PRE-BOARD CHECK OF RESERVED PASSENGERS
PREAMBLE
Indian Railways facilitate transportation of about 7.6 billion people annually. Out of this, while about 4 billion are suburban passengers, nearly 3.6 billion
passengers belong to the non-suburban sector. The majority of the non-suburban passengers, i.e. about 88%, are unreserved and transported by Railways without
being subjected to any intensive ticket checking by the Travelling Ticket Examiners.
About 12% of the non-suburban sector, aggregating to nearly 0.48 billion,
are reserved passengers. An exclusive set of employees designated as T.T.E, travel in the train to conduct an intensive on-board checking of these passengers.
The Reserved passenger category constitutes about 6.2% of the total passenger transported by Indian Railways. The on-board checking exercise has a significant
financial implication for the Railways, the manpower requirement is enormous
while work output per employee is the least.
There has been a paradigm shift in the way tickets are sold. Reservation work is done through centralized computer system and by leveraging internet
environment. Even unreserved ordinary tickets are nowadays sold through this method. However the phase of ticket checking activities was allowed to continue
with the same methods and practices without being subjected to any kind of modernization or modification to suit and cater the contemporary requirements.
Virtually no paradigm shift has taken place in this area, even though it is evidently very essential as the existing system is an unsustainable one to
continue with.
Nearly 2500 categorized Mail & Express trains with predominantly reserved coaches and about 2500 ordinary passenger trains (some of which have
reservation of berths & seats) are operated in the Indian Railway System. Every
year this number tends to go up along with other special trains being run to cater to seasonal demands. If the existing systems and methods of ticket checking is
continued to be followed, it will either necessitate an increase in the number of TTEs, or the number of coaches to be allotted per TTE for checking has to be
increased, which is neither desirable functionally, nor a feasible option considering the impact it can have in the passenger amenity front. Further it will
dilute the very purpose of the ticket checking activity. With 10% annual growth in this sector, the onboard ticket checking activity will become a serious liability.
Under these circumstances, as it is felt that an appropriate methodology for a suitable paradigm shift in ticket checking of reserved passengers becomes the
need of the hour, to keep pace with the changing time, this exercise is initiated. The main objective of this exercise is to evolve and suggest a user friendly
(passenger friendly) and economical system for reserved passenger assistance and ticket checking, that meets the contemporary requirements.

Introduction :
With more and more trains being introduced, the preference of passengers has undergone a major shift and become train-specific due to the numerous
options available to them to travel to a specific destination. Majority of the passengers reserve the tickets well in advance and the general trend is to board
from the originating station itself. Very negligible and insignificant number of passengers board, even, at the next sub-urban Stations, and the en route
stations’ position is also not so different.
Almost 100% of the tickets pertaining to the reserved segment is catered through PRS system (Reservation counters, IRCTC, Non-rail-head reservation
counters, Post Offices, municipalities etc.), leaving with only a miniscule portion
to be sold through non-computerized points like Out Agencies. The en route reservations are also net worked and hence the details of enroute accommodation
are also automatically incorporated in the reservation master record.
A study of the existing procedure of checking the reserved passengers (on board trains) and the boarding pattern of passengers was conducted to find out
the various options and possible alternatives to the existing system and procedure. The study covers broadly the following two aspects, viz. The
Passenger reporting pattern, and the Ticket checking practices.
Characteristic of Ticket Checking:
At present the system of checking the reserved passengers is done on-
board by the travelling ticket examiners; here the checking is now reduced to only pairing of the passenger reservation slip with the chart and to confirm the
possession of valid identity document; and to allot the vacant berths if any to the R.A.C. Ticket holders. No other serious responsibility except occasional issue of
EFT, if any, up gradation is allowed by the TTE these are the major portion of their duties apart from other incidental responsibilities.
On an average a TTE is required to check two to three coaches. The Inter-
city trains, which are departing after 2100 hrs, and undertakes a journey of 500
kms to 650 kms. within about 8 to 11 ½ hours time, approximately 2 hours are consumed for on-board checking. This unfriendly and inconvenient process of
ticket verification activity is one of the major reasons for passenger dissatisfaction, as they are forced to wait and made to retire for the night
belatedly. While this practice causes avoidable inconveniences on account of human interface on one hand, on the other hand, invariably the quality of check
is also compromised. Further there is enough scope for manipulation and corrupt practices by the T.T.E’s and resultant passenger complaints. Since the T.T.E.
cadre is the most important section of the front line railway staff that is constantly engaged in passenger interface, there performance mainly affects the
railways image directly.

This check, if extensively conducted, will consume about 25% of the travel
time in inter-city trains.
The number of reserved passengers is bound to grow exponentially with the introduction of new trains and the existing system of checking the passengers will
be put to severe test and consequent increase in staff cost due to increased deployment of TTEs year after year. In such a scenario, it has to be ascertained
whether the concept of on-board checking of tickets by TTEs is relevant. There is a reduction in the work requirements of the T.T.E onboard as already the facility
of providing confirmed accommodation in current booking/cancellation counters after charting and up to 10 minutes before the scheduled departure of the train
has been introduced, particularly in collecting EFT charges. Since even the waitlisted passenger also need not pay any excess fare if and when allotted with
confirmed berths, the EFT activities are totally reduced. Virtually the T.T.E. onboard in the train is only ensuring that the reserved passengers occupy their
respective seats/berths, this job was assigned to the erstwhile first class coach
attendants earlier before the introduction of A.C. services. Even though the A.C. services are also attached with the services of the coach attendants, this practice
is not followed, and the T.T.E. services were introduced. Therefore, to cope with this fast evolving scenario it is essential that alternative strategy for
checking the reserved passengers has to be developed adopted at the earliest.
Reporting pattern of reserved passengers.
A sample comprising of 8 trains departing from the originating stations (MAS, MS, TEN & MDU) between 18.00hrs and 23.30hrs were selected, to study
the pattern of actual reporting time of the passengers, and field survey was undertaken by the sectional T.I.As.
Only the upper class passenger’s categories alone are considered for this
pilot study. The classes selected were 1stA/C, 2nd A/C, 3RD A/C and FIRST class.
The survey was conducted for a 10 day period for each of the 8 trains. The trains selected were inter-city trains traversing a distance of 500 to 650 kms.
These are popular trains which have high occupancy percentage throughout the year and cater to sectors in which the demand for additional trains is there.
For the purpose of survey the number of passengers occupying their accommodation at various points of time was aggregated into four blocks of 10
minutes each, starting from half an hour before the scheduled departure of the train and up-to the time of departure of the train.

The occupancy details of passengers for 10 day period is detailed at
Annexure-I (a to h) and the same is explained with the help of charts for each
train at Annexure-II (a to h).
The occupancy pattern 30 minutes before departure of the trains is given in Annexure-III.
The occupancy pattern during the last ten minutes before departure of the
trains is given in Annexure-IV.
Further, to correlate the volume of enroute passengers with the originating station passengers, the boarding & de-boarding particulars of the passengers in
the enroute stations for the corresponding period were also collected and compared, as detailed at Annexure – V (a to h).(The enroute passenger’s
category is meager and insignificant to the total passengers booked for the train.)
Analysis and inference of the Data collected
Analysis of the time of reporting revealed the following pattern.
1. There is a co-relation between the pattern of reporting and the
scheduled departure time of the trains. 2. For trains starting between 18.00 Hrs. and 20.00 hrs. the percentage of
passengers reporting at the last ten minutes interval was high when compared to the trains starting after 21.00 Hrs and this percentage
gradually decreases for trains starting late in the night. 3. The reporting pattern of passengers for late evening trains are very
much well in advance of the departure of train. 4. For all trains, majority of passengers reports 20 minutes before the
respective train’s scheduled departure time. 5. The Class-wise reporting pattern for the 8 trains is explained through
charts for each class at Annexure-VI (a to d)
A) About 94% of the 1A Passengers’ prefer to report well in advance and
generally avoid last minute rush. B) 45% of the Passengers in 2A class report before ½ hour of the
scheduled departure, and about 91% reports before 10 mins. to departure. Remaining only 9% reports during the last 10 mins. to
departure. C) 45% of 3APassengers report before ½ hour of the scheduled dep. of the
train and 90% report before 10 mins to departure. Only 10% report during the last 10 minutes period.
D) 28% of the Passengers in First Class report before ½ hour of the scheduled departure of the train and 85% report before 10 mins. Of
scheduled departure time of the train. Only 15% reports during the last 10 minutes duration.

The study presents the overall pattern of reporting of reserved passengers of 8
overnight trains, and confirms that;
More than 90% of the passengers’ board trains 10 minutes before the scheduled departure of the trains i.e. they are at the railway station well
ahead of their train’s departure. This will be true for the enroute passengers also, further in their case the
reporting will be full well before the arrival time itself. Less than 10% passengers are late comers, though they board late, most of
them might be at the station well before time but board at the last minute. There is ample scope, to ensure that the reserved passengers are checked
in on their arrival at the railway station without waiting for them to board the train.
In the light of the above, it is felt that ticket checking for the passengers
can be done at the Station’s platform itself (as pre board checking system) with
suitable and required arrangements in place, instead of the present onboard checking system. To facilitate pre-board checking system, the following procedure
is proposed.
Procedure suggested for pre-board ticket checking system.
A passenger friendly, transparent electronic and web based check in system is what the railways is required to adopt, which may include, among other
aspects, the following.
1. Separate check-in counters should be opened for this purpose both at the station premises and at the entrance to the platforms.
2. e check-in and Tele-check-in facility should be extended to the passengers during 24 hours duration and up to 30 minutes of the scheduled departure
of the train..
3. e-cancellation and Tele- cancellation should be allowed till 30 minutes of the scheduled departure of the train.
4. The check-in counters shall be manned by the commercial staffs the T T E/ TC as passenger service personnel.
5. Reserved Passengers should be allowed to report to the check-in counters at least one hour before the scheduled departure of the train at the station
premises counters for the check- in. 6. The platform check-in counters shall operate as soon as the train’s rake is
placed, i.e. 30 minutes before the scheduled departure time of the respective trains.
7. The check-in counter shall close for confirmed passengers 10 minutes before the scheduled departure.

8. The RAC passengers and wait listed passengers should be allotted with the
residual seats/berths during the last 10 minutes period. (This is for the RAC
and waitlisted passengers automatically not confirmed during the process completed till 30 minutes before the scheduled departure).
9. The confirmed passengers not checked-in before 10 minutes of the scheduled departure will have to forego the reservation and may be
considered for allotment only if any vacancy is left un-allotted. 10.If any up-gradation request, from ordinary/open ticket passengers are
received the vacant berths/seats can be allotyted and the dues shall be recovered at the platform check-in counters and no one shall be allowed to
board the train without paying the dues. No EFT shall be issued in the train. 11. Any residual vacancies shall be informed to the next stopping station so
that these vacancies are sold well in time before the arrival of the train at that station.
12. The Coach Attendant shall facilitate the passengers to board the train and occupy their respective seat/berth.
13. There shall be only service personnel on board, and no need of any
examining/ inspecting officials.
ADVANTAGES OF PRE-BOARD CHECK SYSTEM ARE:
Implementation of the concept of pre-board check- in, in railways, in the lines of Airlines sector, is felt to be a necessity to improve the quality and efficiency of the
system of ticket checking and passenger service aspects.
It will achieve transparency and eliminate malpractices and corruption in allotments of berths/seats due to the system’s involvement, instead of
individual’s action.
This will enhance passenger satisfaction, confidence and improve railway’s image.
The scene of passengers’ mobbing, chasing, and pestering the T.T.E at the platform will be eliminated and the dignity of the passengers will be
restored along with the decorum at the platform.
Reduce human interface particularly during late night hours, also the passengers will not be put to late night disturbance in the garb of checking.
The greatest advantage will be that the scheme will promote a better
discipline in the way passengers report for travel consequently eliminating last minute rush, uncertainties and confusions, thereby resulting in a more
organized start to journeys.
Overall a disciplined atmosphere will prevail at the railway stations.

1. Passengers holding RAC tickets can be confirmed in the platform itself.
2. Amended chart can be prepared on real time basis and EDR reports can be
updated immediately. This will render the procedure of manually feeding the EDR details for processing refunds.
3. To prevent W/L passengers and unauthorized persons from boarding the coach. It will be worthwhile to mention here that of late, theft of baggage,
mobiles, laptops etc; are reported very frequently. 4. Will directly effect financial savings by cumulative reduction in expenditure
on TA/DA, NDA and cost of maintenance of TTE restrooms and other infrastructures. All other associated Administrative, accounts works will
show considerable reduction by way of manpower and activity and resultant saving in expenditure.
5. Reduction in onboard TTEs results in release of earmarked berths to passengers adding revenue to the Railways.
6. Invariably for the trains traversing a distance of 500KMs or more two sets of TTE’s work in the train, one from the starting station and another from
an enroute junction station. The role of the second set of TTE’s is practically
nothing and is an avoidable unproductive exercise. This unproductive exercise will be eliminated.
7. Southern Railway operates 139 Mail/Express Trains daily. If the concept of pre-checking is introduced the resultant reduction in expenditure
pertaining to TA/DA and NDA payable to TTE’s will be around @Rs.500/- per TTE and Rs.2500/- per train which works out to Rs. 3.5 lakhs per day
amounting to Rs.12. Cores per annum. 8. The stations will have more manpower availability to take care of the
management of the station activities and passenger amenity requirements. 9. With the surplus commercial staff even the unreserved passenger’s tickets
also can be checked to restrict ticket less travel.
CONCLUSION:
As such all A.C. coaches are provided with attendants, and the majority
passengers reports to station well before time of departure of trains, as a trial measure, the concept of pre-board checking may be introduced in some
important intercity, overnight trains, having more upper and A.C. class coaches as of now, to fully understand the implications and requirements. Once the
feasibility of the system gets acceptance, then this should be gradually extended to SL Class passengers also.
