoaches.TaekwondoCanadaiscommittedtoensuringasafeandpositiveenvironmentforallparticipantsintaekwondoandtherefore,whereappropriate,hasidentifiedminimumlegislationforcoaches.
3.3 NationallegislativestandardsareoutlinedintheNationalCoachingStandards,NCCPCoachCertification&MaintenanceStandards.TCpolicymaybefoundonthewebsiteseeAppendixI:3.3.1 Whichidentifiesandrecommendsminimumcoachstandardsforparticipationat
nationallysanctionedevents,aswellasregionalandinternationalevents.3.3.2 TaekwondoCanadaMemberOrganizationsshoulddevelopstrategiesandpoliciesto
ensurereasonableadherencetoTaekwondoCanadaminimumlegislativestandards,tosupporttheircoachesinmeetingtheminimumstandardsinatimelymanner.
4. NCCPCoachDevelopers4.1. NCCPCoachDevelopersincludeLearningFacilitators(LFs),CoachEvaluators(CEs),andMaster
CoachDevelopers(MCDs)4.2. TheCoachingAssociationofCanadaupdatedthecoachdeveloperpolicyinJanuary2015and
providesthefoundationforTaekwondoCanada’scoachdevelopers4.3. ToqualifyforselectionasaCoachDeveloper,anindividualmusthavesuccessfullycompleted:
4.3.1. theonlineevaluationofMakeEthicalDecisionsAND4.3.2. successfullydemonstratedhisorhercompetencybycompletingtherelevantrole-
specificpathwaydefinedbythediagrambelow
4.4 CoreTraining:ProvidesCoachDeveloperswiththeskillstoperformtheirrole.Foracalendarof
upcomingtrainingopportunities,pleaseclickhere.4.5 Content-specificTraining(sportormulti-sport):Thisincludesmicrofacilitationand/or
microevaluationwhichgiveCoachDevelopersanopportunitytopractisedeliverywiththeirpeers.
4.6 Co-delivery:ThisisachanceforthenewCoachDevelopertopractisewithrealcoachesalongsideanexperiencedCoachDeveloper.[OnceaCoachDeveloperhasalloftheabovetrainingpiecestheyareconsidered“TRAINED”]
4.7 Evaluation:EvaluationconfirmsthattheCoachDeveloperiscapableofcertainabilitieswhicharedeemedimportantinthetrainingofcoaches.[OnceaCoachDeveloperhasbeenevaluatedtheyareconsidered:“CERTIFIED”]
5. TaekwondoLearningFacilitators(LF)Theroleofalearningfacilitatoristofacilitatelearningandtoprovidesupporttoinstructors/coachesintrainingthoughworkshopsorwebinars.TheLearningFacilitatormustbeableto:
• Implementanappropriatelystructuredandorganizedworkshop.• Facilitatetheachievementofoutcomesorlearningobjectives.• Displayappropriatecommunicationandleadershiptoenhancecoachlearning.• ManageadministrativeaspectsoftheworkshopandtheNCCP.

5.4. LearningFacilitator(LF)Evaluation
5.4.1 UponcompletingindependentfacilitationandwhentheLFbelievesthattheyarereadytobeevaluated,he/shewillrequestanevaluationfromTaekwondoCanadaviaemailtotheTaekwondoCanadaNCCPstaffcoordinator.
5.4.2 TrainedLF’sshouldbeevaluatedforcertificationafterfacilitatingsix(6)workshopsregardlessofwhetherco-facilitatedorindependentlyfacilitated.
5.4.3 TheprocessforevaluatingLearningFacilitatorscanbefoundontheCACwebsiteandinvolves:
5.4.3.1 Pre-briefingwithaMasterCoachDevelopertoreviewtheevaluationprocess5.4.3.2 FormalObservationofafacilitatedworkshopeitherliveortapedbyaMasterCoach
Developer.FormalObservationformcanbedownloadedhere5.4.3.3 DebriefingwithaMasterCoachDevelopertoreviewtheformalobservation5.4.3.4 CreatinganActionplanwithMCDforfurtherdevelopment.5.4.3.5 SubmissionoffinalrecommendationbyMCDtoTaekwondoCanadadesignating
certification.5.4.4 TheevaluationprocesshelpsLF’sachievecertificationbyacknowledgingtheskillsthey

5.4.6 IfaTaekwondoCanadaMasterCoachDeveloper(MCD),isnotavailableaProvincial/TerritorialMulti-sportMCDmaybeusedtoevaluateTaekwondoLF’sforcertification.
5.4.7 Forthefoundationalcontexts(AIandDC)successfulevaluationwillresultincertificationinbothcontextsregardlessofthecontextinwhichtheevaluationtookplace.Certificationisconditionaloncompletingtheminimumtrainingrequirements/modulesasoutlined(seeAppendixD).
5.5 DeliveryandMaintainingCertification

8 CertificationAppeals8.1 AppealProcedureforCoachesandInstructors
8.1.1 Anyindividualcanappealanunsuccessfulevaluation.TheintentionofTaekwondoCanada’sevaluationprocessistoprovidesufficientchecksandbalancesthroughoutacandidate’scertificationprocesstohelpfacilitatecompletionoftheevaluationrequirements.Normally,thecoach/instructorwillberequiredtore-submitanyitemsthatarebelowstandard.
8.1.2 Validreasonsfordenyingcertificationmayinclude:8.1.2.1 AnybehaviorwhichisinconsistentwiththatoutlinedintheNCCPCodeofConduct
(seeAppendixN),CACand/orTaekwondoCanadaCodeofEthics/Conduct.8.1.2.2 Observedbehaviourthatclearlyputsathletesatriskbothphysically,mentallyor

9.2 Reporting
9.2.1 UponcompletinganNCCPactivity,allrequireddocumentationmustbesubmittedtoTaekwondoCanadatoobtaincredit.
9.2.2 Itisthecoach’sobligationtoverifyhis/herowntranscript.ThiscanbefoundontheLockerontheCoachingAssociationofCanada(CAC)website.
9.2.3 TheLFmustsubmitNCCPworkshop(course)attendancelist(CAL)within5daysoftheevent.LFmaykeepcoachprofileforms(AppendixP)toverifyallparticipantswhoengagedtheworkshop.
9.2.4 Evaluatorsmustprovideasummaryofthecoach/instructorevaluationwithin5daysoftheevaluationdebrief

theparticipantstheycoach.TheNCCPiscompetencybased,andasaresultcertificationisbaseduponwhatacoachisabletodemonstrate,notthetrainingtheymayormaynothaveundergone.
Coachesmustgothroughtheevaluationprocessforthecontextinwhichtheyarecoaching(AIand/orDC).Evaluationmustincludetheentireevaluationprocessforthecontextinwhichthecoachisbeingcertified(includingonlinemulti-sportevaluations).Thisensuresthecoachisabletodemonstratetherequiredcompetenciesforthecontext,andremovestheneedfortheNSOorotherpartnersto“judge”therelevanceorrigorofthemanydifferentinternationalprogramsthatexist.
Coachesdonotreceivecreditfor“training”modulesthattheydonotcomplete,butwillbeabletoachieve“certified”statusuponasuccessfulevaluation.Thisonlyappliesincontextswherecertifiedstatusisavailabletocoaches.Thereisnosuchthingas“equivalency”.
Thisrespectsandrecognizescurrentcoachingcompetence,whichincludesCanadiancoacheswithsignificantcoachingexperienceorrelatedbackground,andforeigncoacheswithapprovedtrainingandcertification.

Appendix Q: Taekwondo Specific LF Training Outline. There are 4 modules in the Taekwondo Specific LF Training which include:
Module 1: Taekwondo pathway, LTAD and Administration Module 2: Preparation for Facilitation Module 3: Micro Teaching Task Module 4: Debrief
Typically LF training will be one day in duration however times may vary depending on the number of LFs being trained. Due to the small number of LFs who may be in need of training, the modules could also be delivered in conjunction to a scheduled workshop. The outline below provides a typical breakdown of how the modules could be delivered. Module 1: Taekwondo pathway, LTAD and Administration (55 min)
Note: The outline below is recommended in a formal LF training, however, in a mentoring / training of a single LF the process should be used as a pre-briefing to subsequent modules.

Debrief Facilitation
MLF facilitates feedback with other LFs by asking each what they liked about the Micro-Facilitation and any areas for improvement. In facilitating the discussion, the MLF must ensure that the feedback is constructive, positive and provide direction on areas for improvement. Debrief could be done after each micro-facilitation or after all LFs have a turn to facilitate.

Methodology Learning Activity
Evaluators use Handbook to identify the types of areas in which a coach would need to be evaluated. The Evaluator task is to communicate to the coach the items necessary for their portfolio and observation.

Debrief Sharing MCD works with evaluators to familiarize how to use the evaluator handbook. Some discussion could be facilitated related to different methods that could be used for the evaluation given remote access or multiple evaluations.

Portfolio Evaluation
Learning Activity
MCD provides Evaluators with portfolio items that are to be evaluated. In an ideal situation, the quality of portfolio samples should be above or below the standard. MCD assigns different portfolio items (above or below standard) to evaluators to be assessed. MCD clarifies questions during the activity and has evaluators refer to the evaluation matrix to help inform standard of achievement.

Debrief Sharing
MCD has evaluators share their scoring of the portfolio item. If two distinct items are used then there may be a difference in scores. MCD facilitate evaluator to justify whether the item meets standard or would be a potential failure. In this debrief it is important that the evaluator has a clear understanding of the required standard. MCD should also discuss what can be done by the evaluator to work with the coach to identify areas for improvement, resubmit portfolio item, or move forward in the evaluation.

Observation Learning Activity
Ideally in this situation the MCD would have evaluator watch video of coach in a given context and use evaluation tool to assess the coach. This activity is critical in exploring how to use the tools in a live or video observation

Debrief Sharing
MCD has evaluators share perceptions of observation and whether the coach met expectations. Evaluators justify why expectation were met or not. In this situation, there may be evidence that is not observed and may need to be verified in the coach debrief. It is important for MCD to outline non-negotiable behaviors that would result in a failure or when the evaluator would need to

intervene in the session.

Debrief Facilitation
MCD facilitates evaluator in debrief process. The debrief with the coach can assist the evaluator to identify further evidences that may not have been observed in the evaluation process and identify some scenarios that the coach could respond. The MCD must identify the use of the action plan template and facilitate a discussion on how to handle coaches who clearly do not meet minimum expectations.
