Area is approx- 15.75 km fron proposed site. Project involves construction of roads,drains, water supply, sewer line, decentralized sewage treatment plants, solid wastemanagement system, play grounds, parks, electric supply system and otheramenities. All roads shall be as proposed in the Raipur Developme nt plan 2021(Punarvilokit), (ROW. 75m, 45m & 30 m). All sector levet roads shail be (ROW 1Bm,12m' 9m & 7m). Provision of footpath and cycle track has been mad'e on all mainroads. Bus Terminals shall be two nos., one on the old Dhamtari road and the otheron the new Dhamtari road. No changes in the existing water bodies are proposed.The requirement of water during the development perioO shall be worked out duringihe DPR finalization. However the water requirement once the scheme projectedpopulation achieved is estimated to be 18 Million Liter per day. Fire demand 1.05Million Liter per day would be met through treated waste water. Water supply will bethrough Municipal Corporation, Raipur. Concurrence for supply of 1B MLd water hasbeen given by Municipal corporation, Raipur vide their letier dated 1411212010.Estimated sewage generation @ B0 % of water supply will be around 12"5 MillionI.iler trror day. $c+wage will be treatecJ in sewage treatrnent plants. LJnderground'Jrairtilgc system will be provided for collection of sewerage. Dece^tralize seweragetrelr:tment plant in sector will be provided and treated effluent will be used for1:lantation fire fighting etc. Solid waste management system will include door to doorcollection of wastes, segregation. composting of bio-degradable wastes The solidwaste management system shall be integrated with the city level infrastructure.lown Development Scheme 4 has been designed for a population of 1.1 lakh andestimated power requirement will be 16 MW. The proposed demand would be metby importing power at 33 KV line from the nearest sources. 4 nos 33111 KVsubstation of each capacity 30 MVA would be built in or around the scheme arealotal green area will be around 185 ha, Estimated cost of project is around Rs.815.38 crore. Eight writ petitions i.e. wPC - 621}t2o1o,6281t2o1o and 6282t2010,647112010, 716512010, 71s712010, T1s4/2010 and 715}t2o1o pending in thehon'ble High Court of Chhattisgarh at Bilaspur. As per information proviOeO Oyproject proponent, no stay has been granted by hon'ble High court as yet.

ln 71't meeting on 1010112011 of SEAC, Chhattisgarh; Committee consideredihe proposal as silver grading based on the environmental issues related to schemeand decided to recommend the project for grant of environmental clearance alongwith terms and conditions mentioned in the minutes of the meeting.

The proposal and recommendation of State Level Expert AppraisalComqittee, Chhattisgarh was considered in the '1Bth meeting of SEtAA, Chhattisgarhheld on 2110112011. After detailed deliberations, the SEIAA, Chhattisgarh decided toaccept the recommendation of SEAC, Chhattisgarh and to grant EnvironmentClearance. Accordingly, SEIAA, Chhattisgarh hereby accords Environmentalclearance for Town Development scheme- 4 (Kamal Vihar) project, AreaDevelopment Project having area 647.84 ha at villages Tikrapara, dumartarai,Devpuri, Boriakhurd and Dunda, Tahsil and District - (C G ) subject to strictcompliance of the terms and conditions mentioned below:-

Rest ofwaste is to be disposed at the sanitary landfill disposal site.viii) Appropriate measure like adequate drainage, embankment consolidation andslope stabilization shall be taken along the road to avoid soil erosion. Topsoils (20 cm)-of the borrow pit sites inatt oe conserved and restored aftercompletion of excavation. All the topsoil excavated during constructionactivities shall be stored for use in horticultureilandscape oeviopmunt withinthe project site. Proper erosion control and sediment control measures shallbe adopted.

lx) Earth material generated from excavation shall be reuse to the maximumpossible extent as filling material during site development. The constructiondebris and surplus excavated materialirratt oe disposed off by mechanicaltransport in suitable pre-identified dumping areas to avoid land oegradationand water logging due to indiscriminate dumping. Dumping areas"shali i:ebiotogically reclaimed through topsoil cover and plintation.x) A soil erosion and sedimentation. control' plan shall be prepared prior toconstruction. The soil erosion, sediment control and storm water practicesmentioned in this document shall be incorporated depending upon'-ttre sitecharacteristics to control soil erosion and loss of top soii ourin{construction.xi) Disposal of muck including excavated material during construction phaseshall not create any adverse effects on the neighbouing communities anodisposed off taking the necessary precautions fdr generai safety and healthaspects.

" phase shall have acoustic enclosures and shall conform to Environment(Protection) Rules, 1986 prescribed for air and noise emission standards.xiii) All vehicles/equipments deployed during construction phase shall be ensurein good working condition and shall Conform to applicable air and noiseemission standards. These shall be operated only during non-peaking hours.xiv) Ambient noise levels shall conform to residentiil standards both during dayand night. Fortnighfly monitoring of ambient air quatity (pM1o, pM2.5, so2and NOx). Equivalent noise levels shall be ensured during construction phaseand closely monitored during construction phase.xv) The protective equipments such as earplugs etc. shall be provided toconstruction personnel exposed to high noise levels. Stationary constructionequipments generating noise shall be placed at-least 125 m away frominhabited areas and at-least 200 m away from the sirence zones.Construction activities carried out near residential area shall be scheduled toclaytinte only. Only Iimited necessary construction shall be done duringrrighttime. No unloading of construction materials shall be done at night.Vehicular noise and use of horns shall be controlled through enforcement oflaws and public awarenesp. Use of pressure horns shall be stricily prohibited.Appropriate noise barriers at silence zones shall be provided. io reducenorse level, the arterial roads shall be designed to have 2 to 3 rows ofplantation.

xvi) The separation of housing from traffic noise by interposing buffer zones, andthe protection of schools and hospitals and other sensitfue areas by greenbelts, public gardens, etc. should be ensured. To overcome tfre [roOtemcaused by aircraft noise, noise exposure forecast (NEF) criterion should beadopted. Local housing roads shall not provide short cuts for heavy trafficzones through residential areas. Trees with heavy foliage shall be planted onboth sides of carriageway. Highway noise barriers shall be also used forreducing traffic noise around residential areas.

xvii) Construction spoils, including bituminous material and other hazardousmaterials including oil from construction equipments must not be allowed tocontaminate watercourses and the dumpsites for such material must besecured so that they shall not leach into the ground water. lf necessary, oiltrap shall be installed where heavy machineries are deployed.

xviii) Proper and Plor planning, sequencing and scheduling of all majorconstruction activities shall be done. Construction material shall be stored incovered godowns/sheds. Truck carrying soil, sand and other constructionmaterials shall be duly covered to prevent spilling and dust emission.Adequate dust suppression measures shall be undertlken to control fugitivedust emission. Regular water sprinkling for dust suppression shaii beensured.

xix) Use of Ready-Mix concrete is recommended for this project.xx) Accumulation/stagnation of water shall avoid ensuring vector control.xxi) Regular supervision of the above and other measuies shall be in place allthrough the construction phase so as to avoid disturbance to thesurroundings.

xxii) Use of energy efficient construction materials shall be ensured to achieve thedesired thermal comfort

CA\:7xxiii) Use of fly ash based bricks/blocks/tiles/products shall be explored to themaximum extent possible. Blended cement with fly ash shall be used (notless than 17%) The provisions..of 'A,/inistry of Environment and Forests,

Government of lndia Notification No. 763(E) dated 14togn999 [as amended]regarding use of fly ash must be complied with. Appropriate ,.ug" of otherindustrial wastes shall also be explored. Soil borrow area should be filled upwith ash with proper compaction and covered with top soil kept separately.Fly ash/pond ash should be used for low- lying areas fiiling. ln embankments/ fly over I road construction etc., ash should be utilizeO Js per guidelines ofMinistry of Environment and Forests, Government of lndia/ Ceniral pollutionControl Board/ lndian Road Congress etc. concerning authorities. The use ofperforated brick / hollow blocks / fly ash based lighiweight aerated concreteetc should also be explored so as to reduce load on natural resources.xxiv) Construction shall conform to the requirements of local seismic regulations.The project proponent shall obtain permission for the plans anj designsincluding structural design, standard and specifications of all constructionworks from concerned authority as per requirement.

xxv) Modern electrical power transmission & distribution system shall be installedxxvi) Street lighting shall be energy efficient. The High pressure Sodium Vapour(HPSV) Lamps & Compagt Fluorescent Lamps lbrly shal be provided Highintensity, high mast lights to be installed at intersections, bus stops/transp6rthubs and major pedestrian movement areas as per the specifications andguidelines prescribed by the Bureau of lndian Standards Solar energy maybe used for outdoor lighting.

xxvii) Provision for extensive network of cellular phones and landlines shall beprovided. Adequate vertical and horizontal separation between telephone andelectric cable shall be maintained

xxviii) Guidelines to the household shall include usage efficiency measures such asenergy efficient lighting and rainwater harvesting system.

xxix) No water body shall be lined or no embankment shall be cemented. Thewater bodies shall be kept in natural conditions without disturbing theecological habitat.

xxx) lmprovement or rehabilitation of existing natural streams/channels / nallasshall be carried out without disturbing the ecological habitat.

xxxi) No untreated wastewater shall be discharge in tfre any water bodies underany circumstances.

xxxii) All the construction and preparatory activities shall be carried out during dryseasons only.

xxxiii) Project proponent shall provide adequate measuring arrangement at the inletpoint of water uptake and at the discharge point for the mejsurement of waterutilized in different categories to monitor the daily water consumption.Measuring arrangement for effluent genera,ted shall also be provided.

xxxiv) Water saving practices such as usage of water saving devices / fixtures, lowflow flushing systems, sensor based fixtures, auto control walls, pressurereducing devices etc. should be adopted.

xxxv) Lay out of proposed town development scheme no. 4, including scheme levelroads, Sector level roads etc. shall be made in such a way tnat it shall causeminimum disturbance to existing flora and fauna. Appropriate green belt shallbe developed to compensate the habitat loss of trees for sitl clearing. Theproject proponent must obtain permission for tree cutting from competentauthority as per prevailing Act/Rules. The exotic species existing within the

The augrnentation of sewerage at;i# sewage_Purnping stations (if any) and sewage Treatment plants shall be ensuredbefore the operation phase starts.xxxviii)Detailed Project Report (DPR) of Sewage Treatment Schemes shall besubmitted before execution pf project.xxxix) Rainwater from open spaces shall be collected and reuse for landscaping andother purposes. Rooftop rainwater harvesting shall be adopted for towndeveropment scheme no.4. Every gouurnr"iuprivate oriroirgr, shoppingmalls & residential apartments shall have rainwater-harvesting iacilities. Thestorm water flowing in roadside drains shall also be recycled"and reused tomaintain the vegetation and discharged into natural water bodies. Beforerecharging the surface runoff, pre lreatment must be done to removesuspended matter and oil & grease.xl) Dedicated cycle tracks and pedestrian paths shall be provided along themajor roads. The pedestrian shall be given priorityattention in the transport system, which includes footpaths, pede"strian ways)and pedestrian corridor, pedestrian plazas and other facilities. on theboth sides of all roads, well -lit and smooth surfaced footpaths, of adequatewidth shall be provided. The hoardings shall be stricfly prohibited atong theroads.

xlvi) Adequate provision shall be made to cater the parking needs. parkrng spacesstandards as given in 'Manual on Norms and Stanlards for EnvironmentalClearance of Large Construction Projects' issued by Ministry of Environment& Forests, Government of lndia shall be adapted.

xlvii) All mandatory approvals and permissions as required from variousdepartments shall be obtained.

xlviii) Unskilled construction labourers shall be recruited from the local areas.Construction materials shall be procured locally as far as possible.xlix) Provision of vermi-composting for the biodegiadable solid wastes generatedfrom the Housing Complexes, Cultural Centres, Commercial Complexes,[:ducation lnstitutions, as well as the large amount of bionrass that shall beavailable frorn the tree plantation shall be madel) Periodical monitoring of ground water table and quality shall also be carriedout. Construction of tube r,yells, bore wells shall be Ltrictty regulated. Theground water shall not be abstracted without prior permissi5n from thecompetent authority in the project area. Permission to draw ground watershall be obtained from the competent authority prior to c"onstruction /operation of the project.

li) The Strom water management plan shall be designed in such a manner thatthe storm water is discharged though an existing dedicated Storm wateroutfall only. The design shall confirm the existing drainage scheme of thesurrounding locality. Storm water control and its re-use as pLr CGWB and BISstandards for various apprications shourd be foilowed

lii) Adequate roadside drains shall be provided along the main road to facilitateits better maintenance and increase in the life of the carriageway, which shallavoid soil erosion and land degradation due to water stagnalion. the roadsidedrains shall be provided on both sides of the road. Longitudinal and crossdrainage system shall be regularly maintained AdeqJate new drainageworks and cross drainage structures shall be provided foi smooth passage ofrunoff. Filling of existing natural drainage courses shall be strictiy avoidedSuitable drainage at construction site and camp shall be provided to eliminatethe formation of stagnant water pools.

ll. Operation Phase

i) Project proponent shall operate and m'aintain the sewerage system,sewerage pumping system and sewage treatment system regutarty to ensurethe treated effluent quality within the standards frescrioei oy Ministry ofEnvironment and Forests, Government of lndia or prescribed by ChhattisgarhEnvironment Conservation Board (which ever stringent). PART A- SPECIFIC CONDITIONS

CONSTRUCTION PHASE i Construction camp and temporary

labour sheds shall be located away from the construction site. Construction camps shall be provided for construction personnel to avoid indiscriminate settlement of construction workers and labourers.

Mostly the construction workers engaged for implementation of the TDS - 4 come from adjoining areas of Raipur city. However few labour camps as per requirementhas been located away from construction site.

ii. Provision of drinking water, wastewater disposal, solid wastes management and primary health facilities shall be ensured for labour camps. Proper sanitation facilities shall be provided at the construction site to prevent health related problem. Domestic as well as sanitary wastes from construction camps shall be cleared regularly.

However proper provision of drinking water/aqua guard,toilet facility /sanitation ,provision of dispensary/medical aid at site or Primary Health Centre ,Solid Waste management /dustbin etc and other facilities are provided at construction site and Compliance Report of medical aid being provided to the workers by the Contractor –M/s L & T Ltd.

iii. Water usage during construction shall be optimized to avoid any wastage.

Water requirement at proposed site is only to meet construction activities and dust suppression activities. Both have been optimized to avoid any wastage.Dust suppression activity is being regularly being done. Refer Annex – 2.

iv. Adequate safety measures shall be adopted to the construction workers.

High level safety norms have been implemented at site. Helmet is being worn by all workers at all times.Refilling and levelling of pits is being done regularly and hard barrication is being provided where work is in progress.

v. All the labourers to be engaged for construction works shall be screened for health and adequately treated before issue of work permits. The contractor shall ensure periodic health check-up of construction workers.

Regular health check of all the workers engaged in the development activities have been ensured and records are being maintained as per OSHA norms.

vi. Provision shall be made for the supply of kerosene or cooking gas /pressure cooker to the labourers during construction phase.

At present this facility has been discontinued by the Contractor – M/s L & T Ltd.

vii. Re-use of debris at existing site as far as practicable is recommended with a special care for handling and disposal of asbestos waste, if any. Rest of waste is to be disposed at, the sanitary landfill disposal site.

Debris generated from developmental activities is being utilized for land filling within the project area only. Proper care has been taken for handling of asbestos waste and the same is being re-utilized as far as possible within the site only. viii. Appropriate measure like

adequate drainage, embankment consolidation and slope stabilization shall be taken along the road to avoid soil erosion. Top soils (20 cm) of the borrow pit sites shall be conserved and restored after completion of excavation. All the topsoil excavated during construction activities shall be stored for use in horticulture/ landscape development within the project site. Proper erosion control and sediment control measures shall be adopted

Topsoil management was being done as per suggestion and subsequently re-utilized for landscaping purpose in due-course.

ix. Earth material generated from excavation shall be reuse to the maximum possible extent as filling material during site development. The construction debris and surplus excavated material shall be disposed off by mechanical transport in suitable pre-identified dumping areas to avoid land degradation and water logging due to indiscriminate dumping. Dumping areas shall be biologically reclaimed through topsoil cover and plantation.

The construction waste generated from the developmental activities shall be re-utilized for as fill material within the project area only.

X. A soil erosion and sedimentation control plan shall be prepared prior to construction. The soil erosion, sediment" control and storm water practices mentioned in this document shall be incorporated depending upon the site characteristics to control soil erosion and loss of top soil during construction.

The erosion and sedimentation control plan has been prepared after detailed contour survey so that the natural drainage pattern is not disturbed.

xi. Disposal of muck including excavated material during construction phase shall not create any adverse effects on the neighbouring communities and disposed-off taking the necessary precautions for general safety and health aspects.

xii. Low sulphur diesel type diesel generator sets should be used during construction phase (if required). Diesel generator sets during construction phase shall have acoustic enclosures and shall conform to Environment (Protection) Rules, 1986 prescribed for air and noise emission standards.

Fuel for all the vehicles engaged is being as per CPCB guidelines. Due care has been taken to avoid noise by deploying DG sets manufactured as per EP Rules 1986. The report of ambient air quality is being monitored by Contractor –M/s L & T Ltd and report appended under annex-2.

xiii. All vehicles/equipments deployed during construction phase shall be ensure in good working condition and shall conform to applicable air and noise emission standards. These shall be operated only during non-peaking hours.

Proper and regular maintenance of the vehicles is being carried out for maintaining their good running conditions.

xiv. Ambient noise levels shall conform to residential standards both during day and night. Fortnightly monitoring of ambient air quality (PM10, PM2.5/ S02 and NOx). Equivalent noise levels shall be ensured during construction phase and closely monitored during construction phase.

as earplugs etc. shall be provided to construction personnel exposed to high noise levels. Stationary construction equipments generating noise shall be placed at-least 125 m away from inhabited areas and at-least 200 m away from the silence zones. Construction activities carried out near residential area shall be scheduled to daytime only. Only limited necessary construction shall be done during nighttime. No unloading of construction materials shall be done at night. Vehicular noise and use of horns shall be controlled through enforcement of laws and public awareness. Use of pressure horns shall be strictly prohibited. Appropriate noise barriers at silence zones shall be provided to reduce noise level, the arterial roads shall be designed to have 2 to 3 rows of plantation.

Adequate safety measures are deployed and worker are equipped with PSEs as per OSHA norms. Proper measures are adopted for controlling ambient noise level in nearby areas. Development of greenbelt shall be taken up in due course. The report of ambient air quality being monitored by Contractor –M/s L & T Ltd and report appended under annex-2.

xvi. The separation of housing from traffic noise by interposing buffer zones, and the protection of schools and hospitals and other sensitive areas by green belts, public gardens, etc. should be ensured. To overcome the problem caused by aircraft noise, noise exposure forecast (NEF) criterion should be adopted. Local housing roads shall not provide short cuts for heavy traffic zones through residential areas. Trees with heavy foliage shall be planted on both sides of carriageway. Highway noise barriers shall be also used for reducing traffic noise around residential areas.

xvii. Construction spoils, including bituminous material and other hazardous materials including oil from construction equipments must not be allowed to contaminate watercourses and the dumpsite*; for such material must be secured so that they shall not leach into the ground water. If necessary^ oil trap shall be installed where heavy machineries are deployed.

Adequate precautions to check contamination of water bodies in project area have been done. Maintenance of vehicles engaged in construction activities are being done at designated workshop and their wastes are collected and disposed off as per CPCB rules. ,

xviii. Proper and prior planning, sequencing and scheduling of all major construction activities shall be done. Construction material shall be stored in covered go-downs/sheds. Truck carrying soil, sand and other construction materials shall be duly covered to prevent spilling and dust emission. Adequate dust suppression measures shall be undertaken to control fugitive dust emission. Regular water sprinkling for dust suppression shall be ensured.

Agreed, construction material [if any] is being stored in shed above ground level. Instruction are regularly given to transporters engaged for transporting construction material and various essentials for covering their vehicles with tarpaulin so as to avoid fugitive emission and necessary action is being taken by Contractor –M/s L & T Ltd.

xix. Use of Ready-Mix concrete is recommended for this project

It is being practised.

xx. Accumulation/stagnation of water shall avoid ensuring vector control.

It is being ensured that there is no stagnation of water.

xxi. Regular supervision of the above and other measures shall be in place all through the construction phase so as to avoid disturbance to the surroundings.

xxiii. Use of fly ash based bricks/ blocks/ tiles/ products shall be explored to the maximum extent possible. Blended cement with fly ash shall be used (not less than 17%). The provisions of Ministry of Environment and Forests, Government of India Notification No. 763(E) dated 14/09/1999 [as amended] regarding use of fly ash must be complied with appropriate usage of other industrial wastes shall also be explored. Soil borrow area should be filled up with ash with proper compaction and covered „ with top soil kept separately." Fly ash/pond ash should be used for low-lying areas filling. In embankments / fly over / road construction etc., ash should be utilized as per guidelines of Ministry of Environment and Forests, Government of India/ Central Pollution Control Board/ Indian Road Congress etc. concerning authorities. The use of perforated brick/ hollow blocks/ fly ash based lightweight aerated concrete etc. should also be explored so as to reduce load on natural resources.

Fly ash based construction materials have been used. Being practiced in manufacture of brick. Borrow pits are located outside the project area.

xxiv. Construction shall conform to the requirements of local seismic regulations. The project proponent shall obtain permission for the plans and designs including structural design, standard and specifications of all construction works from concerned authority as per requirement.

xxvi. Street lighting shall be energy efficient. The High Pressure Sodium Vapour (HPSV) Lamps &. Compact Fluorescent Lamps (CFL) shall be provided. High intensity, high mast lights to be installed at intersections, bus stops/transport bubs and major pedestrian movement areas as per the specifications and guidelines prescribed by the Bureau of Indian Standards. Solar energy may be used for outdoor lighting.

xxvii Provision for extensive network of cellular phones and landlines shall be provided. Adequate vertical and horizontal separation between telephone and electric cable shall be maintained.

Adequate and sufficient communication facilities are proposed in project area. Separate cable arrangement for electricity and telecommunication is also proposed.

xxviii Guidelines to the household shall include usage efficiency measures such as energy efficient lighting and rainwater harvesting system.

Proper guidelines and training pertaining to utilization of energy efficient lighting system will be given to inhabitants of the project areas. All the houses to be constructed well equipped with rain water harvesting system.

xxxiv Water saving practices such as usage of water saving devices / fixtures, low flow flushing systems, sensor based fixtures, auto control walls, pressure reducing devices etc. should be adopted.

scheme no. 4, including scheme level roads, Sector level roads etc. shall be made in such a way that it shall cause minimum disturbance to existing flora and fauna. Appropriate green belt shall be developed to compensate the habitat loss oftrees for site clearing. The project proponent must obtain permission for tree cutting from competent authority as per prevailing Act/Rules. The exotic species existing within the planning area, if any, shall be protected. The greening program shall include plantation of exotic and indigenous species.

Master plan of TDS - 4 has been prepared in such a way that there will be least disturbance of natural habitats. Massive green area development is proposed in project areas. No cutting of existing trees is proposed. However, any cutting of trees if absolutely required, the same shall be done only after proper permission.

XXXVi Plantation along the side of the roads and in the open spaces shall be developed to act as sinks of air pollutants. Adequate plantation program along the scheme level roads, Sector level roads etc. and open spaces shall be planned. The plantation of trees shall be completed in the construction stage. The plantation program shall be drawn to match the natural climate conditions. The plantations shall consist of mixture of available indigenous, fast growing and sturdy species of trees, shrubs and herbs. Preferential plantation of flowering trees with less timber and fruit value shall be carried out.

More than 30% of total area will be covered with greenery. Atleast 3 tier plantation will be done all along the road side within the project area.Plantation Program is under implementation.

project proponent, De-centralized Sewage Treatment Plants for sectors shall be constructed. Sewerage system of adequate capacity to carry the sewage during peak hours shall be laid to collect and convey the sewage from various locations. Pumping of sewage should be avoided. The augmentation of Sewerage System, Sewage- Pumping Stations (if any) and Sewage Treatment Plants shall be ensured before the operation phase starts.

Construction of de-centralized Sewage Treatment Plant is proposed. Proper network with natural slope will be constructed for collecting Sewage from habitation areas to STPs. STPs along with proper network shall be constructed before operational phase of the project.

XXXViii Detailed Project Report (DPR) of Sewage Treatment Schemes shall be submitted before execution of project.

Detailed report for Sewage treatment scheme has already been submitted. The detailed sanitary sewer network plan is as Annexure- 3for your kind consideration.

xxxix Rainwater from open spaces shall be collected and reuse for landscaping and other purposes. Rooftop rainwater harvesting shall be adopted for town development scheme no.4. Every government/private buildings, shopping malts & residential apartments shall have rainwater-harvesting facilities. The storm water flowing in roadside drains shall also be recycled and reused to maintain the vegetation and discharged into natural water bodies. Before recharging the surface runoff, pre treatment must be done to remove suspended matter and oil & grease.

Rain water harvesting structures will be developed as per guidelines stipulated by Central Ground Water Authority, New Delhi.

xl Dedicated cycle tracks and pedestrian paths shall be provided along the major roads. Appropriate access shall be provided for physically handicapped people in the pedestrian paths

Road network is being developed by providing crosses for general traffic, separate track for public transport on major roads, pedestrian paths, cycles tracks, utility corridors etc.

xliii. Permeable (porous) paving in the parking areas, walkways etc. should be used to control surface water runoff by allowing storm water to infiltrate the soil and return to ground water.

Permeable pavements will be provided at walk-ways, parking areas etc. as per suggestions so as to recharge ground water table.

xliv All intersections shall be designed and developed as roundabouts. The diameter of the central rotary shall be more than the carriageway widths of links meeting at the intersections. Roundabouts shall be landscaped with wide variety of flora and fauna of Chhattisgarh. Geometric designs of Links and Nodes shall be based on manuals and guidelines and in conformity with standards and specifications prescribed by concerned authorities.

Landscaped gardens will be developed at roundabout of crossway.Design of roundabout,intersection,links and nodes of carriageway has been done as per MORT&H Specification and IRC guidelines.

designed to enable quick runoff of surface water and prevent water logging. The road level shall be kept at least 0.5 to 1.0 meter above the observed high flood level. xlvi Adequate provision shall be made to cater the parking needs. Parking spaces standards as given in 'Manual on Norms and Standards for Environmental Clearance of Large Construction Projects' issued by Ministry of Environment & Forests Government of India shall be adapted.

xlvii All mandatory approvals and permissions as required from various departments shall be obtained

All the necessary approvals as applicable have been obtained from concerned central/ state governing departments. Copies of approvals and approved layout plans are enclosed for your kind consideration under Annexure- 4.

xlviii Unskilled construction labourers shall be recruited from the local areas. Construction materials shall be procured locally as far as possible.

All the unskilled construction workers engaged are local peoples. Construction materials are being procured locally.

xlix Provision of vermi-composting for : the biodegradable solid wastes generated from the Housing Complexes, Cultural Centres, Commercial Complexes, Education Institutions, as well as the large amount of biomass that shall be available from the tree plantation shall be made.

li The Storm, water management plan shaIl be designed in such a manner, that the storm water isdischarged though an existing dedicated Storm water outfall only.The design shall confirm to the existing drainage scheme of the surrounding locality. Storm water control and its re-use as per CGWB and BIS standards for various applications should be followed.

Natural existing drainage pattern has been adopted and designed (zonewise) and implemented for storm water drainage.

lii Adequate roadside drains shall be provided along the main road to facilitate its better maintenance and increase in the life of the carriageway, which shall avoid soil erosion and land degradation due to water stagnation. The roadside drains shall be provided on both sides of the road. Longitudinal and; cross drainage system shall be regularly maintained. Adequate new drainage works and cross drainage structures shall be provided for smooth passage of runoff. Filling of existing natural drainage courses shall be strictly avoided. Suitable drainage at construction site and camp shall be provided to - eliminate the formation of stagnant water pools.

II OPERATION PHASE

i. Project proponent shall operate and maintain the sewerage system, sewerage , -pumping' system and sewage treatment system regularly to ensure the treated effluent quality within the standards prescribed by Ministry of Environment and Forests, Government of India or prescribed by ' Chhattisgarh Environment and Forests Government of India or prescribed by Chhattisgarh Environment Conservation Board (which ever stringent). All the effluent treatment system shall be kept in good running conditions all the time and failure (if any), shall be immediately rectified without delay, otherwise, some alternate arrangement shall be made for storage of untreated sewage until the control measures are rectified to achieve the desired efficiency. Project proponent shall install separate electric metering arrangement with time totalizer for the running of pollution control systems. The record (logbook) of power & chemical consumption for running the pollution control systems shall be maintained.

ii. Properly treated and disinfected sewage' shall be utilized in pisciculture, forestry, fire fighting, maintain the greenbelt etc. As far as possible discharge of treated sewage into watercourses / water bodies shall be avoided.

Treated water will be utilized for horticulture purpose.

iii. The project proponent shall try to adopt solar energy for street 'lighting.

Such possibilities have been explored and necessary provisions incorporated in the street lighting system proposed.

iv. During maintenance, energy efficient electric light fittings & lamps low power ballasts, low consumption high power luminaries, lux level limiters &. timers for street lighting shall be provided.

v. Municipal solid wastes generated in the town development scheme no. 4 area shall be managed and handled in accordance with the compliance criteria and procedure laid down in Schedule — II of the Municipal Wastes (Management and Handling Rules,2000 (As amended).

vi. Two-chambered container (one for recyclable wastes and other for all organic and compostable wastes) shall be placed at 500 m distance on the roadside. Modern trucks capable of using hydraulic lifting as well as safe covered garbage containers shall be provided for transportation.

The proponent must develop the Solid Wastes Segregation, Collection, Handling, Transportation and Disposal Scheme ensuring safe and scientific segregation, collection, handling, transportation and disposal of organic and inorganic portion. All municipal solid wastes shall be segregated, collected, transported, treated and disposed as per provisions of the Municipal Solid Wastes (Management and Handling) Rules, 2000 (As amended).

VIII. Public awareness programmes of benefit of living a clean and healthy life by proper management of solid wastes shall be organized regularly.

PART B- GENERAL CONDITIONS

i. All the conditions, liabilities and legal provisions contained in the Environmental Clearance shallbe equally applicable to the successor management of the project in the event of the project proponent transferring the ownership, maintenance of management of the project to any other entity.

II. The project proponent shall make financial provision in the total budget of the project for implementation of the above-mentioned conditions and for suggested environmental safeguard measures. The funds earmarked for the environmental protection measures shall not be diverted for other purposes.

iii. Six monthly monitoring reports shall be submitted to the Regional Office, Ministry of Environment and Forests, Government of India, Bhopal and State Level Environmental Impact Assessment Authority, Chhattisgarh who shall be monitoring the implementation of environmental safeguards. A Sub-Committee of State Level Expert Appraisal Committee may also monitor the compliance of environmental Clearance conditions. Full cooperation, facilities and documents / data shall be given by the project proponents during their inspection. All the necessary licenses/ clearances etc are obtained from al the concerned Central/ State level departments/ agencies/ Boards etc.

The Project authority shall advertise in at least two local newspapers widely circulated in the region around the project, one of which shall be in the vernacular language of the locality concerned within seven days from the date of this clearance letter, informing that the project has been accorded environmental clearance and copies of clearande letter are available with the Chhattisgarh Environment Conservation Board and may also seen at Website of the Ministry of Environment and Forests at www.envfor.nic.in and website of SEIAA, Chhattisgarh at www.seiaacg.org.

Advertisement pertaining that SEIAA -CG has accorded Environmental Clearance: to the project has been published as per guidelines. Newspaper cutting is enclosed for your kind consideration.

ix ChhattisgarhEnvironment Conservation Board shall display a copy of theclearance letter at the concerned Regional Office, District Trade and Industries Centre and Collector's Office / Tehsildar's Office for 30 days.
