The Urban Renewal Authority (URA) trades as Renewal SA and operates under the legislation of the Urban Renewal Act 1995 within the portfolio of the Treasurer, the Hon Rob Lucas MLC.

Renewal SA is a statutory corporation and its Chief Executive reports to the Treasurer and to the URA Board of Management.

The operations of the Board are governed by the Renewal SA Charter which is revised annually and approved and executed by the Treasurer of South Australia. The Charter sets out the government’s strategic objectives, priorities and focus areas of Renewal SA.

We have, and will continue to achieve, world-class property and development outcomes for the State, driving social and economic growth for South Australia and creating jobs.

We are continuing to focus on creating, planning and delivering inspiring economic development projects, building new communities and developing previously untouched sites into liveable places - enabling all South Australian communities to thrive.

Growth State is our commitment to grow and accelerate our economy through partnerships between government and industry. The plan seeks to unite the goals of the public and private sectors, to encourage greater investment in our economy, address economic barriers to growth and attract the best and brightest people to work and live in South Australia.

Growth State is helping us to stay focused on the projects that matter the most, creating a State that is full of unique and exciting opportunities and experiences for our communities and visitors.

Renewal SA is one of South Australia’s powerhouse agencies of economic growth and has several key projects underway to drive this. One of the government’s current innovative projects, supported by Renewal SA, is Lot Fourteen — a transformation of the former Royal Adelaide Hospital site into a world-class precinct where ideas and innovation will come to life to see a growing economy.

Meanwhile at Osborne, Renewal SA is facilitating the continued and unprecedented investment from our defence sector and leveraging an increase in economic activity to realise the ongoing revitalisation of Port Adelaide.

Through projects like these and others across residential, industrial, high value manufacturing and mixed-use, Renewal SA will continue to play a critical role in contributing to the South Australian Growth Agenda, stimulating the creation of jobs and bolstering social and economic growth for the State.

I am very pleased to release the 2020-2023 Strategic Plan for Renewal SA. The Board and Management team have been working very hard to articulate the role that Renewal SA will play in property and urban renewal projects in South Australia. Renewal SA will provide leadership and clear direction to drive investment into transformational property and urban renewal projects for the benefit of all South Australians.

The Strategic Plan is formulated on a foundation of four pillars — people, pipeline, partnerships and projects. These four pillars are critical to our success. Everything we do is underpinned by good governance and accountability for our performance.

We are very focused on driving economic growth in South Australia through property development and urban renewal projects of scale. We achieve this by working closely with our partners across the public and private sectors. Renewal SA has a proud history of working closely with the public and private sectors to deliver major urban renewal projects. Now, more than ever, we need our partners to continue to have the confidence to invest in South Australia.

We are committed to putting our people, customers and our partners at the heart of everything we do — creating a culture built on living our values.

Our aim is to build a strong and experienced team to provide quality commercial advice to the South Australian Government on how its land, land owned by South Australians, can be used to build new communities, foster employment growth and support the Growth State. We take this responsibility very seriously.

We are currently in a period of greater economic uncertainty and we want to work closely across government and the private sector to fund, support and, where necessary, intervene to allow major property and urban renewal projects to advance with confidence and success.

Our success will hinge on investing in our people, creating a strong investment pipeline, building mutually beneficial partnerships and delivering on our projects.

We have a wonderful opportunity to positively shape the future of South Australia through property at Renewal SA. On behalf of the URA Board I am pleased to endorse the Strategic Plan 2020-2023.

Renewal SA was established with the primary purpose to initiate, undertake, promote, and support urban development

activity to help deliver key strategic priorities of the South Australian Government, particularly the new urban development directions outlined in the 30-Year Plan for

Greater Adelaide.

Renewal SA is aligned to, and supports, the government’s economic plan, Growth State: Our Plan for Prosperity, which aims to stimulate the economy and population of the State. Our activities are driven by The 20-Year State Infrastructure Strategy which sets the long-term direction and priorities for infrastructure development in South Australia, and the

and opportunities across the housing sector.

As the delivery agency for the South Australian Government, we provide opportunities for industrial and commercial development on designated lands to support social and

economic growth and job creation.

Our focus is on property development that builds new industries, infrastructure and communities while driving

economic activity, attracting investment, and enhancing the liveability and land values in our State.

Our desire is for South Australia to have a strong economy and be a great place to live, and we believe property and development projects are key contributors to ensuring this is a reality.

Renewal SA is responsible for leading and coordinating urban renewal activity to ensure that the State’s future employment and housing needs are met through well-planned, affordable and vibrant urban development located near transport, employment, education and other services.

Our key functions as outlined in our Charter include:

^ encouraging, facilitating and supporting public and private sector investment and participation in the development of our State

^ initiating and developing a range of different property projects

^ acquiring and assembling land and other assets in strategic locations for urban renewal

^ acquiring, holding, managing, leasing and disposing of land and assets

^ promoting community understanding of, and support for, urban renewal by working with all key stakeholders

^ preparing and de-risking projects and land to enable investment by the private sector.

As a significant source of revenue for the State, Renewal SA has created, on average, more than $100 million of income each financial year through its activities.

This revenue is predominantly sourced through four activity areas:

Across these four areas, our focus is to work with others to enable investment. To ensure success, we cultivate strong partnerships across the private development and investment sector, construction and service industries as we work to represent a whole-of-government view.

Renewal SA strives to create exceptional outcomes, both practically and financially, in order to drive the future growth of our State.

We want to see a thriving and growing private property and development sector. In addition to commercial objectives, we exist to drive growth in our State through transformative projects, property initiatives and activities, in partnership with others who are just as passionate about property and South Australia.

We undertake a significant volume of civic, residential, industrial, commercial and economic-focused developments in addition to managing a substantial asset and land portfolio.

Renewal SA is the peak government agency for property and project delivery.

Renewal SA delivers a pipeline of projects annually that leads the market and increases investment into South Australia and Gross State Product (GSP).

Project origination comes from across the entire organisation. Staff are engaged and active in the process; ‘pipeline is everyone’s responsibility’.
