1.0 Introduction 1.1 The Town and Country Planning (Local Development) ( England) Regulations
2004 (17.16) state that before a Local Planning Authority adopt an SPD they must:
b) prepare a statement setting out. i) the names of any persons whom the authority consulted in connection with
the preparation of the UDP. ii) how the persons were consulted. iii) a summary of the main issues raised in these consultations. iv) how these have been addressed in the SPD.
1.2 The regulations also set out minimum requirements for supplementary
planning document consultation. These are set out in the Governments Planning Policy Statement 12 as follows: • The consultation arrangements will be set out in the local planning
authority’s statement of community involvement but as a minimum the authority should:
• Make the supplementary planning document available for inspection at their principal office and at other suitable places, together with any supporting documents which will help people to understand what they are being asked to comment upon;
• Place the same documents on their website; • Send a copy to the Government Office if the Government Office has asked
to see it; • Send a copy to any other bodies referred to in Regulation 17(4), 54 and • Advertise in a local newspaper when and where the documents can be
inspected and ensure that adequate publicity is given to the documents.
1.3 Although the Council has prepared a draft statement of Community Involvement this has still to be adopted. However the consultation carried out for the Castlefields & Norton Priory SPD exceeds the minimum requirements set out above

2.0 Work undertaken before Commencement of the Planning Act 2004
2.1 The first draft of the Castlefields & Norton Priory SPD was approved by the
Council on 1st April, before the commencement of the Planning Act 2004. PPS12 allows local planning authorities to count work, which has been undertaken prior to the commencement of the Act for the purposes of preparing a local development document. They must have undertaken appropriate community involvement and participation; sustainability appraisal and any other requirements are set out in the Act, secondary legislation and guidance.
2.2 Planning Policy Statement 12 (PPS12) states that Local Planning Authorities
should provide a statement setting out the actions which were carried out prior to the commencement of the Act, in particular how they have complied with the requirements of Regulation 17 (1) on public participation and 18 (4) (b) on consideration of representations.
2.3 This statement of public participation describes in Section 2 how public
consultation was undertaken prior to and after commencement of the Planning Act 2004. It also describes in Section 3 how a sustainability appraisal was prepared and why the requirement of the European Directive on strategic environment assessment is not required.

3.0 The Consultation Process 3.1 Consultation On The Planning Policy For The
Castlefields & Norton Priory Action Area Has Taken Place In 3 Stages.
3.1.1 The first stage was consultation on the Halton Unitary Development Plan when
policy RG7 (Castlefields & Norton Priory) was considered as part of the Regeneration chapter of the UDP. The first stage of this consultation is documented in the 1st deposit Version Statement of public Consultation June 2000 that describes the results of consultation on the UDP Key Issues Report. Subsequent consultation took place on the 1st and 2nd deposit stages of the UDP. All objections to policy RG7 were considered by the public inquiry into the objections to the UDP, the results of which were published in the Inspector’s report on 28th January 2004.
3.1.2 2nd Stage. Thereafter, preparation began on the Draft Castlefields & Norton
Priory Supplementary Planning Guidance that was approved for public consultation by the Council’s Executive Board on 1st April 2004. This draft SPD was based on previous work to produce a vision and a Masterplan for ‘Castlefields’ that covers the SPD area. This previous work was subject to consultation prior to that carried out on the draft SPD. This is described in Appendix One, ‘Statement of pre-consultation’.
3.1.3 3rd Stage. Two rounds of consultation on the draft SPD where carried out
during a six and four week period respectively between 8th August 2004 and 29th September 2004 and the 14th April 2005. This included the following: • A notice of public consultation was published in the local newspaper
announcing that the draft SPD had been prepared together with a sustainability appraisal, setting out where the documents could be viewed (including the Council’s web site), where comment forms could be obtained and who to write to with comments. (See Appendix 4).
• The draft SPD, the sustainability appraisal and accompanying documents were posted onto the Council’s web site.
• A letter, comment form and notice of public consultation were sent to a number of organisations, businesses and individuals who had an interest in the area. A list of these consultees is in Appendix 3. the letter is in appendix 5 and comment form in appendix 6.
3.1.4 The replies received and responses are documented in the statement. 3.2 Castlefields & Norton Priory SPD Consultation
Draft Sustainability Appraisal 3.2.1 The Castlefields & Norton Priory SPD Consultation Draft was approved for
consultation purposes by Halton Borough Council’s Executive Board on 1st

April 2004. This was before the Strategic Environmental Assessment Directive (European Directive 2001/42/EC) application to plans and programmes whose formal preparation began after 21st July 2004. It was also before the Planning and Compulsory Purchase Act 2004 and the subsequent Town and Country Planning (Local Development) (England) Regulations 2004 that came in to force on 28th September 2004.
3.2.2 However, in order to be adopted as a ‘supplementary planning document’
under the Planning Act 2004 Regulations the preparation process of this SPD is being prepared in accordance with those Regulations as far as possible.
Application of the SEA Directive 3.2.3 The Environmental Assessment of Plans and Programmes Regulations 2004
(which implement the SEA Directive – 2001/42/EC referred to above) came in to force on the 20th July 2004. This applies to plans and programmes whose ‘first formal preparatory act’ was on or after 21st July 2004. As the Castlefields & Norton Priory Draft SPD was approved for Halton Borough Council’s Executive Board on 1st April 2004 it does not require an environmental assessment in accordance with the regulations.
Sustainability Appraisal 3.2.4 Despite the lack of a requirement for the SPD to be subject to an environment
assessment under the SEA Directive, a sustainability approval has been prepared to appraise the social, environmental and economic effects of the policies in the SPD. This process was begun after the SPD consultation draft was approved by the Council in Executive Board in April 2004. The SA was published in July 2004. This was before the Government’s national policies on the preparation of Local Development Framework (PPS12) was published and the Planning Act 2004 Regulations came into force on 25th September 2004.
3.2.5 The SA was not able to follow all the stages for the preparation of an SA set
out in PPS12 because the preparation of issues and options for the Castlefields & Norton Priory Action Area took place as part of the preparation of the Halton Unitary Development Plan. As the UDP is now adopted and Policy RG7 (Action Area 3 Castlefields & Norton Priory) is part of the statutory development plan, the starting point for the SPD is the adopted UDP policy rather than consideration of issues and options about the appropriate policy for the Castlefields & Norton Priory area.
3.2.6 Therefore, although the SA has been prepared for the Draft SPD does not
describe the appraisal of the issues and options that took place for the Castlefields & Norton Priory Action Area, during the preparation of the Halton Unitary Development Plan.
3.2.7 The Government (ODPM) has now published a consultation paper on the
Sustainability Appraisal of Regional Spatial Strategies and Local Development Frameworks (September 2004). This sets out a 5-stage process for preparing a sustainability appraisal for SPDs.

3.2.8 It is recognised both in the consultation paper (Para 2.3.5) and in Governments companion guide to PPS12, Creating Local Development Framework, (Para 10.2) that the degree to which SPDs will require extensive appraisal will be influenced by the degree to which the linked saved policy in the UDP have undergone sustainability appraisal and the nature of the document itself.
3.2.9 The Halton Unitary Development Plan was subject to a comprehensive
sustainability appraisal at 1st and 2nd Deposit Stages. At each stage the UDP was modified to take account of the appraisal’s recommendations. The SA was also put on deposit with the UDP and was subject to public consultation. The inquiry into objections to the UDP took account of the recommendations of the appraisal and the Inspector’s recommendations reflect this.
3.2.10 The appraisal considered the strategic policy for regeneration in Part 1 of the
UDP that set out the list of action areas, of which Castlefields & Norton Priory is one of six for which SPDs are to be prepared and their aims. It also appraised policy RG7 (Castlefields & Norton Priory) in particular. It concluded that each policy had a very positive impact on sustainability objectives.
3.2.11 The consultation paper on Sustainability Appraisal (Sept 2004) describes 5
stages for appraisal of SPDs. There are: Stage A: Setting the context and objectives, establishing the balance and
deciding on the scope. Stage B: Developing and refining options (if necessary) Stage C: Appraising the effects of the draft SPD. Stage D: Consultation on the SA report and draft SPD. Stage E: Monitoring and implementation of the SPD.
3.2.12 Following the evidence presented above it can be seen that it has not been
possible, nor necessary for the SA of the draft Castlefields & Norton Priory SPD to follow stages A and B above. Therefore the SPD has and will continue to proceed in accordance with stages C, D and E.
Castlefields & Norton Priory SPD Consultation Draft. Findings and Recommendations of the Sustainability Appraisal (SA)
3.2.13 An SA was carried by on the draft SPD by consultants Atkins and published. alongside the draft SPD for public consultation. The recommendations of the SA were that the sustainability of the SPD could be improved by the following:
1. Deleting site 8076/4 – to remove effects on the SINC and Special
Landscape Area and retain the quality of the environment along the canal to the benefit of tourism and leisure;
2. Deleting site 8076/14 - to remove effects on the Special Landscape Area and on the habitats and water resources of the area to the north of Town Park. An alternative may be to retain the western half of the site to allow the benefits of tenure diversification and improved housing quality to be

realised while protecting the green space link between Town Park and the lake;
3. Releasing the Norton Priory School site for residential development would make better use of recycled land and could be used to offset the reduction in housing land referred to above. The one disadvantage of this site is its relative remoteness from a local centre;
4. Consolidating retail activities around the existing centre, where accessibility by non-motorised modes and public transport is greatest, perhaps by taking some of the adjacent land earmarked for housing, rather than developing 8076/5 as a separate mixed use area. The latter is on the edge of its catchment and residential development may be more appropriate;
5. Making the better use of opportunities to maximise the sustainability message at all times throughout the document. In this way the strategic objectives and vision of the document could display a more robust sustainability message, and the master-plan principles could exhibit a greater degree of inter-relatedness;
6. Ensuring that the key aims for sustainability, contained within the sustainability/health impact section, demonstrate a clear linkage with the overarching principles of sustainable development for Halton.
3.2.14 The response to points 1–6 is described below. The response to the
recommendation that the SPD be subjected to a Strategic Environmental Assessment is as follows:
3.2.15 Recommendation 5.2 of the report states that ‘it is not considered that the SPD
needs to be subject to a strategic environmental assessment.’ In any case the draft Castlefields & Norton Priory SPD was prepared before this date and approved for public consultation by the Council’s Executive Board on 1st April 2004. As this pre-dated 21st July 2004 it is considered that there is no duty to prepare a SEA as recommended by the Atkins report of July 2004.
3.2.16 Response to Point 1,2 and 3: Disagree, the SA recommends that neither
greenfield sites 8074/4 and site 8076/14 should be released for housing development and that the former Norton Priory School Site which is previously developed land should be released instead.
The Masterplan and Business Plan have been agreed in principle by all of the partners in the Regeneration (EP, the Housing Corporation, LHT and CDS). Halton Borough Council’s Executive Board approved the Masterplan in 2003. The proposals for three new housing sites in the Town Park area of Runcorn are part of a wider regeneration programme for the Castlefields estate to deliver the holistic regeneration of the area. In addition to the development of these three sites some 5.3 hectares of previously developed land on the adjacent former Norton Priory School site will be reclaimed as public open space as part of the development of the adjacent Youth Activity Park.

There is a need to provide for a better mix of housing tenures within the Castlefields area to help create stable, mixed income communities. Releasing these sites for residential development, encouraging diversification of tenure and different forms of home ownership will; • Contribute to reducing the net loss of dwellings within the estate resulting
from the demolition of high density deck access blocks and their replacement with lower density dwellings, in turn this will sustain population levels within the estate;
• Provide revenue, which is being ploughed back into the wider regeneration of Castlefields, without which a number of regeneration would not take place.
• Increase the stability of the population within the estate whilst providing some protection against the consequences of low demand such as high levels of voids and turnover;
• Increase the numbers with a stake in and therefore commitment to the estate;
• Improve the estate's capacity to weather economic restructuring and sustain new local facilities;
• Broaden the estate's appeal and add to long-term stability by offering aspiring residents the opportunity to stay.
It is recognised that there will be some loss of habitat, in particularly on site 8076/4 which contains a site of importance for nature conservation (SINC). This site has however been moved further to the west in order that a smaller proportion of the SINC is affected by the development, at the same time we are currently working with the Council’s Nature Conservation Officer to provide an expanded and improved SINC to the north of the housing site which would have an educational focus as covered in Para 6.4 of the SPD and be hopefully linked to Norton Priory.
The possibility of developing the former Norton Priory school site for housing was looked at within the master planning exercise. It was decided however that this site was too isolated from the rest of Castlefields and that to ensure viability and true integration between the private and social housing and the local shops new housing development needed to be located adjacent the built up edge of Castlefields, thus part of the park was allocated for housing.
3.2.17 Response to Point 4: Agree, the retail provision is to be reallocated within the village square (See Section 1).
3.2.18 Response to Point 5 and 6: Disagree, All development sites will be subject to
the key principles set out in Part 1 of the SPD, there is therefore no need to restipulate the need to promote sustainable development.

Support commitment to revisit specific impacts on SINCs (Haddocks Wood Pasture). Would like to advise that appraisal should include assessment of SPD on the Mersey Estuary SSSI / SPA / Ramsar.

We note that sites proposed for housing in the draft SPD are currently allocated as open space in the Halton UDP. Whilst SPD's form part of the Local Development Framework, it is our understanding that they do not have the status of Development Plan Documents and therefore cannot therefore be used to allocate land. We are unclear how the greenfield 'opportunity sites' identified on page 7 differ from the other identified housing sites as both appear to be identified exclusively for housing and maps 1 & 2 make no distinction between these types of sites. The Council's letter of the 18th indicates that it intends to adopt the document as SPD, however the draft document states it will be SPG -- consistent terminology should be used throughout.

This objection would be true if this was done entirely through the new system. However the argument does not apply in this case as the SPD links to a detailed part 2 saved policy in the Halton UDP, such a policy would not exist within the new system. It must be noted that all the greenfield housing sites are allocated under policy GE05 ‘Protection Of Greenspace’ in the Halton UDP and as such any planning applications for the development of these sites for housing will have to show that adequate replacement greenspace has been provided within the vicinity of the development site. In allocation terms there is no difference. However opportunity sites have been identified within the Castlefields Masterplan as sites with future development potential outside of the Castlefields Regeneration Scheme four-year time frame. The document has followed the SPD procedures and thus will be adopted as an SPD.

Merseyside Passenger Transport Authority & Executive
Mersey travel is broadly supportive of the SPD particularly the clear emphasis in respect of sustainable transport, however they would seek reassurance that the proposals to convert a section of busway to shared use will not adversely affect cross-boundary services routed through Castlefields. Mersey travel welcomes any opportunities that SPG can offer to strengthen the provision of cross-boundary services to the benefit of Halton & Merseyside residents.
None The new section of all purpose route which is shown in the SPD will enable provision of bus services through the centre of the new development in the longer term, providing much improved opportunities to increase passenger usage levels on buses than the existing occasionally used Haddocks Wood busway stops. This is together with the design of the junction entering/exiting the busway onto Castlefields Avenue allowing a virtual non-stop manoeuvre including provision of bus priority measures which will result in little if any adverse effects on timing of buses.

In the case of the proposal to build new housing on protected greenfield sites in the UDP, it would be helpful to include a little more information on why this is needed (e.g. is it for the decant population?). However, the document does refer to justification being included in the planning application and some compensatory greenspace is being provided. In the case of the relocation of the local centre, the relocation should really take place in the plan-making process rather than SPD. However, if the timescale of the proposals does not allow this, any further support for why this needs to happen and why the Lakeside site was chosen would be helpful. Finally, it is not clear whether the document is intended to be SPG or SPD. If the latter route is chosen, you need to ensure that the process carried out meets the requirements set out in the new Regs for SPDs.

The release of designated greenspace for housing will help contribute to the estates diversity by providing a variation in housing types but also through the provision of different housing tenure including private and shared ownership properties.” The retail provision is to be reallocated within the village square. None The respresentee supports the principle of moving the local centre back. It is the intention that the community centre will be upgraded as part of the new Village Square, what additional facilities this will include has yet to be decided but will be dependant on the viability of such facilities and the availability of funding. The towpath upgrades are included within the Masterplan project E4 (Canalside Improvements), however the delivery of this project is reliant on the council obtaining funding from the North West Development Agency.

The new plan was supposed to make life & living conditions easier for all that live on Castlefields. By moving the shopping area you will be making it harder for the residents living on Castlefields South especially any elderly persons living there as it would be difficult for them to walk to the shops and back home. This is not making their life easier. Also, the new Castlefields housing and shopping centre are meant to be for resident of Castlefields, not Windmill Hill or surrounding estates who have their own shopping areas, so why cant we have ours where it should be.

Section 1: Justification For Amendments To Document Relating To Retail Provision On Castlefields Masterplan Implications: A recent report produced by Taylor Young and circulated to the Castlefields Steering Group on 14th January 2005 concluded that in wider Masterplanning terms a retail redevelopment at the existing centre site would be strongly supportive of other regeneration initiatives, for example: • Providing a focus for the proposed Village Square – there is emerging concern that
without retail the square would lack activity • Helping support the retained community activities in the Village Core area (Health
Centre, Community Centre, Schools, Church etc) • Being well located for pedestrian access and improving linkages through the estate • Supporting the redevelopment of housing in the core of the estate • An opportunity for an interesting design solution In summary Taylor Young state that redevelopment of the local shopping facilities at the present location could be well accommodated in the wider Masterplan, and would support other Masterplan objectives. “Provided a commercially deliverable solution can be found this seems a worthwhile revision to the Masterplan ….It is recognised that there will be complex issues of phasing and delivery, but that these should be capable of being addressed if the Steering Group chooses to pursue this approach.” Viability Assessment: A commercial assessment conducted by Lambert Smith Hampton recommends that the new local centre be developed on the site of the existing centre at the heart of the Castlefields community and states that the site proposed within the Masterplan for the new local centre is no longer considered appropriate. The development appraisal, undertaken as part of the viability study, has also indicated that a replacement centre providing 8,400 sq.ft. is financially viable. Community Perspective: The proposed relocation of the retail provision away from the community core has been the most controversial element of the Masterplan to date and Halton Borough Council has received more complaints and correspondence relating to this issues than any other element of the Masterplan. SPD (Sustainability Assessment): The sustainability assessment on the Castlefields & Norton Priory SPD recommends that the sustainability of the SPD could be improved by locating retail activity around the existing centre. The existing centre is more accessible by both non-motorised modes and public transport. The proposed new retail centre by the Barge Public House is on the edge of its catchment area where residential development may be more appropriate. The weight of evidence points clearly to a preference both in terms of viability and sustainability to redevelop the new retail provision in the location of the existing local centre. It is therefore recommended that appropriate steps be taken to amend the Castlefields Norton Priory Action Area SPD to take account on the recommended changes to the location of the new retail provision.

Appendix 1 CASTLEFIELDS & NORTON PRIORY, SUPPLEMENTARY PLANNING DOCUMENT (SPD) STATEMENT OF PRE CONSULTATION The Draft Castlefields & Norton Priory Plan (Supplementary Planning Document) is based on previous work to produce a vision and masterplan for an ‘Economic Development Zone’ that partly covers the Plan area. This previous work was subject to consultation prior to that currently being carried out on the SPD. This is described as follows: Liverpool Housing Trust (LHT) and CDS Housing carried out a major consultation lasting over 6 months with the public on the scope for revamping the Castlefields estate in the late 1990s. Local people made plain their aspirations for removal of the deck housing and a major overhaul of the estate. Given the scale of the aspirations, LHT decided to invite the Council to assist it in addressing that set of aspirations. English Partnerships (EP) became involved and, recognising Castlefields as a potentially strategic site for their programmes, set up a Joint Commissioning Working Group and Board in 2001/02 under a formal agreement with the Housing Corporation, LHT, CDS Housing, and Halton BC. EP chaired the Group and administered the contract on behalf of the Group. The masterplanning consultants selected by the Group/Board – Taylor Young - progressed steadily through baseline studies to draft options for improving the area. Castlefields Joint Officer Working Party was formed made up of HBC and RSL staff, in conjunction with Taylor Young, TEP, Amion, EP and NWDA and a Masterplan agreed which would cover the period 2003-2007 along with a list of the 50 projects to be included in a three-year Delivery Strategy. The Castlefields Masterplan was formally launched on 6th March 2004 at Castlefields Community Centre in Runcorn. All the residents of Castlefields were invited to attend this event. The Castlefields website was also launched at this event www.castlefields.info. The website provides the latest information on the regeneration programme and it is a mechanism through which local people can forward their comments to the Castlefields Regeneration Team. The following organisations were consulted during the masterplanning process: • Government Office North West; • North west Development Agency • Bridgewater Canal Trust; • Peel Holdings/Manchester Ship Canal Company; • Local Residents Associations; • Castlefields Medical Practice; • Primary Care Trust; and Norton Priory Museum & Gardens. In addition a Public Exhibition of the Recommended Masterplan 2003-07 was held over the week beginning 14th July 2003 at venues, which included the Halton Show, the Halton Direct Link at Halton Lea, Windmill Hill Play Building, Castlefields Community Centre, and, at the request of the Practice, at Castlefields Health Centre. Summary of Issues Raised: The responses suggest a generally high level of support for the Masterplan. However, there are clearly some proposals which excited more concern than others: • 39% of Respondents disagreed with opening up parts of the busway to more
general traffic, but 38% supported it. • 20% did not want houses for sale to be built (perhaps a function of the
predominant social housing provision in the area), but 55% of Respondents supported it.
• 13% did not want houses for rent to be built. • 11% disagreed with creating new footpath links to Windmill Hill, but 59% of
Respondents supported it. A clear majority was established in favour of certain proposals, in particular: • 11% disagreed with creating new footpath links to Windmill Hill, but 59% of
Respondents supported it. • 95% of Respondents liked the idea of upgrading footpaths and removing
underpasses • 91% agreed with demolishing some of the deck access dwellings within three
years (hardly surprising as this came out strongly in the Brock Carmichael consultation of four years ago)
• Similarly, still strongly supported was the demolition of the Local Centre, agreed with by 89%, while
• 88% wanted to retain the existing houses and bungalows (surely a reflection of the strong community spirit which exists in Castlefields), and
• The improvement of Town Park attracted an almost similar level of support with 86% wanting it to be made more usable by the whole community.

The ‘ad hoc’ comments, which people made, were wide-ranging and generally very constructive varying from detailed management issues, such as – • Poor street lighting, traffic calming and road safety • Lack of car parking and • The problem of general upkeep and litter • Whether or not to build upon land currently in the Town Park and/or the former
Norton High School site (with opinions split both ways - for and against) • The problem of disruption and nuisance during construction • The importance of ensuring access by all to any new local centre, and • The desire to have the deck access units demolished as soon as possible. Conclusions • Respondents overwhelmingly supported the Masterplan proposals, although the
response was disappointing in numerical terms. • The concerns raised by Respondents mostly related to management and issues
focussing on the treatments proposed to areas very close to their individual homes, rather than underlying dissatisfaction with proposals in the Masterplan.
• The most significant concern, that regarding opening up the busway, may have arisen from a lack of understanding of the proposal, i.e. covering a very limited stretch which will be much improved in terms of design and capacity to deal with traffic and still ensure safety. This will need to be fully explained in the next round of communications with residents and stakeholders.
There is a demand for more information about the Masterplan proposals, which must be taken into account in developing the next phases of this project and a communications strategy. Many of these points where taken on board when translating the land use elements of the master plan into formal planning policy within the Castlefields & Norton Priory Action area Plan. It is intended that it will become supplementary planning guidance (SPG) to the relevant policies of the Halton Unitary Development Plan when the UDP is adopted. AWARENESS EVENTS Following a period of project development an Awareness Day was held at Castlefields Community Centre on 19th August 2004. This provided the communities of both Castlefields and Windmill Hill the opportunity to view and comment on the outline proposals for a number of projects including: • The new link road and alterations to the busway • Cycleway and pedestrian network improvements • Subway closures and new pedestrian crossings • The Youth Activity Park and the remediation of the former school site • Supplementary Planning Document. In addition to this there was also representatives in attendance from both CDS and LHT to answer any questions on the housing developments, as well as Halton People Into Jobs attending to assist local people with accessing local job opportunities.

Prior to this event the first Castlefields Regeneration newsletter, which complements other newsletters and information produced by the RSL’s, was produced by Halton Borough Council. This was distributed to every resident on the Castlefields and Windmill Hill estates and also facilities on the estate such as the Community Centre and Health Centre (please see attached newsletter). An Awareness Event was also held at Windmill Hill Primary School on the evening of 8th September 2004, providing the opportunity for people in the Windmill Hill area, who could not attend the earlier event to view and comment on the proposals for the Youth Activity Park. The Castlefields Regeneration Team attended the Area Forum on 10th November 2004 to present the proposals for the new road, cycleway and Youth Activity Park. The 2nd Castlefields Regeneration newsletter was sent out to residents in March 2005. This provided the community with a project update as well as providing further information on other services and facilities, which are available to the community of Castlefields. PROJECT CONSULTATION Further consultation has taken place and continues to take place on the Youth Activity Park proposals and the facilities provided within it. attend a range of residents group meetings and update the community on the latest developments of the regeneration programme. COMMUNITY GROUPS The Castlefields Regeneration Team also attend various community group meetings, which take place throughout the year since taking up post in April 2004: Castlefields Residents Association 21st June 2004 (This group has since been disbanded) Castlefields Community Forum 21st October 2004 Castlefields Community Forum 26th January 2005 The Community Forum is made up of local residents and local service providers and ward councillors. FUTURE EVENTS 27th May – the Castlefields Regeneration Team is to attend an Industry Day at St Augustines Primary School on the Castlefields Estate. This event has been organised by Halton Education Business Partnership and is an opportunity for young people on the estate to be aware of and involved the regeneration programme. An awareness event will be held on the options for the Village Square/ new local centre development. A formal launch is to be held for the ‘Home Improvement Loan Scheme’, which a scheme that has been developed to allow homeowners on Castlefields to obtain loans to improve their homes by using an equity share of their home. Further editions of the Castlefields newsletter will be produced (times to be established – minimum of 3 per year). The Castlefields Regeneration Team will attend the Community Forum and Area Forum when invited. Other events will be organised as and when the need arises to consult the community on new regeneration proposals. RESPONSE TO COMMUNITY FEEDBACK The Castlefields Regeneration Team take comments from the community seriously and encourage the community to feedback on the proposals of the regeneration programme as these can have an impact on the decisions that are made as regards the projects. A prime example of this was the large opposition from the community of the estate to relocate the retail provision for the estate from the current local centre location to the site adjacent to the Barge Public House. Arguably this was by far the most controversial proposal within the Masterplan. As a result of the community feedback a reassessment of the commercial advice was undertaken and it was found to

be that the most appropriate location would be that of the Village Square (the site of the current local centre).
