G E N E R A L T E R M S & C O N D I T I O N S

01. CONTRACT DOCUMENTS : Besides the letter of acceptance / work order; the following documents will constitute a part of contract.

a. Tender papers includes in this tender booklet. b. Booklet regarding `Tender & Contract for works’. c. Specifications / technical details - description / scope of work etc. d. Any other paper - correspondence etc. mutually agree upon.

02. DEPOSIT : (a) Earnest Money Deposit :

(b) Security Deposit : The successful tenderer will have also to pay a security deposit at the rate of 5% of the actual contract value in cash OR by DD or 2.5 % by cash and 2.5 % to be recovered from first monthly RA Bill.

03. TIME PERIOD OF CONTRACT :

All works, covers under this contract will be for Two years i.e. 24 months, time period and may be extended for further 06 months time period or part of it time, at the same rates, T&C etc. without obtaining any confirmation from contractor.

04. TERMS OF PAYMENT :

Payment will be made after completion of one month satisfactory work, on monthly basis, after the bill will be submitted in Triplicate along with `Schedule-A material accounting statement. Payment will be made as per the approved / accepted rate of `Schedule-B. Payment will be made as per actual work done only. Any deductions / recovery as per contract conditions, will be made directly from RA Bill, without obtaining consent from contractor.

05. Contractor shall have to make his own arrangement for storing his materials-tools- tackles-equipments-accommodation & transportation for his workers, for convenience of contractor some open space will be provided at the working site for making site office of the contractor, to keep his tools, tackles & equipments. A token rent about Rs.500/- per month will be charged to the contractor, which he will have to pay before the commencement of the month. OR if desires by contractor, he can pay full amount of rent for entire time period of contractor.

06. If the contractor fails to show the satisfactory O&M work of CHP, EIC of work shall have every

right to carryout the work either departmentally or by deploying other agency at the risks and cost of contractor without waiting for the expiring of time limit specified for this work.

07. The contractor has to keep one responsible person at site to supervise the work in all shifts round the clock and to receive the instructions at any time from GSECL officers 08. In the event of anyone or More, similar terms & conditions, description or other matter found

12. The rate quoted should be a firm price and no escalation will be granted.

SPECIAL TERMS & CONDITIONS

Below listed special terms and conditions, are related to this works, which the tenderer shall have to follow while carryout the works scrupulously. 01. For general and normal nature work the contractor shall have to carryout work in all shifts round the clock. However during emergency works contractor shall have to keep sufficient workers, on job work as and when required or arrange for manpower at any odd time and complete the entire job at a stretch, without interruption. Nothing will be paid extra for such emergency works except approved rate of tender. 02. The necessary tools, tackles, consumables materials shall have to arranged by contractor at his own cost. 03. GSECL other equipment likes fork lift, chain pulley block Hoist, etc. will be allowed to use by contractor without damage, if available and can be free from other works. 04. The Electricity for works, will be supplied free of cost by GSECL for lighting at location of works 05. Duration of this work is for 24 months from the date of awarding the order. However same may be extended for further 06 months OR part of without obtaining any consent or confirmation from contractor. The extension will be governed by same terms conditions and rates. 06. If contractors work is not found satisfactory contract will terminated by GSECL with one month notice. No compensation will be paid in lieu of termination of contractor. 07. Quantities mentioned in the Schedule “B” are totally approximate, shall very widely if the quantum works may be increased or decreased the GSECL does not take any responsibility to them works of each item mentioned in Schedule “B”. The contractor shall be paid through RA Bill on basis of actual works done on each item in Schedule “B”. The contractor should raise bill once in a month showing the statement of work done during the month. 08. Contractor authorized person should be available at site and should start the work as per the instruction from site engineer. TERMS & CONDITIONS REGARDING INDUSTRIAL LAWS AND OTHER RELATED MATTERS 01. WAGES TO BE PAID & TIME TO PAYMENT ETC. BY THE CONTRACTORS :

A. The contractor shall pay minimum of Rs. Prevailing Rate for unskilled Rs. Prevailing Rate for semi skilled and Rs Prevailing Rate for skilled worker or as per revised rate from time to time by competent authority per the related act whichever is higher. The wages of every contract labour employed by him under the contractor shall be paid by him before the expiry of 7th day of the last day of the month in respect of which the wages are payable (i.e. wages of a Month have to be paid by him in the first week of the next month). The payment shall be disbursed in the presence of management representative during the working hours in factory premises and the contractors shall get the entries certified in the register of wages by the representative of the GSECL. Any default will result in cancellation of contract forthwith or also the contractor shall be punishable to the extent of Rs.100/- fine per day.

B. The contractor shall give his telephone number and address to the GSECL so that in case of labour

trouble etc. the contractor can be contacted. The contractor shall arrange to have his office outside the factory premises and the contractors keep him self present though out the working hours.

C. The workers engaged by the contractor shall have to maintain the discipline.

02. LABOURS LAWS :

A. Person below the age of 18 years shall not be employed for the work.

C. Contractor shall maintain a valid labour licence under the contract labour (regulation and

abolition) 1970 Act for employing necessary manpower to be required by him in the absence of such licence the contract shall be liable to be terminated without assigning any reasons thereof.

D. The contractor shall at his own expense comply with all labour laws and keep the GSECL

indemnified in respect thereof. Some of the major liabilities under various labour and industrial laws which the contractor shall comply with are as under :

i) Payment of contribution by way of employers & employe contribution towards provident

Fund, Family Pension scheme Deposit Linked Insurance Scheme, Administrative charges etc. at the rate made applicable from time to time by Government of Gujarat / Government of India or other Statutory authorities.

ii) Payment of deposit in respect of each contract labour at the rate of Rs. 30/- with the office of

commissioner of Labour as per the contract Labour (Regulation and Abolition) Act.

iii) Labour license fees as prescribed under the contract labour (Regulation and Abolition) Act. and rules framed there under depending upon the number of workman employed by the contractor and to keep all the register under the contract labour act.

iv) Identify cards as prescribed under the factories Act with photo affixed there on the same for identification.

v) Payment of retrenchment compensation. Notice pay and other liabilities as per Industrial

disputes Act. Any payment to the contractor’s employees arising out of any claim of disputes under the Industrial Disputes Act. 1947 or any other labours laws will be bare by the contractor & will have to comply the liabilities, no reimbursement or escalation will be paid to the contractor.

vi) Payment of compensation in case of accidental injury will be borned by party. vii) Provision of creche if the female labours employed are more than 30 numbers.

viii) Maternity leave as per provisions of the maternity benefit Act.

ix) Bonus as per payment of Bonus Act, 1965.

x) For the compliance of the labour laws applicable to contractor the amount paid by him will

not be reimburse or no claim for labour escalation will be allowed and all liabilities will be solely on the contractor.

03. PROVIDENT FUND AND PENSION SCHEME : The contractor shall submit along with his bill (Month wise) a statement regarding deductions against employees provident fund and family pension scheme in respect of each concerned employee. Both the contribution i.e. Employees & Employers contribution. Provident fund and family pension scheme the rate of 12.5% (or at the rate made applicable by the Govt. from time to time) of the wages. The contractors contribution and his workers contributions towards provident fund and family pension scheme shall be deposited by the contractor with Regional Provident Fund Commissioner, Ahmedabad. 04. DEPOSIT LINKED INSURANCE SCHEME : The contractor shall have to deposit ½ % of the wages in respect of employees who is a member of the provident fund as the contribution to the deposit linked insurance scheme with Regional Provident Fund Commissioner, Ahmedabad. 05. ADMINISTRATIVE CHARGE : Administrative charges for maintaining provident fund account shall be deposited by the contractor with Regional Provident Fund Commissioner, Ahmedabad at the rates applicable.

06. PAID LEAVE FACILITY : Paid leave facility at the rate of one day for every twenty days worked by contractor labour shall be provided by the contractor to his workers. He shall maintain leave records leave cards for individual labourer which shall be duly verified and approved / certified by the authorized offer of the GSECL. 07. WORKMEN COMPENSATION FUND AND EMPLOYER’S LIABILITY INSURANCE : The contractor shall cover all his employees workmen’s compensation fund and under the liabilities insurance. 08. The contractor shall employee adequate number of experience staff at site for daily supervision and for maintenanace of various registers and records required under the law and contract. No payment for supervision shall be admissible. 09. CONTRACTOR TO INDEMNIFY THE GSECL : The contractor shall indemnify the GSECL and every / number officer and employees of the GSECL also engineer in charge and his staff against all actions proceedings claims, demands costs and expenses whatsoever arising out of or in connection with the matter referred herein above elsewhere and against all actions proceeding claims, demands costs and expenses which may be made against the GSECL or Government for or in respect of or formance of his obligation under the contract document. The GSECL shall not be liable for or in consequence of any accident or injury to any workmen or other person in the employment of the contractor or his sub Contractor and the contractor shall indemnify and keep indemnified the GSECL against all such damage and compensation and against all claims, demands proceedings costs, charges and expenses whatsoever in respect thereof or in relation thereto. 10. WORKMEN’S COMPENSATIONAND EMPLOYEE’S LIABILITY INSURANANCE : Insurance shall be effected for all the contractor’s employees in the performance of this contract. If any of the work is subject the contractor shall require the sub-contractor to provide, workmen’s compensation and Employer’s liability Insurance for the letter’s employees unless such employees are covered under the contractor’s insurance. 11. The GSECL reserves the right to terminate this rate contract at any time during its pendency without giving notice of termination or any reasons thereof. 12. The GSECL will be entitled to deduct directly from the bills, to be paid the contractor any sum / sums payable by you and which sum / sums the GSECL required to pay as a an account of your default in respect of all l iabilities referred to in above clauses. The above are some of the major liabilities of the contractor in addition to other liabilities prescribed under the various labour law in force from time to time from statutory authorities like state Government / Govt. of India which the contractor shall have to comply with.

RULES REGULATIONS (TO BE NORMALLY FOLLOWED & OBSERVED BY CONTRACTOR)

The attention of successful contractor is drawn towards under listed Rules-Regulations Formalities and to be observed GSECL possible assistance and submission of Documents - Agreement of Appropriate valued stamp paper etc. before commencement of works. 01. The contractor has to arrange transporting his staff workers at his cost. No quarter / accommodation will be provided by GSECL. 02. The labour laws and factory acts in existence and any amendment from time to time shall be binding to the contractor. 03. If contractor is not the sole proprietor, the contractor will have to submit the copy of partnership deed along with offer. If contractor is sole proprietor it should be clearly mentioned. 04. The contractor will have to furnish the copy of labour contract licence from appropriate authority. 05. The contractor shall have to issue the appointment letter to their workers / supervisors

engaged for the said work compulsorily before starting the work. 06. The contractor will have to submit latest copy of solvency certificate of 20 % of estimate value of contract. 07. The contractor will have to execute an agreement (Indemnity Bond etc.) as required on appropriate valued Stamp paper towards contract works with the GSECL as well as for material issue. The cost of stamp paper shall be born by contractor. 08. The contractor will have to submit copy of the power of Attorney if any one or more persons authorized for works signing the documents / papers / submit the bills and receiving the payments and material. 09. Important Notice : As the power station being restricted / prohibited area all the formalities as required by security and Vigilance Officer or GSECL Higher Officer should be fulfilled by contractor invariably. 10. The contractor will indemnity the GSECL for any injury or damage that may be caused to his man or material. However the contractor shall be fully responsible for any damage caused to the GSECL properties by his men or materials while executing the work. The GSECL shall be entitled to recover the damages from contractor and in this respect the decision of the Chief Engineer, Gujarat State Electricity Corporation Ltd., Sikka shall be final and binding to the contractor. 11. The contractor shall have to strictly observed all safety rules as per factory Act, 1948 and what ever amendments made, from time to time to avoid the chance of accident. The contractor shall have to followed the instructions of safety officer / LWO of the GSECL. 12. As a special case GSECL may consider sanction for Quarter on chargeable basis,at his own description and convenience. 13. If required by the GSECL, due any operational and maintenanace needs circumstances, the GSECL shall have right to discontinue the contract fully or partially. No claim / compensation shall be paid or demanded for termination or discontinuation. However the GSECL shall give 03 months advance notice to the contractor if possible. 14. Before commencement of the contract work, the contractor has to furnish the documents for insurance of workers, failing which contractor shall not be allowed to commence the work. 15. In case of any dispute and discrepancy arising about this contract the decision of the Chief Engineer, Gujarat State Electricity Corporation Ltd., Thermal Power Station, Sikka shall be final and binding to the contractor, in all means and can not be challenged.

S C O P E O F W O R K

The scope of work consists and includes of any type of Operation and Maintenance works of coal handling plant as per requirements of Gujarat State Electricity Corporation Ltd., Thermal Power Station, Sikka. In generalized view operation part of work consists and includes of running of coal handling plant equipment for shifting of the coal unloaded from wagons and fill the coal into the bunkers or Stack into coal stock yard. As per the requirement of GSECL TPS Sikka. This is a round the clock shift duty works. The Maintenance parts of this contract consists and includes of running repairing, routine check, preventive, emergency break down work of annexure A equipments.to be carried out as per requirement of GSECL, Sikka. These works are to be carried out in all shift round the clock & also in wagon period like as below. The Maintenance parts of this contract consists and also includes of running repairing, routine check, preventive, break down, emergency and complete over hauling maintenance works of equipments listed in annexure B & C to be carried out as per requirement of GSECL, Sikka. These works are normally to be carried out in all shift & in no wagon periods.

The detailed scope of works and relative terms and conditions of operation of CHP are listed here after in special terms and condition. Scope of work Part-I & Part-II of this tender documents. In generalized view this contract covers the safe, smooth economical and efficient operation and all type of related maintenance works of CHP at Sikka TPS. As scope of works for contractor are consists, and includes any types of works related to operation and maintenance works of coal handling plant equipment it will automatically, fall in the scope of works as per instruction of EIC, even if it is not described. Incase of any dispute of discrepancy in above O&M scope of work, the decision of the Chief Engineer, GSECL, TPS, Sikka will be final and binding to the tenderer, in all means. The copy of O&M manual from manufacturers of CHP equipment are available at office of the Executive Engineer (Fuel) will be handed over to successful tenderer as and when needed for work only. The contractor can not keep this manual permanently with him / them.

SPECIAL TERMS AND CONDITION AND DESCRIPTION

(RELATED TO OPERATION OF C.H.P.) OPERATION PART - I This part of work contract consists and includes of running of coal handling plant equipments by his operators and carryout the safe, smooth, economical and efficient operations, starting, stopping and running of coal handling plant equipments for unloading of receiving coal rakes in time and bunkering of coal in to boiler bunkers. For unloading of coal rakes, all the essential equipments like WT, AF, SRC, Conveyors, CR, RS, BFD, TC etc. and for bunkering BFD, conveyors, TT IMS etc. are require to operate either in single stream running or both the stream running, change over of RPG, FG, etc. as per requirements of plant are also fall under scope of works of contractor. All the above works are to be carried out as per requirement of GSECL Sikka TPS, site conditions. The all above operations of plant are to be carried out round the clock by operating single stream OR both streams at a time as per the site conditions and instructions from the GSECL authorized representative. This part of contract also includes and consists of keeping all equipments neat and clean Record. The running behavior of the plant equipment, starting and stopping. Time of plant, vibration, running sound of equipments, healthiness of equipment etc. what so ever is applicable to each equipments / system at present and amended in future. In short, the contractor is bound to operate, all the equipment presently available and installed at CHP and also the equipments which may be installed in future shall also be operated by contractor with his /their staff. Note : In addition to general descriptions, T&C mentioned else where, in this tender documents below listed special terms and conditions pertain to operations PART OF CHP. 01. The contractor shall have to engage total 25 person per day for operation and 18 person per day for maitenance purpose. The contractor shall have to keep his / their operating staff round the clock in shift duty. 02. The contractor shall have to arrange for more operators as and when requires as per site conditions or as per instruction of GSECL representative for any special works. 03. The contractor shall have to keep their operators at following locations during unloading of coal wagons or reclaiming the coal from reclaiming hopper. One over all supervisors in shift:

a. WT No. 1&2 relevant conveyor belts, sump, pumps, DSS, MUH, BFD, 1A, 1B / 1C / AF 1&2 DC 1&2. b. JT-2 / IMS/ SM, Conv. 4A / 4B and Sump pumps. c. Conv. 5A/5B and Roller Screen 1 & 2 d. Crusher 1&2 and BFD 3A/3B DXT 1&2. e. Conv. 9A / B=BFD 2A / 2B Sump pumps, DSS f. TC and conv. 8A / 8B g. JT1 and Conv. 6A/6B, BFD 4A/4B, IMS 2A/2B h. Conv. 7A/7B Bunker floor TT etc. DXT 3,4,5,6 etc. One technician,one welder & 2 helpers to attend running faults during all shift round the clock.

04. The contractor will submit shift wise [location wise] presnece report of his staf to EIC. For the non availbility of the operator at specified location Rs.1,000/- will be recovered as his absence lead to plant equipment damage. 05. The contractor plant operator shall have to entirely check all the plant equipments and its accessories in every shift before starting of plant and record / report his observation to plant supervisor and then to EIC of plant every day in writing. 06. The contractor have to check all the parameters of running equipments like bearing temp. vibration, abnormal noise, Run out of belts, wear out of Rollers, breakage of Roller stands, chute punctures, warn out of skirt-rubbers, scrappers, damage on conveyor belts, oil levels in gear boxes, fluid couplings brakes etc. and keep them in safe working conditions. Contractor’s operator have to check crusher hammer rings for if any damage after unloading of coal rake and give the report to EIC. 07. During unloading reclaiming and bunkering of coal, operator should be vigilant and carryout the operations so that uniform and maximum belt capacity handling of coal can be achieved. 08. Plant operator should not run the equipments idle except for checking and testing. 09. The contractor shall have to prepare and submit a operation report of each and every starting and stopping of plant equipments (The specimen format for such report is enclosed with tender documents (Format-A)) The same format should be submitted and got verified with GSECL officer on next working day. The printing charges of format will be born by contractor. 10. The contractor plant operator should report the any defect observed developed occurred OR any complaint fault wear and tear etc. to the site in charge immediately and site in charge shall have to arrange for rectifying / attending. A defect book in this regards to be maintained regularly as per instruction of EIC. 11. Incase of damage caused either to plant equipments it self OR its accessories OR to the GSECL properties and belongings due to mal operation carelessness or negligence etc. of contractors operator, same should be rectified / repaired / replaced by contractor at his own cost and report of such occurrence should be made immediately to GSECL authority. Otherwise amount equivalent to loss / damages occurred to the GSECL + 15% service charges will be deducted from contractors bill or recovered earliest from contractors any balance amount with GSECL. 12. At any instant / incident the contractor operators is / are not available for works, the GSECL has every right to carryout these works, either departmentally or by deploying other agency at all risks and cost. 13. The contractor shall have to maintain up to date records of operations of plant equipments. Report should be submitted daily regarding running hrs, plant equipments behaviors, Availability of equipments etc. in a format approved by GSECL otherwise RA bill will not be accepted. The penalty of Rs.150/- per incident of non-submission of operation report as per format “A” in time will be deducted from contractors RA Bill. 14. Before commencement of operations works contractor shall have to make protocol in which particulars of plant equipments are handed over to him. 15. All the stationery materials required for keeping operational records i.e. log book, defect book, format etc. should be arranged by contractor at his own cost. 16. Incase of any dispute, discrepancy, difference of opinion-understanding- recoveries-deductions made arising about. rake demurrage payable to railway authority has been recovered from the contractor’s bill.

SPECIAL TERMS AND CONDITION AND DESCRIPTION (RELATED TO MAINTENANACE WORKS OF COAL HANDLING PLANT EQUIPMENTS)

MECHANICAL MAINTENANACE PART - I This part of works contracts consists and includes of routine preventive & emergency break down maintenance works are to be carried out or requires to be carried out. For keeping CHP equipments ready for service at any time. In details this part of contract covers running, repairs, emergency breakdown maintenance works, preventive maintenance works, emergency overhauling works of all the equipments related to coal handling plant at Sikka TPS. Mainly following plant equipments / systems will be covered under this contract:

a. Wagon Tipplers b. Appron feeders c. SRC’s d. Dribble Conv. e. Conv. 1 / 2 / 3 / 4A-4B / 5A-5B / 6A-6B / 7A-7B / 8A-8B / 9A-9B and its connected equipments like fluid couplings, gear box, flexible coupling conv. Brakes, chutes, Hood, guards, skirt rubber scrapper etc. f. Roller screens g. Crushers, BFD-1A-1B-1C / 2A-2B / 3A-3B / 4A-4B h. Tippler trolleys i. Rack and pinion gates j. Flap gates k. Telescopic chute and its operating mechanism l. Sump pumps m. DXT’s n. DSS’s o. Ventilation system p. Various chain pulley blocks hoist q. LSHS / LDO transfer pump and dewatering pump in LDO pump house etc.

1. Total preventive & emergency break down maintenance of all essential & seasonal equipment listed in annexure A & B

2. Total preventive & emergency break down maintenance of chp system accesories equipment listed in annexure C

3. Regular checking & emergency replacement of broken ,lossen coupling bolts, rubber insert, pin bushes. Etc in each shifts.

4. Regular preventive & emergency break down maintenanace & replacement of all type of slow speed & high speed copling of CHP are coverered in contractor’s scop of work

5. Regular preventive & break down maintenance /replacement of all bearings & pedestal blocks of CHP auxiliaries like all conveyor pulleys , SRC,crusher,roller screen ,dribble conveyors are covered in contractor’s scope of work.

6. Regular hard facing of roller screen rollers , flanged rollers of appron feeder& SRC rotor teeth hard facing.

7. Any type of maintenance work related to coal handling plant as per instruction of EIC

In short, any type of maintenance works, are requires to be carried out in any of coal handling plant equipments, briefly narrated above, and related works will automatically fall in the scope of work or contractor and all those essential works are to be carried out by deploying sufficient maintenance staff. The maintenance works should be carried out as per the instruction and directives of GSECL officer in charge or any person. Who will be called and engaged for any specialized job, by the GSECL.

All Maintenance works should be carried out in such a fashion / manner that all the equipments remain in adequate available conditions / to have an efficient coal handling and thus no interruption is cause in power generation for want of coal handling system. The scope also consists and includes of all the maintenance works as per under listed special terms and conditions related to mechanical maintenance works (Maintenance Part-II) and Brief guide lines printed in Appendix - A.

TERMS & CONDITIONS MAINTENANACE

PART-II (MECHANICAL)

01. The contractor shall have to employee qualified / experienced persons / supervisor who have adequate experience of operation and maintenance of coal handling plant. 02. The contractor shall have to engage sufficient mans power over & above those deployed for operation work to carryout the maintenance works in all shift and as and when requires in case of emergency at any time. 03. The works involves and consists of transportation and handling of maintenance materials and equipments, new parts, spares etc. from GSECL main Stores OR Departmental store and from one place to another place as per necessity for transportation of Heavy / Bulky items / components possible help shall be extended from GSECL, However contractor shall have to make his own arrangement for material handling. 04. Incase of planned preventive maintenance / overhauling 5 Hrs. advance notice will be given to contractor. However contractor shall have to follow up normal routine works as per appendix “A” without giving any notice. 05. During routine maintenance, If it is requires to carryout the maintenance work on any equipment / auxiliaries / accessories it should be brought to the notice of EIC & after receiving work permit / line clear, maintenance work shall be started. 06. The maintenance of CHP and equipments / systems shall be carried out by the contractor, deploying full strength of manpower and tools tackles etc. No interruption in progressive, maintenance work shall be granted that means work should be completed at a stretch. 07. In case of equipment failure, contractor will have to restore same within least possible time as directed by EIC. 08. All job shall be carried out as per instruction under indirect supervision and to the entire satisfaction of EIC or his representative and CHP equipments under maint. Shall be brought back to operation within shortest period so that power generation may not be affected for the want of coal. 09. Any deviation, omission and alternative as per the situation and instantaneous site condition and to suit operational condition, shall be carried out by the contractor within quoted rate. The quantum and frequency job to carried out or to be attended on each equipments can be increased or decreased as per operational conditions. Payment will be made strictly as per accepted tender rate in Schedule “B” Item Sr. No. 2. 10. The contractor shall be allowed to use crane monorail chain pulley blacks, Hoist provided in CHP area and specialized tools tackles available with the GSECL. The special tools tackles requires for works, If available and can be spare free of cost. However it should be used without any damage. Any damage shall have to be repaired by contractor, at his own cost; otherwise, recoveries for the same will be made as per GSECL rules. 11. To carryout the work in well planned manner, Necessary scaffolding / jaguars shall have to be prepared by the contractor for which material like bullies Kathie’s, rope, wooden board etc. shall be arranged by the contractor. After completion of work the contractor shall have to dismantle scaffolding / jaguars etc. clean oil dirt mud-dust cotton waste etc. spread out at working area and shall not be left our haphazardly.

12. a) Consumables like kerosene / rustolene oil grease dum-dum M seal jointing packing sheets nut and bolts special welding electrodes like SS, cutode like wise other consumable materials diesel for cleaning works etc. Optimum quantity of consumables shall be issued to the contractor free of cost by the GSECL for attending the maintenance works as mentioned in Schedule b) Party will have manage for cotton waste hecksaw blades, grinding wheel, elen keys, hook chook, chain pulley block of suitable capacity to cary out main job, grinders, cutting tools etc. Welding machine, spanner sets, for maintenance of CHP. c) All the spares require for the replacement of worn-out parts such as bearings bushes etc. (for which old worn-out spares can be return) shall also be provided by the GSECL free of cost. The material shall be issued to the contractor from GSECL main store OR CHP store as the case may be Regarding issue of material and procedure to be adopted records to be kept as per GSECL rules is laid down. 13. Any repairing testing calibration checking machining like turning milling shaping manufacturing of any items, which are not possible at site and in general view considered as different natured works than maintenance at site, than the GSECL will arrange for such works and cost of such works shall be born by the GSECL. 14. At any instant / occasion particularly for equipments like wagon Tippler etc. OR some very precise works in which the expert services of OEM or their authorized agency is needed and found essential, expenses will be born by the GSECL. The GSECL shall arrange for the same and contractor shall have to work as per instruction and guidance of expert of OEM or their authorized agency. However, the contractor has NO RIGHT to demand for expert services for any work. Means it solely depends upon the descrination of the GSECL to call the expert services. In self-interest contractor can do so at his / their own cost and risk. The GSECL will extend possible help for arranging expert services i.e. provide Address, Phone nos. Telex Telegraphic Address, Fax. Nos. etc. 15. During maintenance work, any damage to the valuable parts or damage to the equipments due to mishandling, excessive wastage of material will be viewed seriously and appropriate amount will be deducted from the bill. The amount will be decided by CE [Gen] STPS and binding to the contractor. 16. The contractor has to submit daily report of the maintenance work carried out by him / them. 17. The electric supply for welding machine and lighting for maintenance works of CHP shall be provided free of cost by the GSECL. However, for any other purpose it should be on chargeable base and for that the contractor will have to observe all the required formalities for obtaining power connections. 18. Maintenance of CHP equipments does not mean only replacement of old parts by new one but contractor has to carryout maintenance / repair when over the possible as per opinion of EIC. 19. During execution of works by contractor if it is found and observed, delay in attending defects or unsatisfactory progress of work the same shall be got done either departmentally or by deploying other agency at all risk and cost of contractor in view to avoid loss to the GSECL. 20. The maintenance works of equipments / systems shall be treated as completed only after the satisfactory working performance and taken in to service. Any defect noticed subsequently shall have to rectify immediately. 21. Each equipment system should be kept in readily available for services condition. The preventive maintenance are to be carried out during idle plant condition when unloading or bunkering of coal is not going on or in emergency they have to manage for repairing during unloading or reclaiming also. 22. To keep equipments / systems in safe working and healthy running conditions preventive checks and schedule maintenance are prescribed in Appendix-A. Non implementation of such check and maintenance work. The penalty of Rs. 1500/- per incidence shall be deducted. 23. The preventive and scheduled maintenance as per Appendix-A are for smooth safe economical

and efficient services and performance of equipments. Repeating breakdowns of particular equipments or part of contractor shall be considered as negligence on part of contractor. It is viewed seriously after due notice to the contractor, the penalty of Rs. 1500/- per incidence shall be deducted. 24. All items materials requires for keeping maintenance record i.e. maintenance records book material issued to and consumed etc. to be arranged by contractor at his own cost. 256 Incase of any dispute discrepancy difference of opinion under standing recoveries deductions made about this contract the decision of the CE, GSECL, Sikka shall be final and binding to the contractor. 26. The payment shall be made on monthly basis after completion of full month and bill raised by contractor as per accepted tender rate of work order Schedule “B” items after deducting any type of recoveries penalties or dues. 27. Due to maintenance problem, if coal rake is not unloaded in scheduled time, rake demurrage payable to railway authority has been recovered from the contractor’s bill ceiling to 10% of monthly order value for that month.

S C H E D U L E – A. The schedule “A” showing the materials to be supplied by GSECL and rate to be charged. Note :- GSECL rules procedures and guidelines to be followed by contractor for material be be supplied by GSECL.

1. The consumables / spares parts material will be supplied to the contractor for the work by GSECL free of cost.

2. For the requirement of consumables contractor will have to put the demand note in advance, one month before actual use so that procurement action from GSECL side can be taken without delay.

3. For the requirement of spares and other materials contractor shall have to put demand note in advance, 2 months before the actual use of material to facilitate the procurement action from GSECL side. In special case cerain liberty will be given to contractor as in this work contract need of spares, quantity and size etc. Can be will accessed after dismantling of particular equipment.

4. The up to date record of consumables / spares parts received from GSECL and actual usage of material shall be maintained by the contractor and shal be shwon to the competent authority on demand at any time.

5. The contractor shall have to prepare monthly material statement received from the store and actual usage and should be attached with monthly RA bill, without which, the bill will not be accepted. The specimen of material statement to be repared by the contract is shown below and it is to be approved by EIC.

6. The contractor have to credit all the worn out, broken or damaged unservicable spare parts to GSECL main store at Sikka TPS site thorugh specific credit note. The amount of new spare part supplied to the contracto should tally with the unserviceable parts credited to GSECL main store.

7. The contractor will be allowed accountabel wastage maximum up to 3% only. The includes all the scrap left out after completion work.

8. The contractor will be allowed un accountble waste up to 2% only. However, in no case the contract will allowed to take away any material of the GSECL.

9. If theaccountable or un-accountable waste together exceed 5% then the contract will be charged at book rate or market rate which ever is higher plus 15% as per rules of GSECL for wastage quantity

in case of 5%. 10. If no fianlizing the account by the GSECL, it is found that, material is issued to excess of the actual

consumption [plus permissble un countable wastage], the contractor shall return the balance matrial to the GSECL in store from which is was origianlly issued. In case the contractor fails to return the excess material either in full or part, then for the returned material, GSECL shall recover cost @ stock rate of market rate which ever is higher plus 15%.

11. For the materail to be issued by the GSECL the contractor shall have to furnish indemnity bond on stamp paper of rs.100.00 or appropriate value.

IMPORTANT NOTICE TO THE TENDERER

1. The tenderer, who quote their rates above the 10% of estimated cost, shall have to submit asses of

works, price break-up and workability along with filled tender. 2. The tenderer shall have to submit tender issued to him / them along with copies of all supporting

documents with original tender. The each and every pages of this tender copy and supporting document copies shall be signed by authorized signatory of the firm while executing the bond in presence of the GSECL competent authority.

3. If the firm is in partnership, party will have to submit partnershipdeed certificate.

4. Party will submit tender in two parts seperately specifiying “Technical bid” and “Price Bid”.

5. Party should specify regarding “Unconditional” submisison on tender coyp i.e. only “Unconditional”

tender will be accepted.

6. Party may visit plant during running hours to observe plant condition.

7. Successful tenderer will have to do plant hand our / take over will have to be done from exisitng contractor on as it is where it is conditions.

8. Successful tenderer will submit list of skill / semi skilled / unskilled staff engaged for operation job

and maintenace job.

9. Tenderer will have to engae / keep it laours with them from exisitng contractor.

APPENDIX – ‘A’ GENERAL GUIDELINES TO CONTRACTOR FOR O&M WORKS.

1. WATON TIPPLER 1 & 2

φ Location :- The function of installation is to unload the coal loaded wagons which are on the wagon tippler table. It consists two nos.

φ Scope of work :- 1. Greasing weekly and compound application on its rack teeth weekly. 2. Its gear box oil filling checking of all bolts, tighting, once in a month. 3. Its break, gear box, oil, turn buckle check daily, if found damage rectify immediatley. 4. Spill plate and side support rubber and top rubber pad to be replaced regularly, if it si

damaged. 5. All other maintenance to be as per Elecon manual.

2. APPRON FEEDERS 1 & 2

φ Location :- There are two no. Apron feeder no.1 and 2 below WT-1 and WT-2 respectively.

2. Greasing of rollers and chain monthly. 3. Tighting of bolts eekly or as per requirement. 4. Compounds apply on pinion weekly or as per requirment. 5. Its coupling check regularly if damage to be replaced. 6. Every day check gear box, oil if required level down top up. Also, if its oil qualtiy is poor replace

the same. 7. Replace the cahin links, which are jammed. 8. Check gear box oil is level normal. 9. There should be no any rubbing of pan 10. Chain and cahin links are working in smooth operation.

3. DRIBBLE CONVEYER BELT :-

φ Location :- There are two nos. Dribble conveyor belt no.1 and 2 below Apron feeder 1 and 2 respectively.

φ Scope of work :-

1. Gresing weekly drive pulley bearings drive chain etc.

2. Cleaning of pedestal regularly which should be free from coal.

3. Adjusting of pulley alignment for running of blet in centre position.

4. If any damage bearings pedestal etc. Rectify the same.

5. If its side plates and discharge pipes are damge then rectify with welding or fabrication the same.

6. Daily checking of rollers, stand scrappers if it damage rectify the same.

7. Checking bearing pedestal etc. In running condition if any abnormal is noticed them should be attended immediately.

4. SINGLE ROLL CRUSHERS :-

φ Location :- There are two nos. Single Roll Crusher 1 and 2 at end of Apron feeder 1 and 2 respectively..

φ Scope of work :- 1. Check gear box oil, grease daily and tight all bolts. 2. Clean all pedestals. 3. Inside impacter, liner plate, spring check, regularly and rectify the same. 4. RMT coupling check everyday. 5. Check vibration etc.

5. CONVEYORS BLETS AND FLAP GATES :-

φφφφ Location :- At different places in coal handling plant, TPS Sikka of conveyor belt 1, 2, 3 4A, 4B, 5A, 5B, 6A, 6B, 7A, 7B, 8A, 8B and 9A, 9B.

φφφφ Scope of work :-

1. Conveyor belt should be started with confirming no load conditions.

2. After confirming no load operation, feed coal on the conveyor belt uniform ably and carefully.

3. The quality of material feed to belt conveyor should be controlled such that, it should carry not more than its rated capacity. This being harmful not only to belt but, also to the other parts of more than its rated capacity. This being harm not only to belt, but also to the other parts of conveyer. Conveyer motor would be overloaded in addition the material on belt would also spilled and serious damage may occur.

4. Direct loading on conveyor belt should be avoided, whenever, possible and feeder or regulator with accurately controls the flow of matrial is desirable to reduce the chances of over load and uniformly distrubute materials loading.

5. Check that, the feed on to be conveyer is central ad that, the belt at the feed point is running centrally and straight.

6. Inspect the skirt plate seal rubber strips and ensure that, these are adjusted to close enough to the belt to prevent spillage of material jamming between the scale and the belts.

7. Check that, the belt generally is running centrally and straight on both the loaded and return stands.

8. Check that, there should be no belt slip at the drive pulley which is damage to bottom side of belt rubber of the idlers, in other works symptoms that, the belt is not sufficiently tensioned. Adjust take up gravity if necessary.

9. Proper belt tension should be maintained by the take up.

10. Inspect the gravity takes up if fitted and ensure that, there is sufficient take-up movement available to cater for the start up condition.

11. Check regularly that, all idlers, rollers and non driving pulleys are rotation freely and that, all self alignment idlers are pivoting freely. If not, rectify or replace as necessary to avoid belt tracking problem and unnecessary be it wear but inspect all rollers and pulley regularly and arrange for any damages once to be replaced at the earliest opportunity.

12. Check that, the belt cleaning equipment is founctioning correctly and efficiently. In the case of scrappers ensure that they are pivoting freely and are not checked with a build up of materail. Also check that, the blades are not bearing on the belts and more than necessary.

13. All chutes liner plates to be check regularly. If it damage, attend the same otherwise it will damage the conveyor belt.

14. Flap gate of belt chute can operate smoothly, its grating and gate linker plate, drive sholt key etc. Check regularly.

15. Flap gate to be free for smooth operation by which without delay coal flow stream can be change without delay of itme.

6. BELT FEEDER 1A, 1B, 1C, 2A, 2B, 3A, 3B, 4A AND 4B :-

φφφφ Location :- Below MUH belt feeder 2A,1B and 12C below Reclaim Hopper, Belt feeder 2A,2B below crusher, Belt feeder 3A, 3B below conveyer belt 6A, 6B, 4A, 4B

φφφφ Scope of work :-

1. Checks gear box oil level and make-up oil level regularly.

2. Weekly arrange the greasing of bearings, cleaning of pedestal.

3. Adjust skirt rubbers and scrappers rubbers to prevent coal spillage.

4. Adjust bolt for central running.

5. Rollers stands if damaged replace the same.

6. Bushing, Radimount coupling check daily if damaged replaced the saem.

7. Before staritng check gear box oil etc.

8. As per requirement of coal feeding operate Rack and pinion.

9. Flap gate operte as per requirement of coal flow stream selectins.

7. RING GRANULATOR CRUSHER.

φφφφ Location :- In crusher House, below Roller screen.

φφφφ Scope of work :- 1. Daily checking of inside [after unloading coal rakes], nut, bolts, hammer rings, screen plate, kick

off plate and othe rinternal parts if damaged to be rectify. 2. If hammer rings are complete abrasive and zone is unbalnace vibration is more at that time

replace the hammer rings, taking of hammer rings, taking weight of hammer rings and fixing qualtity in its zone of equal weight.

3. If any iron pieces, wooden logs are available remove. It. 4. Flat belt for crusher driver, belting and giving tension alignment etc. As per its schedule. 5. Outer side bolts, nuts of crusher and its base frame and motor, nuts, bolts, tighting and checking

regularly. 6. Greasing of all bearings regularly weekly. 7. Dust extraction system pipe propery and pieces regulars cleaning. 8. Checking of fluid couplings oil if it is below out by melting fusible plugs, other plugs and fill oil as

per its requirement of Elecon volume. 9. If requires hard facing of breaker plates, screen, plates or kickoff plates are also included in

scope of maintenacne work. 10. Before starting check there are no any foreign materials or such type of metal material which

can not be make obstacle to drive of crusher unit. 11. All nut bolts are tights properly. 12. Fit belts is freely running without touching guard. 13. Make crusher local push button on i.e. Deinter lock position and give clearance to coal plant CR

for the starting the same. 14. After starting check vibration and flat belt running to the middle of pulley. If OK give the

clearnace for coal feeding. 15. When it comes on load regularly chekck it vibration, bearing temperature and its deive pulley

and other items by which crusher can work smoothly.

8. ROLLER SCREEN.

φφφφ Location :- Below conveyer belt 5A / 5B.

φφφφ Scope of work :- 1. Greasing weekly.

2. Daily checking of gear boxes oil level. 3. Male female coupling rubber element. 4. Bolt nuts tighting regularly. 5. Fluid couplings oil and its fusible plugs. 6. Coal flow if less then designed capacity, replace or filling the materials by welding or roll bodies

hard facing]. 7. Doors, guards etc. To be close and check regularly. 8. Check all equipments are available to operate i.e. gear box, oil, fluid coupling, make female

coupling etc. In all respect. 9. Give the clearance to coal plant control room after starting check its vibration. If any problem

stop and rectify the same. If all is OK give the clearnce for feedig and timely inspet the bearing temperture. Vibration and coal flow etc.

10. All are as per elecon operation and maintenance voluem. 11. Hard facing and material refilling with welding on rol bodies of roller screen is to be carried out by

contractor without any extra cost.

9. TELESCOPIC CHUTE.

φφφφ Location :- Below conveyor 8A, 8B on stock pile.

φφφφ Scope of work :- 1. Use weekly cordium compound on its rope, also check rope if it is damage replaced arrange for

replacement immediately. 2. Greasing weeky all bearings and bearing servicing cleaning of coal etc. 3. Clean the telescopic chute ducts pedestal, gear box etc. Which may be from coal etc. Daily. 4. Gear box oil level check and if its quality is poor replace it. 5. If any chute jam mde free for smooth operation. 6. It comes up and down on Auto if it is not working on auto make switch on manual and down

opertion made such type by which it tough the coal heap and coal dust spread out to atmosphere.

10. TRIPPLER TROLLY

φφφφ Location :- Above bunker floor on conveyer 7A and 7B.

φφφφ Scope of work :- 1. There are two no tippler trolley as VV TA / TB. 2. Weekly greasing of all bearings. 3. Gear box oil quantity, quality to be checked regularly. 4. Before operation realize the push button and after completion job it shold be locked. 5. Its chutes liner plates to be check regularly. 6. Sealing belt tighting and making ready for jointing to be prepared by contractor. 7. Bunkers shold be filled up by coal as per instruction of CHP site engineer. 8. Before coal filling realize push button and also check all works to be completed smoothly. 9. After coal filling lock push button.

11. DUST EXTRACTIONS.

φφφφ Location :- In crusher House and on Bunker floors on both system of A & B.

φφφφ Scope of work :- 1. It is for extraction of dust from the coal flow stream. 2. Greasing belt tightness and bearing regularly if damaged replace it. 3. Its dust cleaning inside attending leakages of air to be checked regularly and attend it. 4. It is start at the time of wagon unloading and stop after wagon unloading. 5. All works to be as Elecon manual.

12. DUST SUPRESSION SYSTEM.

Location :- WT-1, WT-2, Conv.1, Conv.2, Conv. 4A, 4B, Conv. 5A, Conv.5B, Conv. 8A, Conv. 8B and Belt feeder 3A, 3B. Scope of work :-

1. As per manufacturer and supplier manual.

13. VENTILATION SYSTEM

φ Location i. In conv. 4, Conv. 1, 2, Conv. 9 tunnel of ventilation system ii. In crusher house in Conv. 9, Conv. 4 tunnel exhaust system.

φ Scope of work : 1. Check V belts regularly. 2. Greasing the same all bearings and cleaning of pedestal etc. 3. If V belts and bearing sare damage replace the same. 4. Duct and ventilation grill leakages attended the same. 5. When wagon unloading or concern plant is in service start the same.

14. INLINE MAGNETIC SEPARATOR 1AB, 2AB. Location :- On conveyer belt 4A, 4B and 6A, 6B. Scope of work :- 1. As per manufacturer and supplier manual.

15. SUMPS PUMPS. Location :- In conveyor tunnel 1, 2, 3, 4, 9 and LDO pump house.. Scope of work :-

1. As per manufacturer and supplier manual. 16. ELECTRICAL OPERATE OVERHEAD CRANES

Location :-

φ In locomotive shed – 1 no.

φ In dozzer shed – 1 no.

φ In crushder house – 2 nos.

φ In junction tower – 1 no.

φ In junction tower – 2 nos. Scope of work :-

1. Greasing of bearing ropes compound gear box and check regularly. 2. If bearings ropes are found damage replace. 3. Cleaning and replacement of oil in gear box etc. 4. Before starting of cranes check gear box oil etc. 5. Opertions to be with carefully if any item will be damage during wrong operation all responsibility will be of contractor. 17. MAINTENNACE OF LDO, LSHS, AND SUMP PUMP IN LDO PUMP HOUSE FOR UNLOADING

OF ROAD TANKERS. Cleaning of all filters as and when required but at least in a week time.
