HISTORIKAL NARRATIVE

USS CARL VINSON s t a r t e d the year underway i n the Ind ian Ocean heading f o r Singapore and closed t h e year a t P i e r 3, Naval A i r Stat ion, Alameda, Ca l i f o rn ia .

The f i r s t p o r t v i s i t o f the year came on 5 January when CARL VINSON dropped anchor i n Singapore. Numbers o f d i s t i ngu ished v i s i t o r s and c i t i z e n s v i s i t e d the sh ip dur ing the f i ve-day stay.

The o f f i cers and men o f USS CARL VINSON had a most cha l leng ing and pro fess iona l ly s a t i s f y i n g year dur ing 1987. The sh ip and embarked a i r wing en joyed outstanding readiness wh i l e deployed and p a r t i c i p a t e d i n r e a l -world operat ions and exerc ises i n the Sea ~f Japan, South China Sea, Ind ian Ocean and the Ber ing Sea. The h i g h l i g h t o f the c ru i se ocurred dur ing the t r a n s i t t o Alameda and began w i t h the f i r s t winker operat ions i n the Ber ing Sea by an a i r c r a f t c a r r i e r s ince World War 11. The sh ip conducted f l i g h t operat ions every day i n a th ree week opera t ing per iod i n the Northern P a c i f i c and Ber ing Sea. The January weather inc luded r e g u l a r snow showers, h igh winds and seas, a i r temperatures from 200F t o 360F and sea water temperatures between 300F and 340F. To f i g h t the cont inu ing i c e and d r i v i n g snow, Engineering Department r i gged steam hoses and lances t o keep the f l i g h t deck ready f o r f l i g h t operations, however the most e f f e c t i v e means o f c l e a r i n g snow and i c e from t h e f l i g h t deck was the j e t exhaust from our A-6 a i r c r a f t on deck. The f i n a l l e g o f the t r a n s i t t o Alameda was reserved f o r the annual Operat ional Reactor Safeguard Exam (ORSE). CARL VINSON received a grade o f Excel l en t , t he h ighest grade ever received by an a i r c r a f t c a r r i e r .

Car r i e r A i r Wing FIFTEEN, made up o f n ine squadrons, embarked on board USS CARL VINSON from January t o 5 Februalry, 1987. They were F i g h t e r Squadrons (VF) 51 and 111 ; L i g h t Attack Squadpons (VA) 27 and 97; Medium At tack Ssuadron (VA) 52; A i r Anti-Submarine Squadron (VS) 29; A i r Antisubmarine He1 i c o p t e r Squadron (HS) 4; Tac t i ca l E lec t ron ic Warfare Squadron (VAQ) 134; and C a r r i e r Airborne E a r l y Warning S~quadron (VAW) 114. Also embarked was one C-2 Car r i e r Onboard Del i v e r y (COD) a i r c r a f t from F l e e t L o g i s t i c s Support Squadron (VRC) 50 and one EA-3 a i r c r l a f t f rom F l e e t A i r Reconnaissance Squadron (VQ) 1. A i r c r a f t embarked aboard CARL VINSON use t a i l code NL (Car r i e r A i r Wing FIFTEEN).

On 23 March, the sh ip g o t underway using tugs, emergency d iese l generators and the a u x i l i a r y b o i l e r and proceedled t o general anchorage 9, south o f Hunter 's Po in t Naval Shipyard i n San Francisco Bay. On the morning o f 24 March, the CARL VINSON entered drydolck f a c i l i t i e s a t Hunter 's Po in t and began i t s drydock selected r e s t r i c t e d ava i l a b i l i ty (DSRA) , the Engineering Department saw a l l 4 screws and the number 2 t a i l s h a f t removed and repaired, major r e p a i r s were accomplished throlughout the propu ls ion spaces, a new v e n t i l a t i o n system was added t o the s h a f t a l leys , and an a b l a t i v e p a i n t system was app l ied t o a l l t h e underwater pa r t i ons o f t h e h u l l . Engineering Department a l so overhauled a record 730 valves i n the COMNAVAIRPAC valve barge. The sh ip was r e f l o a t e d on 2 July, undocked on 3 J u l y and returned t o P i e r 3, Nas Alameda under tugboat power.

In early July, Admiral Kinnard McKee, Director, Division of Naval Reactors, visited CARL VINSON. During the tour of Reactor and Engineering Department spaces, Admiral McKee described the main machinery spaces as the best he had observed in any nuclear powered carrier.

The highly successful DSRA culminated in sea trials on 26 August. CARL VINSON achieved full power on its first attempt.

A COMNAVAIRPAC Type Command 3-M inspection was completed on 17 September. The ship received a grade of 88.7, the most successful in the ship's history. The Engineering Department achieved an overall grade of 91.9 percent.

A highly impressive Refresher Tral'ning REFTRA was conducted from 19-30 October. A noteworthy achievement was the successful setting of material condition "YOKEn throughout the ship on the second day of REFTRA. Final grades for the damage control lockers averaged 93.4 and earned a qualitative grade of "EXCELLENT.

The year came to an end with a December underway operation for carrier qua1 if ications.

Supply Department. The Supply Departnlent began 1987 wi th an a t sea turnover o f mater ia l during a major uqderway replenishment (UNREP) i n the v i c i n i t y o f the Republic o f the Phil ippines. This was i n place o f the standard stop i n Subic Bay t o o f f load and resupply p r i o r t o outchopping from SEVENTH Fleet operat i ng area. F4 l lowing t h i s evolution, Supply Department was faced w i th providing support during a winter t r a n s i t o f NORPAC and a major exercise, KERNEL POTLATCH. There was scant COD support from the beach. Immediately un the ship's r e tu rn t o Alameda, a major r econc i l i a t i on o f depot-level repairables (DLRs) began wi th the assistance o f COMNAVAIRPAC personnel. This in-depth reconci 1 i a t i o n las ted through July, and involved the inventorying o f more than 9,000 DLR 1 i n e items. During the DSRA, several areas o f the department had major r e h a b i l i t a t i o n projects; Food Service scu l le r ies were overhauled, two major berth ing areas (S-6 and S-8) had new modular berth ing i n s t a l led, and s i gn i f i can t r epa i r work was accomplished i n both the forward and a f t crew galleys. I n addit ion, a number o f S-8 Div is ion 's storerooms were of f loaded and restowed. Summer also saw the repor t ing o f the ship 's f i r s t Supply Department p r inc ipa l assilstant, the Readiness Of f icer . This b i l l e t , along w i th the other p r inc ipa l assistant b i l l e t , the Services Of f icer , was added t o provide improved cont ro l and accountab i l i ty w i t h i n the department. I n October the departpent received i t s Advance Supply Management Ass i s t Training (ASMAT) v i s i t from COMNAVAIRPAC, taking the resu l t s o f t h i s ass i s t v i s i t as the basis f o r areas t o work on i n preparation f o r the Supply Management Inspection (SMI ) i n December.

The department was deeply involved i n REFTRA dur ing the f a1 1, from ensuring necessary par ts were aboard, t o prov id ing meals around the niany hours o f d r i l l s , t o f i l l i n g many b i l l e t s throughout the General Quarters/damage con t ro l organizat ion, t o being a major p layer i n the sh ip ' s successful passing o f the 'IYOKEw closure check the second day o f REFTRA. I n December, the department underwent i t s Supply Management Inspect ion (SMI) and passed w i th an o v e r a l l grade o f GOOD. Numerous areas and ind iv idua ls received commendatory comments i n the f i n a l r epo r t issued by the inspect ion team.

Deck De artsent . Deck Department passed i t s po r t i on o f the h a 1 Prof ic iency inspect ion (NTPI) i n January w i t h a arade o f OUTSTANDING. Completing DSRA 1987 i n August, Deck h a d a1 1 equiinient ready f o r inspect ion f o r the Tra in ing and Readiness Evaluation inspect ion (TRE) , t h e i r f i r s t inspect i on before workups. The department received a grade o f OUTSTANDING, w i t h no discrephncies. CARL VINSON began REFTRA on 30 October, where Deck Department scored an outstanding 97 percent f o r a1 1 deck evolut ions. The competi t ive exercise average f o r the year was 99.6, the highest conipeti t ive exercise average aboard CARL VINSON.

A i r De artment. A i r Department was one o f many departments on board * no a e accomplishments. These included 26,258 moves on the f l i g h t deck w i t h on l y f ou r repor tab le crunches, br ing ing V-1 ( F l i g h t Deck) D i v i s i on ' s crunch r a t e t o .0001523 f o r 1987. V-2 D i v i s i on (Catapults and Arres t ing Gear) had 6,586 ca tapu l t launches and 6,447 arrested landings i n 1987, b r ing ing the sh ip ' s t o t a l arrested landings t o 62,749 a t the end o f 1987. V-3 (Hangar Bays) D i v i s i on made 1,292 a i r c r a f t moves, w i t h one reportable mishap and no personnel i n l j u r i es i n 1987. V-4 D i v i s i on (Fuels) received over 6,286,525 m i l l i o n gal lons o f JP-5 a i r c r a f t f u e l from tankers and pumped over 5 ,680,2412 m i l 1 i on gal lons i n t o a i r c r a f t .

Cammica t ions Department. The Naval Modular Automated Communications Subsystem V5 (NAVMACS V 5 1 was i n s t a l l e d dur ing DSRA 1987. It replaced the Message Processing and D i s t r i b u t i o n System (MPDS) . The NAVMACS V5 system automates message processing alnd preparat ion funct ions. It operates w i t h a mix o f c i r c u i t s t o in te r face broadcast ( f l e e t multi-channel , single-channel o r local1 area), f u l l per iod terminat ion (on1 ine o r o f f 1 ine) , ship/shore net te~d c i r c u i t s , and the Common User D i g i t a l Informat ion Exchange System (CUDIXS) v i a a s a t e l l i t e l i n k . It has the c a p a b i l i t y o f managing one Inlformation Exchange System (IXS) l i n k , a maximum o f n ine f l e x i b l e c i r au i t s , and a paper tape inpu t simultaneously. Tra in ing throughout the year continued on a regu lar basis, r e s u l t i n g i n successful completion o f REFTRA w i th an ad jec t i ve grade o f OUTSTANDING. Communications a1 so completed the Advanced Tra in ing Assessment w i th a grade o f OUTSTANDING, and the Comniand Inspect ion resu l ted i n t h e i r t r a i n i n g program being evaluated as ove ra l l EXCELLENT. LEGAL. The basic func t ion o f Legal Department dur ing 1987 was t o ac t as an advisor t o the Commanding O f f i ce r con erning the i n t e rp re ta t i on and app l i ca t ion o f the Uniforni Code o f M i ! i t a r y Just ice and other ~ i i i l i t a r y laws and regulat ions. The goal o f Legal Department was t o mainta in d i s c i p l i n e and t o ass i s t w i th prompt, f a i r admin is t re t ion o f j u s t i c e w i t h i n the command. Consist ing o f two d iv is ions, L-1 Legal O f f i ce and L-2 the sh ip ' s Master-at-Arms Force, Legal Department has 22 f u l l t i m e personnel and 28 TAD personnel from sh ip ' s company. During deployment, add i t i ona l TAD personnel from the a i r wing were added and the department expanded t o 60 men. During 1987, L-1 d i v i s i o n processed 77 Special Courts-Martial, 74 Summary Courts-Mart ial , 58 admin is t ra t ive discharges, and several hundred non- j u d i c i a l punishments. I n addi t ion, L-1 D i v i s i on handled numerous claims, provided lega l assistance t o the crew, r an the L i b e r t y Risk program, acted as a l i a i s o n t o c i v i l i a n law enforcement agencies, and spearheaded the clearance through customs upon re tu rn from the sh ip ' s WESTPAC deployment. L-2 D iv i s ion continued t o mainta in shipboard patro ls, ensure secu r i t y on board the ship, processed as many as 1,300 u r i n a l y s i s samples per month, conducted invest igat ions, provided crowd contro l , and t o t a l l y con t ro l l e d procurement/distribution o f l inens t o a i r wing en l i s t ed personnel.

Ensuring training levels within the command remain at the highest level, a monthly Career Information & Counsel ing Program for a1 1 Department and Divisional Career Counselors was held onboard. The command had 18 Department Career Counselors and 112 Division Career Counselors. This provides one counselor for every 26 men.
