A. INTRODUCTION

Winter Rally DUNLOP - 2011, round of the "Regional Rally Sprint Championship – 2011”, will be run in compliance with the following regulations : • National Rally Championship – DUNLOP – 2010 Regulations; • These Supplementary Regulations.

By registering in the competition, the participants accept the sole referee of the Romanian Motorsports Federation (FRAS), based on the sporting regulations valid at the time of the competition start, the supplementary regulation outweighing the general. 1. ORGANIZATION AND DESCRIPTION 1.1. Winter Rally DUNLOP - 2011, round of the "Regional Rally Sprint Championship – 2011”, 25-26 of February 2011. 1.2. Rally description

* OBSERVATIONS : • The organizer reserves the right to cancel special stages 1,3,5,7 and accordingly modify the technical data of the rally, depending on weather conditions. • In case of cancelling SS 1,3,5,7, the rally will be run only on SS 2,4,6 after a modified schedule, distributed to the participants through a bulletin issued by the organizer. 1.3. 3. VEHICLES ADMITTED 3.1. Admitted vehicles are the ones homologated at the date of Initial Scrutineering, grouped according to the deffinitions and the classification of Appendix J of the International Sporting Code, art. 251, and vehicles with expired homologation or without FIA homologation. 3.2. Both the vehicles with FIA homologation and the ones without are grouped into two categories: - all-wheel drive vehicles, - two-wheel drive vehicles. 4. DRIVERS, CODRIVERS ADMITTED 4.1. Crews residing in Romania, who wish to take part in Winter Rally DUNLOP - 2011 must have had a rally, rally sprint or hillclimb licence released by the Romanian Federation for Motor Sports, for the year 2010. 4.2. Creews residing in other countries of the European Community will present rally, rally sprint or hillclimb licenses emitted by the specialised federation of their residence country for years 2010 or 2011. 5. SAFETY EQUIPMENT 5.1. On the special stages, drivers and codrivers who take part with an FIA homologated vehicle are required to wear the specific homologated safety. It is recommended to use HANS devices, mandatory international events. Taking part in the competition without a HANS device is possible only by signing a statement that exonerates the organizer in case of accident.



6. ENTRIES 6.1. Start of entries : Friday 04.02.2011 at 08:00. 6.2. Closing of entries : Friday 18.02.2011 at 20:00. 6.3. Maximum number of entries : 60. 6.4. Entry fee/crew :

• 500* lei for crews that register before the closing of entries (Friday 18.02.2011 at 20:00);

• 600* lei for crews that register after the closing of entries, but before the closing of the Administrative Checks (Friday 25.02.2011 at 18:00). * The food for crew and crew staff is included for Saturday 26.02.2011. 6.5. The entry fee is payed when the crew registers (before 18.02.2011 at 20:00), in the account of Auto Blic Braşov: IBAN: RO 47 BTRL 00801205148568XX (RON) or IBAN: RO 93 BTRL 00804205148568xx (EUR) opened at Banca Transilvania, sucursala Braşov (Transilvania Bank, Brasov). The banking document must specify the licence number and the name of the driver for which the payment is made. 6.6. When registering for recconaissance, the organizer offers the following: - Supplementary Regulations; - Road Book; - Itinerary Map;

- Service Road Book; - recce numbers;

- badges** for crews and mechanics ** Badges holders will have access – on Saturday the 26th of February 2011 – to the „catering tent” amenajat în incinta Camping Baraj Lac Zetea. 6.7. The entry fee is returned : - 75 %, to competitors whose entry was not validated; - 50 %, to competitors who, because of technical reasons, certified by the technical stewards, are in the impossibility to start.



7. INSURANCES 7.1. The participants will be insured on all special stages with a liability insurance against third parties amounting to 50.000 lei, completed by the organizer and which is valable from the start of the rally and stops with the arrival of the rally or by retirement, disqualification or exclusion. 7.2. The organizer has no responsability towards the competitors for damage done to them or their competition vehicles. 7.3. By signing the application form, the competitor and/or crew exempt officials, referees, or their representatives and each of them individually, from any liability regarding the actions, taxes,expenses, claims and complaints related to injuries fatal or other, arising or resulting from entry or participation in the competition. 7.4. Technical assistance vehicles and cars used for the purpose of recce, even those with rally plates approved by the organizer or FRAS are not covered under the global insurance from art. 7.1. 8. ADVERTISING 8.1. The Winter Rally DUNLOP - 2011 compulsory advertising is: ”DUNLOP”. 8.2. Compulsory advertising of FRAS:

a. – on the upper part of the rear window of competition vehicles, the ”DUNLOP” logo (10 cm x 100 cm), according to the model provided by FRAS, for the crews that do not have sponsorship contracts with other tire companies;

b. - on the upper part of the rear window of competition vehicles, the ”www.fras.ro” logo (10 cm x 100 cm), according to the model provided by FRAS, for the crews that show sponsorship contracts with other tire companies. 8.3. The advertisements reffered to at art.8.1. and rally plates are mandatory and can not be refused by the competitors. 8.4. The organizer reserves the right to change the compulsory advertisment by bulletin.



9. COMPETITION NUMBERS/RALLY PLATES 9.1. The application of the competition numbers received at registration validation is mandatory on the competition vehicle. 9.2. Competition numbers will be applied to the windows of the left / right rear door. 9.3. The rally logo with the competition number must be placed be on the front bonnet of the competition vehicle. 9.4. On the front doors (left / right) of the competition vehicle the compulsory advertising of the organizer will be applied without having to be accompanied by the competition number. 9.5. The existing numbers on the doors (left / right) will be covered with the advertising. 10. TIRES 10.1 For Winter Rally Dunlop – 2011 are admitted only competition vehicles equipped with studded tires or winter tires. 11. FUEL 11.1. In conformity with the Regulations of the Romanian National Rally Championship - DUNLOP - 2010. 12. RECONNAISANCE 12.1. The reconnaisance is organised to familiarise the crew with the competition route, and in its duration training or testing of any kind are strictly forbidden. Travel speed must be within the limits set by the Highway Code in force. 12.2. Passing of crews on the stages of the rally, regardless of how or what vehicle is used, from the date of publication of this Regulation, Friday, 28/01/2011 at 00:00 to Friday, 25.02.2011 08:00, when the reconnaisance starts, is considered a breach of the reconnaisance schedule. 12.3. Each participating crew will present itself at the rally headquarters, where it will complete a form containing particulars of the vehicle that will be used during the reconnaisance. 12.4. A second car registration is allowed (backup), with the obligation to notify the organizer of this modification. 12.5 Reconnaisance cars MUST be equipped with studded or winter tires. 12.6. Reconnaisance with the competition vehicle is strictly prohibited.



12.7. When submitting the form, participants will receive identification cards that are required to be displayed in a visible place on both sides of the reconnaisance vehicle. 12.8. On the reconnaisance vehicle advertising is permitted. 12.9. Reconnaisance registering opens:

Thursday 24.02.2011 at 17:00. 12.10. Reconnaisance registering closes:

Friday 25.02.2011 at 13:00. 12.11. Reconnaisance schedule: - SS 1,3,5 and 7 Friday the 25th of February 2011 between 08:00 – 16:00; - SS 2 and 4 Friday the 25th of February 2011 between 08:00 – 12:00; - SS 6 Friday the 25th of February 2011 between 12:30 – 16:00. 12.12. A maximum of three passes are admitted on each stage. 12.13. Travel speed during reconnaisance must not exceed 35 km/h. 12.14. The number of passes and adequate tire choice is monitored by the organizer. 12.15. The organizer of the competition can not be held responsable in case of road events, accidents or the like, of competition or reconnaisance vehicles, spare, officialy or unofficialy participating in the race, during reconnaisance, on the competition route and/or outside, the responsability belonging exclusively and fully to the ones that are guilty for the respective events. The Stewards of the Meeting can refuse the start for a crew involved in such an incident, only if the total or partial guilt of the crew can be demonstrated. 13. ADMINISTRATIVE CHECKS 13.1. The administrative checks will take place at Cafe Club 46, Tîrgului Street 1, Odorheiu Secuiesc, Harghita County. 13.2. The administrative checks will run according to the following schedule: • vehicles without FIA homologation or with expired ones : Friday 25.02.2011, 17:00 – 18:00; • FIA homologated vehicles : Friday 25.02.2011, 18:00 – 19:00. 13.3. Documents needed for the administrative checks:



- Registration form; - Proof of entry fee payment; - Driver and codriver’s driving licence. - Licence for 2010 or 2011 14. INITIAL SCRUTINEERING, SEALING AND MARKING 14.1. Initial scrutineering, sealing and marking of parts will take place at Cafe Club 46 (parking) Odorheiu Secuiesc, Tîrgului Street 1, Harghita County. 14.2. The initial scrutineering will run according to the following schedule: • vehicles without FIA homologation or with expired ones: Friday 25.02.2011, 17:30 – 18:30; • FIA homologated vehicles: Friday 25.02.2011, 18:30 – 19:30. 14.3. After the initial scrutineering there won’t be a parc ferme. 15. THE RALLY 15.1. The competition vehicles validated for “Winter Rally DUNLOP – 2011”, will be presented – under penalty of start refusal – at the start ceremony of Winter Rally DUNLOP – 2011, Friday the 25th of February 2011 until 20:30. 15.2. The starting list for the start ceremony and for Saturday the 26th of February 2011 of Winter Rally DUNLOP-2011 will be in conformity with the overall OPEN classification done by the Competition Secretariat based on crews validated for Winter Rally Dunlop - 2011. 15.3. After the start ceremony there will not be a parc ferme. 15.4. The vehicles validated for Winter Rally Dunlop –2011 will be presented Saturday the 26th of February 2011– according to the start list, to the start of SS 1. 15.5. The preparation of the competition vehicle (service, refuel, etc) in order to present at SS 1 Start is the duty of the crew. 15.6. Start of the first crew: Saturday the 26th of February 2011, at 09:01. 15.7. In justified cases, the Stewards of the Meeting can modify the start order within each driver category. 15.8. The starting interval between two crews for Saturday the 26th of February 2011 will be two minutes.



15.9. The official time of the rally is the official time of Romania. 15.10. The time cards are changed at the end of each section. 16. SERVICE PARK 16.1. Service park: Camping Zetea Lake Dam. 16.2. Location of teams / crews / competitors in the park service is done according to the license number. 16.3. Teams / crews are allowed to enter the service park located in Camping Zetea Lake Dam, Friday the 25th of February 2011 at 08:00 and will leave Saturday the 26th of February 2011 before 22:00. 16.4. Each crew will have a space of 30 m. 16.5. Early check-in is permitted at exiting Service “C” (it is not mandatory to stay 10 minutes in service park “C”). 17. PARC FERMÉ 17.1. Parc fermé : Camping Zetea Lake Dam. 17.2. The provisions from the National Rally Championship - Dunlop - 2010 Regulations regarding parc fermé will be respected. 18. SUPPLEMENTARY AND FINAL SCRUTINEERING 18.1. Any vehicle can be subjected to an extra scrutineering done by the Technical Stewards, either during the rally, or, especially, after its completion. 18.2. At the request of the Stewarts of the Meeting, a vehicle can be retained after the finish and subjected to a complete and detailed final scrutineering. 18.3. THE FINAL SCRUTINEERING will take place at Camping Zetea Lake Dam.



19. CLASSIFICATIONS 19.1. The classifications of the rally are drawn respecting the previsions of National Rally Championship - Dunlop - 2010 Regulations. 19.2. The following classifications are drawn up: - overall classification (FIA homologated vehicles – N+A), - FIA homologated four wheel drive, - FIA homologated two wheel drive, - overall classification (FIA non-homologated vehicles – H+K), - FIA non-homologated four wheel drive, - FIA non-homologated two wheel drive. 20. PRIZE-GIVING 20.1. Participation in the award ceremony is a matter of honor for every participant in the competition. 20.2. The prize-giving ceremony will take place at „Târnava” Hotel, Town Hall Square 16, Odorheiu Secuiesc, Harghita County, on Saturday the 26th of February 2011 at 20:00. 20.3. Cups are awarded to the crews classified on places I, II, III, in the round standings, in conformity with art. 19.2 of these present regulations.
