1. Introduction

1.1. TaekwondoCanada, through itsmembership inWorldTaekwondo (WT)will beeligibletoselectathletesforthe2018YouthOlympicGamesQualificationTeam(2018YOGQT)andnominateathletestotheCanadian2018YouthOlympicGamesTeam(YOGT).

1.2. This document sets out the process for identifying those athletes who will beinvitedbyTaekwondoCanadatobenamedtothe2018YOGQualificationTeamandYOGTeam.

1.3. 2018YOGQualificationTournamentfortheBuenosAiresYouthOlympicGames(YOG)arescheduledtobeheldinHammamet,TunisiafromApril6to12,2018.

1.4. Thetaekwondoeventof the2018BuenosAiresYOG is scheduledtobeheld inBuenosAires,ArgentinaonOctober7to11,2018.

1.5. TaekwondoCanadawilladheretothe“QUALIFICATIONSYSTEM–YOUTHOLYMPICGAMESBUENOSAIRES2018”(AppendixA).

1.6. TheCanadianOlympicCommittee(COC)hasallocatedfour(4)athletequotaplacesto Taekwondo Canada, subject to qualification via the World TaekwondoQualification System. Any additional qualifications will be subject totheCOCquota reallocation process, pending availability of quota places. TheprocessforprioritizingfortheeventsisoutlinedinSection4.

1.7. Selection for the 2018 YOG Qualification Team or YOG Team does notautomaticallyprovidefinancialfundingforeventparticipation.

1.8. Final decisions on the selection of athletes to participate in the 2018 YOGQualification Team shall be made by the Executive Directorbased onrecommendationsbytheTaekwondoCanadaHPdirector,orintheabsenceoftheHighPerformanceDirector,therecommendationoftheCoachingCommitteewillbefollowed.TaekwondoCanada’sobjectiveistoidentifytheCanadianathletestobenamedtothe2018YOGQualificationTeam.

2. Eligibilityrequirements

2.1. TheathletemustbebornbetweenJanuary1,2001andDecember31,2002.

2.2. AthletesmustbeCanadianCitizensandholdavalidCanadianpassportthatdoesnotexpirebeforeApril19,2019.

2.3. AthletesmustberegisteredparticipantsingoodstandingofTaekwondoCanada.

2.4. AthletesmustbeKukkiwonDancertificateholders.

2.5. AthletesmustholdavalidWorldTaekwondoGlobalAthleteLicense.

2.6. AthletesmustcurrentlybeeligibletorepresentCanadaatmajorinternationaleventsundertheeligibilityrequirementsofWorldTaekwondo,CanadianOlympicCommittee(COC),andTaekwondoCanada.

2.7. AthletesmustadheretotheWorldAnti-DopingCode.

2.8. Tobenamedtothe2018YOGQualificationTeamandtheYOGTeam,athletesmustsignanAthleteAgreementasrequiredbyTaekwondoCanadaandCOCandConditionsofParticipationFormrequiredbyBuenosAires2018andtheIOC.

2.9. ThisprotocolissubjecttochangeiftherearechangesinitiatedbyWorldTaekwondo,PanAmericanSportOrganization,COC,and/orIOC.

4. 2018YouthOlympicGamesQualificationTeamNationalSelectionEvent

4.1. The2018YOGQualificationTeamNationalselectioneventfor2018YOGQualificationTournamentwilloccurduringthe2018CanadianNationalChampionshipsfromFebruary15to18,2018.

4.1.1. The2018YOGQualificationTeamCanadianselectionformatwillbedoubleelimination.

4.1.2. TheYOGQualificationTeamCanadianselectioneventwillbeintheWTYOG(5)weightdivisions,seesection3.

4.1.3. TaekwondoCanadashallselectthethree(3)maleandthree(3)femaleYOGdivisionsfromthefive(5)maleandfive(5)femaledivisionswinnersatthe2018YOGQualificationTeamCanadianSelectioninaccordanceto“QUALIFICATIONSYSTEM–YOUTHOLYMPICGAMESBUENOSAIRES2018”(AppendixA)

4.2. ThethreemaleandthreeselectedfemaleYOGdivisionsselectioninSection5willbeselectedtothe2018YOGQualificationTeamthatwillcompeteattheYOGQualificationtournamentinHammamet,TunisiafromApril6to7,2018.

4.3. Theathleteswhofinish2ndrankineachofthethreemaleandthreefemaleYOGdivisionswillbeselectedasanalternate.

5. AthleteSelectionProcess

5.1. ThewinnersinthefiveYOGweightdivisionwillbeeligibleforthe2018YOGQualificationTournament.FromthesetenathletesTaekwondoCanadawillselectthree(3)maleandthree(3)femaleathletebasedonthefollowingprocess:

5.1.1. PointsRankingProcess:

5.1.1.1. Pointsearnedbyeligibleathletesarebasedonthefollowing,toamaximumofTWOWTGevents:

5.1.1.2. EventswithWTG-1Ranking:1st10,2nd6,3rd3.6;

5.1.1.3. EventswithWTG-2Ranking:1st20,2nd12,3rd7.2.

5.2. Theperiodtoearnpointsfromtheeventslistedin5.2isfromJanuary1,2017toFebruary5,2018.

5.2.1. Thisincludesthe2017PanAmCadetandJuniorTaekwondoChampionships,whichwillcarrypointsequivalenttoaWTG-2rankingevent(Section4.2)

5.2.2. Theathletescouldearnuptomaximumof30pointsfromacombinationoftwoWTGRankingevents.

5.3. Thepointsearnedmaybefromanyweightdivisiontheathletecompetedwithinsection5.4,andmaynotnecessarilyhavebeenearnedintheYOGweightinwhichtheyhavewonthe2018YOGQCanadianSelectionevent.

5.4. ItistheresponsibilityoftheathletestosubmittheirbesttwoWTeventsresultsandproofofresultstotheHighPerformanceDepartmentathpd@taekwondo-canada.comandhigh_performance@taekwondo-canada.combyFebruary9,2018.

5.5. The3maleand3femaleathleteswiththehighesttotalpointsfromsection5.2willbegivenprioritytorepresentCanadaatthe2018YOGQualificationTournament.

5.6. TieBreaker:

5.6.1. Ifthereisatie,prioritywillbegivenforhighestpointsearnedatthe2018JuniorWorldCanadianselectioneventinanyweighdivisionentrybasedonthefollowing:

5.6.1.1. 1st-10,2nd-6,3rd-3.6;

5.6.2. Ifthereisstillatie,theprioritywillbegiventotheathletewiththehighestearnedpointsataWTG-2rankingevent(section4.4);

5.6.3. Ifthereisstillatie,TaekwondoCanadaHighPerformancestaffwillappointanindependent3-memberpaneltoreviewtheresultstonominatetheremainingspot(s).

6. BuenosAires2018YouthOlympicGamesTeam

6.1. TheathleteswhoearnthequotaforCanadaatthe2018YOGQualificationTournamentwillbenominatedtotheBuenosAires2018YOGTaekwondoTeam.

6.2. TheCanadianOlympicCommittee(COC)shallapprovethenominations.

6.3. TheCOChasallocatedfourathletequotaplacestoTaekwondoCanadafortheBuenosAires2018YOG.AnyadditionalqualificationswillbesubjecttotheCOCquotareallocationprocess,pendingavailabilityofquotaplaces.

6.4. ShouldCanadaqualifymorethanfourathletestotheBuenosAires2018YOGandTaekwondoCanadadoesnotreceivetheadditionalquotaplacesfromtheCOC,thefollowingselectionwilltakeplace:

6.4.1. Theathletewiththehighestfinishatthe2018YOGQualificationTournamentwillbegiventhepriority.Theeight(8)best-rankedathletesineachweightcategorywillearntheirNOCaquotaplace,intherespectiveweightcategoryfor2018BuenosAiresYOG.

6.4.2. Ifthereisstillatie,prioritywillbegiventothedivisionwiththehighestpriorityranking(seesection5.7).

7. GeneralRequirementstoMaintainInvitationtoTeamorasAlternate

7.1. Maintainongoingrequirementstobeeligibleforandtomaintaintheinvitation;

7.2. SigntheAthleteAgreementasrequiredbyTaekwondoCanadatocompeteatthe2018YOGQualificationTournamentandBuenosAires2018YOG;

7.3. SubmissionofarequiredmedicalexaminationreportwhenrequestedbytheHPDirectorordesignate.Additionally,anemergencyreportistobefiledwhennecessary.

7.4. Nominatedathletesareexpectedtoprovideaplanofpreparationtobecompetitionreadyfortheapprovedevents,2018YOGQualificationTournamentandBuenosAires2018YOGand,uponrequest,toproveappropriatecompetitivereadinessfortheseeventsthroughthesubmissionofatrainingdiaryandasuccessfulofficialweigh-in.

7.4.1. ATrainingandCompetitionPlanmayberequiredandifrequireditmustbeprovidedasfollows:

7.4.2. Theathlete’strainingschedule,plansandtargets

7.4.3. Injurypreventionandmedicalinterventionstrategies,ifapplicable.

7.4.4. Athletesmustfile:

7.4.5. Amedicalfitnessreportwhenrequested;

7.4.6. AMedicalorEmergencyIncidentreportiftheathletesuffersaninjury,illness,ordisabilitythatmayaffectmeetingtrainingtargets,ongoingperformanceandtraining,orpreventtheathletefromcompetingintheapplicationcompetitions.

7.5. LossofInvitationorAlternateStatus

7.5.1. AnInvitationtoanathletemaybewithdrawnatanytime,evenafternotification,acceptance,orsigningofanAthlete’sAgreement,ifintheopinionoftheExecutiveDirectortheathletehasfailedto:

7.5.1.1. fulfilleligibilitytobeselectedandbeInvited(totheteamorasanalternate);or

7.5.1.2. fulfillongoingobligationsoftheathleteunderthispolicy.

7.6. FollowingteamnominationtotheCOC,anysuchremovalsaresubjecttotheapprovaloftheCOCTeamSelectionCommittee.

8. Exceptionalcircumstances

8.1. AnathletewhodoesnotmeettheselectionprocesssetoutabovemaybeconsideredforselectionifsheorhemeetstheconditionsoftheExceptionalCircumstancesprovisions.

8.2. Shouldaninjuryorunforeseencircumstancepreventanathletefromcompetingintherequiredevents,theathletemustnotifyTaekwondoCanada,inwriting,beforetheeventwithathoroughexplanation.Thedecisiontonominatetheathletetothe2018YOGQualificationTeamand/ortheBuenosAires2018YOGteamwillbemadeatthesolediscretionoftheExecutiveDirectorbasedonrecommendationsbytheTaekwondoCanadaHPDirectororintheabsenceoftheHighPerformanceDirector,therecommendationoftheCoachingCommitteewillbefollowedtakingintoconsiderationtheaccumulatedresultsduringthequalificationperiod,theoverallpotentialoftheathlete,andthewrittenexplanationoftheathlete’shealthstatus,recovery,andtrainingplan.

8.3. Shouldaninjuryorunforeseencircumstancepreventtheselectedathletefromcompetingonthe2018YouthOlympicQualificationteamtheathletemustimmediatelynotifyTaekwondoCanadainwriting.ThedecisiontoselectanalternateisatthesolediscretionoftheExecutiveDirectorbasedonrecommendationsbytheTaekwondoCanadaHPdirector,orintheabsenceoftheHighPerformanceDirector,therecommendationoftheCoachingCommitteewillbefollowed.

8.4. Intheeventofaninjuredathlete,onlyamedicaldoctorlicensedinCanadacanmakethefinalmedicalrecommendation.Shouldtherebeadifferenceofopinionamongsthealthcareproviders,theofficiallicensedmedicaldoctorforTaekwondoCanadawillhavefinalauthority.

8.5. SubstitutionsafterAugust30,2018aresubjecttotheIOCLateAthleteReplacementPolicy.

9. ApprovalandAppealProcess

9.1. Finaldecisionsontheselectionofathletestoparticipateonthe2018YOGQualificationTeamandnominationofathletestotheBuenosAires2018YOGteamshallbemadebytheExecutiveDirectorbasedonrecommendationsbytheTaekwondoCanadaHPdirector,orintheabsenceoftheHighPerformanceDirector,therecommendationoftheCoachingCommitteewillbefollowed.

9.2. IssuesnototherwiseaddressedbythisSelectionProtocolshallberesolvedbytheExecutiveDirectorbasedonrecommendationsbytheTaekwondoCanadaHPdirector,orintheabsenceoftheHighPerformanceDirector,therecommendationoftheCoachingCommitteewillbefollowed.

9.3. AnydecisionrelatingtothisprotocolmaybeappealedbyanathletewhoismateriallyaffectedbythatdecisionandwhoisaregisteredparticipantofTaekwondoCanadaingoodstanding.AppealsmustbeconductedinaccordancewiththeTaekwondoCanadaappealspolicy.

9.4. Ifbothpartiesagree,theTaekwondoCanadaAppealsPolicycanbebypassedandthemattercanbebroughtimmediatelybeforetheSportDisputeResolutionCentreofCanada(SDRCC)whowillthenmanagetheappealsprocess.
