1. Sut vn u t xy dng cng trnh l ch tiu kinh t - k thut tng hp quan trng trong cng tc qun l, l cng c tr gip cho cc c quan qun l, ch u t v nh t vn khi xc nh tng mc u t ca d n lm c s lp k hoch v qun l vn u t, xc nh hiu qu kinh t ca d n u t xy dng.
2. Ni dung ch tiu sut vn u t xy dng cng trnh bao gm cc chi ph cn thit cho vic xy dng, mua sm v lp t thit b, qun l d n, t vn u t xy dng v cc khon chi ph khc. Cc chi ph ny c tnh cho mt n v nng lc sn xut hoc phc v theo thit k ca cng trnh thuc d n.3. Ni dung chi ph trong ch tiu sut vn u t xy dng cng trnh cha bao gm chi ph cho mt s cng tc nh:
Chi ph bi thng gii phng mt bng v ti nh c(nu c);
nh gi tc ng mi trng v x l cc tc ng ca d n n mi trng (nu c);
ng kim cht lng quc t, quan trc bin dng cng trnh (nu c);
Kim nh v chng nhn s ph hp v cht lng cng trnh xy dng;
Gia c c bit v nn mng cng trnh (nu c);
Chi ph thu t vn nc ngoi (nu c);
Li vay trong thi gian thc hin d n (i vi cc d n c s dng vn vay);
Vn lu ng ban u (i vi cc d n sn xut, kinh doanh);
Chi ph d phng ca d n u t.
Khi s dng ch tiu sut vn u t xc nh tng mc u t cn cn c vo tnh cht, yu cu c th ca d n tnh b sung cc khon mc chi ph ny cho ph hp.
4. Nng lc sn xut hoc phc v ca cng trnh thuc d n l kh nng sn xut sn phm hoc phc v ca cng trnh theo thit k c s ca d n v c xc nh bng cc n v o thch hp v c ghi trong quyt nh ph duyt d n.
5. Ch tiu sut vn u t xy dng cng trnh c xc nh cho cc cng trnh xy dng mi, c tnh cht ph bin, vi mc k thut cng ngh trung bnh tin tin, loi, cp cng trnh c xc nh theo tiu chun xy dng Vit Nam v qui nh hin hnh v qun l cht lng cng trnh xy dng.
Trng hp s dng ch tiu sut vn u t xc nh tng mc u t cho cc cng trnh ci to, m rng, nng cp hoc cng trnh c yu cu c bit v cng ngh th trong tnh ton phi c s iu chnh, b sung cho ph hp.
6. Ch tiu sut vn u t xy dng cng trnh c tnh ton trn c s:
Lut Xy dng nm 2003 v cc qui inh hng dn thi hnh;
Cc qui nh v qun l chi ph d n u t xy dng cng trnh;
Mt bng gi u t xy dng ti thi im Qu IV nm 2006. i vi cng trnh c s dng ngoi t th phn chi ph ngoi t c tnh i v ng Vit Nam theo t gi 1USD = 16.000 VN.
7. Trng hp d n u t xy dng c cng trnh cha nm trong danh mc Tp sut vn u t ny th c th s dng cc s liu v sut chi ph xy dng ca cc loi cng trnh c tiu chun kinh t - k thut tng t lp tng mc u t ca d n. Trong trng hp ny cn phi c nhng iu chnh, b sung v qui i cho ph hp.
8. Khi s dng cc ch tiu sut vn u t xc nh tng mc u t ca d n, ngoi vic phi tnh b sung cc chi ph cn thit thc hin cc cng vic nu im 3 th cn phi c thm nhng iu chnh cn thit trong cc trng hp:
Mt bng gi u t v xy dng thi im lp d n c s thay i so vi thi im ban hnh Tp sut vn u t ny.
C s khc nhau v n v o nng lc sn xut hoc phc v ca cng trnh c xc nh theo thit k c s vi n v o c s dng trong Tp sut vn u t.
Qui m nng lc sn xut hoc phc v ca cng trnh xc nh theo thit k c s ca d n khc vi qui m nng lc sn xut hoc phc v ca cng trnh i din c la chn trong danh mc Tp sut vn u t. Cng trnh c nhng yu cu c bit v gia c nn mng cng trnh hoc xy dng cc cng trnh k thut h tng.
D n u t xy dng s dng cc ngun vn h tr pht trin chnh thc (ODA) khi c nhng ni dung chi ph khc vi nhng ni dung chi ph tnh trong sut vn u t ny.

a. Sut vn u t xy dng cng trnh nh nu ti Bng I.1 c tnh ton vi cp cng trnh l cp I, II, III, IV theo cc quy nh trong Tiu chun Xy dng (TCXD) s 13:1991 Phn cp nh v cng trnh dn dng. c. Sut vn u t xy dng cng trnh nh cha bao gm chi ph xy dng cng trnh h tng k thut v chi ph cho phn ngoi tht bn ngoi cng trnh.

a. Sut vn u t xy dng cc cng trnh rp chiu phim, nh ht, bo tng, trin lm, th vin nu ti Bng I.2 c tnh ton vi cp cng trnh l cp I, II theo cc quy nh trong tiu chun thit k TCVN 2748:1978 Phn cp nh v cng trnh. Nguyn tc c bn; Cc yu cu khc v khu t xy dng, quy hoch tng mt bng, gii php thit k,... theo quy nh trong tiu chun thit k TCVN 5577:1991 Tiu chun thit k rp chiu phim v cc quy nh khc c lin quan.
b. Sut vn u t xy dng rp chiu phim, nh ht bao gm:
Chi ph xy dng cng trnh chnh, cc hng mc cng trnh phc v.
Chi ph trang, thit b phc v khn gi v phng lm vic ca nhn vin nh: my iu ho nhit , qut in v cc thit b khc.
c. Sut vn u t xy dng bo tng, trin lm, th vin bao gm:
Chi ph xy dng cng trnh chnh (nh bo tng, phng c, phng trng by,...) v cc hng mc phc v (kho, nh v sinh,...).
Chi ph trang, thit b phc v nh: my iu ho nhit , qut in, cc thit b khc.
d. Sut vn u t xy dng cng trnh rp chiu phim, nh ht, bo tng, trin lm, th vin cha bao gm chi ph xy dng cng trnh h tng k thut v chi ph cho phn ngoi tht bn ngoi cng trnh.
e. Sut vn u t xy dng rp chiu phim, nh ht c tnh bnh qun cho 1 ch ngi ca khn gi.
Sut vn u t xy dng bo tng, trin lm, th vin c tnh bnh qun cho 1 m2 din tch sn xy dng.
f. T trng ca cc phn chi ph trong sut vn u t xy dng cng trnh nh sau:
- Chi ph cho cng trnh chnh
: 80 - 90%
- Chi ph cho cc hng mc cng trnh phc v: 20 - 10%

a. Sut vn u t xy dng cng trnh nh gi tr, trng mu gio nu ti Bng I.3 c tnh ton theo tiu chun thit k TCVN 2748:1978 Phn cp nh v cng trnh. Nguyn tc c bn vi cp cng trnh l cp II, III; cc yu cu, quy nh khc v khu t xy dng, gii php thit k, sn vn, chiu sng, k thut in,... theo quy nh trong TCVN 3907:1984 Nh tr, trng mu gio. Tiu chun thit k v cc quy nh khc lin quan.
b. Sut vn u t xy dng nh gi tr, trng mu gio bao gm:
- Chi ph xy dng nh lp hc, cc hng mc cng trnh phc v nh: kho , nh ch bin thc n, nh git qun o, nh xe,... cc chi ph xy dng khc nh: trang tr sn chi, khu gii tr,v.v...
- Chi ph trang, thit b ni tht: ging t, bn gh, qut in, my
iu ho nhit ,v.v...
c. Sut vn u t c tnh bnh qun cho 1 hc sinh theo qui m nng lc phc v l 25 hc sinh/lp.
d. Cng trnh nh gi tr, trng mu gio c phn chia ra cc khi chc nng theo tiu chun thit k, bao gm:
- Khi cng trnh nhm lp gm: phng sinh hot, phng ng, phng giao nhn tr, phng ngh, phng n, phng v sinh.
- Khi cng trnh phc v gm: phng tip khch, phng ngh ca gio vin, phng y t, nh chun b thc n, nh kho, nh xe, git qun o,...
- Sn, vn v khu vui chi.
T trng ca cc phn chi ph trong sut vn u t nh sau:

a. Sut vn u t xy dng cng trnh trng hc ph thng nu ti Bng I.4 c tnh ton vi cp cng trnh l cp II, III theo cc quy nh trong tiu chun thit k TCVN 2746:1978 v phn cp cng trnh v cc yu cu, quy nh v quy m cng trnh, khu t xy dng, yu cu thit k, din tch,... ca cc hng mc cng trnh phc v hc tp, vui chi, gii tr,... v quy nh trong TCVN 3978:1984 Trng hc ph thng. Tiu chun thit k v cc quy nh khc c lin quan.
b. Sut vn u t xy dng cng trnh trng hc ph thng bao gm:
- Chi ph xy dng nh lp hc, cc hng mc phc v, th dc th thao, thc hnh,...
- Chi ph v trang, thit b phc v hc tp, th thao,...
c. Sut vn u t xy dng trng hc ph thng c tnh bnh qun cho mt hc sinh vi quy m nng lc phc v l 50 hc sinh/lp.
d. Cng trnh xy dng trng ph thng c phn chia ra cc khi chc nng theo tiu chun thit k, bao gm:
- Khi hc tp gm cc phng hc.
- Khi lao ng thc hnh gm cc xng thc hnh v mc, c kh, in, kho ca cc xng.
- Khi th thao gm cc hng mc cng trnh th thao.
- Khi phc v hc tp gm hi trng, th vin, phng dng ging dy, phng truyn thng.
- Khi hnh chnh qun tr gm vn phng, phng gim hiu, phng ngh ca gio vin, vn phng on, i, phng tip khch, nh xe.
T trng ca cc phn chi ph trong sut vn u t nh sau:
- Chi ph cho khi cng trnh hc tp
: 50 - 55%.
- Chi ph cho khi cng trnh th thao
: 15 - 10%.
- Chi ph cho khi cng trnh phc v
: 15 - 10%.
- Chi ph cho khi cng trnh lao ng thc hnh: 5%.
- Chi ph cho khi cng trnh hnh chnh qun tr: 15 - 20%.

a. Sut vn u t xy dng cng trnh trng i hc, cao ng, trng trung hc chuyn nghip, trng nghip v ti Bng I.5 c tnh ton vi cp cng trnh l cp II, III theo cc quy nh trong tiu chun thit k TCVN 2748: 1978 v Phn cp nh v cng trnh. Nguyn tc c bn; cc yu cu quy nh khc v quy m cng trnh, mt bng tng th, yu cu thit k cc hng mc phc v hc tp, nghin cu v thc hnh, vui chi, gii tr,...; quy nh trong TCVN 3981:1985 Trng i hc. Tiu chun thit k v TCVN 4602:1988 Trng trung hc chuyn nghip. Tiu chun thit k v cc quy nh khc c lin quan.
b. Sut vn u t xy dng cng trnh trng i hc, cao ng bao gm:
- Chi ph xy dng cc cng trnh chnh v phc v ca trng, khu k tc x sinh vin;
- Chi ph trang thit b ni tht, ging ng, c s nghin cu khoa hc, phng gio vin, phng gim hiu, trang thit b th dc th thao, y t, th vin, thit b trm bm, trm bin th.
c. Sut vn u t xy dng cng trnh trng i hc, cao ng, trng trung hc chuyn nghip, trng nghip v c tnh cho 1 hc sinh theo nng lc phc v.
d. Cng trnh xy dng trng i hc, cao ng, trng trung hc chuyn nghip, trng nghip v c chia ra cc khi chc nng theo tiu chun thit k, bao gm:
- Khi hc tp v c s nghin cu khoa hc gm ging ng, lp hc, th vin, hi trng, nh hnh chnh, lm vic.
- Khi th dc th thao gm phng tp th dc th thao, cng trnh th thao ngoi tri, sn bng , bng chuyn, bng r, b bi.
- Khi k tc x sinh vin gm nh cho sinh vin, nh n, nh phc v (quy gii kht, trm y t, ch xe).
- Khi cng trnh k thut gm xng sa cha, kho, nh xe t, trm bm, trm bin th,..
T trng ca cc phn chi ph trong sut vn u t nh sau:
* i vi cc trng i hc, cao ng:
- Chi ph cho khi cng trnh hc tp v nghin cu khoa hc: 50 - 60%
- Chi ph cho khi cng trnh th dc th thao: 15 - 10%
- Chi ph cho khi cng trnh k tc x: 30 - 25%
- Chi ph cho khi cng trnh k thut
: 5%
* i vi cc trng trung hc chuyn nghip, trng nghip v:
- Chi ph cho khi cng trnh hc tp v nghin cu khoa hc: 40 - 50%
- Chi ph cho khi cng trnh th dc th thao: 20 - 15%

a. Sut vn u t xy dng cng trnh y t nu ti Bng I.6 c tnh ton vi cp cng trnh l cp II, III theo cc quy nh trong Tiu chun thit k TCVN 2748: 1991 Phn cp cng trnh xy dng. Nguyn tc chung; cc yu cu, quy nh v khu t xy dng, b cc mt bng, gii php thit k, gii php k thut v phng chy, cha chy, chiu sng, thng gi, in, nc... theo Tiu chun Vit Nam TCVN 4470: 1995 "Bnh vin a khoa. Yu cu thit k" v cc quy nh khc c lin quan.
b. Sut vn u t xy dng cng trnh bnh vin a khoa gm:
- Chi ph xy dng cc cng trnh khm, iu tr bnh nhn v cc cng trnh phc v nh:
+ Khi khm bnh v iu tr ngoi tr gm cc phng ch, phng khm v iu tr, phng cp cu, phng nghip v, phng hnh chnh, khu v sinh.
+ Khi cha bnh ni tr gm phng bnh nhn, phng nghip v, phng sinh hot ca nhn vin, phng v sinh.
+ Khi k thut nghip v gm phng m, phng cp cu, phng nghip v, xt nghim, thc nghim, phng gii phu bnh l, khoa dc...
+ Khi hnh chnh, qun tr gm bp, kho, xng, nh xe, nh git, nh thng trc...
- Chi ph trang thit b y t phc v khm, cha bnh; phc v sinh hot, ngh ngi ca nhn vin, bnh nhn.
Sut vn u t xy dng phng khm, trm y t cp x bao gm:
Chi ph xy dng phng khm v cc phng phc v nh phng cp cu, phng xt nghim, phng v sinh, sinh hot ca nhn vin.
Chi ph trang thit b phc v khm bnh.
c. Sut vn u t xy dng cng trnh bnh vin a khoa c tnh bnh qun cho 1 ging bnh theo nng lc phc v.

a. + Khi phc v vn ng vin: Sn bng, phng thay qun o, phng hun luyn vin, phng trng ti, phng ngh ca vn ng vin, phng v sinh, phng y t.
+ Khi phc v qun l: Phng hnh chnh, phng ph trch sn, phng thng trc, bo v, phng ngh ca nhn vin, kho, xng sa cha dng c th thao.
- Cc chi ph trang, thit b phc v vn ng vin, khn gi.
Sut vn u t xy dng b bi (khng c khn i) bao gm cc chi ph xy dng b bi, cc hng mc cng trnh phc v (phng thay qun o, nh tm...), thit b lc nc.

a. Sut vn u t xy dng nh my cp nc nu ti Bng IV.1 c tnh ton cho cng trnh nh my x l nc mt, vi cp cng trnh l cp I, II, III theo qui nh hin hnh; theo Tiu chun thit k TCVN 4514: 1988 X nghip cng nghip. Tng mt bng. Tiu chun thit k v tiu chun thit k TCVN 4604: 1988 X nghip cng nghip. Nh sn xut. Tiu chun thit k. Cc cng trnh nh nh lm vic, vn phng, tr s c tnh ton vi cp cng trnh l cp IV. Chi ph xy dng gm chi ph xy dng cc cng trnh: B trn v phn phi; B lng v b lc; H thng chm ho cht; Trm bm nc ra lc, nc k thut v nc sinh hot; H thng thu nc thi; B cha nc sch; Cc cng trnh ph tr nh sn, nh thng trc, bo v, nh iu hnh v phng th nghim, gara, kho xng, h thng thot nc, trm in v chi ph phng chy cha chy.
Chi ph thit b gm ton b chi ph mua sm v lp t thit b dy chuyn cng ngh, cc thit b phi tiu chun ch to trong nc v trang thit b ca cng trnh; Chi ph thit b cng ngh chnh tnh trong sut vn u t ny c tnh trn c s gi thit b v cng ngh tin tin, nhp khu t cc nc pht trin v gi ca cc thit b phi tiu chun ch to trong nc.
c. Sut vn u t xy dng cng trnh nh my cp nc cha tnh n cc chi ph xy dng cc cng trnh khc phc v trc tip cho hot ng sn xut kinh doanh ca nh my nhng nm ngoi khu vc ca Nh my nh cng trnh thu v trm bm nc th, ng ng dn nc th, trm in cao th v cc cng trnh ph tr phc v thi cng Nh my nh xy dng ng cng v,v.v...
