TASC will only accept folios of work for assessment if the folio is officially received by the due date, unless TASC has given to the candidate prior written approval for a later submission date, and all verification requirements have been met.

TASC Student IDEvery student is allocated a unique TASC Student ID when they are first registered with the Office of Tasmanian Assessment, Standards and Certification (TASC) (usually in Year 10), for example 10K18367.

Your name MUST NOT appear anywhere on any exam paper, folio, display or other work you submit for external assessment. Your TASC Student ID must be the only means of identification.

Notice of EnrolmentEvery student studying a Tasmanian Certificate of Education (TCE) course is provided with a pink Notice of Enrolment. This sheet contains your personal details, lists all the TCE subjects you are enrolled in this year and shows where you have any written examinations.

If you attend an examination centre without your Notice of Enrolment you will be required to complete a new enrolment form. Time taken to complete this form (after the examination has started) will be deducted from the time allowed for the examination (including reading time). No extra time will be given to you to complete this form.

If the personal information contained on your Notice of Enrolment form is incorrect, please make the necessary alterations on your form and return it to the TASC Liaison Officer at your school.

The address printed on your form is the same address to which your results will be posted.

Notes during reading timeAll TCE examinations are designed for you to spend the first 15 minutes reading the paper.

We recommend you use this time for reading and planning your approach to the examination.

You may write, annotate or highlight during this reading time.

You may do this on your rough notepaper, on the examination paper or in your answer book.

Authenticity and academic integrityYou are expected to observe the highest standards of honesty and integrity in the work you submit for assessment: this is called academic integrity. When you submit a folio/project to TASC for external assessment you must sign a declaration form stating that the folio/project is your own work and contains no unacknowledged material.

If you sign a declaration form and your work contains information, images, ideas or words that are not your own and you have not acknowledged all of these you are being untruthful.

You MUST NOT take any of the following materials into the external examinations:

• electronic dictionaries and/or spell checkers• subject specific reference books/dictionaries (see

exception – Languages)• programmable (computerised) watches or devices (eg apple

watch, iPods/MP3 players/mini disc or/CD players, laptop computers, PDAs, iPads, tablets or similar devices)

• recording devices of any kind• electronic storage media (USB drives or other proprietary

memory cards)• mobile telephones• cameras• animals• any intoxicating substances• pencil cases or pencil bags (writing implements MUST be in

clear sealable plastic bag or clear (see-through) pencil case)• any loose notes, papers, manuscripts, books, computer disks

or notebooks (unless their use during the examination has been permitted)

• Any food or drinks (other than water) unless expressly given permission by TASC.

If you take any of the listed items into an examination (written or practical) you will be in breach of the Examination Rule. All evidence collected (confiscated) will be forwarded to TASC. The evidence will not be returned until such time that TASC determines if a breach has occurred and what penalty may apply.

Supervisors have the right to check materials brought into the exam room by candidates and remove any unauthorised material. Supervisors are not responsible for the loss of personal property such as mobile phones etc.

MATERIALS ALLOWED INTO WRITTEN EXAMINATIONS

DictionariesYou may use unannotated English and/or English/Foreign Language (paper based) dictionary/thesaurus (single book only) throughout an entire written examination in all subjects.

Your dictionary must not be annotated or highlighted in any way, including using stickers to mark a particular place. Electronic dictionaries/thesaurus, spell checkers and/or translators are NOT allowed.

Note: Candidates undertaking Japanese are permitted to take two volumes (English/Japanese and Japanese/English) (unannotated) into the examination room, this allowance will be made for candidates who do not have a combined dictionary which contains both.

Water in examinationsYou may bring water (non-carbonated) into the examination room provided that the water is in a clear plastic bottle that has no adhesive labels affixed and has a pop-top lid. The bottle is to be a maximum of 1500 ml capacity.

You are not to re-fill or share drink container during the examination. You will not be given a time allowance as a result of any accident (either by yourself or someone else) relating to your drink container (e.g. spillage of water).

Use of calculatorsYou may take a calculator into some of the external examinations conducted by TASC. Calculators are not required for all external examinations. There are restrictions on the types of calculators that can be used and also when calculators can be used, if permitted. TASC policy and a list of approved calculators is available on the TASC website at www.tasc.tas.gov.au/0021.

It is your responsibility to ensure that your calculator works correctly. You may not borrow a calculator in the examination room. If your calculator fails to work correctly (or at all), or it runs out of power (e.g. batteries going flat mid-way through), this will not be taken into consideration by TASC.

Calculators are intended to be used as calculating devices and not as a method of introducing unauthorised information into the examination room. Note: Calculator memory does not need to be cleared.

Derived Examination Ratings A candidate who becomes ill or experiences an accident or personal trauma at the time of their TCE examinations may apply for Derived Examination Ratings.

Derived Examination Ratings cannot be applied for on the basis of:

• absence from school or study for prolonged periods• unfamiliarity with the English language• loss of examination preparation time• teacher absence or other teacher related difficulties• matters that a candidate could have avoided, e.g. misreading

the examination timetable or instructions, matters related to school discipline

• matters of a candidate’s own choosing such as involvement in social events, sporting activities, school events.

This applies to all TCE examinations – written, oral and performance. Closing date for derived examination ratings applications:

TASC MUST receive all applications no later than 5 days after your last examination in the relevant examination period.

You will be notified of the outcome of your application when you receive your results.

The TASC medical certificate is provided on pages 9–10 of this guide.

Attendance at examinations You should attend every examination session if at all possible and not miss an examination because you do not feel able to do your best. A candidate who does not attend an examination session and whose application for Derived Examination Ratings is not approved will not receive external ratings for that examination. TASC does not expect you to attend an examination session against medical advice, but you must have a definitive statement from your doctor about your diagnosis and inability to attend, dated on the day of the examination or not more than 7 days before the examination. If you are ABSENT FROM AN EXAMINATION DUE TO ILLNESS, you must:

• visit your medical practitioner and request the completion of the TASC medical certificate. Certificates MUST be provided using the TASC medical certificate form to ensure that all information required by TASC is supplied. This certificate MUST be dated on the day of the examination or not more than 7 days before. TASC will NOT accept medical certificates dated after the examination.

If you are UNABLE TO COMPLETE AN EXAMINATION DUE TO ILLNESS, you must:

• report to an examination supervisor and explain why you are leaving – the supervisor will document this on the report form which is provided to TASC.

• visit your medical practitioner and request the completion of the TASC medical certificate. Certificates MUST be provided using the TASC medical certificate form to ensure that all information required by TASC is supplied. This certificate MUST be dated on the day of the examination or not more than 7 days before. TASC will NOT accept medical certificates dated after the examination.

If you COMPLETE an examination and have a valid medical covering you for this examination, your medical certificate will become null and void and cannot be accepted by TASC for that examination. If you are ABSENT FROM AN EXAMINATION FOR SOME OTHER REASON, you must:

• write to the Executive Officer, Office of Tasmanian Assessment, Standards and Certification, within 5 days of the date of the examination, detailing the circumstances of your absence and providing any supporting evidence.

BREACHING THE EXTERNAL ASSESSMENT RULE

If you are found to be in breach of any part of the TASC External Assessment Rule, as outlined on pages 11–13, you will be subject to a penalty. The following are examples of the penalties that may be applied by TASC, depending on the nature of the breach:

• your examination result for a particular subject may be cancelled

• all of your results for the year may be cancelled, for both internally and externally assessed subjects.

External Assessment Rule(this rule is made by the Executive Officer under section 64 of the Office of Tasmanian Assessment, Standards and Certification Act 2003)

Important notes:

a) Rule 1 requires that a student must sign and return to TASC a Student Registration form. The Student Registration form includes statements that the student accepts responsibilities in regard to reading the External Assessment Rule and being aware of due dates, examination timetables and other external assessment requirements. Failure to sign the form will mean that a student will be ineligible for candidacy for external assessment.

b) TASC will not honour any advice given by a teacher or a provider that contradicts or sets aside TASC’s Rule or TASC published external assessment guidelines.

1. Becoming a candidate

To become an external assessment candidate a person must sign and return to TASC the Student Registration form issued by TASC.

2. Conduct of an examination

Each candidate must follow these rules about the conduct of external assessments arranged by or on behalf of TASC.

a. Each candidate must attend an examination in person.

b. A candidate must not allow any other person to attend an examination in his or her place.

c. A person must not help any candidate to arrange for any other person to attend an examination in the candidate’s place.

d. A candidate must obey any instructions or directions given in the examination room by a supervisor.

e. No candidate may leave the examination room before the end of the first hour of the scheduled writing time.

f. No candidate may leave the examination room in the last half an hour of the scheduled writing time.

g. Except with the permission of the supervisor, no candidate may occupy a seat in the examination centre other than that assigned to the candidate.

h. No candidate may communicate with any other candidate in the examination room.

i. A candidate must not bring into the examination room any loose notes, papers, manuscripts, books or notebooks or other materials unless these are listed in the TASC requirements for this examination. A candidate must put any such books or notes that have accidentally been brought into the examination room in the section of the room that has been set aside for this purpose.

j. A candidate must not, during an examination, give assistance to another candidate or, through lack of care, allow another to copy or otherwise use any materials; or accept help from another or, dishonestly or unfairly use any materials or, in any manner whatsoever, act dishonestly or unfairly or cheat or conspire to do so.

k. A candidate must not remove any answer booklet, used or unused, from the examination room.

l. A candidate must not bring any of the following items into the examination room:• electronic dictionaries and/or spell checkers• subject specific reference books/dictionaries (exception – languages [dictionaries])• programmable (computerised) watches or devices (e.g. apple watch, iPods / MP3 players / mini disc or CD players,

laptop computers / PDAs, iPads, tablets or similar devices• recording devices of any kind• electronic storage media (USB drives or other proprietary memory cards)• mobile telephones• cameras• animals• any intoxicating substances• any loose notes, papers, manuscripts, books, computer discs or notebooks unless their use during the examination has been

permitted• pencil cases or pencil bags (writing implements MUST be in a clear sealable plastic bag or clear (see-though) pencil case• any food or drinks (other than water) unless expressly given permission by TASC.

Note: Water may be brought into an examination room provided that the water is in a clear plastic bottle that has no adhesive labels and has a ‘pop-top’ lid. The bottle is to be a maximum of 1500 ml capacity and is not to be refilled or shared with other candidates during the exam.

A candidate may not bring into an examination room an approved and permitted calculator or any other form of electronic device that holds text or other information that if brought into the examination room in any other way would be a breach of section 2 of this rule.

m. A candidate must not present for external assessment under the influence of drugs or alcohol.

n. A candidate must not cause any nuisance, annoyance or interference to any other candidates. A candidate who does not obey an instruction given by the supervisor to stop any nuisance, annoyance or interference to any other candidates will not be allowed to complete the examination and will be required to leave the examination room immediately.

o. A candidate must obey and observe any instruction relating to these rules given by the supervisor.

p. A candidate must stop writing when given the instruction to do so by the supervisor.

q. At the end of the examination each candidate must stay silent and in his or her place until told, by the supervisor, to leave the examination room.

r. A candidate must not communicate with an examiner, either before or after an examination or during a performance examination, except when communications are necessary for the conduct of the examination. Any communication regarding the conduct or result of an examination must be directed to the Executive Officer of Tasmanian Assessment, Standards and Certification.

s. A candidate must not cause any interference or damage to property at a venue where an examination is being conducted.

t. A candidate must not write or draw anything offensive in an answer booklet, nor write letters or notes to the examiners.

u. Candidate’s detected with any device defined in (l) upon the direction of the supervisor, surrender that device for inspection. Any confiscated device will be retained, pending an investigation into the alleged breach of TASC rules.

v. Candidate’s must not remove any response material, used or unused from the examination room.

w. All candidate watches must be removed and placed at the top of the candidate’s table where they can be clearly and easily seen by a supervisor.

3. Attendance at an examination

a. A supervisor will admit a candidate to the examination room if the candidate presents a valid Notice of Enrolment. A school student without a valid Notice of Enrolment will only be admitted by the supervisor after the TASC Liaison Officer or Principal of the student’s school has confirmed the student’s identity to the supervisor and on the basis that the student will comply with this rule.

b. A candidate who arrives up to one hour after the scheduled start of writing time for the examination will be admitted to the examination room. A candidate so admitted must stop work by the scheduled finish of writing time.

c. A candidate arriving later than one hour from the scheduled start of writing time will be admitted only on the following conditions:

i. that the candidate is admitted to the room on the understanding that his or her answer booklet(s) may not be accepted by TASC. The candidate must be told about this condition and must accept this requirement by completing the appropriate form (statutory declaration).

ii. that appropriate arrangements can be made to allow the candidate to complete the examination without disruption to other candidates. The candidate is allowed the full writing time for the examination but is given no time for reading

iii. that the candidate completes a Statutory Declaration immediately following the conclusion of the examination declaring:• the reason for being late for the examination (note rule 2(d) below)• that the candidate:

• has not seen or read the examination question booklet before entering the examination room

• has had no communication with anyone who has had access to the contents of the examination question booklet

• understands that the answer book(s) may not be accepted by TASC.

d. TASC will not make any allowance for a candidate who is late for an examination or who is absent from an examination as a result of misreading the timetable.

e. A candidate who, due to illness, has to leave an examination or is absent from an examination and wants this to be taken into consideration by TASC must visit a medical practitioner and request the completion of the Medical Certificate located in the Examination Guide. Medical Certificates must be dated on the day of the examination or not more than 7 days before. Medical Certificates dated after the day of examination will not be accepted, under any circumstances.

f. A candidate who is absent from an examination for some non-medical reason and wants TASC to give them individual consideration when determining their final award must write to the Executive Officer of TASC within 5 working days of the examination. The candidate must detail the special circumstances of this absence and provide any available supporting evidence (note rule 2(d) above).

g. During the scheduled time of an examination, a person (including a teacher) who is not authorised by TASC must not enter an examination room, communicate with a candidate or look at or remove an examination paper.

4. Externally assessed folios or other project work

a. Any material submitted by a candidate for external assessment must, except where the source of the information, images, ideas or words is explicitly acknowledged, be the work of the candidate.

b. An externally assessed folio or other project work will be assessed as specified in the folio guidelines published by TASC that year.

c. TASC will only accept candidate folios of work for assessment if:

i. the Declaration Form comes with the folio

ii. the Declaration Form is completed by both the candidate and the responsible teacher acting on behalf of the provider

iii. the folio is officially received at the designated collection centre (usually a school or college) on or before the published due date (and by no later than 5.00 pm) unless TASC has given to the candidate written approval before this date for a particular later submission date.

5. Breaches of the rule

a. Any apparent breach of the above rule or any other form of cheating or dishonesty in relation to any external assessments will be reported to the Executive Officer of TASC.

b. The Executive Officer may decide that the apparent breach is sufficiently serious to require consideration of a possible penalty by a meeting of members of the External Assessment Conduct Review Committee.

c. The meeting of members of the External Assessment Conduct Review Committee will consider the circumstances of the alleged breach and determine, if necessary, an appropriate penalty.

d. Possible penalties for candidates include:

• cancellation of the candidate’s examination result for a particular subject; or

• cancellation of all the candidate’s results for the year, for both internally and externally assessed subjects.

6. Special provisions

a. Sections 2 and 3 of these rules will apply to candidates with disabilities or other impairments with such approved changes, consistent with providing a fair opportunity to all to show what they know and can do, as can be appropriate and reasonable.

b. Candidates, supervisors and markers will be advised as needed by TASC of any approved specific changes to these rules for particular candidates.

c. Requests for special provisions must be received in the form and by the time as specified by TASC.

7. Inspection, return and retention of candidate assessment material and requests to raise any matters related to individual examinations and results

a. Requests to inspect examination scripts and folios must be submitted to TASC by January 27 in the year following the examination. The candidate must complete the application form and the approved charge must be paid in advance.

b. Requests to raise any matters related to individual external examination and external assessment results must be submitted to TASC by January 27 in the year following the examination or assessment.

c. All work that is required to be externally assessed at schools and colleges will remain at the relevant school until the external assessment process is complete.

d. Candidates can request to have a copy of their written external assessment material returned to them by writing to TASC by the end of March in the year following the assessment. A copy of the material will then be returned by the end of June that year. The candidate must complete the application form and the approved charge must be paid in advance.

All examination or external assessment material held by TASC that is not being returned to candidates, retained for quality control or other accountability purposes, will be destroyed at the end of June in the year following the examination or external assessment.

What result information will I receive?The package of information provided to you will depend on which year of study you have completed.

• Year 10 Students studying TCE Senior Secondary Courses:will receive a Statement of Results, which shows the awards received for the year and information about your progression towards the TCE.

• Year 11 Students:will receive a Statement of Results, which shows the awards received for the year and information about your progression towards the TCE.

• Year 12 Students:will receive:• a Statement of Results (all students)• a Qualifications Certificate (all students)• an Australian Tertiary Admission Rank (ATAR) – only

issued to those students who achieve the TCE and are eligible to receive one

• a TCE Certificate – only issued to those students eligible to receive one.

Is it possible to get my results earlier?You have the option of having your TCE results emailed to you prior to receiving a hard copy in the post. This service is pro-vided free of charge. You can access this service by going to the TASC internet site to register your details and email address, go to www.tasc.tas.gov.au/1865.

You need to register (completing ALL the required steps) before 18 December 2016 in order to receive your results on 19 December via email. Verifications completed after 18 December will be processed in line with the TASC’s operational schedule. This is the only way of registering.

The following results will be forwarded via email on 19 December 2016:

• Statement of Results• Australian Tertiary Admission Rank (ATAR) (for eligible

candidates)• External Assessment Information (criterion ratings).

TASC will not accept responsibility for the security of the results once they have been forwarded to the email address you have supplied to us.

Can I get a breakdown of my criterion ratings and external marks?Yes, you can have your external assessment information emailed to you.

This information includes the ratings achieved on each criterion (both internal and external) and the rules used to determine your final award in the subject.

You can access this service by registering your details and email address on the TASC website at www.tasc.tas.gov.au/1865.

You need to register (completing ALL the required steps)

before 27 January 2017 This is the only way of registering.

What do I do if I have a query about my results?You may lodge a query about your results by going to the following address: www.tasc.tas.gov.au/3439

You will be required to enter your TASC Student ID and follow the instructions on screen. You will be asked for your email address so we can contact you. You should include as much relevant detail as possible about your query.

You will then receive a confirmation email advising that your submission has been received successfully. The confirmation email will include a reference number. We will attempt to answer all queries as soon as possible, providing you with a comprehensive answer.

All queries about results MUST be submitted via the web. This ensures that all queries are referred to the most appropriate officer for faster processing. No queries will be accepted via phone to the TASC office.

The Academic Senate of the University of Tasmania has decided that from 2016 onwards, to be eligible for the calculation of an ATAR, students will have to have met the standards for the award of the Tasmanian Certificate of Education (TCE).

To qualify for an Australian Tertiary Admission Rank (ATAR) (after the completion of Year 12 or 13) you need to have achieved a TCE and the following:

• Completed satisfactorily a minimum of four pre-tertiary (TCE Level 3 or Level 4) subjects or a maximum of five pre-tertiary (TCE Level 3) subjects. You can complete more than the five pre-tertiary (TCE Level 3) subjects (over a two-year period) however, for the purposes of calculating your Australian Tertiary Admission Rank (ATAR), a maximum of 5 subjects only can be counted.

• Three pre-tertiary (TCE Level 3 or Level 4) subjects MUST come from the final year of study (either Year 12 or 13). The three highest scoring subjects from this final year of study are added together with the next best one or two scores from the same year or one other year (e.g. three from Year 12 and two from Year 11, or four from Year 12 and one from Year 11).

• The two years of study from which your ATAR can be calculated do not have to be consecutive.

• Subjects cannot be counted twice.

• Other subjects such as some of those offered by the University of Tasmania (UTAS) – University College program will also count towards your ATAR. For more information about these subjects please refer to the UTAS website.

TASC calculates a score for each university entrance (pre-tertiary – TCE Level 3 or Level 4) subject. These subject scores are then used to calculate your ATAR. TASC will advise eligible candidates of their subject scores and ATAR.
